The object of research is the military radio communication system. Effective operation of routing protocols is possible only if there is reliable information about the network topology for each of the network nodes. Construction of special purpose radio networks with the possibility of self-organization is possible only in the presence of adequate and reliable models of their work in different applications and the impact nature. It necessitates the development of new and adequate algorithms (methods, techniques) for modeling routing algorithms in special purpose radio networks with the possibility of self-organization. This work solves the problem of developing a simulation model of a mobile radio network for special purposes with the possibility of self-organization. In the course of the research, the authors used the main provisions of the queuing theory, the theory of automation, the theory of complex technical systems and general scientific methods of cognition, namely analysis and synthesis. This simulation model was developed to assess the effectiveness and adequacy of the developed scientific and methodological apparatus for routing management in special purpose radio networks with the possibility of self-organization. The research results will be useful in: ‒development of new routing algorithms; ‒substantiation of recommendations for improving the efficiency of the route selection process in networks with the possibility of self-organization; ‒analysis of the electronic situation during hostilities (operations); ‒while creating promising technologies to increase the efficiency of mobile radio networks; ‒assessment of adequacy, reliability, sensitivity of routing algorithms; ‒ development of new and improvement of existing simulation routing models. Areas of further research will focus on the development of a methodology for the operational management of interference protection of intelligent military radio communication systems.

The object of research is decision-making support systems. Local wars and armed conflicts of recent decades are characterized by high dynamics of operations (combat operations) and a significant amount of diverse information circulating in information systems. These features determine the search for new approaches to increase the efficiency of decision-making support systems, given their reliability. This article solves the problem of developing a method of multicriteria evaluation in conditions of uncertainty. In the course of the research, the authors used the main provisions of the theory of artificial intelligence, automation theory, theory of complex technical systems and general scientific methods of cognition, namely analysis and synthesis. The proposed methodology was developed taking into account the practical experience of the authors of this work during the military conflicts of the last decade. The method of multicriteria evaluation is universal and can be used to assess the state of the objects of analysis of any architecture. The results of the research will be useful in: –development of new control algorithms in decision-making support systems; –substantiation of recommendations for improving the efficiency of operational management; –analysis of analysis (monitoring) objects in the course of hostilities (operations); –creation of perspective technologies to increase the efficiency of operational management; –assessment of the adequacy, reliability, sensitivity of the scientific and methodological apparatus of operational management in decision-making support systems; –development of new and improvement of existing management models. Areas of further research will be aimed at developing a methodology for intelligent management in special-purpose decision-making support systems.

This article realizes the analysis of legal documents and partially of court practice as to stopping authorities of a deputy of a local council by recalling by the public initiative; possibilities of renewal of violated rights of a person, whose authorities were anticipatorily stopped by recalling by the public initiative. There were noted the aspects of protection of declaration of will of electors, who declared their thought about their interests’ representation in the territorial community by a certain citizen. The first-turn attention is paid to changes in the legislation about local elections that take place as a result of accepting the Law of Ukraine of 14 July, 2015 «On local elections». This very law introduces changes in the Law of Ukraine “On political changes in Ukraine”, “On the status of deputies of local councils” and so on. There is realized the analysis of the Law of Ukraine “On the status of deputies of local councils”, related to recalling deputies by the public initiative. There is indicated the existent gaps in legislative acts that directly or intermediately favor violation of electors’ rights. At the same time, there is noted the participation of the Central elective commission and administrative courts in these processes. There are indicated the elements of political corruption, introduced in structures of the elective process of local power bodies as a result of the aforesaid changes in the legislation. This problematics is especially important for safety and proper economic development of Ukraine and is especially urgent for the next campaign of elections in local power bodies

In this study, the analysis of judicial practice and normative documents regarding the forgiveness of debt by the creditor is carried out; the tax consequences of such actions for the debtor are studied. Particular attention is paid to the aspects of double liability and situations in which the creditor conducts forgiveness of the debt solely on the grounds of receiving a tax refund, while continuing to recover the formally forgiven debt

The analysis of practical aspects of decisions of a court, executive office, public registers at securing a claim as an arrest of probable debtor’s property and/or cancelation of it is carried out in the article. This problem is an urgent and specific part of a civil procedure. It elucidates the state activity on protection of a property of society members that are under its jurisdiction. The more effective this protection is, the more safely will social members feel themselves in the development of their economic initiatives, including in saving own resources within a state. Just a continuous irresponsible attitude of Ukrainian state to the protection of its citizens’ rights became a cause of many years stable outflow of financial resources beyond Ukraine and the absence of investments. The information about practical complications at practical realization of court decisions is presented in the material, the evident hollows in legislation as to the practical access to justice are noted, the analysis of adjacent regulative acts and court practice in the dynamic sof existent changes is realized. At the same time there is not studied the question of arrests cancelation at the stage of court enforcement action under condition that these arrests imposition is not a result of securing a claim but a result of executor’s activity for the real execution of a court decision.
