This report challenges the status quo in student teaching and outlines a program of joint responsibility by the college and the public school.

ON THIS and the following 16 pages appear discussions submitted for publication, and approved by the technical committees, on papers presented at the sessions on tensor analysis, synchronous machinery, and protective devices at the 1937 AIEE winter convention, New York, N. Y., January 25–29, and on one paper not presented at an AIEE meeting. Authors' closures, where they have been submitted, will be found at the end of the discussion of their respective papers.

The title you give your paper is as important as the content. This statement may jolt you a little. I meant it to. A good title helps the reader to know whether he should take the time to read your paper. A bad title wastes his 10-an-hour time. The first significant word in a good title also informs the librarian where to file and how to index and cross reference your paper. Such a service is very valuable to you because your paper is the culmination, the end product of your particular research endeavor. A bad title wastes the librarian's time, too. And this is sad because, to paraphrase the song, her time is your time; she is serving you.

On this and the following 18 pages appear discussions submitted for publication and approved by the technical committees on papers presented at the sessions on cables, noise, overhead line problems, and electric welding at the 1935 A.I.E.E. winter convention, New York, N. Y., January 22–25. Other discussions of winter convention papers, and authors' closures, will be published in later issues. The first discussions of winter convention papers appear in Electrical Engineering for March 1935, pages 322–35.

The following article, written at the suggestion of the editor of PMLA∗ confines itself almost wholly to the mechanics of manuscript preparation and to the handling of proofs. It is addressed to those scholars who, from time to time, submit their writings to learned journals. It has been read by, and corrected by, editors both of other journals and of university presses.Scholarly editors seem not infrequently to be harassed by the very people who should be their pride and joy, the apples of their editorial eyes—their contributors. And this is strange, because, much as the editor needs his contributors, the more do the contributors need him.

The accessibility of physics information depends and will continue to depend upon the indexing of papers appearing in physics journals. In the more distant future systems for storing and retrieving information without journal publication might evolve, but at present journal publication is so well established and seems so valuable that it is only sensible to accept the journal article as the fundamental entity which the seeker of information must locate.

On the average, each paper published in the Journal is cited twice a year, as recorded by Science Citations Index. Papers selected as "Outstanding" or "Best" papers are generally cited more frequently, though a few have been rarely cited. About a third of the papers are the most-cited paper by the author. Based on an analysis of references listed in journal papers, the "half life" of a paper in sedimentology is about six years. These characteristics appear to be typical of a young, expanding scientific discipline.

The papers presented at technical conferences on plastic materials and related technology, within a one year period ending 10 March 1966 are listed, indexed by subject, and compiled by material, type of technical data, and military application. Over 690 papers from 20 conferences are covered. Included are a bibliography, author index, summary of new material developments, and a list of applications and programs sponsored by the Department of Defense and the National Aeronautics and Space Administration. INTERPRETIVE abstracts of all papers definitely scheduled for presentation at the A.I.E.E. summer convention (June 26–30, 1933) are published herewith, excepting only those papers published in this issue of ELECTRICAL ENGINEERING.

This department will present comments on papers previously published in the MATHEMATICS MAGAZINE, lists of new books, and book reviews. In order that errors may be corrected, results extended, and interesting aspects further illuminated, comments on published papers in all departments are invited. Communications intended for this department should be sent in duplicate to H. V. Craig, Department of Applied Mathematics, University of Texas, Austin 12, Texas.

In the following list brief statements have been added to certain references to call attention to special phases of ground-water problems which are not apparent from the titles. Abstracts of most of these papers have been or will be published in the Annotated Bibliography of Economic Geology.

14S RNA isolated from calf-lens polyribosomes was injected into oocytes of the frog Xenopus laevis . Oocytes injected with 14S RNA and buffer contained a protein resembling the A2 chain of calf α-crystallin; oocytes injected with buffer alone contained no crystallin-like material. αA2 crystallin polypeptides were identified by various criteria: urea-gel electrophoresis under acidic and basic conditions, gel electrophoresis in sodium dodecyl sulfate, N-terminal analysis, and paper chromatography of methionine-containing tryptic peptides. It is concluded that when it is injected into a living frog oocyte, the 14S RNA from lens tissue is reasonably stable and has the properties of an αA2 crystallin messenger. The messenger requires no lens cell-specific components for translation within the oocyte, and the translational machinery of the frog cell will accept messenger RNA from a totally different cell type from another species. The A2 chains of α-crystallin extracted from lens tissue possess an acetylated N-terminal methionine residue; the N-terminal methionine of αA2 chains derived from frog oocytes injected with 14S RNA was also acetylated.

Curiously, the ACM First Glossary of Programming Terminology has no entry for the word "document." The American College Dictionary defines it as "a written or printed paper furnishing information or evidence, a legal or official paper." Without becoming lexicographers, we might observe that "write" means "to trace or form (characters, letters, words, etc.) on the surface of some material, as with a pen, pencil or other instrument or means; inscribe."

Let Г(1) denote the homogeneous modular group of 2 × 2 matrices with integral entries and determinant 1. Let (1) be the inhomogeneous modular group of 2 × 2 integral matrices of determinant 1 in which a matrix is identified with its negative. (N), the principal congruence subgroup of level N, is the subgroup of (1) consisting of all T ∈ (1) for which T ≡ ± I (mod N), where N is a positive integer and I is the identity matrix. A subgroup of (1) is said to be a congruence group of level N if contains (N) and N is the least such integer. Similarly, we denote by Г(N) the principal congruence subgroup of level N of Г(1), consisting of those T∈(1) for which T ≡ I (mod N), and we say that a sub group of Г(1) is a congruence group of level N if contains Г (N) and N is minimal with respect to this property. In a recent paper [9] Rankin considered lattice subgroups of a free congruence subgroup of rank n of (1). By a lattice subgroup of we mean a subgroup of which contains the commutator group . In particular, he showed that, if is a congruence group of level N and if is a lattice congruence subgroup of of level qr, where r is the largest divisor of qr prime to N, then N divides q and r divides 12. He then posed the problem of finding an upper bound for the factor q. It is the purpose of this paper to find such an upper bound for q. We also consider bounds for the factor r.

Let R be a field and S a separable algebraic closure of R with galois group R. In [8] Harrison succeeded in describing R/′R in terms of R only. More precisely, he constructed a certain complex (R, Q/Z) and proved Homc, where Homc denotes continuous homomorphisms and H2 stands for the second cohomology group of the complex . In this paper, which is mainly expository in nature, we reexamine Harrison’s proof and show how [8] connects with Kummer theory and the theory of galois algebras [16]. We emphasize that most of the ideas on which this paper is based originate in [8].

In a previous paper presented before the June, 1927 Convention of the American Institute of Electrical Engineers, the method of securing synchronization of television signals was described as employed in the Bell System Television demonstration of April, 1927. The present paper describes the development of a new control circuit which is in use in the new two-way television system between the Bell Telephone Laboratories at 463 West Street and the American Telephone and Telegraph Company building at 195 Broadway, New York.

It was natural to turn to Gilbert White for the opening paper in this group on geography in the high school curriculum. He had planned to prepare an article for the BULLETIN, but as the deadline approached, his other professional commitments made the additional writing im possible. He told us, however, that many of the ideas he had intended developing for the BULLETIN he had incorporated in an earlier article in American Education. We appreciate the courtesy of that publication in granting permission to use Mr. White's paper here.

The development of television in Great Britain is treated in this paper and a short historical background is given, tracing the development of television in Great Britain from 1929, when the British Broadcasting Corporation first gave the Baird Television Company facilities for experimental transmissions of low definition television from an ordinary broadcast station. In May, 1934, the Postmaster-General appointed a Committee to consider the development of television, and to report on the conditions under which any public service of television should be provided. The Committee recommended in 1935 that no low definition television service should be adopted for a regular public service, and was of the opinion that high definition television had reached such a standard as to justify the first steps being taken towards the early establishment of a public television service of this type. The British Broadcasting Corporation was entrusted with the development of this service. The paper then gives a brief technical description of the London television station, which is the practical effect the British Broadcasting Corporation has given to the Television Committee's recommendations. The station has been built at Alexandra Palace, some six miles north of the center of London. Two complete television systems were installed, one by Baird Television, Limited, and the other by the Marconi-E.M.I. Television Company, Limited. Each consists of studio and control room equipment and a vision transmitter. A third transmitter common to both systems provides the sound program.

Let be the class of recursively enumerable (r.e.) sets with infinite complements. A set M ϵ is maximal if every superset of M which is in is only finitely different from M. In [1] Friedberg shows that maximal sets exist, and it is an easy consequence of this fact that every non-simple set in has a maximal superset. The natural question which arises is whether or not this is also true for every simple set (Ullian [2]). In the present paper this question is answered negatively. However, the main concern of this paper is with demonstrating, and developing a few consequences of, what might be called the “density” of hyperhypersimple sets.

SummaryThere are now too many research papers on every subject for anybody to read. Authors should aim to ‘sell’ their papers to readers. Accessibility and readability are selling points. To get a paper read, pay special attention to the title and summary. Have an informative title which does not distract the reader with useless words and phrases; start it with the most significant phrase. Put a summary or abstract at the beginning, confine it to research results, and make it easily readable.

The aim of this paper is concerned with studying the stability properties of an integro-differential system by reducing it into a scalar integro-differential equation. A theorem is stated about the existence of a maximal solution of such systems and a basic result on integro-differential inequalities. Utilizing these results we obtain sufficient conditions for uniform asymptotic stability of the trivial solution of the integro-differential system of the form where , with , , C(J) denotes the space of continuous functions, A a continuous operator such that A maps C(J) into C(J). The fruitfulness of the results of the paper are illustrated with two applications.

I do not intend, in this paper, to confine my remarks to the narrow ground of abstracts versus bulletins. The two are complementary rather than in rivalry. It is almost impossible to compile a bulletin without recourse to ‘individual abstracts’ or titles, albeit temporarily. There is the added complication that probably the majority of library bulletins do not contain abstracts. I apologise for the fact that I have not prepared an O. & M. survey on the comparative economics of the two since any full discussion needs this. For those who are interested in an economic method of producing bulletins and abstracts, there is a recent article by Liebesny, which should be studied. In this paper I wish to examine, briefly, the use of abstracts and bulletins in laboratories and to suggest how, from the chemical library/information stand‐point, they could be improved. There is nothing original in what I have to say, but its restatement will not do any harm.

In the present paper we investigate the stability of the ascent and descent of a linear operator T T when T T is subjected to a perturbation by a linear operator C C which commutes with T T . The domains and ranges of T T and C C lie in some linear space X X . The results are used to characterize the Browder essential spectrum of T T . We conclude with a number of remarks concerning the notion of commutativity used in the present paper.

This paper is a sequel to the author's paper under the same title published in the April issue of the Journal.

A new form of document coupling called co-citation is defined as the frequency with which two documents are cited together. The co-citation frequency of two scientific papers can be determined by comparing lists of citing documents in the Science Citation Index and counting identical entries. Networks of co-cited papers can be generated for specific scientific specialties, and an example is drawn from the literature of particle physics. Co-citation patterns are found to differ significantly from bibliographic coupling patterns, but to agree generally with patterns of direct citation. Clusters of co-cited papers provide a new way to study the specialty structure of science. They may provide a new approach to indexing and to the creation of SDI profiles.

One of the most outstanding events at the annual APBE Membership Meeting in Chicago last March was a session featuring papers by both broadcasters and educators concerned with the student of broadcasting. These papers, slightly edited, follow under the titles bestowed upon them by their several authors.

The following six papers were presented at a symposium at the Thirty-Third Annual Meeting of the American Association of Physics Teachers on 24 January 1964, in New York. The symposium was sponsored by the Association's Committee on Elementary Science. The program was arranged and the papers were collected by Robert Karplus, chairman of the committee. Owen Chamberlain served as chairman of the session.

Bookshops send orders to Book Centre Ltd. listing the titles of the books they require but not their catalogue numbers. Before an invoice can be produced by their IBM 1401 computer, the address code of each title must be found manually from an alphabetical list containing 19,000 titles. This paper describes a method by which the computer is programmed to locate the address directly fron a punched card carrying an abbreviated form of the title, thus avoiding the manual searching procedure. The interest of the paper lies in the rules for abbreviating book titles to the minimuii number of characters consistent with sufficient discrimination between titles and ease of workin by normal punch operators.

This paper lists, alphabetically by first author, over 100 papers and books dealing with competitive bidding.

Presented to the seminar and discussed by Paul Deutschmann, director of the Communications Research Center, Michigan State University. Original title of this paper was "What Does the College of Communication Have To Offer in the Training of the General Audiovisual Specialist?" The author, formerly dean of the College of Communication Arts, is now vice president for special projects, also at Michigan State. Special appreciation is due Dr. Hideya Kumata, associate professor in the Departments of General Communication Arts and Sociology for his comments and criticism of this paper. we should have let well enough alone is rare, fleeting, and quickly supplanted by a renewed desire to understand human communication.

This paper describes a graduate course curriculum, currently being taught, in the area of symbolic mathematical computation. The subject area is described and is then followed by a description of the courses. A bibliography for each course is also given. The relationship of the symbolic mathematical computation curriculum to an overall Computer Science curriculum is discussed. Ph.D. theses which have been written are listed and some topics for future research are outlined. The paper ends with a summary of the strengths and weakensses of the curriculum.

Let A = R/, where R is a regular local ring of arbitrary dimension and is an ideal of R. If A is a Gorenstein ring and if height = 2, it is easily proved that A is a complete intersection, i.e., is generated by two elements (Serre [5], Proposition 3). Hence Gorenstein rings which are not complete intersections are of embedding codimension at least three. An example of these rings is found in Bass’ paper [1] (p. 29). This is obtained as a quotient of a three dimensional regular local ring by an ideal which is generated by five elements, i.e., generated by a regular sequence plus two more elements. In this paper, suggested by this example, we prove that if A is a Gorenstein ring and if height = 3, then is minimally generated by an odd number of elements. If A has a greater codimension, presumably there is no such restriction on the minimal number of generators for , as will be conceived from the proof.
