This is volume 2 of the study to develop a systematic means for rank- ordering foreign countries on the basis of U.S. interest abroad. Six independent dimensions of the U.S. stake at the subtheater level were delineated, and ninety-three (93) countries were rank-ordered on each, as well as across an aggregate measure of all six. The same set of countries were evaluated in terms of the relative level of local, inter-state conflict behavior they had experienced over the period 1961-1973. The severity of thirteen years of conflict was measured with the help of a conflict continuum scale consisting of twenty-three generic types of conflict-interaction. Annual conflict scores were aggregated into a series of final, weighted conflict intensity indices for 1973. Country interest scores were juxtaposed with the pertinent conflict intensity indices in a display of ranked levels of U.S. security concern., See also ADA011216.

The study has two main objectives: first, to develop a systematic means for rank-ordering foreign countries on the basis of a series of explicit, quantifiable measures of the U.S. interest abroad, and, secondly, to provide a preliminary statement of the relative level of threat that U.S. subtheater interests may be exposed to as the result of local inter-state conflict.

Tables of vertical cutoff rigidities calculated using the trajectory-tracing technique are given for two epochs of the geomagnetic field. The Finch and Leaton magnetic field coefficients were used for Epoch 1955, and the Jensen and Cain coefficients were used for Epoch 1960. Each table includes the geographic coordinates and L value of each location together with the main cone cutoff rigidity, the Stormer cutoff rigidity, and the effective cutoff rigidity. Data for approximately 2900 locations on the earth are presented.

A computer program has been written which allows rapid retrieval and selection of CONUS and OCONUS crude oil characterization data. The computer program is conversational and permits use by personnel not experienced in computer operations. Crude oils are selected by using up to 14 categories of crude oil characterization data, including geographic location, production rate, reserves quantity and physical properties.

The etiologic agent of canine heartworm is a nematode, Dirofilaria immitis. Once the infective larvae enter the normal definitive host, a dog, an intermediate growth phase ensues. Symptoms and signs of infection in the dog can vary according to worm load. Symptomatology normally includes a lack of endurance, anorexia and labored breathing. Specific signs may include a chronic cough, dry hair coat, loss of weight and hematuria. The research reported herein was in the nature of a survey. Specific factors and strain differences in mosquitoes which may influence the development of Dirofilaria immitis in Aedes triseriatus, were compared. The extent to whcih separate geographic strains of D. immitis may influence differences in the prevalence of canine dirofilariasis in regions with similar mosquito faunas had not been investigated previously. Therefore, the hypothesis that variation among divergent strains of D. immitis may influence the development of D. immitis in the mosquito was investigated. The responses of the arthropod host to such factors as age and colony inbreeding on the development of D. immitis were also examined.

This file contains the latitude and longitude coordinates for each zip code shown in the 1974 zip code directory published by the U.S. Postal Service (with the exception of the A.P.O.'s) Coordinates are provided in terms of degrees, minutes, and seconds. The coordinates were developed in one of five ways indicated by a type flag: (1) a computation based upon the 1970 Census tracts which comprise the zip code area; (2) earlier maps readings of post offices located outside the Standard Metropolitan Statistical Areas; (3) the assignment of the coordinates of the main post office to a branch, if there was no other way to locate the branch; (4) the assignment of the coordinates of a minor civil division (MCD) to a post office; (5) current map readings. The record format is as follows: Cols. 1-5 Zip Code, 6-11 Latitude, 12-18 Longitude, 19 Type Flag, 20-80 Comments appear for types 3, 4, 5. There are 37,408 records in the two tapes.

Demands for petroleum products have increased dramatically in the last several years, primarily because electric utilities have been, and continue to be, curtailed drastically in their use of natural gas. There have been large increases in the amount of gasoline used annually. Report briefly discusses ways to conserve energy in the residential, commercial, and transportation sections.

A sample of 448 self-admitted pre-service barbiturate users was compared with a control sample of airmen with no known record of drug abuse. Within the sample of barbiturate users, several variables were examined to see if they were associated with degree of barbiturate use. The barbiturate sample differs significantly from the control sample in that barbiturate users are disproportionately represented in the North-Northeast and Far West-Pacific Coast enlistment areas, they more often indicate no religious preference, and they enlist at a younger age. Degree of barbiturate use is negatively associated with aptitude, educational level, and with measures of success in the Air Force. However, degree of barbiturate use is positively associated with the use of other drugs. (Author)

Characteristics of all-volunteer force enlistees were compared to characteristics of 1970 through 1972 enlistees. Analyses of the four years of data result in the following conclusions: (a) Compared to the 1971 and 1972 accessions, there has been an increase in average aptitudes of the 1973 accessions in the mechanical and electronics areas. There has been a decrease in the administrative and general areas. Air Force quality is improving but did not reach the quality level demonstrated by 1970 first-term accessions. (b)There has been an appreciable loss of accessions who have completed education beyond the high school level. This loss is accompanied by a year-by-year downward shift of percentages of first-term airmen scoring at the higher centile levels of the four aptitude indexes of the AQE. (c) The aptitude level patterns of South-Southwest (areas 3 and 4) enlistees were not consistently low, compared to the other areas, as they were in 1970 through 1972. (d) The aptitude levels of Black enlistees in 1973 are higher than they were in 1970 through 1972. This phenomenon was obtained by geographic area of enlistment and total sample. (e) Other than a possible need to offer incentives to high-aptitude people, especially in the general and electronic areas, Air Force operational capability does not appear to be significantly affected by the absence of the draft. The study evaluated the feasibility of an approach to investigate geographic location preferences of airmen. Two preference ratings were obtained from 509 basic airmen for each of 150 Air Force locations, one based on the location name, then unnamed, based on a 22 variable environmental profile description. Findings indicated the approach was feasible; that considerable variance was revealed across both individuals and locations; that the base selected variables could explain a considerable proportion of the rating variance through regression analysis. Further study of location preferences of experienced personnel is recommended. (Author)

The purpose of TAC Project 73B-078T/USACACDA JT 009 was to formulate joint employment concepts, techniques, procedures, and safety requirements, and to verify the operational effectiveness and suitability of AWADS for Air Force delivery of Army personnel and equipment in instrument meteorological conditions (IMC). This was a joint Air Force/Army project conducted by a joint test team composed of personnel from the USAF Tactical Air Warfare Center, the XVIII Airborne Corps, and the United States Army Infantry School. The IMC flight formation minimum drop interval of 4,000 feet is adequate to insure maximum safe delivery of jumpers and equipment. The minimum ceiling of a 300-foot overcast and 1/2-mile visibility encountered during the test are acceptable for the airdrop of personnel and equipment. The standard parachutes (T-10 and MC1-1) are adequate for use in IMC to these minimums. Absolute minimum acceptable weather conditions were not determined. Subject to further evaluation in Phase II, jumpmaster and parachute techniques/procedures and the exit interval developed appear adequate. Delivery of personnel and equipment in IMC appear safe, Current AWADS aircrew procedures are adequate to position aircraft at a point from which low-altitude parachute extraction system deliveries can be made in weather minimums of a 500-foot ceiling and 2-mile visibility. The report describes the proposals for regional culture collections of microorganisms especially in developing countries. Since the earliest days of their science, microbiologists have been forced to conserve the genetic resources of their microbes, albeit they have not always expressed their concern in terms of preservation of genetic pools. Microbiologists, of necessity, have had to preserve their cultures in a viable and physiologically unaltered state since relatively little can be learned from dead microorganisms. As a consequence, a number of very fine culture collections have been established and considerable research effort has been expended on developing techniques suitable for the long-term storage of living microbes.

A worldwide network, consisting of 24,000 gravimeter, 1,200 pendulum and 10 absolute measurements collected over twenty years was adjusted by a small Working Group of the International Association of Geodesy. The concept differs from that of earlier gravity reference systems in that datum is determined not by an adopted value at a single station, but by the gravity values for 1854 stations obtained from a single least squares adjustment of absolute, pendulum and gravimeter data. The subgenus Eumelanomyia, as currently interpreted by Sirivanakarn (1971) in his proposed reclassification of Neoculex includes practically all Culex species which were previously placed in the subgenus Mochthogenes and a number of species in the subgenus Neoculex according to the classification of Edwards (1932, 1941). The subgenus in the present sense is one of the largest in Culex with distribution largely restricted to the Ethiopian and Oriental regions. The most up to date records from the literature (Stone, Knight and Starcke 1959; Stone 1967, 1970) include approximately 66 nominal species of which 37 are from the Ethiopian region, 27 from the Oriental region, 1 from the Papaun part of the Australasian region and 1 from the South Pacific. The objectives of the San Francisco Bay - Sacramento and San Joaquin Delta 12-County Regional Wastewater Residual Solids Management Study (Portion I) are to develop a summary and projection of systems methodology for wastewater sludge and residual solids handling and land disposal within the confines of a larger 43-Central California Counties Study Area. The Study Area includes the entire Central Valley and Monterey Bay region together with the Bay - Delta Waste Source Region., See also Volume 5, ADA043816.

The following declaration by the Chairman of the Revolutionary Council of the Union of Burma is published for general information: WHEREAS international Law has always recognised that the sovereignty of a State extends to a belt of sea adjacent to its coast, AND WHEREAS international practice is not uniform as regards the extent of this sea belt commonly known as the territorial sea of the State, and consequently it is necessary to make a declaration as to the extent of the territorial sea of the Union of Burma, the Chairman of the Revolutionary Council of the Union of Burma hereby declares--That notwithstanding any rule of law or practice to the contrary which may have been observed in the past relating to the Union of Burma or any part thereof, the territorial sea of the Union of Burma shall extend into the sea to a distance of twelve nautical miles measured from the appropriate base line. Except as provided for in paragraph 3, the low-water line along the coast, as marked on large-scale charts officially recognised by the Government of the Union of Burma, shall be the base line for measuring the breadth of the territorial sea of the Union of Burma. That where it is necessary by reason of the geographical conditions prevailing on the Union of Burma coasts, and for the purpose of safeguarding the vital economic interest of the inhabitants of the coastal regions, to establish the system of straight base lines drawn between fixed points on the mainland, on islands or rocks, the breadth of the territorial sea shall be measured from such base lines. The Government of Argentina, by declaration and legislation, has created a system of straight baselines. The system, however, appears to relate more to claims based on the historic bay theory than to the articles of the Geneva Convention on the territorial sea, which apply to straight baselines. The system enclosed the estuary of the Rio de la Plata, which is shared geographically with Uruguay, and the gulfs of San Matias, Nuevo, and San Jorge. The Rio de la Plata estuary was included in the United Nations document (A/CONF.13/1) 'Memorandum Concerning Historic Bays' prepared for the 1958 Geneva Conference on the law of the sea. The following list of national claims to maritime jurisdictions has been compiled and collated from the latest available official sources. The document is intended to be a research and reference tool and it does not necessarily constitute an official acceptance or recognition by the United States Government of the claims or of the specific principles or practices involved therein. While every effort has been made to insure the accuracy and reliability of the list, there may be mistakes and the user is requested to note any errors of omission or commission. Corrections should be forwarded to the Office of the Geographer, Department of State, Washington, D.C. 20520. As a cautionary note, the sections concerned with (a) bilateral and multilateral fishing agreements, and (b) maritime pollution legislation and agreements are considered to be of a lower degree of accuracy and completeness than the other portions of the study. As new data become available, correction sheets for the individual countries will be issued. On November 23, 1970, the Governments of Mexico and the United States signed a treaty for the clarification of the Rio Grande boundary and the creation of maritime boundaries between the claimed 12-nautical-mile Mexican territorial sea and the territorial sea and contiguous zone of the United States. The treaty delimits, in principle, the lines of separation in the Gulf of Mexico and in the Pacific Ocean. The two governments then established the final lines which were represented, at reduced scales, on two maps affixed to the treaty. (Author)

Ecuadorean straight baselines were proclaimed most recently by Supreme Decree No. 959-A on June 28, 1971 (Official Register No. 265 of July 13, 1971). The Decree established straight baselines adjacent to the mainland and around the Galapagos Islands (Archipelago de Colon). However, the existence of straight baselines around the Galapagos Islands has been inferred since 1950. Neither the inferred 1950 nor the 1971 straight baselines have been published on official Ecuadorean charts. Ecuador claims a 200-nautical-mile territorial sea measured seaward from the straight baselines. The 200-nautical-mile claim was promulgated by Decree 1542 of November 10, 1966. Waters within the baselines of both the mainland and the Galapagos Islands are considered to be internal waters. Ecuador is not a party to the four 1958 Geneva conventions on the law of the sea. These conventions concern (1) the territorial sea and contiguous zone, (2) the high seas, (3) the continental shelf, and (4) fishing and conservation of living resources of the high seas. The purpose of this report is to assist the U.S. Army Corps of Engineers, San Francisco District, in the evaluation of the sites for the disposal of wastewater estimated to be generated by twelve Bay Area counties in the near future. The extent of this report is confined to the Public Health aspects of wastewater disposal at eight selected sites., See also Volume 3, AD-A043 815.

This study presents the results of the environmental assessment of selected representative wastewater sites. It is based on reconnaissance level field inspection of the sites, supporting office studies, and a review of pertinent and updated information presented in previous reports of the Wastewater and Residual Solids Management Study. This study will provide basic materials required in the preparation of an environmental impact statement on the application of wastewaters generated within the 12 counties of the Region to selected sites., See also Volume 6, AD-A043 891.

The central conclusion from the empirical work is that geographic distance is only one among several persistent and significant influences on international transactions. Some of the other influences--specifically, economic size, culture, economic and technological structure--have relatively greater individual or collective effects than does distance, and all of these other influences trade off against distance at measurable rates that frequently favor the non-distance influences on transactions., See also AD-766 873.

Rio de Janeiro and the surrounding region differ from the majority of the great metropolises by virtue of the diversified character of their terrain formation. The most impressive contrast here is the one represented by lowland consisting of formerly swampy plains, gently rolling hills, and the rather powerfully rising mountain ranges with their abrupt slopes; two of these mountain ranges exceed an elevation of 1000 m -- the massif of Fedra Branca (1,024 m) and the massif of Tijuca (1,021 m); right near by, constituting a part of the serra do Mar (ocean mountain range; we can see the Mendanha mountain range; then we come to the mountain ranges of Quitungo, Capoeira Grande, etc, with somewhat lower elevations. The site of the city itself is cut in half by the Carioca massif, a spur of the Tijuca mountain range; it is dotted with many low hills (hillocks).

'It is our objective,' James E. Webb, Administrator of the National Aeronautics and Space Administration, has declared, 'to insure that developments resulting from NASA's scientific and technological programs be retrieved and made available to the maximum extent for the nation's industrial and consumer benefit in the shortest possible time, thus strengthening the bridge between technical research and marketable end use.' On June 2,1964, in accordance with that objective, the National Aeronautics and Space Administration and the University of California, Los Angeles, jointly sponsored a one-day Symposium and Workshop entitled 'The Transformation of Knowledge and Its Utilization.' This Symposium was the first undertaking of its kind in that geographical region aimed at exploiting the growing reservoir of technology generated by Government-sponsored aerospace research. In order to effect transfer of new knowledge and technology to the non-aerospace economy, engineers, executives, and marketers from potential user industries were invited to learn about these new developments at first hand from qualified representatives of organizations directly engaged in the national space program. Alternative organizational Earth data base structures to accommodate remotely sensed meteorological, oceanographic, and environmental measurements made from spaceborne instruments were investigated. Operating capabilities include constant, but selectable, geometric resolution; updating in place; direct access to local geographic areas; and retrieval of areas by serial bit strings.
