C. 20314 Planning :; EP 1105-2-1 1 July 1974 . MAJOR STEPS IN THE CONCEPTION, AUTHORIZATION, AND CONSTRUCTION OF CORPS OF ENGINEERS PROJECTS FOR WATER RESOURCES DEVELOPMENT .3 1. Purpose. This pamphlet summarizes the major steps involved in the conception, authorization, and construction of Corps of Engineers water resources projects. 2. Applicability~ This pamphlet applies to all OCE elements and all field operating agencies having Civil Works responsibilities. Public distribution of the pamphlet may be made to explain the process of plan­ing, coordination, authorization, advanced planning, design, and con­struction involved in the program. 3. The Federal Interest. Congress, by general and specific laws, has determined that a Federal interest exists in the comprehensive planning of water resources development for long range needs and in c·onstructing justified projects, with appropriate non-Federal cost sharing, for navigation, flood control, major drainage, irrigation, beach erosi on control, hurricane flood protection, and r~lated developments such as hydroelectric power, water supply, water quality control, fish and wildlife preservation and enhancement, and outdoor recreation. This pamphlet is concerned with the sequence of events and activities from the seeking of a study through the construction of projects that may be justified and authorized. 4. TyPe of Project Authorization. Gorps of Engineers water resources projects requir~ specific Congressional authorization, except for certain small projects of limited scope which may be accomplished under general continuing authorities available to the Secretary of the Army and the Chief of Engineers. The purpose of this circular is to emphasize the requirement for use of Federal and Military specifications in the procurement of supplies or equipment. 2. Applicability. This circular is applicable to all Corps of Engineers field operating agencies responsible for the direct procurement of supplies and equipment. It does not apply to specifications for construction contracts. 3. References. ASPR 1-1201 and ASPR 1-1206. 4» General. The Office, Chief of Engineers is receiving an increasing number of industry complaints and Congressional inquiries concerning defec¬ tive and restrictive procurement specifications and purchase descriptions. It is apparent that, on many occasions, purchasing offices have failed to describe their needs clearly, fairly and accurately, without restriction of competition. Lack of attention to the standards and requirements of the Armed Services Procurement Regulation has resulted in an unwarranted number of proprietary, sole source and brand name procurements. Such procurement practices, whether advertised or competitively negotiated, prevent adequate and effective competition, invite protests of awards, increase procurement costs and violate competitive bid statutes. 5. Instructions, a. ASPR 1-1202, requires the mandatory use of Federal and Military specifications unless specifically excepted. Purchasing offices must take positive steps to identify those items which are suitable for procurement under Federal and Military specifications and these standard specifications will be utilized to the maximum practicable extent. Devia¬ tions or amendments will be held to a minimum and changes that may be necessary will reflect the minimum needs of the Government. Recent protests and complaints received in 0CE indicate that

During the energy crisis, goals and directives will continue to be imposed on Corps construction and operations activities. It is the policy of the Chief pf Engineers that all necessary conservation measures be taken, and that any regulatory limit imposed on consumption be supported by affirmative action. It is also policy that fuel conser¬ vation measures imposed by DOD on military installations be adopted insofar as possible on civil works facilities. Imposed regulatory restrictions may limit the Corps accomplishment pf essential military Gonstruction or the construction, operation and maintenance of navigation and energy producing facilities. If this event occurs, the matter shall be forwarded for further action to Office of the Chief of Engineers, ATTN: .PAEN-MGZ-K or DAEN-CW0, WASH DC 20314, depending on whether the problem is related to military or civil works construction/operations.
