Abstract Beside climate‐change‐induced sea‐level rise (SLR), land subsidence can strongly amplify coastal risk in flood‐prone areas. Mapping and quantifying contemporary vertical land motion (VLM) at continental scales has long been a challenge due to the absence of gridded observational products covering these large domains. Here, we fill this gap by using the new European Ground Motion Service (EGMS) to assess the current state of coastal VLM in Europe. First, we compare the InSAR‐based EGMS Ortho (Level 3) with nearby global navigation satellite systems (GNSS) vertical velocity estimates and show that the geodetic reference frame used to calibrate EGMS strongly influences coastal vertical land velocity estimates at the millimeter per year level and this needs to be considered with caution. After adjusting the EGMS vertical velocity estimates to a more updated and accurate International Terrestrial Reference Frame (ITRF2014), we performed an assessment of VLM in European low elevation coastal flood plains (CFPs). We find that nearly half of the European CFP area is, on average, subsiding at a rate faster than 1 mm/yr. More importantly, we find that urban areas and populations located in the CFP experience a near −1 mm/yr VLM on average (excluding the uplifting Fennoscandia region). For harbors, the average VLM is even larger and increases to −1.5 mm/yr on average. This demonstrates the widespread importance of continental‐scale assessments based on InSAR and GNSS to better identify areas at higher risk from relative SLR due to coastal subsidence.

Storm surges are the most important driver of flooding in many coastal areas. Understanding the spatial extent of storm surge events has important financial and practical implications for flood risk management, reinsurance, infrastructure reliability and emergency response. In this paper, we apply a new tracking algorithm to a high-resolution surge hindcast (CODEC, 1980–2017) to characterize the spatial dependence and temporal evolution of extreme surge events along the coastline of the UK and Ireland. We quantify the severity of each spatial event based on its footprint extremity to select and rank the collection of events. Several surge footprint types are obtained based on the most impacted coastal stretch from each particular event, and these are linked to the driving storm tracks. Using the collection of the extreme surge events, we assess the spatial distribution and interannual variability of the duration, size, severity, and type. We find that the northeast coastline is most impacted by the longest and largest storm surge events, while the English Channel experiences the shortest and smallest storm surge events. The interannual variability indicates that the winter seasons of 1989-90 and 2013–14 were the most serious in terms of the number of events and their severity, based on the return period along the affected coastlines. The most extreme surge event and the highest number of events occurred in the winter season 1989–90, while the proportion of events with larger severities was higher during the winter season 2013–14. This new spatial analysis approach of surge extremes allows us to distinguish several categories of spatial footprints of events around the UK/Ireland coast and link these to distinct storm tracks. The spatial dependence structures detected can improve multivariate statistical methods which are crucial inputs to coastal flooding assessments.

Climate-induced sea-level rise threatens the world’s coastal populations, critical infrastructure, and ecosystems. The science of sea-level rise (SLR) has developed to inform understanding of global climate mitigation and adaptation challenges, but there is much less engagement with practitioners to discern their climate services needs and support the development of adaptation planning and action on the ground. In addition, adaptation planning and implementation processes for SLR are relatively new and practitioners developing leading practices are seeking interaction with their peers and the SLR science community. To address these gaps, we co-produced online global workshops with sixty-nine practitioners from twenty-six countries. These workshops aimed to increase understanding of the state of SLR adaptation planning practice worldwide, gather information on practitioners' existing knowledge and service needs to advance their adaptation efforts, and facilitate exchange between practitioners engaged with coastal adaptation and the SLR science community. The workshops uncovered commonalities across contexts and identified consistent needs from scientists and other technical experts amongst the practitioner community. These needs include generating more localized SLR impact data, understanding of compound risk, creating data timelines for decision making, and developing clarity about uncertainties and probabilities. We also observed important differences between urban and rural locations and between places with different economic resources. To meet their needs, practitioners identified three crucial next steps: 1) Develop more online engagement opportunities, 2) Establish a global practitioner community of practice, and 3) Scale and improve the provision of climate services.

Abstract As sea-level rise (SLR) accelerates due to climate change, its multidisciplinary field of science has similarly expanded, from 41 articles published in 1990 to 1475 articles published in 2021, and nearly 15,000 articles published in the Web of Science over this 32-year period. Here, big-data bibliometric techniques are adopted to systematically analyse this large literature set. Four main research clusters (themes) emerge: (I) geological dimensions and sea-level indicators, (II) impacts, risks, and adaptation, (III) physical components of sea-level change, and (IV) coastal ecosystems and habitats, with 16 associated sub-themes. This analysis provides insights into the evolution of research agendas, the challenges and opportunities for future assessments (e.g. next IPCC reports), and growing focus on adaptation. For example, the relative importance of sub-themes evolves consistently with a relative decline in pure science analysis towards solution-focused topics associated with SLR risks such as high-end rises, declining ecosystem services, flood hazards, and coastal erosion/squeeze.

Abstract Including sea-level rise (SLR) projections in planning and implementing coastal adaptation is crucial. Here we analyze the first global survey on the use of SLR projections for 2050 and 2100. Two-hundred and fifty-three coastal practitioners engaged in adaptation/planning from 49 countries provided complete answers to the survey which was distributed in nine languages – Arabic, Chinese, English, French, Hebrew, Japanese, Korean, Portuguese and Spanish. While recognition of the threat of SLR is almost universal, only 72% of respondents currently utilize SLR projections. Generally, developing countries have lower levels of utilization. There is no global standard in the use of SLR projections: for locations using a standard data structure, 53% are planning using a single projection, while the remainder are using multiple projections, with 13% considering a low-probability high-end scenario. Countries with histories of adaptation and consistent national support show greater assimilation of SLR projections into adaptation decisions. This research provides new insights about current planning practices and can inform important ongoing efforts on the application of the science that is essential to the promotion of effective adaptation.

Abstract We produce projections of global mean sea‐level rise to 2500 for low and medium emissions scenarios (Shared Socioeconomic Pathways SSP1‐2.6 and SSP2‐4.5) relative to 2020, based on extending and combining model ensemble data from current literature. We find that emissions have a large effect on sea‐level rise on these long timescales, with [5, 95]% intervals of [0.3, 4.3]m and [1.0, 7.6]m under SSP1‐2.6 and SSP2‐4.5 respectively, and a difference in the 95% quantile of 1.6 m at 2300 and 3.3 m at 2500 for the two scenarios. The largest and most uncertain component is the Antarctic ice sheet, projected to contribute 5%–95% intervals of [−0.1, 2.3]m by 2500 under SSP1‐2.6 and [0.0, 3.8]m under SSP2‐4.5. We discuss how the simple statistical extensions used here could be replaced with more physically based methods for more robust predictions. We show that, despite their uncertainties, current multi‐centennial projections combined into multi‐study projections as presented here can be used to avoid future “lock‐ins” in terms of risk and adaptation needs to sea‐level rise.

Coastal defences have long provided protection from erosion and flooding to cities, towns and villages. In many parts of the world, continued defence is being questioned due to both environmental, sustainability and economic considerations. This is exemplified in England and Wales, where strategic Shoreline Management Plans envisage realignment of many protected coasts, often with low population densities, over the coming decades. The policy transition from protection to realignment is often resisted by affected communities and can have high political costs. Whilst some preparations for such transitions have been made, the communities affected are often not fully aware of the implications of policy change, and this brings the potential for blight. In this paper, we investigate the challenges of implementing transitions in coastal policy within England and Wales. The analysis is based on data obtained from three workshops held in 2019 that were attended by council members, engineers, planners, scientists and other relevant professionals. Five conditions are found to promote contention: (i) policy actors with competing priorities and different decision making time frames (immediate to decadal to a century); (ii) divergence between regulations and ad hoc political decisions (e.g. in relation to the demand for new housing); (iii) limited or non-existent funding to support policy transition; (iv) community expectation that protection is forever; and (v) a disconnection between people and ongoing coastal change. Our research indicates that transitions can be better supported through: (1) integrated multi-scalar preparedness for coastal change; (2) an accessible evidence base and future vision to nurture political confidence in adaptation; and (3) defined, time-bound and accessible diverse funding streams to achieve transitions. Critically, these generic actions need to be embedded within the local political and planning system to facilitate transition to more sustainable coasts and their communities.

Chinese coastal populations are concentrated in subsiding locations, and also subject to sea-level rise. Here the authors find that more areas, population and assets are exposed to coastal flooding by 2050 but realistic subsidence control measures can avoid additional risks.

Without targeted climate adaptation, impacts of climate change threaten achievement of all 169 SDG targets. Fuldauer et al. provide an actionable framework to assess these impacts and help systematically align national adaptation plans with the SDGs.

Abstract Global coastal flood exposure (population and assets) has been growing since the beginning of the industrial age and is likely to continue to grow through 21st century. Three main drivers are responsible: (a) climate‐related mean sea‐level change, (b) vertical land movement contributing to relative sea‐level rise, and (c) socio‐economic development. This paper attributes growing coastal exposure and flood risk from 1860 to 2100 to these three drivers. For historic flood exposure (1860–2005) we find that the roughly six‐fold increase in population exposure and 53‐fold increase in asset exposure are almost completely explained by socio‐economic development (>97% for population and >99% for assets). For future exposure (2005–2100), assuming a middle‐of‐the‐road regionalized socio‐economic scenario (SSP2) without coastal migration and sea‐level rise according to RCP2.6 and RCP6.0, climate‐change induced sea‐level rise will become the most important driver for the growth in population exposure, while growth in asset exposure will still be mainly determined by socio‐economic development.

Abstract Sandy coastlines adjacent to tidal inlets are highly dynamic and widespread landforms, where large changes are expected due to climatic and anthropogenic influences. To adequately assess these important changes, both oceanic (e.g., sea-level rise) and terrestrial (e.g., fluvial sediment supply) processes that govern the local sediment budget must be considered. Here, we present novel projections of shoreline change adjacent to 41 tidal inlets around the world, using a probabilistic, reduced complexity, system-based model that considers catchment-estuary-coastal systems in a holistic way. Under the RCP 8.5 scenario, retreat dominates (90% of cases) over the twenty-first century, with projections exceeding 100 m of retreat in two-thirds of cases. However, the remaining systems are projected to accrete under the same scenario, reflecting fluvial influence. This diverse range of response compared to earlier methods implies that erosion hazards at inlet-interrupted coasts have been inadequately characterised to date. The methods used here need to be applied widely to support evidence-based coastal adaptation.

The management of coastal flood risk is adapting to meet the challenges and increased risks posed by population change as well as by climate change, especially sea level rise. Protection is being targeted to areas where the benefits are highest, while elsewhere there is a shift towards more localized “living with floods” and “resilience” approaches. Such decentralized approaches to flood risk management (FRM) require a diverse range of stakeholder groups to be engaged as “flood risk citizens”. Engagement of households in FRM is central to this process. Despite significant research on stakeholder engagement in coastal and flood risk management, there is less focus on the nature of responsibility in coastal adaptation. There is no framework by which to assess the different types of responsibility in hazard management and adaptation, and little research on the implications of expecting these responsibilities of stakeholder groups. In this paper, we identify five types of responsibility that are embedded throughout the disaster risk reduction cycle of managing coastal flooding. We build this “typology of responsibility” on existing work on the evolution of stakeholder engagement and stakeholder responsibility relationships in risk management processes, and a dataset of institutional stakeholder interviews and households surveys conducted across three case studies in England, the United Kingdom, in 2018 and 2019. We analyze the interviews using thematic analysis to explore institutional stakeholder perceptions of responsibility in coastal FRM, and analyze the household survey through descriptive and inferential statistics. By developing the first disaster risk reduction focused typology of responsibility for coastal flooding, we provide researchers and decision-makers with a tool to guide their planning and allocation of responsibilities in risk management for floods and other climate-driven hazards.

Coastal areas are highly diverse, ecologically rich, regions of key socio-economic activity, and are particularly sensitive to sea-level change. Over most of the 20th century, global mean sea level has risen mainly due to warming and subsequent expansion of the upper ocean layers as well as the melting of glaciers and ice caps. Over the last three decades, increased mass loss of the Greenland and Antarctic ice sheets has also started to contribute significantly to contemporary sea-level rise. The future mass loss of the two ice sheets, which combined represent a sea-level rise potential of ∼65 m, constitutes the main source of uncertainty in long-term (centennial to millennial) sea-level rise projections. Improved knowledge of the magnitude and rate of future sea-level change is therefore of utmost importance. Moreover, sea level does not change uniformly across the globe and can differ greatly at both regional and local scales. The most appropriate and feasible sea level mitigation and adaptation measures in coastal regions strongly depend on local land use and associated risk aversion. Here, we advocate that addressing the problem of future sea-level rise and its impacts requires (i) bringing together a transdisciplinary scientific community, from climate and cryospheric scientists to coastal impact specialists, and (ii) interacting closely and iteratively with users and local stakeholders to co-design and co-build coastal climate services, including addressing the high-end risks.

Sea-level rise (SLR) confronts coastal societies and stakeholders with increasing hazards and coastal risks with large uncertainties associated to these changes. Adaptation to SLR requires societal and policy decision-making to consider these changing risks, which are in turn defined by socio-economic development objectives and the local societal context. Here, we review some of the key challenges facing governments, stakeholders and scientists in adapting to SLR, and key aspects of successful adaptation, by exploring different approaches to SLR and coastal adaptation planning in three western European countries, the Netherlands, Germany and the United Kingdom. Several common challenges of SLR adaptation emerge across the different settings, including the inherent uncertainty regarding future conditions, the significant social and socio-economic consequences, the consideration and distribution of (residual) risk over communities, and the long legacy of present-day decisions that affect future risk and management options supporting future generations. These challenges are addressed differently in the three countries, e.g. in the governance level at which adaptation is initiated, although common elements also emerge. One common emerging element is adaptive pathways planning, which entails dynamic decision-making that breaks uncertain decisions into manageable elements or steps over time, while keeping options for the future. Another common element is the development of effective local science-policy interfaces, as engagement of local decision-makers and citizens is essential to manage conflicting interests. Lastly, we find that social and communication sciences have great potential to support effective science-policy interfaces, e.g. though identifying societal tipping points. Yet, in decisions on SLR adaptation, insights from these fields are rarely used to date. We conclude that supporting science-policy interactions for adaptation decision-making at relevant (inter)national to local scales through tailored multi-disciplinary scientific assessments is an important way forward for SLR adaptation in Europe.

Adaptation plays a crucial role in managing the unavoidable risks from climate change. The UK is considered to be at the forefront of national adaptation planning. However, the extent to which plans and programmes translate into tangible risk reducing action on the ground, as opposed to adaptive capacity building, remains less clear. Given that there is no formal database of adaptation action for the UK, despite the various needs of government to identify, assess and report on adaptation progress, including the UK national stocktake on adaptation under the UNFCCC Paris Agreement, this study outlines the development of an up-to-date and forward-looking UK Adaptation Inventory. The Inventory documents adaptation on the ground, based on national reporting to government by public and private sector organisations and a systematic review of peer-reviewed literature. The framework is centred on identifying and documenting current and planned adaptation; how it is being implemented in terms of the types of adaptation actions; and the sectors where adaptation is occurring and where gaps may remain. For the sub-set of sectors captured there is clear evidence of a wide range of cross-sectoral and sector-specific adaptation being implemented. In total, 360 examples were identified, over 80% of which have already been implemented. This comprises 134 different types of adaptation action, largely aimed at reducing vulnerability using engineered, built environment or technological mechanisms. Compared to the situation a decade earlier, this suggests that significant progress has occurred in the UK in terms of reporting and implementing adaptation, including adaptation by the private sector in climate sensitive sectors. At the broader level, the Inventory is a first step in providing a baseline assessment for the UK stocktake on adaptation; can help inform other organisations about adaptation options that are available; and provide case studies of actions in practice to help support decision-making.

Populated coastal areas worldwide have a legacy of numerous solid waste disposal sites. At the same time, mean sea level is rising and likely to accelerate, increasing flooding and/or erosion. There is therefore concern that landfill sites located at and near the coast pose a growing risk to the environment from the potential release of liquid and solid waste materials. This paper aims to assess our present understanding of this issue as well as research and practice needs by synthesizing the available evidence across a set of developed country cases, comprising England, France, Germany, the Netherlands, and the United States (Florida). Common insights gained here include: (1) a lack of data and limited appreciation of waste release from coastal landfill as a potential problem; (2) recognition of the scale and diversity of coastal landfill waste within a range of generic settings (or situations); and (3) a lack of robust protocols that allow the impact of different categories of waste release to the coast to be assessed in a consistent and evidence-based manner, most particularly for solid waste. Hence, a need for greater understanding of the following issues is identified: (1) the amount, character and impact of waste that could be released from landfill sites; (2) the acceptability and regulation of waste eroding from coastal landfills; (3) present and future erosion rates at landfill sites suggesting the need for more monitoring and relevant predictive tools; (4) the full range of possible management methods for dealing with waste release from landfills and the science to support them; and (5) relevant long-term funding mechanisms to address this issue. The main focus and experience of current management practice has been protection/retention, or removal of landfills, with limited consideration of other feasible solutions and how they might be facilitated. Approaches to assess and address solid waste release to the marine/coastal environment represent a particular gap. Lastly, as solid waste will persist indefinitely and sea levels will rise for many centuries, the long timescale of this issue needs wider appreciation and should be included in coastal and waste policy.

Abstract Port infrastructure is critical to the world's economy and has seen major expansion over the last few decades. In the future there are likely to be further demands for port capacity which will require additional port area while existing ports will need upgrading in response to sea‐level rise to maintain current levels of operability. This analysis considers potential changes to 2050 under four climate‐based scenarios which aim to explore changes in international maritime trade consistent with global temperature increases of 2 °C and 4 °C and the implications of associated sea‐level rise. All scenarios anticipate a significant increase in trade, and a change in distribution across commodities. The demand for port handling areas in 2050 is roughly double to quadruple that of the baseline (2010) across scenarios. The maximum demand occurs under an unmitigated climate and high intensity in commodity movement with a maximum area in 2050 of 5,054km2. The minimum demand (2,510km2) occurs under a scenario of regionalized green energy production and lower material intensity. The total global investment costs for port adaptation to sea‐level rise and provision of new areas are between 223 and 768 billion USD to 2050. These are dominated by the need for new area construction with the adaptation of base year areas to relative sea‐level rise representing a maximum of 6% of total costs globally. Therefore, in addition to adapting existing port areas to sea‐level rise, it is equally or more important to consider provision of new ports.

Abstract The Maldives (land elevation approximately 1 m above mean sea level) is often associated with the threat of rising sea levels. Land scarcity due to population pressure is also a major issue. In the late 1990s a new 1.9km2 1.8 m high artificial island, Hulhumalé was created for urban expansion, including an allowance for sea‐level rise. This paper assesses flood exposure through an extreme water level scenario on Hulhumalé taking into account sea‐level rise and analyses potential adaptation options to extend island life. Results indicate that overtopping is likely to occur with 0.6 ± 0.2 m of sea‐level rise, with more severe, widespread flooding with 0.9 ± 0.2 m of sea‐level rise. If the Paris Agreement goals are met, flooding is not anticipated this century. However, under a non‐mitigation scenario, flooding could occur by the 2090s. Building seawalls 0.5, 1.0, and 1.5 m high could delay flooding for 0.2, 0.4, and 0.6 m of sea‐level rise, respectively. Land raising has been successful in Hulhumalé in reducing flood risk simultaneous to addressing development needs. Whilst new land claim and raising can be cost‐effective, raising developed land provides greater challenges, such as timeliness with respect to infrastructure design lives or financial costs. Thus the transferability and long‐term benefits of land raising requires further consideration.

The Indian Sundarbans, together with Bangladesh, comprise the largest mangrove forest in the world. Reclamation of the mangroves in this region ceased in the 1930s. However, they are still subject to adverse environmental influences, such as sediment starvation due to migration of the main river channels in the Ganges–Brahmaputra delta over the last few centuries, cyclone landfall, wave action from the Bay of Bengal—changing hydrology due to upstream water diversion—and the pervasive effects of relative sea-level rise. This study builds on earlier work to assess changes from 2000 to 2020 in mangrove extent, genus composition, and mangrove ‘health’ indicators, using various vegetation indices derived from Landsat and MODIS satellite imagery by performing maximum likelihood supervised classification. We show that about 110 km2 of mangroves disappeared within the reserve forest due to erosion, and 81 km2 were gained within the inhabited part of Sundarbans Biosphere Reserve (SBR) through plantation and regeneration. The gains are all outside the contiguous mangroves. However, they partially compensate for the losses of the contiguous mangroves in terms of carbon. Genus composition, analyzed by amalgamating data from published literature and ground-truthing surveys, shows change towards more salt-tolerant genus accompanied by a reduction in the prevalence of freshwater-loving Heiritiera, Nypa, and Sonneratia assemblages. Health indicators, such as the enhanced vegetation index (EVI) and normalized differential vegetation index (NDVI), show a monotonic trend of deterioration over the last two decades, which is more pronounced in the sea-facing parts of the mangrove forests. An increase in salinity, a temperature rise, and rainfall reduction in the pre-monsoon and the post-monsoon periods appear to have led to such degradation. Collectively, these results show a decline in mangrove area and health, which poses an existential threat to the Indian Sundarbans in the long term, especially under scenarios of climate change and sea-level rise. Given its unique values, the policy process should acknowledge and address these threats.

The United Nations Sustainable Development Goals (SDGs) and their corresponding targets are significantly interconnected, with many interactions, synergies, and trade-offs between individual goals across multiple temporal and spatial scales. This paper proposes a framework for the Integrated Assessment Modelling (IAM) of a complex deltaic socio-ecological system in order to analyze such SDG interactions. We focused on the Sundarban Biosphere Reserve (SBR), India, within the Ganges-Brahmaputra-Meghna Delta. It is densely populated with 4.4 million people (2011), high levels of poverty, and a strong dependence on rural livelihoods. It is adjacent to the growing megacity of Kolkata. The area also includes the Indian portion of the world’s largest mangrove forest––the Sundarbans––hosting the iconic Bengal Tiger. Like all deltaic systems, this area is subject to multiple drivers of environmental change operating across scales. The IAM framework is designed to investigate socio-environmental change under a range of explorative and/or normative scenarios and explore associated policy impacts, considering a broad range of subthematic SDG indicators. The following elements were explicitly considered: (1) agriculture; (2) aquaculture; (3) mangroves; (4) fisheries; and (5) multidimensional poverty. Key questions that can be addressed include the implications of changing monsoon patterns, trade-offs between agriculture and aquaculture, or the future of the Sundarbans’ mangroves under sea-level rise and different management strategies. The novel, high-resolution analysis of SDG interactions allowed by the IAM will provide stakeholders and policy makers the opportunity to prioritize and explore the SDG targets that are most relevant to the SBR and provide a foundation for further integrated analysis.

This paper demonstrates a methodology for integrating existing models for the rapid simulation of coastal flood events across a large and varied case study area on the UK south coast. Following validation against observations from real coastal floods, synthetic events driven by realistic waves and water levels and the full range of failure mechanisms were modelled for a range of loadings to generate peak flood water depths and an overview of impacts across this spectrum of possible floods. Overtopping is relatively important compared to breaching as coastal floodplains are small. This modelling system supports multiple potential applications, such as planning flood warnings, coastal defence upgrade, and land use, including under sea-level rise. The concepts drawn from this study are transferable to similar coastal regions.

Coastal areas constitute important habitats, and they contain a large and growing population, much of it located in economic centers such as London, New York, Tokyo, Shanghai, Mumbai, and Lagos. The range of coastal hazards includes climate-induced sea level rise, a long-term threat that demands broad response. Global sea levels rose 17 cm through the twentieth century, and are likely to rise more rapidly through the twenty-first century when a rise of more than 1 m is possible. In some locations, these changes may be exacerbated by (1) increases in storminess due to climate change, although this scenario is less certain, and (2) widespread human-induced subsidence due to ground fluid withdrawal from, and drainage of, susceptible soils, especially in deltas. Relative sea level rise has a range of potential impacts, including higher extreme sea levels (and flooding), coastal erosion, salinization of surface and ground waters, and degradation of coastal habitats such as wetlands. Without adaptation, large land areas and millions of people could be displaced by sea level rise. Appropriate responses include climate mitigation (a global response) and/or adaptation (a local response). A combination of these strategies appears to be the most appropriate approach to sea level rise regardless of the uncertainty. Adaptation responses can be characterized as (1) protect, (2) accommodate, or (3) retreat. While these adaptation responses could reduce impacts significantly, they will need to be consistent with responses to all coastal hazards, as well as with wider societal and development objectives; hence, an integrated coastal management philosophy is required. In some developed countries, including England and The Netherlands, proactive adaptation plans are already being formulated. Coastal cities worldwide will be a major focus for adaptation efforts because of their concentrations of people and assets. Developing countries will pose adaptation challenges, especially in deltaic areas and small islands, which are the most vulnerable settings.

For many climate change impacts such as drought and heat waves, global and national frameworks for climate services are providing ever more critical support to adaptation activities. Coastal zones are especially in need of climate services for adaptation, as they are increasingly threatened by sea level rise and its impacts, such as submergence, flooding, shoreline erosion, salinization and wetland change. In this paper, we examine how annual to multi-decadal sea level projections can be used within coastal climate services (CCS). To this end, we review the current state-of-the art of coastal climate services in the US, Australia and France, and identify lessons learned. More broadly, we also review current barriers in the development of CCS, and identify research and development efforts for overcoming barriers and facilitating their continued growth. The latter includes: (1) research in the field of sea level, coastal and adaptation science and (2) cross-cutting research in the area of user interactions, decision making, propagation of uncertainties and overall service architecture design. We suggest that standard approaches are required to translate relative sea level information into the forms required to inform the wide range of relevant decisions across coastal management, including coastal adaptation.
