The article examines the available clinical services for exceptional children in Washington D.C. This article focuses more on the available clinical assistance for mentally handicapped and emotionally disturbed children. In the area of children with mental disabilities, twelve chapters of the Children's Benevolent League in Washington D.C. served as mediator organization between parents of mentally retarded children and state institutions. This organization aims to help parents adjust to possible conditions occurring upon the diagnosis of mental retardation in a child. On the otherhand, clinical services for emotionally disturbed children are facilitated by therapists who are in private practice and child guidance clinics together with their trained staffs, and people who provide mental health assistance.

Child-placing agencies and other organizations, which have the responsibility for child-adoptions as one of their functions are continuously re-examining the effects of group placement versus individual placement. Before the beginning of the twentieth century dependent children were placed in institutions almost as a matter of course. More recently, there has been a marked trend to try to place such children in private homes, because it has been found that life in a family is more conducive to normal development. But emotional security alone does not suffice as a prerequisite for satisfactory development. In addition a child must receive adequate stimulation if the author is to make full use of his innate capacities. The average child in society is moved from one atmosphere to another and thus has an opportunity to witness various aspects of life. If one lives in the city, he is taken to the park, where he sees green grass, red and green leaves, flowers, blue sky and white clouds. The same plan applied to a baby institution should presumably meet with equal success.
