1. Bilingual Education. Papers Presented at the Language Teaching Conference (3rd, La Trobe University, May 3-4, 1974).

Abstract

The conference was held to alert teachers and other interested persons to the complexities of linguistic diversity in Australia, with attention focused on the immigrant child. This report includes the individual conference papers, presented by Marta Rado, Bert Townsend, Michael Clyne, Alan Matheson, and Rede Lar, and the comments of symposium and forum participants. The implications of bilingualism and biculturalism are analyzed from the standpoint of language development, language contact, social integration, social mobility, and communication interference. Principals and teachers elaborate on the practical problems encountered in schools with a high degree of immigrant intake. The Multilingual Project, a form of bilingual education developed at La Trobe University, is discussed by school staff who had direct experience with the materials, and its theoretical foundations are described. English-speaking teachers can participate in this program with the help of bilingual pupils, parents, or other assistants. Materials are student-centered, with emphasis on conceptual development. Learners may study in the language of their preference. Project materials are produced in parallel forms of English and immigrant languages, and the units are suitable for independent or small group study. (Author/CLK)

These papers, produced for a graduate seminar at the University of Wisconsin, Madison, represent an attempt to devise a methodology for the comparative study of adult education. "Introduction," by G.S. Bains, provides a justification for the study of comparative adult education. "Comparative Philosophies of Adult Education," by Donald Verwayen, and "An Exploration of the 'Developmental/Rationalistic' Dichotomy for Comparative Adult Education Studies," by Michael J. Heus, examine basic philosophies. "The National Establishment of Adult Education," by Barbara D'Onofrio, concerns the status of adult education. "The Organization of Adult Education," by A. Brian Calhoun, "A Comparative Adult Education Inventory," by Marianne Maynard, and "The Arrangement of Study Activities," by Thomas C. Smrcka, present different forms of arrangement. "Cultural Differences and Evaluation," by D. Merrill Ewert, explores cultural influences creating differences between countries. (KM)

3. A Comparative Study of Sabbatical Leave Practices in Selected Commonwealth and U.S. Universities. Paper No. OIR-30.

Abstract

Sabbatical leaves are viewed as being essential to the ongoing nature of a self-renewing community of scholars. This study was undertaken to provide data on current use of sabbatical leave plans in universities in several countries - Canada; the United States; England, Northern Ireland, Scotland, Wales; Australia, and New Zealand - to provide useful information for possible revision of leave plans. Sixty-six universities were surveyed by means of a questionnaire and the results revealed similarities among the four groups of countries regarding the length of service prior to leave (generally 6 years); differences among the four groups, including the use of retraining leaves as a form of sabbatical; salary paid during regular sabbatical leave; and travel expenses. The conclusions drawn from the data are that Canadian leave plans are not nearly as uniform as those in United States universities; Canadian plans have become more formalized and better documented since 1969; salary paid for full-year leaves in Canadian universities has improved since 1969 and is now substantially better than in the United States, but not as good as in Australia and New Zealand; and participation rates in all countries appear to be higher than those reported prior to 1965 by Ingraham. Abstract

The article discusses the papers of labour journalist Henry Boote which are held in the Australian National Library and the Mitchell Library of New South Wales. A selection of newspaper clippings, photographs, and letters are discussed. It notes that some of the letters touch on political issues including conscription as well as personal correspondence. Drafts of speeches on security, socialism, and war are also discussed. The article includes biographical information concerning Boote's career as a journalist.

The article presents the second part of an exploration into the legal history of the Australian colonies before 1900 regarding evidence of political interest in labor organization and legal protection. In this segment focus is given to the laws of New South Wales. Multiple lists of citations and primary sources are given, including immigration data, formal censuses from 1856 to 1894, and publications of annual statistics concerning railway, public services, and working class conditions. Additional surveys of specific legislative acts are also given.

Abstract

This paper presents a study of Yanyula nouns and noun modifiers. Yanyula is the language spoken in parts of the Northern Territory and Queensland in Australia. In relation to noun modifiers, the paper discusses adjectives and numerals, demonstrative and possessive pronouns, prefix allomorphs, and noun modifier occurrence in noun phrases. Regarding nouns, the linguistic (semantic, grammatical, phonological) and anthropological aspects of development and current usage are discussed and a complex noun classification system is outlined. Abstract

These are published presentations of the symposium in Canberra, Australia. The first major paper is a survey of Southeast Asian Studies in Australia since 1945. Other papers include: a review of progress of the Australian Advisory Council on Bibliographic Services survey of Southeast Asian resources in Australian libraries; current and future Southeast Asian research needs; procurement of library materials from Southeast Asia by the National Library, Monash University, and libraries in the United Kingdom; a concept of a Southeast Asia reference and bibliographical center. There were comments and discussion following most of the papers. The culmination is a discussion of possible future action. 10. The Primary School in the Community. A Survey of Teacher, Student and Parent Attitudes. ACER Occasional Paper No. 8.

Abstract

Three separate but related questionnaires were administered to the primary teachers, students in grade 6, and their parents in a predominantly rural Australian school district, to learn how each of the groups saw the role of the primary school. The study revealed serious differences in attitude between teachers and parents, as well as between teachers and children, about the main purposes of schooling. Most parents and students adhere to the traditional goal of the child acquiring that body of knowledge and skills which will qualify him for later success. However, many teachers see their role in wider and less definite terms. Almost half (46 percent) of the students agree that "much of what schools do is a waste of time," and 60 percent of the students agree that "music, art, and craft should receive more time in the school day."
