This study evaluated referrals (N=5,551) and registered cases (N=1,450) of child abuse and neglect in Glasgow, Scotland, from 1991 through 1993. The largest correlation found was between physical abuse and rates of male unemployment, accounting for two-thirds of the variance in total abuse and neglect rates. (Author/DB)

Abstract

This thesis looks at the relationship between public attitudes to welfare and social security legislation and policy. In order to understand this relationship fully it is necessary to consider the content of public opinion, what factors affect people's attitudes, the susceptibility of these attitudes to change and whether social security legislation, particularly the recent developments in this legislation, reflects the views of the public. The relationship between experience of unemployment and attitudes was a major concern. The content of public attitudes and legislation is assessed by examining the extent to which the welfare principles identified in the three models of welfare described by Titmuss, the residual, the institutionalised redistributive model and the industrial achievement performance model, are emphasised. The research was exploratory in nature. The views of the general public were solicited through interviews which were carried out with men resident in four areas specifically chosen to ensure a broad spectrum of the public were represented. Those interviewed were not randomly selected, thus they cannot be claimed to be statistically representative. A small postal survey of a random sample of men resident in two towns was also carried out but this formed a very minor part of the study. The nature of the sample does not allow firm conclusions about the content of public attitudes and their susceptibility to change to be reached but it does allow some exisiting assumptions about the nature of public attitudes to be questioned.

Abstract

Objective: There were two main research questions: First, is there a relationship between rates of child physical abuse, child sexual abuse and child neglect and levels of female and male unemployment, single-parent density and child poverty in the immediately local area; and second, is this relationship different for different categories of abuse and neglect and different categories of deprivation? Method: Using archival data - registered cases of abuse and neglect and official data on child population, social worker ratio, unemployment rates, single-parent density, means-tested clothing grants and free school meals for children - a multiple correlational analysis was carried out of the 5,551 referrals and 1,450 registered cases of abuse and neglect in Glasgow, Scotland for the years 1991 through to 1993. Results: Substantial correlations were found with all indices of deprivation but particularly physical abuse with rates of male unemployment. Lower and more variable correlations were found with female unemployment rates. Sexual abuse and neglect rates showed a less consistent relationship with the indices of deprivation. In general male unemployment rates alone accounted for two-thirds of the variance in total abuse and neglect rates, other factors adding little or nothing to this. Conclusions: The results demonstrate the importance of selecting small and relatively homogeneous areas for this kind of analysis to achieve ecological validity. Male unemployment rates at this level allow for the ranking of areas in terms of priority need.
