This franchise did actually give the non-white elements the deciding majority in certain constituencies.

The South African Union Government, which is a coalition of the Nationalist (predominantly Dutch) Party and the (White) Labor Party, alarmed at the forecast made the Report on the Census of 1921 of the rate of increase of the Native population as compared with the European, is taking in hand a comprehensive program of legislation with a view to arresting social developments which are regarded by the Government's supporters as a menace to white supremacy. The whole morale of South African society and industry has been vitiated by the fact that the original Cape Settlement was established upon imported slave labor and that the white people have never since got rid of the mentality of a slave-based society. If the attempt to maintain the repressionist and color-bar policy should be persisted in, it is not the Natives that, in the long run, will be defeated.
