This paper attempts to point out the shortcomings of the current measure of reserve fund adequacy utilized by the unemployment insurance agencies in most of the states. An alternative measure is then presented, which is based upon an empirically determined risk level of unemployment. The proposed measure is then applied to the unemployment and financial expense of several states. The results indicate that the alternative measure provides a fairly sensitive indicator of reserve fund adequacy, based upon the individual state's own experience. [ABSTRACT FROM AUTHOR]
