The January 1961 Plenary Meeting of the Central Committee of the CPSU stressed the inseparable tie between the development of agriculture and the accomplishment of the general task - the building of a thriving socialist economy. The need for this development follows from the programmatic propositions of Marxism-Leninism on the tremendous role of agricultural production and is an important requisite for the building of a communist society. Of primary importance for the advance of agriculture is the acceleration of the growth rates of its material and technical basis and a qualitative improvement in the collective and state farms, the expanded reproduction of their fixed assets on a new technical foundation.
