While parallelism is easily recognizable as the source for various literary tropes, it is also important as a resource for the speakers’ dialogic engagement with the patterns of interaction and experience they embody as part of their linguistic habitus. This article explores the forms of parallelism found in a variety of speech and narrative genres in Bandanese, an Eastern Indonesian minority language with about 5,000 speakers. Bandanese abounds with parallel expressions in which speakers use part-whole relations based on social and cultural classifications to construct totalizing cognitive and value statements. At the same time, Bandanese poetics is more than just evidence of an integrated cultural world. The article analyzes interactions between tropes based on repetition and parallelism to suggest that speakers and narrators use them to create a resonance between immediate rhetorical effects and larger aesthetic positions recognized in their folk categories. A prominent example of such resonance is the use of parallelism in eloquent, public speech. When speakers use the lexical contrast between Bandanese and the regional or national majority language as a source of parallel expressions, they draw from an aesthetic in which powerful speech resonates with past and future dialogue with outsiders. Recent scholarship of parallelism and repetition encourages us to recognize that they produce potential dialogic relations on a larger scale than that of single utterances. This approach can produce valuable insights into the possibilities for innovation in and revitalization of Bandanese and other minority languages threatened by demographic change and by losing their former domains of use.

This dissertation investigates the repercussions of contemporary higher education reforms in Finland on daily university life. More precisely, it examines how ‘global knowledge economy’ policies affect the dynamics of social relations at the University of Helsinki. These policies, I argue, enact an ideological model that combines the neoliberal emphasis on the ‘enterprise form’ with the older principles of the ‘scalability design’ that lies at the heart of capitalism. Fusing the two, the enterprise-cum-scalability model entails reducing the totality of social life to first-hand, market-oriented exchanges of knowledge assets, which are now understood to happen on a ‘global scale’. Its enactment in the landscape of Finnish higher education in general and doctoral education in particular creates a friction that could clearly be observed in daily university life. This is a typical outcome of the encounter between universal aspirations and the specificities of a particular social and cultural setting. Such frictions inevitably disturb the old forms of social life, but they also tend to trigger new social formations, designated here as ‘weeds’, which I have followed through the mobilisation endeavours of doctoral candidates. Finally, these new forms of university sociality are a product of disjunctures in both exceptional and mundane circumstances, as the experiences of international doctoral candidates distinctly show. My thesis draws on several years of ethnographic fieldwork, which I have conducted at Finland’s oldest and largest higher education institution. While my ethnography stretches between autumn 2013, when I began doctoral studies at the University of Helsinki, and spring 2021, when I completed the thesis manuscript, most of the observations presented in this thesis come from the period between September 2014 and January 2016, when ethnographic fieldwork was my primary activity. My material is highly heterogeneous, covering the circumstances of higher education in general and developments particular to doctoral education that come together in the everyday lives of doctoral candidates, which serve as a vantage point for studying university sociality as a whole. The thesis makes two key contributions. First, I aim to broaden anthropological understandings of contemporary higher education reform by not only paying close attention to the enactment of the enterprise-cum-scalability model but also going beyond it in my granular explorations and nuanced explanations of daily university life. Second, by focusing on the dynamics of social relations, I seek to highlight the particular value of the anthropological contribution to critical higher education studies. Tutkin tässä väitöskirjassa nykyaikaisten korkeakoulutuksen uudistusten vaikutuksia yliopiston arkeen Suomessa. Tarkemmin ilmaistuna tutkimuksen kohteena ovat niin kutsutun ‘globaalin tietotalouden’ toimintaperiaatteiden vaikutukset sosiaalisten suhteiden dynamiikkaan Helsingin yliopistossa. Nämä toimintaperiaatteet toteuttavat ideologista mallia, jossa uusliberalistinen ‘yritysmuodon’ painotus yhdistyy vanhempiin kapitalismin ytimessä oleviin ‘skaalautuvuuden’ periaatteisiin. Tämän seurauksena sosiaalisen elämän kokonaisuus pelkistyy ensisijaisesti markkinalähtöiseksi tietohyödykkeiden vaihdoksi, jonka ymmärretään nykyään tapahtuvan ‘maailmanlaajuisesti’. Tämä luo suomalaisessa korkeakoulumaisemassa ja erityisesti tohtorikoulutuksessa ‘kitkaa’, joka voidaan selkeästi havaita yliopiston arjessa. Kitka on tyypillinen universaalien pyrkimysten ja tietyn sosiaalisen ja kulttuurisen ympäristön yhteentörmäyksen seuraus, joka väistämättä häiritsee vanhoja sosiaalisen elämän muotoja. Samanaikaisesti kitka synnyttää uusia sosiaalisia muodostumia, mitä olen tässä väitöskirjassa seurannut tohtorikoulutettavien mobilisointipyrkimysten kautta. Varsinkin kansainvälisten tohtorikoulutettavien kokemukset osoittavat selvästi, että kitkan aikaansaamat yliopistososiaalisuuden uudet muodot ovat tulosta epäyhteneväisyyksistä sekä poikkeuksellisissa että tavanomaisissa olosuhteissa. Väitöskirjani perustuu useiden vuosien etnografiseen kenttätyöhön, jota olen tehnyt Suomen vanhimmassa ja suurimmassa korkeakouluinstituutiossa. Siinä missä tutkimukseni ulottuu syksystä 2013, jolloin aloitin tohtorikoulutukseni Helsingin yliopistossa, kevääseen 2021, jolloin lähetin väitöskirjani esitarkastukseen, suurin osa tässä väitöstyössä esitetyistä havainnoista ajoittuu syyskuun 2014 ja tammikuun 2016 välille. Tuolla jaksolla tein etnografista kenttätyötä päätoimisesti. Aineistoni on hyvin heterogeenista, kattaen sekä yleisiä korkeakoulutuksen olosuhteita että erityisiä tohtorikoulutuksen kehityskulkuja. Nämä tulevat yhteen tohtorikoulutettavien arjessa, joka toimii näköalapaikkana yliopistososiaalisuuden tutkimiseen kokonaisuutena. Väitöskirjani antia voidaan pitää kaksitahoisena. Yhtäältä tarkoituksenani on laajentaa nykyaikaisten korkeakoulutuksen uudistusten antropologista ymmärrystä kiinnittämällä erityistä huomiota uudistusten perustana olevan ideologisen mallin voimaantuloon, mutta myös menemällä tätä pidemmälle yliopiston arjen kuvauksessani. Toisaalta, keskittymällä sosiaalisten suhteiden dynamiikkaan, toivon korostavani antropologisen kontribuution erityistä arvoa kriittisille korkeakoulututkimuksille.

The thesis is a study of the public activities of East Javanese regional councillors. Analysing the communication of these politicians, the thesis focuses on the ways they authorize their status as representatives of their constituency. The study finds that politics in East Java has a wide selection of authorizations, the use of which depends on the party, the political history, the age, and the gender of the politician. For the councillor, the most decisive factor for the choice of authorizations, however, is the political context. Different public institutions of politics are examined: meetings with the constituency during council recess, public hearings on draft bylaws, election campaign events, and regional council plenary sessions. The authorizations used in these contexts vary greatly, for example, concerning their aspect of ritualization, style of oratory, or way of evidence presented. A central theoretical contribution of the thesis concerns the idea that democracies have varying semiotic ideologies, that is, understandings of how signs work and what kinds of consequences are possible for them in the context of political practices. Using this analytical framework, different political traditions and ways of communicating with voters are compared. Another central theme of the thesis is the mixed legacy of the Orde Baru regime (1966–1998) in politics. While the plenary sessions of the regional councils evidence a lot of continuities from the Orde Baru in their focus on the celebration of consensus and ritualist oratory, other political contexts demonstrate how new political practices have institutionalized since the onset of the Reformasi era (1998–). Finally, the study argues that Indonesian democratic practices should be analysed from a perspective that does not postulate a liberal democracy as a normative yardstick, but instead, by examining the way politicians use authorizations and are made accountable for their actions. The thesis contends, against recent literature on the quality of democracy in Indonesia, that a more refined understanding is needed of the ways hierarchical and egalitarian aspects of democracy are intertwined in political practice. For example, by analysing on how hierarchical positions are authorized and ritually reproduced in politics, the contemporary challenges for politics in East Java and elsewhere are understood better. Väitöskirjan aihe on itäjaavalaisten kunnan- ja kaupunginvaltuutettujen julkinen toiminta. Analysoimalla poliitikkojen viestintää, väitöskirja erittelee tapoja, joilla poliitikot auktorisoivat asemansa äänestäjiensä edustajina. Valtuutetulle keskeisin tekijä käyttäessään auktorisointeja on konteksti; sama valtuutettu saattaa käyttää hyvin erilaisia auktorisointeja tilanteesta riippuen. Tutkimus tarkastelee erityyppisiä instituutioita: istuntokausien tauoilla tapahtuvia kohtaamisia äänestäjien kanssa, kunnallisten asetusten julkisia kuulemistilaisuuksia, vaalikampanjatilaisuuksia ja valtuustojen istuntoja. Näissä yhteyksissä käytetyt auktorisoinnit vaihtelevat esimerkiksi liittyen niiden ritualisaation asteeseen, puheen tyyliin tai tapaan esittää todistusaineistoa. Väitöskirjan keskeinen teoreettinen kontribuutio on, että politiikassa on erilaisia tapoja ymmärtää miten viestintä toimii. Nämä "semioottiset ideologiat" viittaavat eri tapoihin ymmärtää, miten merkit toimivat ja millaisia vaikutuksia ja tehtäviä niillä kuvitellaan olevan poliittisissa käytännöissä. Käyttämällä tätä analyyttistä viitekehystä, tutkimuksessa vertaillaan erilaisia poliittisia perinteitä ja tapoja viestiä äänestäjien kanssa. Tutkimuksen keskeinen löydös on Orde Baru -regiimin (1966–1998) monisyinen perintö nykypäivän politiikassa. Vaikka valtuustojen istuntokäytännöissä on paljon jatkuvuutta tästä ajasta, esimerkiksi niiden konsensuskeskeisyyden ja ritualistisen puheen suhteen, muissa poliittisissa konteksteissa on nähtävissä uudenlaisia poliittisia käytäntöjä, jotka ovat institutionalisoituneet Reformasi-aikakauden (1998–) kuluessa. Tutkimus ottaa myös osaa viimeaikaiseen Indonesian politiikan tilaan liittyvään keskusteluun, jossa on painotettu politiikan epäliberaaleja tendenssejä. Tutkimuksen mukaan poliittisia käytäntöjä ei pitäisi kuitenkaan ensisijaisesti vertailla demokratian liberaaleihin ihanteisiin. Tämän sijaan tulisi tutkia, miten poliitikot käyttävät auktorisointeja, ja millä tavoin he joutuvat vastuuvelvollisiksi näissä viestintätilanteissa. Näin voidaan paremmin ymmärtää, miten hierarkkiset ja tasa-arvoiset käytännöt kietoutuvat yhteen politiikan käytännöissä. Esimerkiksi tutkimalla, miten valta-asemassa olo auktorisoidaan tai rituaalisesti uudelleentuotetaan politiikassa, nykypäivän poliittiset haasteet – sekä Itä-Jaavalla että muualla – voidaan ymmärtää paremmin.

The thesis examines how the Mengen living in the rural Pomio District in Papua New Guinea reproduce their society and their lived environment by engaging in swidden horticulture, logging, wage labor on plantations and community conservation. These four practices have created and continue to create different kinds of places and social relations that involve the Mengen, like other inhabitants of Pomio, within larger political and economic structures. These have also produced, reproduced and at times significantly changed the environment of the Mengen. By examining the four complex modes of engaging with the environment, the thesis seeks to answer two questions. First, how the Mengen produce their livelihood, a socially meaningful environment and valued social relations in the process. Second, how the Mengen take part in natural resource extraction, the expansion of industrial agriculture and state territorialization on a resource frontier---a spatialized process in which resources, practices and their values are defined. This often involves struggle, which reflects the notion that the greatest political struggles are not only over who gets to appropriate value, but who gets to define it. The study is aimed as a contribution to the understandings of human-environmental relations and natural resource extraction. It suggests that political ecology combined with anthropological theories of value help us understand how people who have intimate relations with their lived environment engage in a globalized resource economy. The thesis argues that there is no uniform way in which "the Mengen" take part in logging or the making of the state. The very different approaches deployed and the ensuing disagreements are, however, often disagreements over how best to pursue Mengen values of establishing productive relations with each other, the land and people from elsewhere. The Mengen have been successful in retaining their system of values over long and extensive contact with commodity relations, foreign companies and state administrations, while adapting to and incorporating these changes into their lives without losing hold of what they value. A key reason for this is that they have not been dispossessed of their lands, but continue to hold them communally. Tutkimus käsittelee sitä miten Papua-Uuden-Guinean maaseudulla asuvat mengenit tuottavat elantonsa, yhteiskuntansa ja eletyn ympäristönsä harjoittamalla kiertokaskiviljelyä ja osallistumalla eri tavoin metsähakkuisiin, palkkatyöhön öljypalmuplantaaseilla sekä paikalliseen luonnonsuojeluun. Tutkimus vastaa kahteen kysymykseen. Ensiksi, millä tavoin mengenit tuottavat elantonsa ja sosiaalisesti merkityksellisen ympäristön. Toiseksi, miten mengenit ottavat osaa luonnonvaratalouteen ja valtionmuodostukseen niin kutsutulla rajavyöhykkeellä, joka on tilallinen prosessi, jossa eri toimijat kamppailevat luonnonvarojen hallinnasta, niiden arvosta ja luonnonvarojen määrittämisestä. Tutkimus pyrkii lisäämään ymmärrystä ihmisten ja ympäristön välisestä suhteesta ja globaalista luonnonvarataloudesta. Kaskiviljey ja luonnonvaratalous luovat paikkoja ja yhteiskunnallisia suhteita, joiden myötä mengenit, kuten muutkin Pomion alueen asukkaat, toimivat erottamattomana osana laajempia poliittisia ja taloudellisia rakenteita. Tutkimus osoittaa, että mengenit eivät muodosta yhtenäistä ryhmää, eivätkä he osallistu hakkuisiin tai valtionmuodostukseen yhdellä tavalla. Heidän eri lähestymistapansa ja niistä johtuvat keskinäiset erimielisyytensä ovat kuitenkin usein erimielisyyttä siitä miten parhaiten tavoitella mengenien keskeisiä arvoja, eli sosiaalisesti tuottavia suhteita ympäristön ja muiden ihmisten kanssa. Mengenit ovat pitkään olleet tekemisissä globaalin markkinatalouden, ulkomaisten yritysten ja eri valtionhallintojen kanssa. He ovat onnistuneet sopeutumaan huomattaviin taloudellisiin ja poliittisiin muutoksiin sekä ottamaan ne osaksi elämäänsä ilman, että he ovat luopuneet omasta arvojärjestelmästään. Keskeinen syy tälle on, että mengenit ovat onnistuneet säilyttämään maa-alueidensa yhteisomistuksen ja sitä kautta omat tapansa luoda suhteita toisiinsa ja ympäristöönsä.

Skolt Sami Cooperation is a study about a traditional community of reindeer herders and its relations to the state administration. The anthropological fieldwork is done in the Skolt Sami reindeer herding community of Sevettijärvi in Northern Finland, and also representatives of state administration are interviewed. More than previous studies of Sami and reindeer herders, this study focuses on reindeer herder s forms of cooperation. Team work is put into perspective by analyzing work patterns of reindeer herders on the basis of anthropological theory and intensive observations of work situations. Recent changes in these work forms are based mainly on the centralization of reindeer ownership. Work groups of several households who base their work relationships on balanced reciprocity and equality have shrunk in reindeer separations, and work groups of one main household who base their actions on authority have become more common. As a basis for cooperation in the reindeer herding community, the meaning of kinship has diminished a little over the last five decades, and the role of friendship has grown slightly. The new professions of women have become important sources of additional income in reindeer herder families. Moreover, the community has opened up a little for outsiders and newcomers. Around 30 different additional forms of livelihood were practiced next to reindeer herding, but the developing of new economic activities by united forces of reindeer herders has become difficult as the number of reindeer herders has diminished. All active reindeer herders, including many small reindeer owners, have important roles in the work organization of the reindeer herding cooperative. Reindeer herders attitudes in relation to actions of the state administration are examined by quantitative means to supplement previous qualitative explorations of the same theme. 85% of Sevettijärvi reindeer herders considered that the minimum limit for the per animal subsidies (80 reindeer) was too high. The majority of Sevettijärvi herders (70%) also thought that the upper limit for individually-owned reindeer (500) was too high. The state s predator policy has favored large numbers of predators, which has advanced reindeer damages and cut down the productivity of reindeer herding. 90% of Sevettijärvi reindeer herders were critical about the predator and eagle policies. The state s economic approach proves to be too narrow in comparison to the broad economic reality of the Sevettijärvi reindeer herders. Decision makers of the central state administration use superior structural power in issues of reindeer herding, which is worth noticing as the subsidy and predator policies are generators of cultural change in the Skolt Sami reindeer herding community. Tämän kolttasaamelaisen yhteistyön tutkimuksen kenttätyöt on tehty Sevettijärven kolttasaamelaisessa poronhoitoyhteisössä Inarin koillisosassa, minkä lisäksi on haastateltu valtionhallinnon edustajia. Tutkimuksessa keskitytään poronhoitajien yhteystyöhön enemmän kuin aikaisemmissa saamelaisia ja poronhoitajia koskevissa selvityksissä. Poronhoitajien työtapojen analyysi perustuu antropologiseen teoriaan ja tarkkoihin havaintoihin. Viime aikojen muutokset yhteistyötavoissa ovat aiheutuneet lähinnä poronomistuksen keskittymisestä aiempaa harvemmille henkilöille. Usean talouden tasa-arvoiselle yhteistyölle rakentuvat työryhmät ovat supistuneet poroerotuksissa, ja vastaavasti ovat yleistyneet yhden talouden työryhmät sekä niiden hierarkkiset toimintamallit. Poronhoitajien yhteistyön perustana on sukulaisuuden merkitys hieman pienentynyt viimeisten 50 vuoden aikana ja ystävyyden rooli on kasvanut. Naisten uudet ammatit ovat muodostuneet keskeisiksi lisätulojen lähteiksi poronhoitajaperheissä. Lisäksi poronhoitajayhteisö on viime vuosina hivenen avautunut ulkopuolisille ja tulokkaille. Poronhoitajat harjoittivat yhteensä noin 30 liitännäiselinkeinoa poronhoidon ohella, mutta uusien taloudellisen toimintojen kehittäminen yhteisvoimin on käynyt entistä vaikeammaksi heidän keskuudessaan, kun heidän lukumääränsä on pienentynyt. Kaikilla aktiivisilla poronhoitajilla on tärkeä rooli paliskuntien työorganisaatioissa mukaan lukien pienet poronomistajat. Tutkimuksessa analysoidaan kvantitatiivisin menetelmin poronhoitajien mielipiteitä valtionhallinnon toiminnasta. Näin täydennetään aikaisempia laadullisia selvityksiä samasta aiheesta. Sevettijärven poronhoitajista 85 % piti eläinkohtaisen porotuen alarajaa (80 poroa) liian korkeana. Enemmistö Sevettijärven poronhoitajista (70 %) piti lisäksi suurinta sallittua henkilökohtaista porolukua (500 poroa) liian korkeana. Valtion petopolitiikka on tukenut suuria petomääriä. Siten se on edistänyt petovahinkojen syntyä ja heikentänyt poronhoidon tuottavuutta. 90 % Sevettijärven poronhoitajista suhtautui kriittisesti valtion peto- ja kotkapolitiikkaan. Valtion edustajien käyttämä taloudellinen käsitteistö osoittautuu liian kapea-alaiseksi suhteessa Sevettijärven poronhoitajien laajaan taloudellisten tekijöiden kokonaisuuteen. Valtion keskushallinnon päätöksentekijät käyttävät ylivertaista rakenteellista valtaa poronhoitoa koskevissa asioissa, mikä on huomionarvoista, koska valtion tukipolitiikka ja petopolitiikka ovat keskeisiä kulttuurisen muutoksen käynnistäjiä ja tuottajia Sevettijärven kolttasaamelaisessa poronhoitoyhteisössä.

"Contesting Forests and Power; Dispute, Violence and Negotiations in Central Java" is an ethnographic analysis of an ongoing forest land dispute and its negotiations in an upland forest village in the district of Wonosobo, Central Java. Rather than focusing only on the village site, this ethnography of global connections explores the inequalities of power in different negotiation arenas and how these power relations have had an effect on the dispute and efforts made to settle it. Today, national and transnational connections have an effect on how land disputes develop. This study argues that different cosmological and cultural orientations influence how the dispute and its negotiations have evolved. It draws its theoretical framework from legal and political anthropology by looking at the position of law in society, exploring state formation processes and issues of power. The dispute over state forest land is about a struggle over sovereignty which involves violence on the parts of different parties who maintain that they have a legitimate right to the state forest land. This anthropological study argues that this dispute and its negotiations reflect the plurality of laws in Java and Indonesia in a complex way. It shows that this dispute over forests and land in Java has deep historical roots that were revealed as the conflict emerged. Understanding land disputes in Java is important because of the enormous potential for conflicts over land and other natural resources throughout Indonesia. After the fall of President Suharto in 1998, disputes over access to state forest land emerged as a problem all over upland Java. As the New Order came to an end, forest cover on state forest lands in the Wonosobo district was largely destroyed. Disputes over access to land and forests took another turn after the decentralization effort in 1999, suggesting that decentralization does not necessarily contribute to the protection of forests. The dispute examined here is not unique, but, rather, this study attempts to shed light on forest-related conflicts all around upland Indonesia and on the ways in which differential power relations are reflected in these conflicts and the negotiation processes meant to resolve them. "Metsämaakiista, väkivalta ja neuvottelut Keski-Jaavalla" on etnografinen analyysi metsämaakiistasta tiheästi asutulla ylänköalueella Keski-Jaavalla, Indonesiassa. Antropologian alaan kuuluva väitöskirja käsittelee kiistan eri osapuolten valta-asemia metsämaakiistan eri areenoilla ja neuvotteluissa. Oikeusantropologiaan liittyvässä tutkimuksessa kysytään, millaisia oikeusperiaatteita ja lakeja maakiistassa on noussut esiin. Tutkimuksen keskeisen argumentin mukaan kulttuuriset ja kosmologiset orientaatiot vaikuttavat oleellisesti kiistan ratkaisuyrityksiin. Kiistan eri osapuolet väittävät että niillä on oikeus maan hallintaan; kiistassa nämä argumentaatiot heijastelevat osapuolten historiallisesti muodostuneita asemia ja Indonesian yhteiskunnan oikeuspluraalista tilannetta. Indonesian ja Keski-Jaavan metsät ovat hävinneet hyvin nopeasti Presidentti Suharton väistyttyä vallasta vuonna 1998. Väitöskirjan tarkastelemalla alueella valtion hallinnoimista metsistä suuri osa hakattiin muutamassa vuodessa. Väitöskirja osoittaa, ettei metsäkato johdu vain taloudellisen hyödyn tavoittelusta, vaan historiallisesti muokkautuneista valtasuhteista, globaalien ja kansallisten valtarakenteiden välittymisestä paikallistasolle, ja jännitteistä jotka kumpuavat näiden järjestelmien välisestä vuorovaikutuksesta.
