1. Papers on Theoretical Issues in Health Education.

Abstract

This document is a collection of 17 papers on theoretical issues in health education presented at the Dorothy Nyswander International Symposium. The introduction, entitled "Theory and Practice in Health Education: A Synthesis," attempts to highlight some of the features of these papers and their relevance for health education practice. The papers show a diversity in subject matter and scope and include such subjects as health education in the medical care setting, community organization, and educational diagnosis. Several papers examine various theoretical concepts and their applicability to health education practice. The papers emphasize people and the predominant position they play in decisions about their own health actions. Another common characteristic of the papers is the emphasis on precision in the delineation and analysis of whatever aspects of health education are under consideration (defining health education, causes affecting the individual or group behavior, analysis of data, program planning and methods, evaluation, training, and administrative framework). Yet another characteristic of the papers is the emphasis on theory or the ways to use theory in the practical implementation of programs. (BD)

15. The Efficiency of Federal Subsidies to Medical Education. Health Manpower Policy Discussion Paper Series. No.: A8.

Abstract

This paper focuses on the efficiency of federal subsidies in meeting stated public goals and gives two reasons for doing so. First, specific data on subsidies for the education function of medical schools are available. Second, Congress is now considering the entire package of federal health manpower legislation. It is difficult to escape the conclusion that the current means of public support are both inefficient and expensive methods of meeting public needs. This paper concentrates on three objectives that constitute the most commonly stated justifications for public support: increasing the production of doctors; improving their geographic and specialty distribution; and increasing the enrollments of low-income and minority students. The estimates of the cost of subsidies to medical and dental education are both so high that they strongly indicate the present subsidy system is wasteful. At the minimum, they suggest that Congress and state legislatures should at least begin to consider other mechanisms for meeting the social goals that underlie public support for medical education. These include not only broad shifts in emphasis away from high cost manpower to lower cost mid-level health workers, but also include changes in the amounts, and more particularly, the type of subsidies granted to medical education. Abstract

Papers and presentations at the 1971 symposium of the Digital Equipment Computer Users Society (DECUS) are presented. The papers deal with medical and physiological applications, computer graphics, simulation education, small computer executive systems, management information tools, data acquisition systems, and high level languages. Although many of the papers are highly technical, a sizeable number are discussions of educational applications which are intelligible to the informed layman. (JY)

17. Misused and Misplaced Hospitals and Doctors: A Locational Analysis of the Urban Health Care Crisis, Resource Paper No. 22.

Abstract

Geography of health care entails the application of location and transportation theories and of systems methods to the demand for and supply of health care. An analysis is presented of the new geography approach and the current research involved. Chapter one provides a review and summary of the Chicago Regional Hospital Study (CRHS), a major effort promoting this expanded concept of medical geography. More than one hundred working papers produced by the CRHS are reviewed. Three themes are developed in the second chapter: the foundation in geographic theory of the medical geographic research, the contemporary social relevance of the research, and policy implications of the findings of social sciences. In Chapter three the sixty-year campaign for national health insurance is traced. In the fourth chapter, a contrast is made of the Congressional legislation and the rhetoric in the area of health care delivery. An analysis of the Health Maintenance Organizations (HMO) is included, which indicates that most community-based HMO grants in large urban areas are doomed to failure. The final chapter analyzes the widening gap between doctor-rich and doctor-poor areas in which large urban areas such as Chicago are fast losing ground in the competition to retain and attract doctors. Abstract

The author discusses the confusion, attributable to misleading references, which long obscured the location of the main portion of the William Beaumont papers. The collection was previously thought to be in the National Library of Medicine, but it is actually housed in the Washington University School of Medicine Library. This has been clarified by the discovery of a series of previously unpublished letters of Sir William Osler, as well as by other newly found materials. The history of the Washington University School of Medicine Library is reviewed, and the facts relating to the disposition of the Beaumont collection in that library rather than the National Library of Medicine are told. Also considered are some of the problems which the dispersion of documentary source materials creates for the scholar. With the Beaumont papers as a case in point, various locations of such materials are cited, and their contents briefly noted.

The day book and papers of Dr. Squire Bosworth and family. Squire Bosworth was one of the earliest physicians of Randolph County, and his day book records details of his medical practice indicating common procedures and remedies as well as charges and costs during the early nineteenth century. Bosworth was also a deputy and county clerk of Randolph County, and included among the papers are court documents. Along with his son, Squire Newton Bosworth, the family acquired interests in landholding which is reflected in deeds, surveys, correspondence and tax receipts from Texas and West Virginia. Among the correspondence is an 1885 letter from William L. Wilson surveying his Congressional re-election possibilities.
