This paper on Government and Non-Government Organization provides information for leaders concerned with the development of proposals and recommendations for national policy consideration. The first four sections of the paper discuss: the need for changes in the existing organizations and for newly created organizations that would effectively represent the interests of older people; goals for organizations already established; the knowledge available relative to services being performed by both governmental and non-governmental organizations; and the identifiable gaps and limitations in organized efforts to meet the needs of the elderly. The fifth section of the paper presents issues formulated to focus discussion on the development of recommendations toward the adoption of national policies aimed at meeting the organizational needs of the older population. The feasibility of the 45-15 plan for elementary schools is considered and the four-quarter or quinmester plan for secondary schools in Guam is explored. Topics considered in this study are personnel, administration, facilities, bus transportation, curriculum development, cost effectiveness, and optional versus mandatory year-round school programs. Included in the report is a geographical and socioeconomic profile of the island of Guam and projections of its future school age population. The appendixes include cost estimates for pre-implementation of a year-round school plan, teacher and student questionnaires and results, an examination of traditional vs. year-round school plant utilization, the special features of Guam's 45-15 plan, and a calendar for program implementation. This selective, annotated bibliography lists 83 published articles and books on the accreditation of teacher education. Citations are confined to the past 15 years with factual materials as well as opinion included. No special attention is given to documents that pertain to a particular state system of colleges or to any particular colleges with the exceptions of the controversial cases of Carleton College and the University of Wisconsin. The purpose of this study was to compare national norms maintained by the National Business Entrance Testing Service with achievement, as measured by the National Busines s Entrance General Office Clerical and Typewriting Tests, of senior office-practice students in rural schools using the Mobile Office Education (MOE) program, in rural schools not using the MOE program, and in urban schools using work-experience programs. A further purpose was to determine the attitudes of students, teachers, administrators, and community members toward the use of the MOE unit in the training of office-practice concepts. Although results did not indicate that achievement was increased by the use of the MOE unit, it was concluded that the lack of pre-test results and the opinions of full-time students, community members, faculty, and administrators would justify further use and evaluation of the MOE unit as an instructional aid in the teaching of clerical skills to high school students. An experimental bilingual program with a bicultural emphasis was initiated in 3 Utah schools: (1) to prevent retardation in academic areas by providing instruction in all subject matter areas in the native language of the child, (2) to build a positive self-image by providing lessons on the heritage of the Navajo people and by developing a bicultural approach in which teachers furnish models of successful cultural synthesis, (3) to develop closer communication and mutual understanding between parents and teachers, and (4) to develop a curriculum reflecting the needs of a people with a rich cultural heritage who are forced to make accommodations to the economics of another culture. Staff training was conducted under contract with Birgham Young University using pre-school and bi-monthly workshops. Students participating in the program ranged in age from 5 to 7 years and were in kindergarten or first grade. Curriculum content was that required by the district and state, with the exceptions of instruction in history and culture of Indians (with an emphasis on the Navajo) and the instruction of English as a second language. Program evaluation yielded the conclusions that: (1) the bilingual program was accepted with enthusiasm by parents, (2) children in bilingual classrooms were maintaining self-images as positive as Navajo children who had been more highly integrated into the Anglo culture, and (3) academic achievement of Navajo children in bilingual classrooms was equal to or greater than that of Navajo children living in or near Anglo communities. The first half of this document deals with the nature of needs for higher quality in teacher education. The substance of quality in teacher education is discussed in light of the relationship between social reality and the schools. The second half develops the following outline of recommendations for a new program: 1) A National Teacher Education Foundation should be established immediately to devote itself to a) the promotion of basic inquiry, in cooperation with other national educational agencies, directed toward improvement and reform of schools and school systems; b) recommendation of priotities in teacher education program development; and c) implementation of projects directed toward the improvement of quality in teacher education. 2) General federal financial aid should be provided for undergraduate teacher education. 3) A federal grant program should be established for physical plant and equipment for teacher education. 4) A federal grant and contract program should be launched to stimulate the development of consortia of universities and public agencies in the preparation of teachers. 5) A federal support program should be provided for faculty and staff development in professional schools of education. 6) A federal project-based program should be undertaken for course content improvement in teacher education. 7) A federal project grant program should be provided for exemplary programs in teacher education. Information obtained during a survey of member institutions of the American Association of Colleges for Teacher Education is the basis for this book. It is divided into eleven chapters, each dealing with one aspect of teacher education. Chapter I discusses the role of education and of teachers in a democratic society. Chapter II presents a history of teacher education in the United States and contrasts its pre-World War I status with its present status. Chapter III discusses the goals of teacher education and the development of a curriculum related to these goals. Chapters IV, V, and VI are concerned with the three parts of the teacher education program--academic education, professional education, and field experience programs--and Chapter VII discusses the organization of these three parts into a sequential program. Chapter VIII is concerned with the role of the teacher educator and his obligation to meet the individual needs of teacher trainees. Chapter IX points out the importance of student personnel work in teacher education programs and develops guidelines for inservice training of student personnel workers. Chapter X is concerned with the administration of teacher education and student participation. Finally, Chapter XI develops some ideas for future development of teacher education, based on trends noted in the preceding chapters. (RT)

The Nuclear Safety Information Center (NSIC) is a highly sophisticated scientific information center operated at Oak Ridge National Laboratory (ORNL) for the U.S. Atomic Energy Commission. Its information file, which consists of both data and bibliographic information, is computer stored and numerous programs have been developed to facilitate the use of this information. The Center maintains part of a small communications network which now includes 13 remote terminals (6 in NSIC offices) through which most information is added to the computer and much is routinely retrieved. The supporting programming permits extensive manipulation of the computer stored information as well as interactive telecommunications from all of the remote terminals. The report gives recommendations for the development of an information system for the Coast Guard which include an interim system for immediate use prior to the development of the ultimate system. The former would include installation of a teletype unit at NSIC to connect to an existing Coast Guard system through which unit, and a manual link, information could be retrieved from a computer store developed at ORNL. The ultimate system would involve transfer of the computer store to the CDC to be installed at Coast Guard Headquarters and a network of remote consoles including one at NSIC for the maintenance of the store. With an emphasis on the problems of control of extraneous variables and threats to internal and external validity, the arrangement or design of experiments is discussed. The purpose of experimentation in an educational institution, and the principles governing true experimentation (randomization, replication, and control) are presented, as are three pre-experimental, three true experimental, and ten quasi-experimental designs with the advantages, disadvantages, and appropirate statistical treatments for each. This discussion follows Campbell and Stanley's chapter on experimental design in Gage's "Handbook of Research on Teaching". (MC)

This report gives guidelines for the organization of institutional research in the community junior college. They include the use of an overall systems approach to data needs and handling; the need for adequate financing; the need for faculty and administrative participation in planning, design, and conduct of research projects; and the coordination of research under a full-time director. Briefly discusses trends in British government support of science, and suggests that excellent fundamental research, necessarily in university laboratories, can be ensured by attracting excellent students to science degree programs, because British university staffing is increasingly dependent upon courses students select.
