Rijkswaterstaat would like to check the data on groundwater composition and ground water level monitoring wells receiving from third parties before uploading to the key registration subsoil as part of the Dutch system of Base Registers (BRO: Basis Registratie Ondergrond). Together with the experts of Rijkswaterstaat the quality criteria and corresponding norms are defined. Based on this both Boolean and Fuzzy logic rules for validation are set. Rijkswaterstaat wil de grondwatersamenstellingsdata en de data over grondwaterputten die zij van opdrachtnemers krijgen eerst controleren voordat ze deze data aanleveren aan de landelijke voorziening van de Basisregistratie Ondergrond. Gezamenlijk met de experts van RWS zijn de kwaliteitscriteria en bijbehorende normen die gelden voor deze data vastgesteld. Op basis hiervan zijn tweewaardige en meerwaardige logische validatieregels opgesteld.

LGN2018 is een gridbestand dat het Nederlands landgebruik in 2018 met een ruimtelijke resolutie van 5 m weergeeft. Het bestand kent 48 landgebruiksklassen waarbij de belangrijkste landbouwgewassen, bos, water, natuur en stedelijke klassen worden onderscheiden. Naast de vergroting van het ruimtelijke detail (van 25*25m naar 5*5m), is de thematiek van met name de natuur sterk verbeterd door onder andere het gebruik van multitemporele Sentinel-2 beelden en het AHN2/3-bestand. Verder wordt bij de productie van LGN2018 gebruikt gemaakt van de topografische dataset BRT/Top10NL (versie november 2018), Basis Registratie Percelen 2018 (BRP2018), Bestand Bodem Gebruik 2015 (BBG2015), Basiskaart Natuur 2017 (BKN2017), LGN7 en de luchtfoto’s uit 2018.De productie van LGN2018 is sterk veranderd ten opzichte van de LGN7-productie (o.a. verbeterde ruimtelijke resolutie, gebruik van andere basisbestanden en verbeterde definitie/afleiding van LGN-klassen). Vanaf heden wordt elk jaar een nieuwe versie uitgebracht die het actuele landgebruik voor betreffend referentiejaar weergeeft. Monitoring van landgebruiksveranderingen wordt hierdoor mogelijk. LGN wordt in abonnementsvorm aangeboden.---LGN2018 is a grid database presenting the Dutch land use in 2018 at a spatial resolution of 5 m. The database has 48 land use classes, distinguishing the main agricultural crops, forest, water, nature and urban classes. In addition to the increase of the spatial detail (from 25m to 5m spatial resolution), the thematic detail of especially the nature areas has been greatly improved by using multitemporal Sentinel-2 images and the national height model (AHN2/3 database). Furthermore, the production of LGN2018 uses topographical data (BRT/Top10NL - version November 2018), Basic Registration of agricultural Parcels 2018 (BRP2018), Bestand Bodem Gebruik 2015 (BBG2015), Basic Nature Map 2017 (BKN2017), LGN7 and the aerial photos from 2018.LGN2018 production has changed significantly from LGN7 production (including improved spatial resolution, use of other databases, and improved definition / derivation of LGN classes). From now on, a new version is released every year that shows the current land use for the respective reference year. This makes it possible to monitor land use changes. LGN is offered in subscription form.

Het Rijk en de provincies werken samen aan een samenhangend systeem voor de ecologische monitoring en natuurinformatie. Er wordt gezamenlijk gewerkt aan een samenhangend systeem van onder andere landelijke en gebiedsgerichte ecologische monitoring om efficient gegevens in te winnen en doelmatig met middelen om te gaan. Vaak is nu nog onbekend welke data nu precies beschikbaar zijn, waar en in welke vorm. Juist omdat geput wordt uit diverse databronnen, is het belangrijk deze inzichtelijk en vergelijkbaar voor betrokkenen beschikbaar te stellen. Het samenbrengen en harmoniseren van data heeft een grote toegevoegde waarde om transparant en eenduidig deze data te kunnen gebruiken. De beschreven data-architectuur als basis voor een informatievoorziening is daarvoor een onmisbaar uitgangsprincipe. In dit rapport is beschreven wat de basis is om tot een informatievoorziening te komen. Dit omvat het ontwikkelen van domeinstandaarden (informatiemodellen), de inrichting van een infrastructuur en het vormgeven van samenhangende processen of systemen om onder andere tot natuurrapportages te komen. Dit laatste is in 2015 is in een aantal inventarisaties vastgelegd met aangegeven wat de huidige situatie (IST) en de toekomstige, gewenste situatie (SOLL) van het natuurnetwerk in Nederland is. Samen met deze inventarisaties maakt dit het beeld compleet. Dit vormt een kader om komende, nieuwe ontwikkelingen aan te toetsen. Voor de data-architectuur voor de informatievoorziening Natuur wordt in dit rapport als basis een grondplaat geschetst en gevisualiseerd, waarin de basisobjecten voor de informatievoorziening zijn benoemd. De Nederlandse referentie-architecturen, NORA en PETRA, zijn goed bruikbaar met de aanvulling dat, uitstijgend boven de eigen organisatie, goede afspraken gemaakt moeten worden met partners in de natuurinformatieketen. In het rapport Monitoring en Informatievoorziening Natuurrapportages [Batenburg 2015] is dit aspect benoemd en uitgewerkt. Voor het samenbrengen en harmoniseren is het belangrijk het principe van het scheiden van data en processen voor informatie verwerkende systemen te hanteren. Voor een beschrijving in de vorm van objecten met eigenschappen is het cruciaal dat er eenduidige definities worden gebruikt. Hiervoor moeten bestaande definities afkomstig uit verschillenden bronnen goed op elkaar afgestemd zijn. Het verdient aanbeveling definities in een gegevenscatalogus bij elkaar te brengen en centraal via een register te ontsluiten. Dit betekent ook dat de data los van de gebruikte systemen opgeslagen moeten worden. Deze komen zo ook beschikbaar voor andere processen. Hergebruik vergroot dan in sterke mate de waarde van de gegenereerde data. Scheiding van data enerzijds en processen en regels anderzijds zijn daarmee cruciaal en kunnen veel meerwaarde creeren. Ruwe (maar wel gevalideerde) data zijn de basis voor afgeleide data en informatie. Het is daarom van belang te investeren in kwalitatief goede basisdata. Houd de data (informatie) bij de bron. Daar is de kennis voor het onderhoud en beheer van de inhoudelijk component het best belegd. Maar realiseer wel slechts een toegang tot alle informatie voor Natuur. Dit kan in de vorm van een landelijke voorziening, informatiehuis of soortgelijk. In dit licht zijn relevante ontwikkelingen als het Digitale Stelsel Omgevingswet (voorheen de Laan van de Leefomgeving) en INSPIRE lopende ontwikkelingen waarop aansluiting moet worden gezocht.

Although by many perceived as important, spatial data quality has hardly ever been taken centre stage unless something went wrong due to bad quality. However, we think this is going to change soon. We are more and more relying on data driven processes and due to the increased availability of data, there is a choice in what data to use. How to make that choice? We think spatial data quality has potential as a selection criterion. In this paper we focus on how a workflow tool can help the consumer as well as the producer to get a better understanding about which product characteristics are important. For this purpose, we have developed a framework in which we define different roles (consumer, producer and intermediary) and differentiate between product specifications and quality specifications. A number of requirements is stated that can be translated into quality elements. We used case studies to validate our framework. This framework is designed following the fitness for use principle. Also part of this framework is software that in some cases can help ascertain the quality of datasets.

To date, use of the full potential of geo-information is not often applied in the daily practice of policy makers. The main questions explored by this research are: Why is geo-information not widely used in policy and how can this be improved? A conceptual framework was developed to evaluate the use of geo-information. For five cases, the use of geo-information was evaluated by means of this framework. The results of the evaluation, as well as the usefulness of the framework, are discussed. Recommendations on spatial thinking and practice, availability and quality of a spatial data infrastructure and implementation of new geo-applications in policy-making are also made.

The application of standards in the software development process supports interoperability between systems. Maintenance of standards must be guaranteed on the organisational and technical level. The use of semantic technologies can contribute to the standard maintenance process by providing a harmonizing bridge between standards of different knowledge domains and languages and by providing a single point of administration for standard domain concepts. This paper describes a case study of the creation of a semantic layer between software standards for water management systems in The Netherlands.

Interactive spatial planning requires the development of planning support systems (PSSs) that are specifically tailored to support the exchange of ideas and visions during the planning process. This article presents SimLandScape, a client-server-based PSS designed to combine sketching and geographic information system (GIS) functionality. The PSS is implemented on an interactive digital surface, the MapTable, which makes it easy to use and retains the sketching experience. Using the MapTable, participants work together to explore the environment, exchange ideas about the direction of future development and sketch the first designs of a spatial plan. The close integration of the PSS with GIS allows spatial models to be plugged into the system. These can be used to calculate indicators that offer insights into how well a sketch plan meets predetermined criteria. SimLandScape was developed according to a socio-technical development strategy, which ensured close collaboration between software developers, spatial planners and designers. It was tested and evaluated in three case studies, which demonstrated its applicability, especially during the initial phases of an interactive spatial planning process. Qualitative and quantitative physical land evaluation methods were developed and linked with a geographical information system (GIS) to evaluate crop growth potential in the European Communities (EC). Evaluation methods comprised expert knowledge and crop growth modelling. The predicted crop growth potential is primarily meant for exploring land use options. In this paper, the wheat crop is used to illustrate the methodology. All potentially suited land units were identified first using computer-captured expert knowledge, followed by calculation of the potential and water-limited yields on these land units with a simulation model. Land unsuited for wheat-growing amounts to up to 55% of the EC area and is mainly concentrated in the Mediterranean countries. Without increasing the EC wheat area, the wheat production volume can still substantially increase by 65% under water-limited and 120% under potential production conditions. Results obtained were used to quantify the impact of set-aside of either highly productive land or marginal land on production reduction. In many EC regions marginal land used for wheat-growing produces at least 50% less than highly productive land. The production potential should be incorporated in set-aside measures to be imposed.

This research presents the Digital Dowsing Rod (DIWI1) a framework of a Location Based Service (LBS) to explore the cultural heritage of a region. The DIWI consists of a service oriented architecture (SOA), a web-client, a content management system and a mobile client based on smart phones and windows mobile technology. The chosen set-up allows for an easy management of the content and allows for a relative easy extension of the system by additional data-sources.

This chapter describes an empirical study to develop a dynamic usability framework for spatial domain applications. The framework consists of five interrelated abstraction levels, which are hypothesis, typology, variables, elements, and measures. Each abstraction level has provided the theoretical basis for the design and implementation of a usability test to investigate the effects of map interactive displays on user satisfaction across two types of commercial web mapping applications. Data collected were analysed to test the hypothesis whether web mapping applications exhibiting a higher degree of usability can be associated with greater measured user satisfaction. The findings are especially useful for designers of web mapping applications and can aid in the maintenance phases of web mapping interfaces.
