As with most opening Soviet diplomatic gambits, Nikita Khrushchev's latest demand -- for an end to the Big Four occupation of Berlin -- is difficult to assess; the full meaning and thrust of the proposal will not be apparent for some time. But it is not difficult to define the situation from which it stems. Among the contributions of the military mind to the health, wealth and happiness of mankind is the World War II practice of tagging the most bloody operations with the most pleasant and inspiring names. Every generation of college editors has its own topic for reiterated comment and advice.
