2. A Study of the Feasibility of Marketing Programming for Educational R & D Products.

Abstract

This document argues the need for improved procedures for planning educational change. Specifically, it argues for a marketing approach which involves starting with the real needs of a particular population and planning a coordinated set of products and programs to serve those needs. The authors focus on using marketing concepts and techniques to help in situations where educational products already exist. The publication first discusses past beliefs about the approaches to educational change and how these beliefs have led to confidence in the potential usefulness of a marketing approach. Secondly, it reports the results of empirical work done to apply one such marketing concept to educational change--that of market segmentation. The application of the market segmentation concept to educational dissemination and utilization assumes that the market for educational innovations is heterogeneous, and further, that variables can be found which meaningfully divide the market into homogeneous subgroups which are expected to respond differently to marketing efforts. A discrepancy model is divided for use as a basis for market segmentation and as a guide for market selection and marketing strategy development. (Author/DN)

3. The Future of International Education.

Abstract

This address, given in May, 1970, as part of a UNITAR Special Lecture Series, proposes a revelant view of education; namely, that education should aim not at producing manpower but at manhood, helping each person achieve full humanity, thereby making the world a desirable habitat for mankind. Nation states use education as a means toward preserving their political, social, and economic status quo to foster national ambitions. Education, then, becomes an instrument of national policy whereby it is viewed as an economic investment. The flaw in this philosophy of economic growth is that it is inhuman and tends to enslave recipients to a current set of technological practices and to a given historical moment. Conversely, when education helps men to become human by helping them to learn to use their minds, economic growth might favorably change and, moreover, such an education would be best for the national and world community. The world community of the future could be a continuous learning society in which every person in every nation rises to the highest cultural level attainable. (Author/SJM)

4. An Investigation of Spoken Brazilian Portuguese: Part I, Technical Report. Final Report.

Abstract

This final report of a study which developed a working corpus of spoken and written Portuguese from which syntactical studies could be conducted includes computer-processed data on which the findings and analysis are based. A data base, obtained by taping some 487 conversations between Brazil and the United States, serves as the corpus from which a frequency list of some 2,000 words is derived. A print-out of the Key-Word-in-Context is also developed and intended for use by linguistic researchers. Descriptions of experimental procedures, findings, and recommendations are included. Supportive technical data and experimental information are appended. (RL)

5. 'Attitudes of Male Gang Members Related to Innovative Education.'

Abstract

The purpose of this study was to determine the attitudes of known male gang members attending an innovative high school--the Philadelphia Parkway Program--toward the major socializing institutions of our society: schools, government (law enforcement), family, peers, and themselves. The study was also intended to determine the extent to which known male gang members, who attend an innovative high school, differ significantly in their attitudes over a period of time from each other and from known male gang members who attend one of the traditional high schools in Philadelphia, Pennsylvania. Many Philadelphia schools at the secondary level are plagued with the problem of a high degree of disruptive pupil activity. This activity affects the entire educational program within these schools and also the safety of students as they move to and from school. Much of this disruptive activity has been attributed to boys who are known to belong to subgroups called gangs. Parents, students, teachers, administrators, and members of the community at large are concerned with increasing gang activity and its consequences for school programs and the larger community in general. The search for solutions has led many large school systems to explore the role of alternative schools in the educating of alienated youth. (Author/JM)

6. [Utilization of Minicourses.] Final Report.

Abstract

This project established seven regional demonstration centers for the teacher training products "Minicourses" of the Far West Laboratory for Educational Research and Development. The goals of these centers were as follows: a) to attract awareness and interest of prospective users, b) to provide a setting in which educators could evaluate Minicourses, c) to link prospective users with agencies that could effect utilization of Minicourses, and d) to demonstrate the impact of a research and development product in schools. In addition, the project included an analysis of demonstrations as a technique for dissemination: a follow-up study investigated decision-making behavior and the utility of a visit to a center. It was concluded that the demonstration sites were successful in making contacts with educators and stimulating interest in Minicourses. Other conclusions of the project included the following: a) interpersonal communication is the preferred channel for information on innovations; b) decision-making process varies greatly among schools--few generalizations are possible; c) the skills of those conducting demonstrations and their knowledge of schools in the area were critical to success; and d) the short-range success of an educational innovation may be highly related to its congruence with customary school budgets. 7. An Educational Development Case Study: An Elementary Science Information Unit.

Abstract

Described is an information package with information on six science programs suitable for use in elementary schools. The programs selected for inclusion in the information unit were Elementary Science Study, Inquiry Development Program, Minnesota Mathematics and Science Teaching Project, Science Curriculum Improvement Study, Conceptually Oriented Program in Science, and Science--A Process Approach. Five major phases used to conceptualize, develop, and test the information package are described. In the first phase, the goals of the package were outlined. The second phase involved the development of the first complete form of the information package. In the third phase, a completely revised package was developed using the modifications recommended at the previous phase. In the fourth phase, the product was revised and used in a large number of sites across the country. The fifth phase was the development of the final product and its dissemination. This document contains several photographs of the information package as well as a discussion of the total program budget, and the costs for each phase. Bibliography. (LC)

8. A Study of Alternatives for Disseminating Knowledge and Planning for Civil Defense Education Among School Age Children--12-14 Years. Final Report.

A description is given of alternative goals and plans for introducing a program for civil defense readiness in grades 7-9. This program is designed to train young people in survival skills for disasters, both natural and man-made. While emphasis is placed on children at the junior high school level, an outline is provided for extending such training to students of kindergarten through high school age. Sample curricula for coping with different types of emergencies are described. (JD)

Abstract

For a period of more than 25 years, this series of publications has provided an authoritative and reasonably comprehensive source of information about Federal activities in education. The present bulletin, Federal Funds for Education, 1958-59 and 1959-60, is the 15th in the series. It describes educational programs supported by the Federal Government and gives tabular summaries of the Federal funds provided. Compilations of amounts for the individual States in the 1958-59 and, if available, for the 1958-60 school years are presented. Summary tables reporting program amounts over a 10-year period are also included to show trends in Federal support. The figures indicate annual amounts for the separate programs; the extent that educational activities are supported in the separate Federal departments, agencies, or offices, and the Government-wide participation in supporting education services throughout the United States. The value of this kind of information has recently been emphasized in arrangements between the National Science Foundation and the Office of Education for a further analysis of data on Federal funds for education. Abstract

The period of youth is the real beginning of life's adventure. The individual has secured a background of facts and reaches out for the meaning that lies beyond. Ideals are sullied, powers are expanding, opportunity seems assured, and the romance of existence is undimmed. Red-blooded courage, devoted friendship, and high aspiration are its emblems. Accomplishment and success are hopefully expected and the future beckons with its prospects and its promises. Such is the American dream for youth. Many an adult looking back on its own youth of 40, 30, 20 or 10 years ago will recall the engaging uncertainties, the uneasy suspense. The dream was not all realized, but in its essential features it was. What about the youth of today? What does the future hold for him? What are his conditions, his needs, and his interests? Many communities have tried to find answers to these and other questions regarding their young people. By reference to the bibliography at the end of this bulletin one will find the names of the communities which have undertaken youth surveys and carried them to the point of publication. Naturally, many other communities have made various studies, but the reports are not available for distribution. The principal findings of these youth surveys are brought together in part I of this bulletin. Appended are: (1) Youth Census Schedule; and (2) Youth Survey Schedule. A bibliography is included. Abstract

This bulletin is the thirteenth in the Office of Education series on "Federal Funds for Education" issued biennially since 1933-34. In the present report, figures are given for the two most recent years if they are available. In some instances, expenditure figures for the 1955-56 school year will not be reported until later, and the Federal office did not wish to report allotment or budget figures. For these, the most recent data are for the 1954-55 school year. Bulletins in this series of publications are issued in response to a continuing interest in Federal funds appropriated or alloted for educational services.
