The train from Valencia to Barcelona pulled into the station on time. It was a glorious morning on one of the most beautiful seacoasts in the world. The author's friends met him with the bad news that early that morning Barcelona had been bombed; that no military objective had been achieved, and no public building hit, but that much devastation had been wrought in residential districts and perhaps a hundred lives. What the author saw and heard was pretty much a repetition of what he had seen and heard in Valencia when German or Italian fliers had bombed it twenty-four hours earlier.

For a demonstration of the war's decreasingly revolutionary and increasingly nationalistic progress, one has only to look at Barcelona. In Barcelona the people have faced the more depressing aspects of war-economic maladjustment, hordes of refugees and consequent overcrowding, shortage of food and fuel during one of the coldest winters ever known, uninterrupted air bombardments, general disruption of social life--without any of the galvanizing factors of proximity to the front. In Barcelona the two mutually antagonistic, electric currents of the war are crossed--the military and the political. If there is a short circuit, it is in Barcelona that the sparks fly.

This article presents information on the first annual conference of the European Foundation for Management Development that will be held from June 4-8, 1972 at Escuela Superior de Administracion Direccion de Empresas, Barcelona. The topic to be discussed is management development under the conflict between technological and social innovations. An answer will be sought to three groups of questions that how are the management educational institutes preparing for this purpose, what is the foundation's role in this picture and what is the desired future and do the developments contribute to obtaining a balance between the two conflicting forces. The manifestations of last week on the occasion of the nineteenth anniversary of the Russian Revolution magnificently demonstrated the solidarity of the People's Front. For more than five hours the procession of workers, peasants, employees and intellectuals filed by in enthusiastic acclaim of the "Russian example." The demonstrators carried the banners and slogans of every Catalonian organization, the flags of the republic of Catalonia, of the anarchists, of the communists and of various dissident groups waved endlessly in the brilliant sun.

The purpose is to undermine and harass the foe, to continue the attack, now with guns, now with speeches, boycotts, food collections, or by addressing envelopes. There will be no surrender. At a dire moment, when a few timorous souls weakened in their purpose, Communists and Anarchists, joined spontaneously by armed assault guards and police, paraded in thousands. The compromise mood thereupon quickly disappeared.
