This paper suggests significant processes associated with regional industrial change. Particular emphasis is given to the sensitivity of an open regional economy to shifts in external trade relationships and the ability of management to assess and adapt to the changing forces influencing theft industries. The case study of Northern Ireland between 1950 and 1968 attempts to explain the transition followed by the leading older industries and why certain alternative paths for regional transition were followed. A simple statistical model is developed to assess the implications of random measurement errors in reported per capita incomes and of the bias caused by the use of official exchange rates for (1) regional per capita incomes and (2) regional income inequality. It appears that regional per capita incomes can be estimated with a fair degree of accuracy, provided that the measurement errors of the reported per capita incomes of individual countries are not too highly positively correlated. This article shows the potentials of competitive subsidization in the U.S. as of May 1966. It argues that on conceptual grounds, competitive subsidies can be justified in a more straight-forward manner than has been done to date. The purpose of this article has been to reconsider the arguments for and against competitive subsidization. Within the confines of an idealized marketing framework, a rather appealing case can be made for competitive bidding. However, with the income distribution, decision making inadequacies, and market imperfections that exist in the real world, the a priori justification for competitive subsidization breaks down. This does not mean such subsidies should be forbidden, as some have argued. Rather, it means that little confidence should be placed on such subsidies as methods for solving regional economic problems until more is known of their effects. On the positive side, it does appear that subsidies could be used more effectively to achieve the desired objectives of governments offering them if more thought was given to tailoring them to achieve the desired objectives.

This article focuses on the use of the employment-shift technique in analyzing causes of changes of economic activities in a region. The purpose of this paper is to show that this technique yields biased results when unemployment patterns are neglected. By means of the employment-shift technique the total change in regional employment can be separated into three additive components. The first of these is the "national-change effect." Over a period of years there is a strong tendency for a region to change in the same manner as the nation. The national-change effect measures this force. The deviation between the observed regional change and that which would have been expected on the basis of the national-change effect is attributed to two factors: the "regional-share effect" and the "industry-mix effect." The regional-share compares employment change of the industries within a region with that for the same industries in the rest of the nation. The industry-mix effect is a measure of expected regional employment change based on the difference between the growth rates of regional industries and the average growth rate for all industries in the country. This article also shows an example of these effects.
