The article is aimed at allocating both the specific features of financing the scientific sphere of Ukraine in the current period of transformation and the reform of sectors of the national economy, as well as the development of financial-organizational foundations of assessment and comparison of scientific-publication activity of the employees through conformity of the occupied position, proceeding from the paradigm of public-creative patriotism of nation. It has been proved that, in its fundamental essence, the paradigm of public-creative patriotism of nation is manifested and materialized through the physical participation of every citizen in formation of the own state, and is most fully implemented in the simultaneous interaction of individual dominants of such a patriotism: qualitative and quantitative (tax). A characteristic manifestation of such a patriotism in the scientific sphere is the increase of productivity of scholars on the basis of scientific-publication activity, which was for the first time suggested to be assessed on the basis of the Hirsch index for employees in view of the hold position with the relevant rating. The financial-organizational foundations of assessment and comparison of the public-creative patriotism of both the scientific and the teaching staff, allowing to increase potential of scientific sphere of the State in the context of basics of behavioral economics, have been substantiated.

The aim of the article is both in the system identification of the financial and economic features of supporting the scientific sphere and in the development of a management doctrine to increase the efficiency of activity of scientific workers in the global scientific space by combining publication openness, motivational levers, business and consumer interests based on foreign experience and strategiology of development in the realities of Ukraine. It is determined that the publication openness of a particular scientist depends on the scientific openness of publications in national print media, which are not always transparent for the global scientific space. The advantages and disadvantages of using scientometric databases as to editions that ensure the openness of scientific research results in terms of financial possibilities are considered. There singled out the managerial preference of the Information and analytical system “Bibliometrics of the Ukrainian Science”, which allows creating a bibliometric profile of a particular scientist through the environment of Google Scholar and improve the “visibility” ensuring both the improvement of his/her competitiveness and increase in the financial and economic support. There considered administrative advantages of associative complexes, similar to the Ivy League universities in America, and for the first time from the perspective of the strategiology of development there synthesized an approach regarding the creation of the given organizational structure, where the most famous classical universities would be concentrated, in Ukraine. The advantage and perspectivity of the proposed measures is the system formation of the management doctrine of financial and economic support for the scientific sphere, the optimization of using the scientific potential of the territory and ensuring its correspondence to the needs of consumers and business, the activization of publication openness and efficiency through managerial and motivational tools and effective use of taxpayers’ money.

The article is aimed at determining the feasibility and elaborating a strategiology of formation of the Baltic-Black Sea transnational techno-resource corridor in the context of the activation and implementation of the financial and economic cells, including investment, of growth in the European region on the basis of management by objective and targeted involvement of investment platforms at maritime boundaries (Gdansk, Odessa). It has been substantiated that formation of the Baltic-Black Sea transnational techno-resource corridor will strengthen Ukraine’s position in the European region and also enhance the European Union’s importance in the European-Atlantic space. For the first time, the functional (financial-economic) difference between the proposed techno-resource corridor and the existing technological, transport, and financial corridors has been inherently disclosed. The socio-economic advantages of formation of this corridor at the level of both the two States (Poland, Ukraine) and the individual economic entities together with the population have been presented. The targeted formation of the indicated techno-resource corridor on the basis of of management by objective will ensure a qualitative reorientation of the national economy and quantitative financial returns, proceeding from the rational use of both available resources and the untapped potentials of economic agents and territories.

The dynamic development of society is inextricably linked with the need to determine one's place in the global space and to set strategic and programmatic goals that allow for the activation of structural transformations taking into account both the rights and responsibilities of a particular resident. A complex mixture of objective (globalization of the world economy, territorial economic and demographic disparities, dynamism of climatic space change and rise in the level of the world ocean) and subjective reasons (in particular, limitations in the use of one's own potential, the growth of internal aggressiveness and intolerance, a decrease in the level of tolerance) led to the formation of powerful migration flows that cross the continents of the planet Earth. The practice of various types of legal regulation of the migration flow of the population within the borders of Ukraine and beyond it determines the need for detailed consideration. The purpose of the article: on the basis of detailing the essence of migration and trends in the formation of the migration process, to highlight the specifics and possibilities of legal strategiology for the activation of state-building patriotism of the nation, based on the basic tasks of migration policy under martial law. It is substantiated for the first time that legal strategiology is a specific fundamental and applied field that identifies, investigates and synthesizes the components of the process of developing and implementing strategies in the field of law and legal activity. It is emphasized that the state migration policy is a complex system of program measures carried out under the legal and legislative auspices of the state regarding the management and regulation of migration processes. It is highlighted that the state creating patriotism of the nation (SCPN) is everything that the people in general and each citizen in particular do in the interests of creating an independent, sovereign, civilized state. It has been substantiated that with an open and balanced migration policy, when the state actively accepts foreigners and provides them with opportunities for successful integration, national unity and SCPN are strengthened. It is noted that in the conditions of martial law, the migration policy of the state should be directed to the legal aspects of ensuring the safety and well-being of its citizens, which, in turn, can influence their state-building motives, effectively encourage them to intensify their manifestation of traffic accidents. Application of programmatic approaches and measures, provision of timely support and protection to citizens are important for receiving civilized wages, increasing labor productivity and strengthening their patriotic feelings and the corresponding consequent desire to stay in their native state, effectively manifesting at the levels: statecommunity-citizens, migrants. It has been proven that the legal strategiology for the activation SCPN of traffic accidents in the conditions of martial law due to migration policy also has a tangible pragmatic component, as it allows to reduce the level of the shadow economy, which means that much more financial resources will fall into the state coffers, providing additional opportunities for strengthening defense capabilities and supporting the victims from hostilities. Yes, a change of only 1 % in the level of the shadow economy in Ukraine is an additional 5.5 billion UAH in revenues to the budget. [ABSTRACT FROM AUTHOR]

Introduction. Changes associated with developmental inconsistency and intensification of the contradictions in economic systems at different levels in recent years, open a new phase of finding effective ways to ensure stability in the socio-economic development of the territories. In previous research, the authors substantiated the appropriateness of the «financial climate» category introduction and proposed methodological instrument to its evaluation. One of the indicators that affect the financial climate is an indicator of political unpredictability. That is why studying the issue of manifestations and impact of political unpredictability on the financial climate of the region and the state in particular is very important. Purpose.To summarize the content of essential financial climate areas and develop a conceptual approach for its estimation in real time. Methods. The common scientific methods are used to define theoretical aspects of a territory's financial climate, to determine the impact of such specific factors, as political unpredictability of the financial climate in the regions of Ukraine. Results. Analytical estimation and integrated evaluation of financial climate of the region as an example of the proposed methodology with a detailed study of the peculiarities of manifestation and impact of political unpredictability factor in some administrative-territorial units of Ukraine clearly showed the presence of mutual dependence and predictability between the political state and the financial climate. In addition, prognostic assessment of trend changes in the political unpredictability in Ukraine indicates deterioration of this indicator and thus, index of the state and regions financial climate. The highest level of political predictability was observed in Chernihiv, Vinnytsia and Khmelnytsky regions, where it was in 2013 respectively 3.72, 3.71, 3.69 points. The lowest level of political unpredictability in 2013 was recorded in Dnepropetrovsk, Zaporizhzhia, Odesa regions and Crimea - respectively 2.89, 2.99, 3.31 and 3.31 points. Conclusions. It has been proven that manifestation of political unpredictability in decision-making at various levels, including the radical reforms implementation, impacts the financial climate of the regions, and thus, the economic system as a whole.
