Muhasebe bilimi dinamik bir bilim dalı olarak Dünya’da yaşanan değişimlere ve gelişmelere reaksiyon göstermek gibi bir misyona da sahiptir. Merkezinde doğru ve güvenilir bilgi üretmek ve raporlamak olan bu bilim dalı gelişime açık bir yapıya sahiptir. Ayrıca yeni gelişmelere uygun metotlar geliştirmek, dijitalleşme gibi kaçınılmaz değişimlere adapte olmak ve yenilikçi yaklaşımlar ortaya koyabilmek de muhasebenin sanatsal boyutunun bir göstergesi olarak değerlendirilebilir. Çok değerli akademisyenlerin bir araya gelerek katkı sağladığı “Güncel Gelişmeler Ekseninde Muhasebe ve Denetim” isimli bu eser muhasebenin hem bilimsel hem de sanatsal boyutunun bir kanıtı olarak bilim dünyasının hizmetine sunulmuştur. Dünya’da ve Türkiye’de yaşanan güncel gelişmeler ekseninde muhasebe biliminin sağladığı katkılar çerçevesinde bu eser hazırlanmıştır. Bu eserde, çağın bir gereği olan dijitalleşme kapsamında muhasebe, denetim ve bilgi teknolojisi, yeşil aklama ve çevik denetim gibi güncel yaklaşımlar, döviz dönüşümlü kur korumalı mevduat gibi ülkemize özgü ve 2022 yılına damga vuran bir ekonomik politika aracının muhasebe boyutu ve yansımaları, işletmelerin piyasa değeri ve kârlılık, yine enflasyonla beraber dalgalanmalar yaşayan gayrimenkuller gibi varlıkların gerçeğe uygun değerinin ölçümü, kamu alanında büyükşehir belediyelerinin sürdürülebilirlik raporlaması, 2022 yılında Türkiye’de neredeyse üç basamaklı rakamlarla ifade edilmek üzere olan enflasyon ve enflasyonun birey, devlet ve işletme boyutu ile 2023 yılında uygulanmaya başlanacak küçük ve mikro işletmeler için finansal raporlama standartları konu olarak belirlenmiştir. Bu kitabın hazırlanmasında bölüm yazarı olarak katkı sağlayan ve böyle değerli bir eserin literatüre kazandırılmasında rol alan değerli akademisyenlerimize sonsuz teşekkürlerimizi sunarız. This branch of science, whose center is to produce and report accurate and reliable information, has a structure open to development. In addition, developing methods suitable for new developments, adapting to inevitable changes such as digitalization and being able to present innovative approaches can also be considered as an indicator of the artistic dimension of accounting. This work named “Accounting and Auditing in the Axis of Current Developments”, to which valuable academicians came together and contributed, was presented to the service of the scientific world as a proof of both the scientific and artistic dimension of accounting. This work has been prepared within the framework of the contributions provided by the science of accounting in the axis of current developments in the world and in Türkiye. In this work, current approaches such as accounting, auditing and information technology, green laundering and agile auditing within the scope of digitalization, which is a necessity of the age, the accounting dimension and reflections of an economic policy instrument that is unique to our country such as foreign currency exchange rate protected deposits, and the market value of enterprises. and profitability, measurement of the fair value of assets such as real estates that fluctuate with inflation, sustainability reporting of metropolitan municipalities in the public sphere, inflation, which is almost three-digit figures in 2022, and the individual, government and enterprise dimensions of inflation, which will be implemented in 2023. Financial reporting standards for small and micro enterprises have been determined as the subject. We would like to express our endless thanks to our esteemed academics who contributed to the preparation of this book as a chapter author and took part in bringing such a valuable work to the literature. Finansal raporlama, işletmelerin dışarıya açılan yüzüdür. İşletmeler, yürürlükte yer alan ve tabi oldukları finansal raporlama çerçevelerinden yararlanarak finansal bilgi kullanıcılarının ihtiyaç duyduğu finansal bilgileri hazırlar ve sunarlar. İşletmelerin yapacağı finansal raporlama sürecine katkı sağlamak amacıyla tasarlanan ve çok değerli akademisyen hocalarımızın bölüm yazarı olarak katkı sağladığı “Düzenlemeler Işığında Finansal Raporlama” isimli bu eser muhasebe bilim dünyasının kullanımına sunulmuştur. Muhasebe alanına hizmet sunmak amacıyla hazırlanan bu eserde KGK tarafından yayımlanan TMS/TFRS, BOBİ FRS ve KÜMİ FRS gibi finansal raporlama çerçeveleri esas alınmış olup bazı bölümler özelinde mevcut uygulama olan VUK/MSUGT ile karşılaştırmalar yapılmıştır. Bu kapsamda kitabın birinci bölümünde finansal tabloların sunumuna ve kavramsal çerçeveye ilişkin TMS/TFRS, BOBİ FRS ve KÜMİ FRS’de yer alan hükümler karşılaştırılmıştır. Diğer bölümlerde ise hasılat, stoklar, tarımsal faaliyetler, finansal araçlar, borçlanma maliyetleri, kur farkları ve ertelenmiş vergiler değerleme ve muhasebeleştirme esasları açısından ele alınmıştır. İlgili bölümlerin yanı sıra kitapta Borsa İstanbul’da gıda, içecek ve tütün sektöründe faaliyet gösteren işletmelerin 2018-2022 yılları arasında sundukları finansal raporların kalitesinin analiz edildiği bir bölüme yer verilmiştir. Finansal raporlamaya yön veren düzenlemelerin derinlemesine ele alındığı bu kitabın hazırlanmasına bölüm yazarı olarak katkı sağlayan akademisyen hocalarımıza sonsuz şükranlarımızı sunar, yayımlanan kitabın bilim dünyasına ve okuyucularına fayda sağlamasını dileriz., Financial reporting is the external face of enterprises. Enterprises prepare and present the financial information required by financial information users by utilising the financial reporting framework in force and to which they are subject. This work titled "Financial Reporting in the Light of Regulations", which is designed to contribute to the financial reporting process to be carried out by enterprises and contributed by our valuable academicians as chapter authors, has been presented to the use of the accounting science world. In this work, which is prepared in order to provide service to the field of accounting, financial reporting frameworks such as TAS/TFRS, BOBI FRS and KUMI FRS published by the POA are taken as basis and comparisons are made with the current practice VUK / MSUGT in some sections. In this context, in the first part of the book, the provisions of TAS/TFRS, BOBI FRS and KUMI FRS regarding the presentation of financial statements and conceptual framework are compared. In other chapters, revenue, inventories, agricultural activities, financial instruments, borrowing costs, foreign exchange differences and deferred taxes are discussed in terms of valuation and recognition principles. In addition to the relevant chapters, the book includes a section analysing the quality of financial reports submitted by enterprises operating in the food, beverage and tobacco sector in Borsa Istanbul between 2018 and 2022. We would like to express our endless gratitude to our academic professors who contributed as chapter authors to the preparation of this book, in which the regulations guiding financial reporting are discussed in depth, and we hope that the published book will benefit the scientific world and its readers.
