Amendments to the Russian Constitution take effect on 4 July2020. In Chapter 3, "Federal Structure," of the Constitution of the Russian Federation there is a provision for a set of amendments specifying the status of constitutional law in the Russian Federation regarding domestic and international/interstate relations as well as relating to questions of Russian national/state identity and guarantees of its preservation and protection. On 15 January 2020 in the Presidential Address to the Federal Assembly a number of constitutional amendments were proposed for discussion, including the introduction of certain changes to the Constitution of the Russian Federation. These changes will be guaranteed priority in Russia's legal framework. President Vladimir Putin noted that, "requirements of international law and treaties as well as decisions of international bodies can be valid on Russian territory only to the point that they do not restrict the rights and freedoms of our people and citizens and do not contradict our Constitution"" The topicality of considering the relationship between national and international court jurisdictions is predetermined by the fact that Russia has ratified Protocol No. 15. On 1 May 2017 a federal law-ratifying protocol establishing a subsidiary role of the European Court of Human Rights was signed. Such a role, in addition to the national mechanism of the judicial protection of human rights, is necessary to implement judicial protection, primarily in Russian courts including the Supreme Court (which is the highest court for civil, economic, criminal and administrative cases and which also protects human rights and freedoms by considering cassation and supervisory complaints against final and binding court rulings) and the Constitutional Court (which, as the highest court body of constitutional control, considers cases of citizens' complaints about the violation of constitutional rights and freedoms by a law applied by state bodies). At the current level of legal development, there are both a necessity and practical possibility of altering approaches to the implementation of international rules. This paper considers the correlation of national and international law. On the basis of decisions of the Constitutional Court of the Russian Federation on the so-called request for the applicability of decisions of the European Court of Human Righ ts, legal views are given on the applicability of international rules by Russian courts, including their interpretation by international court institutions. The revised version of Article 101 of the Federal Constitutional Law on the Constitutional Court, which makes it possible to apply to the Constitutional Court contrary to an official ECHR decision, has been in effect since 2014.

The concept of computable functions (as developed by Godel, Church, Turing, and Kleene in the 1930's) has been extensively studied, leading to the modern subject of recursive function theory. However recent work by category theorists has led to a more conceptual and abstract foundation of computability theory—Turing categories. A Turing category models the notion of partial map as well as recursive computation, using methods of categorical algebra to formalize these concepts. The goal of this work is to provide a formal framework for analyzing this categorical model of computation. We use the Coq Proof Assistant, which implements the Calculus of (co)Inductive Constructions (CIC), and we build on an existing Coq library for general category theory. We focus on both formalizing Turing categories and on building a general framework in the form of a well-structured Coq library that can be further extended. We begin by formalizing definitions, propositions, and proofs pertaining to Turing categories, and then instantiate the more general Turing category formalism with a CIC description of the category which explicitly models the language of partial recursive functions.

User-defined tokens—both fungible ERC-20 and non-fungible ERC-721 tokens—are central to the majority of contracts deployed on Ethereum. User-defined tokens are non-native on Ethereum; i.e., they are not directly supported by the ledger, but require custom code. This makes them unnecessarily inefficient, expensive, and complex.

In modern conditions, changing approaches to the implementation of international law there is both the need and opportunity. The article considers some issues of the relation of national and international law. The legal position about resolution of conflicts of constitutional and conventional interpretations are based on the decision of the Constitutional Court of the Russian Federation on the so-called request for the applicability of decisions of the European Court of Human Rights. Since 2014 there is a new version of Article 101 of the Federal Constitutional Law on the Constitutional Court, which establishes opportunity to apply to the Constitutional Court against the decision of the ECHR. This provision contains an important mechanism for harmonization the constitutional and conventional interpretation.

High dynamics of improving federal legislation determines the relevance of consideration the order of election of officers. The legal status of officials is a basic institution of constitutional law and requires detailed consideration. Description of new legislative model the order of election of the higher officials of municipalities are the purpose of the work. Consideration of designated questions in the context of enforcement practice is the main objective of the study. The conclusions of the paper, allow to use new legislative provisions in accordance with the legal nature of the institution.

The subject of research is the legal status of the Constitutional Assembly, whose powers include the consideration of questions the constitutional system, which are defined the National Security Strategy of the Russian Federation valid until 2020 as Russia´s national interests in the long term. In this article we focus on problems of realization provisions of the Constitutional Assembly, substantiates the necessity of the adopting the special law in order to regulate the functioning the necessity constitutional authority. The review of legislative initiatives on this issue is provided herein below. In order to ensure the effective functioning of the Constitutional Assembly the author has offered to settle the procedure for amending the Chapters 1, 2 and 9 of the Constitution of the Russian Federation. Conclusions promote maintaining legal and institutional mechanism for ensuring national interests by regulating the convening and functioning of the Constitutional Assembly.

The paper investigates the Galerkin method for an initial boundary value problem for heat convection equations. New error estimates for the approximate solutions and their derivatives in strong norm are obtained.

This article explores the power of English language learners' digital stories as student-centered projects and offers practical suggestions for language teachers interested in trying digital storytelling. The article explains pedagogical practices and digital storytelling in the context of contemporary scholarship on inclusive pedagogy, communities of practice, and multiliteracies. As students develop and produce their stories, they not only choose topics, visual images, and musical materials that are meaningful and of genuine interest to them, they also collaborate with other students and friends and family in the United States and in their home countries. Using examples of students' digital stories, journal entries, final essays, and interviews, the classroom is discussed as a community of practice where various domains of expertise are recognized and shared. Based on three semesters of research and practice, the authors suggest that an engaged language classroom community can develop as students learn to negotiate new digital terrain and gain valuable multiliteracy skills through the creation of their own digital stories. The steps in classroom digital storytelling and resources for teachers are included.

In this article, we study a Galerkin method for a nonstationary operator equation with a leading self-adjoint operator A(t) and a subordinate nonlinear operator F. The existence of the strong solutions of the Cauchy problem for differential and approximate equations are proved. New error estimates for the approximate solutions and their derivatives are obtained. The developed method is applied to an initial boundary value problem for a partial differential equation of parabolic type.

In the current paper, we study a projection method for a Cauchy problem for an operator-differential equation with a leading self-adjoint operator A(t) and a subordinate linear operator K(t) in a Hilbert space. The projection subspaces are linear spans of eigenvectors of an operator similar to A(t). It is assumed that the operators A(t) and K(t) are sufficiently smooth. Error estimates for the approximate solutions and their derivatives are obtained. The application of the developed method for solving the initial boundary value problems is given.

During the last decades an imbalance in the territorial distribution of population in Russia is increasing. That contributes to the emergence of interethnic tensions. The article is devoted to the process of elaboration of the legal provisions that support internal migration. The author’s attention is focused on decrees of the Russian Federation President related to migration issues and the main trends of the development of legislation in this area. The author explains the necessity of legal regulation of authorities’ power in the area of migration at federal legislation level because of the influence of migration restrictions on constitutional rights of citizens. Creation of effective legal mechanisms of regulation internal migration caused by the need to account the geopolitical interests and the economic and social development of the country and possible change of priorities of trade and economic cooperation, as well as the development of import substitution. The main focus lays on the deterrents for internal migration, overcoming of which is possible by using legal means to identify priority measures. Changing the nature of records at the place of stay from permissive to notification is one of the main instruments that require clarification of the procedures and grounds of such accounting. The availability of the social infrastructure and accessible mechanisms for the use of infrastructure is also an important prerequisite for attracting labor resources. The new institution of law - renting living accommodation for social use and its impact on the development the internal migration are considered in this article as one of said prerequisites. The author has generalized factors of ethnic and religious tension and proposed measures to prevent them.
