Abstract
The Economic Opportunity Act offers the opportunity to move social concern for poor people from charity to Justice. This article describes the various "types" of the chronic poor and makes some suggestions about how to use the appropriations to motivate poor people to help themselves. The concerned citizen who is in a position of leadership will not play the role of designer, servant, or agent, but rather of enabler. [ABSTRACT FROM AUTHOR]
