Analytical data and design standards and procedures are presented for use in the development of small-craft harbors and launching facilities under a wide variety of conditions applicable to a broad spectrum of geographic locations. Environmental impact and governmental control aspects are discussed. Procedures for determining project feasibility and possible sources of governmental assistance are presented. Design standards for structural steel dolphins in cohensionless soils discuss soil characteristics, dolphin loads, rated capacities, and structural behavior for single and multiple-pile dolphins. Examples of design for rated force and energy capacities are given, together with the steel grades and stress levels, pile spacing and embedment lengths. (Author)

Two sectional models were used to check performance of the proposed spillway for John Day Dam and to develop improvements if necessary. A three-bay section of the 20-bay spillway was studied in a 1:41.14-scale model. A two-bay section of the 17 low bays to be used during second-step construction was reproduced in a 1:24-scale model. Modifications of the crest piers to reduce the danger of cavitation during unusually large spillway flows were recommended. Discharge ratings in the three-bay model indicated that capacity of the spillway was slightly greater than computed for the design flow of 2,250,000 cfs. A 185-ft-long stilling basin at elev 114 performed as well as a 210-ft-long basin at elev 118. Three 10-ft-high baffle piers produced desired flow conditions in bay 2 of the stilling basin.

The proposed action relates to an application covered by Public Notice 73-86, dated 19 April 1973, for a permit to dredge and to construct a wharf and dolphins in the Colleton River on the north shore of Colleton Neck at Victoria Bluff, north latitude 32deg - 17min -36sec, west longitude 80deg -48min -09sec, Beaufort County, S.C. The plans submitted by the applicant show the proposed work to consist of constructing an 840- X 100-foot marginal wharf, six dolphins, and a 1000-ton derrick. An area 2000- X 175-foot, adjacent to the wharf and dolphins will be dredged to a depth 27 feet below mean low water. Approximately 89,000 cubic yards of silty-fine sand will be deposited in an area above mean high water. The purpose of the proposed action is to construct a metal plate assembly yard for the production of large aluminum tanks which are to be permanently installed on ocean-going ships for the transport of liquified natural gas. No natural gas is to be loaded, unloaded, or stored at the proposed facility.

Fourteen pile cap specimens, each containing two, three, or four connectors nailed to a section of saturated, class 'B' timber piling and encased in a concrete pile cap, were subjected to three types of tests conducted under submerged conditions to evaluate the effectiveness of the connectors. The specimens were tested under: (a) static tensile loads to failure to determine the ultimate load that two connectors could withstand, (b) sustained tensile loads at various percentages of the corresponding ultimate loads to determine the effects of percentage of load and duration of load on the slip characteristics of the pile connectors, (c) cyclic loading from tension to compression to determine what effect repetitive loads would have on the amount of slip between the pile and the cap. Recent developments in marine shipping will have a profound effect on military port construction. The use of large container vessels and super tankers already requires that commercial marine terminals be extensively modified in order to operate efficiently. The Army must develop the capability to construct facilities that are compatible with these new developments. The report furnishes basic reference information for use in selecting sites for military ports and port facilities, fulfilling the requirements of container facilities, and solving engineering problems that new developments in shipping will place on the military engineer. It involves only present state-of-the-art techniques and equipment that permit the off-loading of all types of commercial and military cargo vessels at the earliest practical time after a site has been tactically secured.

Full-scale axial load tests were conducted on six different types of commercially available piles to determine their resistance against failure by buckling. A total of seventeen 80foot specimens, each with an unsupported length of 60 feet or more, were tested under conditions of piles at refusal. A field test tower with a loading system induced axial compressive loads to 440 tons. Tests and results are presented. Application of tangent modulus principles for use in the generalized Euler equation for predicting buckling loads is demonstrated by way of examples. It is concluded that the theory has practical application, and its usage is recommended. (Author), See also Supplement AD-633 266.

Twenty-seven concepts for mobile wave attenuators and piers in 6 categories are reviewed toward exploring their capability to form a single mobile unit--termed a multi-purpose harbor unit-which could be used with others like it to form either a breakwater or a pier. The most promising types for use as a multi-purpose harbor unit are: a caisson of spaced pontoons (Amirikian type - costing about $15,000 per weatherside foot); a floating inclined platform of pontoons (Patrick type - costing about $40,000 per weatherside foot) and a legged platform or legged pontoon with proper attenuator such as a fixed baffle (DeLong type - costing about $20,000 per weatherside foot). The last type is considered the most promising and it is recommended that a study of its feasibility as a multi-purpose harbor unit be made. (Author)

The report discusses a review of bioscience-oriented problems at field activities. The primary purpose of the bioscience study is to ascertain if specific biological research is justifiable. Another objective of the study is to determine if there are areas of biological investigation that should be pursued, and, if so, to delineate those areas.

This report describes the continued work on improvement of the logistical base in-country. As in the past, the main effort has been in the improvement of the alternate port complex at Sattahip, improvement of lines of communication and expansion of the Korat complex. In addition, plans continued to be drafted for the receipt and utilization of new units. A project has been started in the northeast to up-grade the roads in that area and plans are under way to construct an in-land road linking Sattahip with the Chachoengsao-Kabin Buri road.

The laboratory is exposing wood panels impregnated with various materials to determine their resistance to attack by marine borers. The report lists the results of harbor tests of treated panels removed from exposure between 15 August 1962 and 15 August 1963. It also lists all treated panels which have been exposed for one year or more which have shown no attack or very slight amounts of attack.
