The large plantation and mill owners, who control the island through the Army, choose politicians who reflect their interest. Paradoxically, the same men are so afraid the system may collapse through revolution they refuse to invest capital in Cuba and send it instead to the U.S. But they encourage American investment: let American money be confiscated if a revolution comes.
