2. The theory and practice of mediation as framing : breaking impasses in the El Salvador peace negotiations

Although mediation has been shown to be effective in helping warring parties to reach agreements to end civil wars, our understanding of how exactly mediators assist the negotiation process remains limited. Existing theories of peace mediation focus on how mediators can help parties to address strategic and cognitive obstacles to reaching a negotiated settlement. A communication perspective, which looks at the process of how the meaning of different aspects of the negotiation process is constructed, has been neglected. In any negotiation, parties compete to impose their preferred meaning on objects of discussion by framing them in a certain way. To advance in their negotiations parties must eventually arrive at a common framing. The puzzle addressed in this PhD thesis is how mediators bring parties' frames into alignment. Based on an analysis of cases of impasses in the 1990-1992 UN-mediated peace negotiations to end the civil war in El Salvador, this thesis develops a theory of mediation as framing. Adapting a general model of social mechanisms developed by Hedström and Swedberg (1998) based on the work of Coleman (1986), it elucidates three underlying mechanisms that explain how mediator framing works. The first is a "situational mechanism" that explains how a mediator with a certain framing capacity, through specific framing actions, causes a negotiating party to form a belief about what framing they should put forward. The second is an "action-oriented" mechanism that explains what kind of change in belief leads a party to reframe. In a third step, a "transformational mechanism" explains how individual parties' acts of reframing interact until their frames align. The theory of mediation as framing proposed in this thesis is an original contribution to the literature on peace mediation, which until now has paid little attention to the concept of framing. By elucidating the underlying mechanisms involved, the thesis also makes original contributions to the wider literature on negotiation and framing. It provides a clear framework that will be of direct practical relevance for mediators interested in understanding when and how framing can be used successfully to advance negotiations.

This article focuses on the dilemmas and trade-offs that third parties face when mediating violent political conflicts. Should they ignore human rights violations because pushing the issue could jeopardize relationships with political actors who grant access for humanitarian aid? Will bringing moderates and hardliners together help the peace process or radicalize moderate actors? What should dialogue facilitators do when the act of identifying non-mainstream groups to be included into dialogue increases division and polarization? The activity of peacemaking is inherently characterized by such process and strategy dilemmas where two equally compulsory imperatives seem not to be attainable at the same time. The article proposes a framework to break out of either-or thinking in these situations. We argue that: 1) making oneself aware of how a decision is perceived, and 2) systematically exploring a set of different strategies for creating new unexpected options helps to ease these decisions and avoid rotten compromises. The model reworks and combines existing problem-solving strategies to create a new explorative option generation approach to peacemaking dilemmas and trade-offs. Some of these strategies, such as sequencing and incrementalization, are already well-established in peacemaking. Others, such as compartmentalization and utilization, are rather unconsciously used. All identified strategies, however, are not yet systematically employed to manage third parties’ own dilemmas and trade-offs. Under the suggested framework, these strategies can act in complement to synthesize creativity and strategic thinking with surprising ease. Using examples from the authors’ peacemaking activities and observations in Myanmar, Thailand, and Ukraine, the article demonstrates the real-world benefits of the framework in terms of decision assessment and optional thinking.

The Covid-19 pandemic has accelerated the development of online mediation training courses. Interest in the topic has been gathering pace in recent years, driven by new opportunities offered by technological development, cost considerations, and concerns about the ecological impact of aviation. This paper is written as part of a discussion taking place within the Swiss Federal Institute of Technology, Zurich (ETH Zurich). It aims to help the peace mediation teams at ETH Zurich to make an informed choice about whether to develop online learning resources for their further education and professional training programs., Die Covid-19-Pandemie hat die Entwicklung von Online-Trainingskursen für Mediation beschleunigt. We exploit deep combined observations with Spitzer and Chandra of the SWIRE survey in the ELAIS-N1 region, to investigate the nature of the faint X-ray and IR sources in common, to identify AGN/starburst diagnostics, and to study the sources of the X-ray and IR cosmic backgrounds. In the 17'x17' area of the Chandra ACIS-I image there are 3400 SWIRE near-IR sources with 4 sigma detections in at least 2 IRAC bands and 988 sources detected at 24micron with MIPS brighter than 0.1 mJy. Of these, 102 IRAC and 59 MIPS sources have Chandra counterparts, out of a total of 122 X-ray sources present in the area with S(0.5-8 kev)>10^(-15) erg/cm^2/s. We have constructed SEDs for each source using data from the 4 IRAC wavebands, Chandra fluxes, and optical follow-up data in the wavebands U, g', r', i', Z, and H. We fit a number of spectral templates to the SEDs at optical and infrared wavelengths to determine photometric redshifts and spectral categories, and also make use of diagnostics based on the X-ray luminosities, hardness ratios, X-ray to infrared spectral slopes and optical morphologies. Although we have spectroscopic redshifts for only a minority of the Chandra sources, the available SEDs constrain the redshifts for most of the sample sources, which turn out to be typically at 0.5, Comment: Accepted for publication in AJ, March 2005 issue

The SIRTF Wide-area InfraRed Extragalactic survey (SWIRE), the largest SIRTF Legacy program, is a wide-area, imaging survey to trace the evolution of dusty, star-forming galaxies, evolved stellar populations, and AGN as a function of environment, from redshifts z~3 to the current epoch. SWIRE will survey 7 high-latitude fields, totaling 60 - 65 sq. deg. in all 7 SIRTF bands: IRAC 3.6, 4.5, 5.6, 8 microns and MIPS 24, 70, 160 microns. The Legacy Extragalactic Catalog may contain in excess of 2 million IR-selected galaxies, dominated by (1) ~150,000 luminous infrared galaxies (LIRGs: L{FIR}>10^11 L_sun), ~7000 of these with z>2; (2) 1 million early-type galaxies, ~10,000 with z>2; and (3) \~20,000 classical AGN, plus significantly more dust-obscured QSO/AGN among the LIRGs. SWIRE will provide an unprecedented view of the evolution of galaxies, structure, and AGN. The key scientific goals of SWIRE are: (1) to determine the evolution of actively star-forming and passively evolving galaxies in order to understand the history of galaxy formation in the context of cosmic structure formation; (2) to determine the evolution of the spatial distribution and clustering of evolved galaxies, starbursts and AGN in the key redshift range, 0.5, Comment: 65 pages, 11 figures, accepted for publication in the P.A.S.P. This paper is a summary of two research papers published by the Centre on Conflict, Development and Peacebuilding (CCDP) of the Graduate Institute of International and Development Studies, Geneva. The research was conducted under the auspices of the Islamic Charities Project (ICP). The project works towards the removal of unjustified obstacles for bona fide Islamic charitable institutions by arguing for more nuanced interpretations of their role and activities. ICP is supported and funded by the Human Security Division of the Swiss Federal Department of Foreign Affairs and is currently co-ordinated by the Center for Security Studies, ETH Zurich in the framework of its Culture and Religion in Mediation Program (CARIM). VLA imaging of the most extended structure in M 87 at 20 and 90 cm reveals a complex structure extending to about 40 kpc in radius. The images suggest a complicated, turbulent, transonic flow beginning at the boundary with the inner lobes and ending at the boundary of the bubble-like structure which is seen on the largest scales of the radio emission. The scale is interestingly similar to the “cooling core” of the X-ray source.

We characterize the Spitzer Wide-area Infrared Extragalactic Legacy Survey (SWIRE) galaxy populations in the SWIRE validation field within the Lockman Hole, based on the 3.6-24 μm Spitzer data and deep U, g', r', i' optical imaging within an area ~1/3 deg2 for ~16,000 Spitzer SWIRE sources. The entire SWIRE survey will discover over 2.3 million galaxies at 3.6 μm and almost 350,000 at 24 μm ~70,000 of these will be five-band 3.6-24 μm detections. The colors cover a broad range, generally well represented by redshifted spectral energy distributions of known galaxy populations; however, significant samples of unusually blue objects in the [3.6]-[4.5] color are found, as well as many objects very red in the 3.6-24 μm mid-IR. Nine of these are investigated and are interpreted as star-forming systems, starbursts, and active galactic nuclei (AGNs) from z=0.37 to 2.8, with luminosities from LIR=1010.3 to 1013.7 Lsolar.

The radio imaging of M 87, combined with supporting data from other wavelength bands, suggest that the inner 2 kpc of M 87 are a region of transonic turbulence, dynamically important magnetic fields, and synchrotron emitting emitting filaments in a 107 K thermal plasma. The energy source for this activity is likely to be the black-hole driven jet which can be seen bending and mixing with the other radio emission from the region.

We present a new technique to measure multi-wavelength “super-deblended” photometry from highly confused images, which we apply to Herschel and ground-based far-infrared (FIR) and (sub-)millimeter (mm) data in the northern field of the Great Observatories Origins Deep Survey. There are two key novelties. First, starting with a large database of deep Spitzer 24 μm and VLA 20 cm detections that are used to define prior positions for fitting the FIR/submm data, we perform an active selection of useful priors independently at each frequency band, moving from less to more confused bands. Exploiting knowledge of redshift and all available photometry, we identify hopelessly faint priors that we remove from the fitting pool. This approach significantly reduces blending degeneracies and allows reliable photometry to be obtained for galaxies in FIR+mm bands. Second, we obtain well-behaved, nearly Gaussian flux density uncertainties, individually tailored to all fitted priors for each band. This is done by exploiting extensive simulations that allow us to calibrate the conversion of formal fitting uncertainties to realistic uncertainties, depending on directly measurable quantities. We achieve deeper detection limits with high fidelity measurements and uncertainties at FIR+mm bands. As an illustration of the utility of these measurements, we identify 70 galaxies with and reliable FIR+mm detections. We present new constraints on the cosmic star formation rate density at , finding a significant contribution from dusty galaxies that are missed by optical-to-near-infrared color selection. Photometric measurements for 3306 priors, including more than 1000 FIR+mm detections, are released publicly with our catalog. [ABSTRACT FROM AUTHOR]

We present a multi-wavelength polarimetric and spectral study of the M87 jet obtained at sub-arcsecond resolution between 2002 and 2008. The observations include multi-band archival VLA polarimetry data sets along with Hubble Space Telescope (HST) imaging polarimetry. These observations have better angular resolution than previous work by factors of 2–3 and in addition, allow us to explore the time domain. These observations envelop the huge flare in HST-1 located 0.″86 from the nucleus. The increased resolution enables us to view more structure in each knot, showing several resolved sub-components. We also see apparent helical structure in the polarization vectors in several knots, with polarization vectors turning either clockwise or counterclockwise near the flux maxima in various places as well as showing filamentary undulations. Some of these characteristics are correlated with flux and polarization maxima while others are not. We also examine the total flux and fractional polarization and look for changes in both radio and optical since the observations of Perlman et al. (1999) and test them against various models based on shocks and instabilities in the jet. Our results are broadly consistent with previous spine-sheath models and recollimation shock models; however, they require additional combinations of features to explain the observed complexity, e.g., shearing of magnetic field lines near the jet surface and compression of the toroidal component near shocks. In particular, in many regions we find apparently helical features both in total flux and polarization. We discuss the physical interpretation of these features. [ABSTRACT FROM AUTHOR]
