This session of the Drawing Research Forum will feature presentations and a plenary discussion with researchers examining diverse themes, and utilising and developing current discourse around contemporary drawing. The Drawing Research Forum provides a space for knowledge exchange between disciplines, encourages cross-fertilization of ideas and methodology, and fosters collaborations between artists and researchers. The current study extends the previous research in three ways. First, we show how the findings from applying the TFM model can be used to develop guidelines for manning various types of defense activities. For general oversight purposes, screening criteria can be based on the answers to specific questions about an activity's peacetime and wartime work loads; about the relative contributions that activities, reserves, and civilians can make; and about the comparisons of their costs. These screening criteria can be implemented using tables and charts similar to those developed here to determine the least costly manning mix consistent with achieving all work loads. We also illustrated the structure of fully specified linear programming models that can generate results for detailed manpower and personnel management.

This Note updates a series of reports by the Department of Defense (DOD) Comptroller's Office that contained cost estimates for military and civil service personnel, per manyear and by paygrade. The Note presents basic estimates of how the DOD budget would be affected by manning changes, then adjusts the estimates for differences between the DOD's budget effects and effects on the federal government's requirements for financing from the civilian sector. Cost effects associated with the use of individual manyears of military or civilian labor are distinguished from effects associated with changing personnel inventory flow patterns that support the change in use. The Note provides data for fiscal year 1986, and also describes estimation procedures that could be used to update the data on a regular basis.
