The success of many students with disabilities (SWDs) depends on access to high-quality general education teachers. Yet, most measures of teacher value-added measures (VAM) fail to distinguish between a teacher's effectiveness in educating students with and without disabilities. We create two VAM measures: one focusing on teachers' effectiveness in improving outcomes for SWDs, and one for non-SWDs. We find top-performing teachers for non-SWDs often have relatively lower VAMs for SWDs, and that SWDs sort to teachers with lower scores in both VAMs. Overall, SWD-specific VAMs may be more suitable for identifying which teachers have a history of effectiveness with SWDs and could play a role in ensuring that students are being optimally assigned to these teachers.

The decision about how and when to open schools to in-person instruction has been a key question for policymakers throughout the COVID-19 pandemic. The instructional modality of schools has implications not only for the health and safety of students and staff, but also student learning and the degree to which parents can engage in job activities. We consider the role of instructional modality (in-person, hybrid, or remote instruction) in disease spread among the wider community. Using a variety of regression modeling strategies to address unobserved heterogeneity, we find that simple correlations show in-person modalities are correlated with increased COVID cases, but accounting for both pre-existing cases and a richer set of covariates brings estimates close to zero on average. In Ordinary Least Squares (OLS) specifications, in-person modality options are not associated with increased spread of COVID at low levels of pre-existing COVID cases, but cases do increase at moderate to high pre-existing COVID rates. A bounding exercise suggests that the OLS findings for in-person modality are likely to represent an upper bound on the true relationship. These findings are robust to the inclusion of county and district fixed effects in terms of the insignificance of the findings, but the models with fixed effects are also somewhat imprecisely estimated.

We consider the role of instructional modality (in-person, hybrid, or remote instruction) in disease spread among the wider community. Using two-way fixed effect (TWFE) specifications, we find evidence that instructional modality does lead to increases in COVID-19 spread in communities with moderate to high levels of preexisting COVID-19 cases, although the causal effect is small in magnitude. Recent research has indicated that these TWFE estimates could be biased under heterogenous treatment effects, however, we test for parallel pre-trends that suggest our estimates are unlikely to suffer from this type of bias. We further estimate event study models that show, in Michigan, but not in Washington, there is an initial increase in COVID-19 rates in the months after districts begin offering in-person schooling after which effects slowly fade out. Finally, there is little consistent evidence of differential effects in districts with lower or higher percentages of students reported to be in school buildings.

Value-added data have become an increasingly common evaluation tool for schools and teachers. Many school districts have begun to adopt these methods and have released results publicly. In this paper, we use the unique public release of value-added data in Los Angeles to identify how this measure of school quality is capitalized into housing prices. Via difference-in-differences, we find no evidence of a response to either school or teacher value-added rank, even though school-zone boundary fixed-effects estimates indicate that test score levels are capitalized into home prices. Given ample evidence that this information was new to residents, widely dispersed, and easily available, our results suggest that people did not significantly value it on the margin. This has implications for the effectiveness of providing value-added information as a tool to help parents choose schools. Supplemental tables and a figure are appended.

While prior research has found clear impacts of schools and school quality on property values, little is known about whether charter schools have similar effects. Using sale price data for residential properties in Los Angeles County from 2008 to 2011 we estimate the neighborhood level impact of charter schools on housing prices. Using an identification strategy that relies on census block fixed-effects and variation in charter penetration over time, we find little evidence that the availability of charter schools affect housing prices on average. However, we do find that when restricting to charter schools located in the same school district as the household, housing prices outside Los Angeles Unified School District fall in response to an increase in nearby charter penetration. There is a growing body of research examining the labor market returns to college major, motivated by the large returns to skill in the labor market. Prior research has focused almost exclusively on mean effects and has paid little attention to the role of earnings growth and variability. Using linked administrative data from Texas on public K-12 students followed through college into the labor market, we find that the focus on mean differences mask four important features of the returns to college majors. First, majors are associated with varying earnings growth, which makes the returns sensitive to the experience distribution of the sample analyzed. Second, average earnings effects vary across workers; quantile treatment effect estimates show that mean effects mask considerable effect heterogeneity. Third, major choice affects earnings variability within workers over time. College major effects on earnings and variability are negatively correlated; high return majors also have more stable earnings. Finally, there is substantial variation in returns across specific majors within aggregate major groups and across institutions. This variation suggests that estimate of returns to college major are sensitive to how majors are aggregated and the composition of institutions in the sample.

Since the spring of 2021, nearly 700 colleges and universities in the U.S. have mandated that their students become vaccinated against the COVID-19 virus. We leverage rich data on colleges' vaccination policies and semester start dates, along with a variety of county-level public health outcomes, to provide the first estimates of the effects of these mandates on the communities surrounding four-year, residential colleges. In event study specifications, we find that, over the first 13 weeks of the fall 2021 semester, college vaccine mandates reduced new COVID-19 cases by 339 per 100,000 county residents and new deaths by 5.4 per 100,000 residents, with an estimated value of lives saved between $9.7 million and $27.4 million per 100,000 residents. These figures suggest that the mandates reduced total US COVID-19 deaths in autumn 2021 by approximately 5%.

We study personnel flexibility in charter schools by exploring how teacher retention varies with teacher and school quality in Massachusetts. Charters are more likely to lose their highest and lowest value-added teachers. Low performers tend to exit public education, while high performers tend to switch to traditional public schools. To rationalize these findings, we propose a model in which educators with high fixed-costs use charter schools to explore teaching careers before obtaining licenses required for higher paying public sector jobs. The model suggests charter schools create positive externalities for traditional public schools by increasing the average quality of available teachers.

We use linked birth and education records from Florida to investigate how the identification of childhood disabilities varies by race and school racial composition. Using a series of decompositions, we find that black and Hispanic students are identified with disabilities at lower rates than are observationally similar white students. Black students are over-identified in schools with relatively small shares of minorities and substantially under-identified in schools with large minority shares. We find similar gradients among Hispanic students but opposite patterns among white students. We provide suggestive evidence that these findings are unlikely to stem from differential resource allocations, economic characteristics of students, or achievement differences. Instead, we argue that the results are consistent with a heightened awareness among school officials of disabilities in students who are racially and ethnically distinct from the majority race in the school.
