This article focuses on political developments in the United States. The nine votes needed to support the President's veto may not be so easy to muster against the Thomas Clark, a U.S. representative resolution, which gives the President three alternative ways of paying the outstanding certificates with greenbacks, bonds, or cash from the work-relief appropriation.
