Abstract Gender influences the ways that people are involved in and rely on coastal resources and spaces. However, a limited understanding of gender differences in this context hinders the equity and effectiveness of coastal management and conservation. Drawing on data collected through purposive sampling from 3063 people in Fiji, Papua New Guinea, Solomon Islands, Indonesia, Kenya, and Madagascar, we explored how men and women perceived the effects of coastal management and conservation on human well-being. We found significant gender differences in perceptions of the presence of impacts, whereby 37% of women and 46% of men perceived individual-level impacts, while 47% of women and 54% of men perceived community-level impacts. When asked about the degree and direction of impacts, the responses were not significantly different by gender. When describing the types of impacts, women and men articulated these differently, particularly impacts related to economic, governance, and health aspects of well-being. These findings highlight pathways for developing more equitable and gender-responsive coastal management and conservation initiatives aimed at safeguarding biodiversity, sustaining fisheries, and supporting the well-being of all those who depend on the marine environment.

Abstract The global scientific community is currently going through a self-reckoning in which it is questioning and re-examining its existing practices, many of which are based on colonial and neo-colonial perceptions. This is particularly acute for the ocean research community, where unequal and unbalanced international collaborations have been rife. Consequently, numerous discussions and calls have been made to change the current status quo by developing guidelines and frameworks addressing the key issues plaguing our community. Here, we provide an overview of the key topics and issues that the scientific community has debated over the last three to four years, with an emphasis on ocean research, coupled with actions per stakeholder groups (research community, institutions, funding agencies, and publishers). We also outline some key discussions that are currently missing and suggest a path forward to tackle these gaps. We hope this contribution will further accelerate efforts to bring more equity and justice into ocean sciences.

Poor rural water quality is a health challenge in Fiji. A mixed-methods study in six iTaukei (Indigenous Fijian) villages was conducted to understand local perceptions of drinking water access and quality, how this changes drinking water source choices, and impacts of age and gender. Seventy-two household surveys, 30 key informant interviews (KIIs) and 12 focus group discussions (FGDs) were conducted. Household surveys revealed 41.7% of community members perceived their water as dirty and 76.4% perceived their water as clean. Two-thirds of households reported that they always or usually had enough water. FGDs and KIIs revealed water access and quality was influenced by population size, seasonality, and rainfall. Perceptions of water quality caused villages to shift to alternative water sources. Alignment of the qualitative and quantitative data identified four themes: sources and infrastructure, access, quality and contamination. There was mixed alignment of perceptions between access and quality between the household surveys, and KIIs and FGDs with partial agreement sources and infrastructure, and quality. Gender was found to influence perceptions of dirty water, contamination, and supply and demand. Perceptions of water quality and access shape decisions and choices for water sources and can be used to inform resilience and inclusive water strategies. Data-limited fisheries benefit from using life-history traits as biological indicators of targeted stocks. We used histology-based reproductive analyses to estimate size at maturity, per capita egg production, and the number and biomass of immature individuals in the catch for three common coral reef fishes in Fiji market surveys during 2010–2019. We studied Lutjanus gibbus (Forsskål, 1775), Parupeneus indicus (Shaw, 1803), and Chlorurus microrhinos (Bleeker, 1854), which represent three families: Lutjanidae, Mullidae, and Scaridae, respectively. Fork length comprising 50% mature individuals for females of L. gibbus was 22.7 cm, that of P. indicus was 25.9 cm, attaining 38.0 cm for C. microrhinos. Females were rare or absent in the largest size classes of all three species. Immature fish represented up to 50% by number and 41% by biomass of the catch in market surveys, with P. indicus having the greatest immature number (8%‒50%) and biomass (6%‒41%), followed by C. microrhinos (20%‒30% by count, 11%‒18% by biomass) and L. gibbus (9%‒28% by count, 5%‒14% by biomass). Individuals ≤ 30 cm for L. gibbus and P. indicus and ≤ 45 cm for C. microrhinos were responsible for ≥ 90% of egg production per spawning. Skewed size-specific sex ratios suggested that exploitation of the largest size classes had minimal effect on overall egg production. Decreased catches of immature fishes would increase the reproductive population sizes for these species.

Human rights matter for marine conservation because people and nature are inextricably linked. A thriving planet cannot be one that contains widespread human suffering or stifles human potential; and a thriving humanity cannot exist on a dying planet. While the field of marine conservation is increasingly considering human well-being, it retains a legacy in some places of protectionism, colonialism, and fortress conservation. Here, we i) provide an overview of human rights principles and how they relate to marine conservation, ii) document cases where tensions have occurred between marine conservation goals and human rights, iii) review the legal and ethical obligations, and practical benefits, for marine conservation to support human rights, and iv) provide practical guidance on integrating human rights principles into marine conservation. We argue that adopting a human rights-based approach to marine conservation, that is integrating equity as a rights-based condition rather than a charitable principle, will not only help meet legal and ethical obligations to respect, protect, and fulfil human rights, but will also result in greater and more enduring conservation impact.

The term “blue justice” was coined in 2018 during the 3rd World Small-Scale Fisheries Congress. Since then, academic engagement with the concept has grown rapidly. This article reviews 5 years of blue justice scholarship and synthesizes some of the key perspectives, developments, and gaps. We then connect this literature to wider relevant debates by reviewing two key areas of research – first on blue injustices and second on grassroots resistance to these injustices. Much of the early scholarship on blue justice focused on injustices experienced by small-scale fishers in the context of the blue economy. In contrast, more recent writing and the empirical cases reviewed here suggest that intersecting forms of oppression render certain coastal individuals and groups vulnerable to blue injustices. These developments signal an expansion of the blue justice literature to a broader set of affected groups and underlying causes of injustice. Our review also suggests that while grassroots resistance efforts led by coastal communities have successfully stopped unfair exposure to environmental harms, preserved their livelihoods and ways of life, defended their culture and customary rights, renegotiated power distributions, and proposed alternative futures, these efforts have been underemphasized in the blue justice scholarship, and from marine and coastal literature more broadly. We conclude with some suggestions for understanding and supporting blue justice now and into the future.

We are in a period of unprecedented growth in conservation philanthropy. How will this influx of private funding affect conservation agendas? Inspired by a collaborative research co-design process, this paper addresses questions about how foundations influence conservation agendas in the places they work. We draw from a case study of the world’s largest philanthropic funder of marine conservation, the David and Lucile Packard Foundation and their 20 years of investment in marine conservation in Palau and Fiji. Conservation practitioners in both countries universally agreed that the Packard Foundation had a significant and positive influence on the agenda, which they attribute to both how the foundation worked and what they chose to fund. Specifically, our study reveals how the Packard Foundation shaped conservation agendas in Palau and Fiji in partnership with its grantees through a grant-making process characterized by relationship building, collaborative decision making, convening and promoting of collective action, flexibility, and long-term funding. Packard’s approach was often identified as unique, and contrasted with numerous other donors, including foundations and other types of donors, who use a more top-down approach. By describing a relative success story in how philanthropic foundations can work with conservation practitioners to co-design a shared conservation agenda, our work provides timely guidance for donors and practitioners.

The COVID-19 lockdown reduced human mobility and led to immediate insights into how humans impact nature. Yet the strongest ecological impacts are likely to come. As we emerge from the pandemic, governments should avoid prioritizing short-term economic gains that compromise ecosystems and the services they provide humanity. Instead, the pandemic can be a pivot point for societal transformation to value longer term ecosystem and economic sustainability.

Leptospirosis, typhoid and dengue are three water-related diseases influenced by environmental factors. We examined whether seasonality and rainfall predict reported syndromes associated with leptospirosis, typhoid and dengue in Fiji. Poisson generalised linear models were fitted with s6 early warning, alert and response system (EWARS) syndromic conditions from March 2016 until December 2020, incorporating seasonality, temperature and rainfall. Watery diarrhoea, prolonged fever and suspected dengue displayed seasonal trends with peaks corresponding with the rainy season, while bloody diarrhoea, acute fever with rash and acute jaundice syndrome did not. Seasonality was the most common predictor for watery and bloody diarrhoea, prolonged fever, suspected dengue, and acute fever plus rash in those aged 5 and over, explaining between 0.4% – 37.8% of the variation across all conditions. Higher rainfall was the most common predictor for acute fever plus rash and acute jaundice syndrome in children under 5, explaining between 1.0% – 7.6% variation across all conditions. Each EWARS syndromic condition case peak was associated with a different rainfall lag, varying between 0 and 11 weeks. The relationships between EWARS, rainfall and seasonality show that it is possible to predict when outbreaks will occur by following seasonality and rainfall. Pre-positioning of diagnostic and treatment resources could then be aligned with seasonality and rainfall peaks to plan and address water-related disease outbreaks.

Coral reefs host exceptionally diverse and abundant marine life. Connecting coasts and sheltered lagoons to the open ocean, reef passages are important yet poorly studied components of these ecosystems. Abiotic and biotic elements ‘pass’ through these reef passages, supporting critical ecological processes (e.g. fish spawning). Reef passages provide multiple social and ecological benefits for islands and their peoples, but are so far neither characterized nor recognized for their multifaceted significance. This study investigated 113 reef passages across nine Pacific islands (Fiji, New Caledonia, Vanuatu). GIS-based visual interpretations of satellite imagery were used to develop criteria to define three distinct types, mainly based on distance to coastline and presence/absence of an enclosed water body. The discussion identifies ways to refine and augment this preliminary typology as part of a research agenda for reef passages. With these next steps, this typology will be extendable to other regions to better document reef passages and their various roles, supporting biodiversity conservation and sustainable fisheries management.

Despite increasing recognition of the need for more diverse and equitable representation in the sciences, it is unclear whether measurable progress has been made. Here, we examine trends in authorship in coral reef science from 1,677 articles published over the past 16 years (2003–2018) and find that while representation of authors that are women (from 18 to 33%) and from non-OECD nations (from 4 to 13%) have increased over time, progress is slow in achieving more equitable representation. For example, at the current rate, it would take over two decades for female representation to reach 50%. Given that there are more coral reef non-OECD countries, at the current rate, truly equitable representation of non-OECD countries would take even longer. OECD nations also continue to dominate authorship contributions in coral reef science (89%), in research conducted in both OECD (63%) and non-OECD nations (68%). We identify systemic issues that remain prevalent in coral reef science (i.e., parachute science, gender bias) that likely contribute to observed trends. We provide recommendations to address systemic biases in research to foster a more inclusive global science community. Adoption of these recommendations will lead to more creative, innovative, and impactful scientific approaches urgently needed for coral reefs and contribute to environmental justice efforts.

Substantial efforts and investments are being made to increase the scale and improve the effectiveness of marine conservation globally. Though it is mandated by international law and central to conservation policy, less attention has been given to how to operationalize social equity in and through the pursuit of marine conservation. In this article, we aim to bring greater attention to this topic through reviewing how social equity can be better integrated in marine conservation policy and practice. Advancing social equity in marine conservation requires directing attention to: recognition through acknowledgment and respect for diverse peoples and perspectives; fair distribution of impacts through maximizing benefits and minimizing burdens; procedures through fostering participation in decision-making and good governance; management through championing and supporting local involvement and leadership; the environment through ensuring the efficacy of conservation actions and adequacy of management to ensure benefits to nature and people; and the structural barriers to and institutional roots of inequity in conservation. We then discuss the role of various conservation organizations in advancing social equity in marine conservation and identify the capacities these organizations need to build. We urge the marine conservation community, including governments, non-governmental organizations and donors, to commit to the pursuit of socially equitable conservation.

Abstract The Bird's Head Seascape (BHS), Papua, Indonesia is located within the epicenter of global marine biodiversity and has been the focus of recent conservation efforts to protect marine resources. Here, we provide an overview of Marine Protected Areas (MPAs) progress in the BHS over the past decade, including establishment history, changes in management effectiveness and ecosystem health, as well as examining trends in tourism growth. While generally viewed as a conservation success story, we reflect on both successes and challenges in the BHS, identifying where we need to continue to improve and adapt in response to rapid economic and environmental change. As of 2020, BHS MPAs cover 5.1 million ha across 23 MPAs. As expected, management effectiveness is steadily increasing in BHS MPAs—although newer MPAs face substantial capacity gaps. Tourism is rapidly growing—with an almost 3,000% increase in tourist visits between 2007 and 2018. Overall, hard coral cover in monitored BHS MPAs remained stable at 33% from 2010 to 2019, although trends in reef fish biomass were more variable. Given continued conservation challenges in the region, BHS MPAs are successfully preventing biodiversity loss while providing ecosystem services for local communities.

Success and impact metrics in science are based on a system that perpetuates sexist and racist "rewards" by prioritizing citations and impact factors. These metrics are flawed and biased against already marginalized groups and fail to accurately capture the breadth of individuals' meaningful scientific impacts. We advocate shifting this outdated value system to advance science through principles of justice, equity, diversity, and inclusion. We outline pathways for a paradigm shift in scientific values based on multidimensional mentorship and promoting mentee well-being. These actions will require collective efforts supported by academic leaders and administrators to drive essential systemic change.

Abstract Catastrophic overfishing of small‐scale coastal fisheries through the Pacific poses a major threat to regional food security and biodiversity. Globally, approaches to fisheries assessment and management that were developed for industrial fisheries, are failing small‐scale data‐poor fisheries. The Pacific Community has called for a complete rethink of fisheries methodologies for the region; a “new song” of change for small‐scale coastal fisheries. This article describes the application in Fiji of a new approach to facilitating coastal fisheries management reform. Spawning Potential Surveys (SPS) is a pragmatic multi‐disciplinary blend of sciences, that combines a new form of length‐based assessment and communication strategies informed by theories of behavior change, nudge and diffusion, that is initiated with programs of citizen science to inform policy development and catalyze broader societal change. Our project successfully coordinated Fiji‐based NGOs to work with the Ministry of Fisheries, communities, provincial government and supply chains, to collect the data needed to assess ~90% of the Fijian reef fish catch, conduct the analyses needed to develop new management policies, and build a broad consensus in society to support the ongoing reform process that has now been initiated by the Ministry. This project demonstrates the feasibility and effectiveness of the SPS methodology for informing and motivating coastal fisheries reform in the Pacific, as well as the necessity of a long term and multi‐disciplinary approach to achieve the societal change needed.

Abstract Coral reef fisheries depend on reef fish biomass to support ecosystem functioning and sustainable fisheries. Here, we evaluated coral reefs across 4,000 km of the Indonesian archipelago to reveal a large gradient of biomass, from 17,000 kg/ha. Trophic pyramids characterized by planktivore dominance emerged at high biomass, suggesting the importance of pelagic pathways for reef productivity. Total biomass and the biomass of most trophic groups were higher within gear restricted and no‐take management, but the greatest biomass was found on unmanaged remote reefs. Within marine protected areas (MPAs), 41.6% and 43.6% of gear restricted and no‐take zones, respectively, met a global biomass target of 500 kg/ha, compared with 71.8% of remote sites. To improve conservation outcomes for Indonesia's biodiverse and economically important coral reef fisheries, our results suggest to: (1) strengthen management within Indonesia's existing MPAs and (2) precautionarily manage remote reefs with high biomass.

Abstract Coastal ecosystems can be degraded by poor water quality. Tracing the causes of poor water quality back to land-use change is necessary to target catchment management for coastal zone management. However, existing models for tracing the sources of pollution require extensive data-sets which are not available for many of the world’s coral reef regions that may have severe water quality issues. Here we develop a hierarchical Bayesian model that uses freely available satellite data to infer the connection between land-uses in catchments and water clarity in coastal oceans. We apply the model to estimate the influence of land-use change on water clarity in Fiji. We tested the model’s predictions against underwater surveys, finding that predictions of poor water quality are consistent with observations of high siltation and low coverage of sediment-sensitive coral genera. The model thus provides a means to link land-use change to declines in coastal water quality.

Sea cucumbers play an important role in the recycling and remineralization of organic matter (OM) in reef sands through feeding, excretion, and bioturbation processes. Growing demand from Asian markets has driven the overexploitation of these animals globally. The implications of sea cucumber fisheries for shallow coastal ecosystems and their management remain poorly understood. To address this knowledge gap, the current study manipulated densities of Holothuria scabra within enclosures on a reef flat in Fiji, between August 2015 and February 2016, to study the effects of sea cucumber removal on sedimentary function as a biocatalytic filter system. Three treatments were investigated: (i) high density (350 g m−2 wet weight; ca. 15 individuals); (ii) natural density (60 g m−2; ca. 3 individuals); and (iii) exclusion (0 g m−2). Quantity of sediment reworked through ingestion by H. scabra, grain size distribution, O2 penetration depth, and sedimentary oxygen consumption (SOC) were quantified within each treatment. Findings revealed that the natural population of H. scabra at the study site can rework ca. 10,590 kg dry sediment 1,000 m−2 year−1; more than twice the turnover rate recorded for H. atra and Stichopus chloronotus. There was a shift towards finer fraction grains in the high treatment. In the exclusion treatment, the O2 penetration depth decreased by 63% following a 6 °C increase in water temperature over the course of two months, while in the high treatment no such change was observed. SOC rates increased ca. two-fold in the exclusion treatment within the first month, and were consistently higher than in the high treatment. These results suggest that the removal of sea cucumbers can reduce the capacity of sediments to buffer OM pulses, impeding the function and productivity of shallow coastal ecosystems.

The harvesting of groupers (Serranidae) in Indonesia for the live reef food fish trade (LRFFT) has been ongoing since the late 1980s. Eight sites in Komodo National Park that included two fish spawning aggregation (FSA) sites were monitored for groupers and humphead wrasse, Cheilinus undulatus, from 1998 to 2003 and from 2005 to 2008 to examine temporal changes in abundance and assess the effectiveness of conservation and management efforts. Monitoring identified FSA sites for squaretail coralgrouper, Plectropomus areolatus, and brown-marbled grouper, Epinephelus fuscoguttatus. Both species formed aggregations before and during full moon from September to December, prior to lapses in monitoring (2003–2005) and in enforcement (2004-2005). Following these lapses, data reveal substantial declines in P. areolatus abundance and the apparent extirpation of one aggregation at one site. Other non-aggregating species targeted by the LRFFT showed similar declines at three of eight monitored sites. This paper highlights the impact of FSA fishing and the need for a seamless monitoring and enforcement protocol in areas where aggregation fishing pressure is high. Within Komodo National Park, local fishers, particularly those operating on behalf of the LRFFT, pose a serious threat to population persistence of species targeted by this trade.
