The first section of this report contains a short summary of the papers and proceedings of this Conference which was initiated and directed by the University Library and sponsored by the Library Education Division of the American Library Association. Ten working papers were distributed prior to the Conference and served as a background to the discussions held by the authors and the other major participants during the first two sessions. The final day was devoted to the preparation and discussion of recommendations for improving library and indexing services for the field of library and information science. The second section provides recommended courses of action for the improvement of existing indexing and library services, new ventures, research and development, and leadership. The purpose of the symposium, sponsored by the Environmental Protection Agency, was to outline and clarify the difficulties of interchanging information in the myriad forms now available, to present the user of environmental information with a review of the services available, their location, accessibility, and cost, and to describe some of the solutions already being formulated. All general sessions addresses, most working session papers, and forum session reports are contained here. Working sessions were structured in four categories: scientific and technical; legal, legislative and regulatory; management and planning; and socioeconomic. Information services covered in each of the categories includes information and data centers, publications, and document services and referral activities. (BL)

The Institution of Electrical Engineers conducted a study in the United Kingdom and the United States to determine the need for their new publication "Current Papers in Physics (CPP)," and its usefulness to the physics community. Questionnaires were used to (1) recruit panel members to test reader reaction to the publication over a period of one year, (2) collect necessary background on panelists, (3) determine methods used by physicists to obtain current information prior to CPP, and (4) discover what physicists felt a good awareness journal in physics should be like. Prior to CPP, the three most widely used methods of current awareness were (1) scanning current issues of journals (2) contacts with colleagues, and (3) listening to presentations at meetings. The use of abstract journals was a major method of both retrospective search and current awareness. A major concern for an awareness journal was that it be current. Physicists were concerned with specialized aspects of physics and not general information. Appendixes contain (1) questionnaires, (2) additional panel data, (3) data on overseas panels, and (4) comments on published abstract journals as current awareness tools. (DH)

Since the establishment of the pioneer USIS library in Mexico City in 1942, the nature of The United States Information Service (USIS) libraries has been subject to political disputes. The question of whether or not they should function as propaganda arms or information centers still remains a polemical issue. The USIA became an independent agency of the executive branch of government in 1953. Since then, the number of U.S. Information centers has grown to its present level of 133. Each Center tailors its programs to meet the special needs of its own community. Generally, the Information Center Service maintains four types of programs: 1) libraries or cultural centers for the study of the U.S.; 2) a commercial book program to place more American-written books in bookstores and classrooms; 3) teaching English; and 4) exhibits of American achievement. Moreover, the Centers assist the Informational Media Guaranty Program and Binational Centers around the world. Since 1961, a policy has been made to withdraw funds from Western Europe and to use them in the developing nations. Funds are appropriated each year by Congress. The future of USIS libraries is as uncertain as ever-changing world politics, the availability of funds, and the predispositions of the current administration. (CH)

The most pressing problem in adult education seems to be resource utilization; alternative solutions to problems exist but are not disseminated, and the most urgent requests are for the synthesizing of available knowledge to meet local program needs. A cooperative extension adoption of an innovation model, specifically the dissemination of Adult Basic Education improved practices, is remarkably effective in terms of adoption and good practice. The Appalachian Adult Education Center's model involves four elements: Awareness, Interest, Trial, and Adoption. The generation of knowledge and even training of practitioners are not by themselves sufficient to cause change; the use of findings is crucial. A Center for Resource Utilization in Adult Education (CRU) should be Federally funded, centrally located, and in addition to acquisition and dissemination of printed materials (through combination with existing services) and preparation of audio-visual presentations, the CRU should be responsible for making personal contacts to ensure adoption of improved practices. There is statistical evidence to show that the expansion of a nation's economy is paralleled by the expansion of its media. Almost 70 per cent of the world's population, spread over 100 countries, does not have basic mass information facilities. These areas are always underdeveloped and lack facilities for formal education. It is a principle of the United Nations that freedom of information is a basic human right, and that is the reason for this report. It describes past efforts, both by special agencies and by United Nations organs, to develop information media, and sketches the problems of developing information media in society, focusing on the problems as they exist in South East Asia, Latin America, Africa, the Middle East, and other areas. It offers recommendations, first in general terms, and then according to media: news agencies, press, radio, film, and television. The report concludes with a discussion about financing a development program. References are provided. (Author/GO)

Extra-library information services are helping libraries find solutions to the problems created by the changes in the information environment, the demand for current information, and the media by which the knowledge is distributed. There are three types of these services: (1) document handling systems, (2) data handling systems, and (3) information analysis centers. Extra-library information services have one major characteristic in common; they place greater emphasis than libraries on the organization of information for current and specialized uses rather than stressing long term future utility of the information. Recommendations made to the National Advisory Commission on Librari"s are: (1) lib"aries and extra-library information services be considered as integral parts of the total information transfer process; (2) the professional library association develop an easy and efficient method to keep librarians informed of existing and new extra-library information sources; (3) professional library associations investigate the possibilities of acquiring terminal equipment connected to one or more of the extra-library information sources; and (4) a study be conducted to determine the feasibility of applying in libraries the indexing and file searching methods now used in extra-library systems. Detailed descriptions of twelve of these extra-library services are included. (CM)

A service is proposed to help authors of scientific papers to select journals to which to submit their manuscripts. The service could optimize the common interests of authors, readers/users, and science, by providing authors with a tool for reaching those readers who can most benefit from the information. A staff paper submitted to the President's Task Force on Communications Policy surveys the range of present and future innovations in communications techniques, assesses their feasibility and costs, and projects the rate and manner in which they will be deployed in the future. In general, the many technological possibilities--including person-to-person video circuits and computer access for small businesses and households--must await the emergence of more low-cost forms. While economies of scale, especially for long-haul transmission, are expected to grow larger, the outlook is less favorable for cost reductions in the local communications area which is assuming an increasing part of the system's capacity. Terrestrial microwave and coaxial cable, now the predominant long-haul media, may be replaced by communications satellites by 1980. Implications for the common-carrier network, with all its facets, are discussed in detail, and additional technological information is included in the appendices. (BB)

This report presents a collection of position papers and mission statements and traces the ways in which these papers contributed to an orderly sequence of events that resulted in the choosing of the Laboratory mission. Position papers cover the areas of full education, curriculum, instructional methods, and teacher education. The alternative mission proposals, which evolved from these position papers, cover the areas of (1) personnel requirements and educational change, (2) teacher education, (3) the interaction of educational variables, (4) teacher training product assessment, (5) the goals of education, and (6) communication and information services. The "Laboratory Mission Comparison Scale," used to compare the six proposals and to make a selection, is included. (Pages 59-97 and 164-306 may reproduce poorly.) (JF)

During the past decade, the scope of information science has been evolving into a broader but better defined area of specialization. In this paper several of the definitions of information science which have been suggested by various professional groups are discussed. The educational objectives of information science are identified, and the curricula necessary to achieve these objectives are outlined. The paper discusses the changing nature of the library's role in information science and the impact of computers on the field of information science in general. A list of references is appended. This sixth issue of ERIC Products lists 396 publications of information analysis for Fiscal Year 1973 (July 1972 through June 1973). The publication includes substantial bibliographies, review papers, and state-of-art papers which are identified as ERIC information analysis publications; it excludes routine brochures, accession lists and short notes published in clearinghouse newsletters. To correspond with the issues of RIE, the references in this bibliography are arranged by each clearinghouse's alpha prefix. Within each clearinghouse, entries without identified personal authors are listed before those with authors. For each entry, the following items of information have been given: 1) personal author(s); 2) title; 3) series name and number; 4) journal reference; 5) date of publication; 6) number of pages; 7) type of publication; 8) ERIC Document number or clearinghouse accession number; 9) date of appearance of abstract in RIE; 10) price of the document; and 11) a brief abstract. The proceedings contain papers given by the members of the chapter who come from both the University and Business environments. Some operational indexing, bibliographic, SDI and Retrospective Search Systems which include CAN/SDI, Compendex, TEXT-PAC, SIS II & III, KWOC and FAMULUS are discussed. Also included are papers on two projects conducted by the Computing Science department of the University of Alberta; the one project is an on-line thesaurus and the second an Information Retrieval Laboratory. Other papers are about the computerized circulation system at the University of Calgary's library, the Marc project at the University of Saskatchewan and the problems of design and coding questionnaires. The papers given at the May 17-19 forum on Management of Information Analysis Centers held at the National Bureau of Standards in Gaithersburg, Md. are presented in four sessions separated by topic. Besides the welcoming remarks and the keynote address session 1 contains three general papers on information analysis centers and automatic data processing, abstracting and indexing services, and markstem, inputting techniques, and computer usage in a large data center. The third session, on abstracting and indexing services, includes case studies of ERIC/CLIS and the Air Force Machinability Center, the role of secondary services, a profile of scientific-technical tape information services, NSIC computerized information techniques, and the trends in services. Session 4, marketing, includes case studies of DoD, Cooper Data Center, Plastics Technical Evaluation Center, and information analysis centers' liaison with professional organizations, commercial firms, and the private sector. The need for an information development system for farmers is discussed in this paper. Issues and alternatives are described in terms of the research-extension-teaching trinity, extension services, role combinations, specialist advisor issues, innovations, research orientation, reward structures, and information services. Information gathered in the United States is presented along with information from other areas in the world. The author suggests that modernizing agriculture requires a specialized system which must provide for development, dissemination, and integration of new knowledge into individual farming operations; that the degree of functional differentiation and organizational specialization is related to the current state of agricultural development; that the utility of organizational arrangements in the system can best be judged in terms of the functional requisites that must be met; and that information systems require integration into the adopting situation. The contents are separated into the following sections: (1) General Sessions which includes papers on information systems in the pharmacist's modern role and on system design considerations; (2) Workshops, committee reports and the round-table; (3) Conference summary and (4) Selected papers concerning Federal agency systems and system concepts. This paper reviews the four research and development (R&D) analyses that were presented as a rationale for the National Institute of Education's (NIE) 1973 agenda. Three of the chapters describe (1) the consensus cncerning goals, (2) the manner in which the different analyses move from goals to a list of programs, and (3) the need for more exploration of each area before programs are actually designated and the criteria for final program selection. Another chapter integrates suggestions from each of the papers to present a single list of program areas. Report summaries include several tables describing some suggested budgets and goals of the NIE office. (Author/DN)

Information science is a young and rapidly growing field, embracing a wide range of subjects and activities. The conference, in ten technical sessions, attempted to cover various aspects of information work. The areas covered were: information analysis and information analysis centers; retrieval of information; selection, education and training of personnel; and, publishing and reprography. The proceedings volumes are arranged in order of sessions. Summaries of discussions follow the papers presented at each session. Volume two includes papers delivered under the following broad topic categories: evaluation of retrieval effectiveness; selection, education and training of personnel; publishing and reprography; commercially available services; and processing for automation. A summary of an open meeting of the International Federation for Documentation Study Committee, "Information for Industry," is included. This paper focuses on the dissemination function and explains how that function, in close cooperation with other State educational agency functions, can provide an orchestrated process through which educational needs might be met. The process outlined in this paper, the author contends, holds implications for State agency reorganization and a reassignment of resources. Besides maintaining a service function that draws on comprehensive national sources, the author maintains, the dissemination unit must have at least an abstract file, compatible with that in the ERIC system, containing all programs undertaken by the program offices and locally funded programs. The fifth annual bibliography of Educational Resources Information Center (ERIC) Clearinghouse publications reflects the information analysis activities of each clearinghouse for Fiscal Year 1971. This is an annual bibliography of those publications of the ERIC Clearinghouses which reflect information analysis activities. In addition to the bibliographic activities which are conducted to increase dissemination of information on document availability, each clearinghouse also engages in information analysis activities, which include the preparation of bibliographies, research reviews, interpretive studies, and similar publications, designed to list, organize, review, and synthesize the literature of educational research to meet the needs of the user community. The publication includes substantial bibliographies, review papers, and state-of-the-art papers which are identified as ERIC information analysis publications; it excludes routine brochures, accession lists and short notes published in clearinghouse newsletters. One reason given for the failure of the large-scale efforts in the decade 1955-1965 to increase significantly the rate of economic and technological growth in the "developing" countries of the world has been insufficient utilization of existing information essential to this development. Motivated by this belief and the opinion that this non-usage of existing intellectual resources is due to the lack of adequate documentation services, both in the developing countries and in the subject area of development information, the Symposium on Documentation Planning in Developing Countries convened to study this problem. Papers were presented on the following topics: "The Role of the Institutions of Developing Countries in the Planning, Organization and Development of Documentation";"National Library and National Bibliography"; "Library Development in Nigeria"; "Documentation Centres at Scientific Institutions in Developing Countries"; "Agriculture, Research and Development Institutes, Associations"; "Policy Planning for Technical Information in Industry"; "Training of Documentalists in Developing Countries"; "The Problems of Documentation in Developing Countries"; "The Role of the State and of the Government Agencies in Developing Countries"; and "The Role of a National Information Clearinghouse for Development Aid". On the basis of the papers presented and ensuing discussions twelve recommendations were made. (JN)

The National Biomedical Communications Network has evolved both from a set of conceptual recommendations over the last twelve years and an accumulation of needs manifesting themselves in the requests of members of the medical community. With a short history of three years this Network and its developing structure have exhibited most of the stresses of technology interfacing with customer groups and of a structure attempting to build itself upon many existing fragmentary unconnected segments of a potentially viable resource-sharing capability. In addition to addressing these topics, the paper treats a design appropriate to any network devoted to information transfer in a special interest user community. It discusses fundamentals of network design, highlighting that network structure most appropriate to a national information network. Examples are given of cost analyses of information services and certain conjectures are offered concerning the roles of national networks.
