In the domain of public service delivery, our research provides crucial guidance towards enhancing collaboration and achieving digital transformation. This study, focusing on Indonesian local government, uncovers insights that can reshape the smart governance dimension in the era of smart cities initiatives. Qualitative methods were used, conducting in-depth interviews with public officials, advanced observations, and detailed data collection from government agencies, NGOs, and citizens of Jambi, Indonesia. We identify significant challenges such as leadership commitment, digital talent resources, silos, and data integration deficiencies, emphasizing the need for sincere collaboration and advancing data interoperability. Addressing leadership awareness and the digital talent gap is essential for successful implementation, alongside improving cyber management and data security. Building on these challenges, the research highlights potential development areas including collaboration enhancement, prioritization of interoperability, robust data center development focusing on cyber management and data security, and targeted digital talent cultivation. Through research collaborations, this reseach aims to provide actionable insights and practical recommendations, contributing to effective governance. Tangible outcomes include a conceptual model, practical framework, and policy brief, empowering stakeholders. Ultimately, this research aspires to catalyze positive transformation, shaping a future of inclusive, innovative, and meaningful smart cities.

This paper provides a sociological perspective on urban gentrification and its societal implications, employing a research method that primarily involves an extensive literature study. Gentrification, characterized by the influx of more affluent residents into previously disadvantaged urban neighborhoods, is a multifaceted phenomenon with significant social, economic, and cultural consequences. Drawing on sociological theories and empirical research from existing literature, the study examines the drivers and consequences of gentrification, exploring issues such as housing affordability, displacement, social demographics, and the dynamics of urban change. It also considers how gentrification both perpetuates and alleviates social inequalities, emphasizing the importance of inclusive urban development policies and community-based initiatives to address the challenges and opportunities that gentrification presents in contemporary cities.

Purpose: The article aims to provide an updated and comprehensive overview of academic research in the field of collaborative governance and digital transformation, with an emphasis on the emerging topic of collaborative digital transformation. Digital transformation is a recurrent theme in today’s society, fuelled by events such as the Covid-19 pandemic, global climate challenges, and other crises reshaping the world. As societies increasingly rely on digital platforms and online communication, the prime urge and necessity of the human race – i.e., to communicate and collaborate in tackling these challenges – puts collaborative governance in digital transformation high on the agenda of governments, the private sector, and citizens. Design/Methodology/Approach: To address this topic, we performed a bibliometric analysis using various analytical and visualisation tools to evaluate and visualise existing scientific bibliographic materials. The analysis covers 286 articles published in the Scopus and Web of Science databases over the past two decades in the area of collaborative governance and digital transformation, employing established and innovative bibliometric approaches. Graphical analyses are used to illustrate co-authorship, keywords co-occurrence, research topics evolution, and the network of influential researchers within collaborative governance and digital transformation. Findings: The results show that the relationship between collaborative governance and digital transformation is still limited and needs further study, considering that these two concepts have been emerging trends in public administration over the past two decades. In addition, the findings reveal a significant growth in research of these topics over time, although not specifically focused on collaborative digital transformation. Practical Implications: The article provides a summary of key aspects of collaborative governance and digital transformation research and helps lay the foundations for shaping the future of this evolving field of public administration. Thus, it helps researchers understand the development of collaborative digital transformation research over the past two decades, as collaborative digital transformation is a relatively new field of research characterised by rapid growth and evolution. Originality/Value: The research contributes to the understanding of collaborative digital transformation as a distinct research area within the broader concepts of digital transformation and collaborative governance, which is still seeking its own identity in academic literature, and offers a definition of collaborative digital transformation (CDT).

Introduction/Main Objectives: Model The leadership style of regional heads during the COVID-19 pandemic requires a compelling lead character because to deal with the problems felt by each region, and it must be different so that public responses and criticisms must be carried out quickly and accurately has a priority scale for work effectiveness. Novelty: This study analyzes the leadership style of the regional head in Indonesia, namely the Governor, by taking a case study in the Riau Islands Province (Kepri) during the COVID pandemics. Research Method: The research method used is qualitative with relevant secondary data. Finding/Results: The results of data analysis with software NVivo 12, so that obtained are easy to explain descriptively by analyzing the theory and concept triangulation approach. Conclusion: The results show that the determination of Secondary Data Coding is more on the leadership of Ansar Ahmad in the COVID-19 pandemic as Governor Kepri. In addition, researchers also found that Ansar Ahmad’s leadership style as Governor Kepri greatly influenced the characteristics of leadership style and influential leadership style, which tested with the Jaccard Cluster approach on the strong relationship between communication, awareness, and integrity in carrying out the vision and mission as regional head during a COVID-19 in Kepri Province.

The discussion on the power relationship between the state and adat or customs is always exciting because although adat is most likely getting tension from the state through various regulations, it keeps signifying its existence. An interesting phenomenon that happened after the downfall of the New Order regime and the expansion of the Regional Autonomy System’s implementation was adat power’s reappearance at the local level. For instance, Adat Functionary in the Kerinci Regency signified their dominance over the village government. The studies about the relationship between adat and the state tend to put adat as an identity and spirit for gaining support, power, and fund also tools to deal with the government. This study begins with the fact that adat is dominant over the village government in decision-making. This study found in the Kerinci regency obtained a new government structure by the returning of adat power in governance, and affected the stability of the village administration, also used it as the solidarity mechanism of the community in Kerinci Regency to resolve various conflicts. Thus, the meaning of domination, which is commonly interpreted as something negative, is turning out to be a contrary one since it makes the community more solid through adat.

Laut Natuna Utara adalah wilayah lama bernama baru yang di berikan Indonesia kepada salah satu wilayah laut yang berbatasan dengan Laut China Selatan. Setelah terdapat klaim sepihak terhadap perairan ini dari Republik Rakyat Tiongkok (RRT) pemerintah Indonesia kemudian memperkuat kekuatan militer di Natuna. Langkah ini memiliki resiko tersendiri baik bagi Indonesia maupun kawasan, sehingga pemerintah Indonesia perlu melakukan upaya penguatan di sektor politik. Rumusan masalah penelitian ini adalah bagaimana pendekatan politik keamanan dapat berperan dalam menjaga kedaulatan di Laut Natuna Utara?. Penelitian ini menggunakan metode deskriptif analitis dengan menggunakan teori national interest dan konsep good governance untuk memunculkan penjelasan bagaimana perimbangan kebijakan antara soft approach dan hard approach yang dilakukan pemerintah Indonesia dalam mengelola konflik di Natuna. Penelitian ini melihat bahwa kedulatan Indonesia sangat ditentukan oleh kepentingan nasional yang dihadirkan dalam kerangka konflik yang terjadi di Laut China Selatan. Dalam upaya menjaga keamanan wilayah Laut Natuna Utara, negara kemudian kemudian melakukan pendekatan politik dari aspek kekuatan militer (hard power) dan non-militer (soft power).

Digital transformation changes how private and public organisations conduct their business, stressing the importance of collaboration with various stakeholders. The public sector, especially local government, is forced by citizens' demands to change how it operates. This research examines the characteristics of existing literature on collaborative governance and digital transformation and explores the unevenness of digital transformation due to the broad autonomy granted to local governments. Qualitative methods were used, conducting in-depth interviews, advanced observations, and detailed data collection from government agencies, NGOs, and citizens of West Java, Indonesia. The enquiries reveal that governments faces silos and fragmented approaches. The results contribute to the literature, serve as a reference for improving the role of local government in collaborative digital transformation, and provide greater legitimacy in the public policy process. In the context of local government, the success of digital transformation initiatives in West Java can be attributed to effective collaboration and facilitative leadership from implementing the Penta-helix strategy and establishing Jabar Digital Service (JDS) as a dedicated unit for managing digital transformation.
