Conventional approaches to irrigation development involve large lumpsum investments in big infrastructure that cannot adapt to changing climate and socio-economic conditions. There is an urgent need for alternative ways of investing in smallholder irrigation in Sub-Saharan Africa (SSA) that are adaptive and avoid capital lock-in. Adaptive Investment Pathways (AdIP), inspired by the Dynamic Adaptive Policy Pathways (DAPP) concept, proposes stepwise investments to support smallholder irrigation development. AdIP builds resilience to future shocks through dynamic and flexible investment plans instead of investing in single static solutions. To develop an empirical grounding for operationalizing AdIP, we draw lessons from three case studies representing different stages of irrigation development along shallow sand river aquifers in Kenya and Zimbabwe. We retrospectively analyse the nature of investments at farm and landscape scales, and the type of risks and opportunities that farmers respond to. We find that in face of risks, farmers diversify their livelihoods, make small investments incrementally especially in response to opportunities and risks created by external triggers, and pause or reorient activity when they reach saturation points, i.e., biophysical or socio-political limits to their development objective, here irrigation development. Governments and external agencies can support smallholder irrigation development in SSA through targeted landscape scale investments that address saturation points faced by smallholders. This requires a robust participatory monitoring framework to identify and respond to saturation points, and a re-thinking of financing mechanisms which do not measure progress against a fixed schedule of investments, but instead measure continuous progress towards the development objective.

Farmer-led irrigation is valued for its resilience and ability to cope with shocks and benefit from opportunities. Yet, typologies of farmer-led irrigation are mostly static categorisations without analysing farmers’ decision-making over time, and without studying ‘failed’ cases. We therefore analysed temporal changes in farmers’ irrigation strategies to expand, downscale or cease practices as part of wider livelihood decisions and aspirations. This longitudinal study presents irrigation trajectories of 32 farmers in the arid lands of two contrasting socioeconomic settings in Kenya and Zimbabwe. Data were collected through multiple rounds of surveys and in-depth interviews. Results show that farmers frequently alternated strategies or ceased or restarted operations over the years, both by force and choice. Although many farmers were able to start, expand or sustain irrigation, not all managed or aspired to remain engaged in irrigated farming, even if the enabling environment was conducive for market-oriented irrigation development. We therefore conclude that farmers’ needs cannot always be expressed in general terms of growth or commercial farming, nor can they always be satisfied by improving the enabling environment, which may be based on static ontologies of diverse types of farmers., Water Resources

AdIP extends the adaptation pathways concept, which refers to a sequence of actions to be taken in response to a changing reality, and applies it to the context of development under uncertainty. Monitoring and learning is at the heart of this approach, which ensures that the plan adapts as new knowledge becomes available. Thus, AdIP internalizes risk and reduces chances of failures. For financial institutions backing development projects, following a pathway of smaller de-centralized investments lowers risk and incorporates a learning approach that allows re-thinking and adapting along the path. We illustrate the AdIP approach using the case of ephemeral sand river based small-scale irrigation in the drylands of SSA. We conclude that in face of deep uncertainties, the path to successful irrigation development in SSA requires a shift from making few large upfront investments in large-scale projects to making large numbers of smaller investments that assure flexibility., Water Resources

In the semi-arid lands of southern Kenya, a dynamic process of farmer-led irrigation has developed over the past two decades. It is characterised by short-term agreements to access land and water. Resident and migrant farmers, capital providers and local landowners have engaged in diverse partnerships to benefit from water and land along the Olkeriai sand river. This study aims to unravel which actors and motives drive the resulting highly dynamic forms of irrigation. Surveys, in-depth interviews and mapping exercises with farmers, capital providers and landowners were conducted over a period of 1.5-years. The results show that involved actors favour short-term lease and partnership arrangements and farmers frequently change fields along the river or leave the area and return. It is primarily the migrant farmers and capital providers who take decisions on when and where to move. They are informed by their experience with production factors, financial gains and losses, partner relations, or the ability to expand. We conclude that individualisation of land rights, migration, abundance of water, proximate markets, and rural-urban networks are instrumental to the emergence of this dynamic form of agriculture. Farmers have found a degree of security in flexibility, to access land and water in shifting fields and partners, rather than in property rights for specific plots. Yet, the short-term scope of these operations for monetary gains raises concerns about the sustainable use of land and water resources in the region., Water Resources

We found that 75% of the farm plots were managed under transient farming partnerships between migrant farmers and capital providers, locally known as tajiris, who leased land from local landowners to grow high-value market crops. These partnerships are based on flexible agreements between the actors and the frequent need to review and re-build them creates a fertile ground for new entrepreneurial players from within and outside the area, playing a key role in accelerating irrigation intensification and expansion. However, these irrigation ventures are not always successful. Unreliable partners, unstable market channels and increasing costs of irrigation inputs frequently result in farm losses and breaking up of partnership ventures. Furthermore, the lack of collective action among various resource users at the catchment level raises questions on how to sustainably manage the natural resources in sand rivers., Water Resources

A widely promoted approach to tackle food insecurity and water shortage challenges simultaneously is to enhance crop water productivity (WP). Therefore, multiple international organizations have featured WP improvements as their major policy goal, and substantial public and private investments have been made in this domain. Advances in remote sensing allow accurate, rapid, and cost-effective WP analysis for agricultural monitoring. However, translating the data to actionable information seems fraught with difficulties, as it only provides spatial and temporal variability in WP and no information on the causes of the variability. This paper introduces a standard approach using open-source remote sensing data for diagnosing reasons behind WP variations, comparing high performing fields (bright spots) with low performing fields (hotspots). The framework is applied to a case study on the Bekaa Valley in Lebanon considering wheat, potato and table grapes. Six factors (crop water stress, irrigation uniformity, soil salinity, nitrogen application, crop rotation and soil type) were analysed to identify their influence on WP and yield. This paper reveals that the growth of wheat and potatoes is negatively affected by water stress in the critical crop growth stages, non-uniform irrigation and nitrogen stress. Also, it was found that potatoes grown on clay-loam soil has better WP and yield than potatoes grown loam soil. Such information with regard to WP factors assists practitioners to identify priority areas and actions aiming at cropfield level WP improvement. While acknowledging errors, uncertainties and caveats inherent to the use of remote sensing data, this paper shows the feasibility and practical usefulness of the diagnostic framework.

Agriculture productivity is regularly affected by floods and droughts, and the severity is likely to increase in the future. Even if significant efforts are spent on water development projects, ineffective project planning often means that they continue to occur or are only partly mitigated, for example, in the Mun River Basin, Thailand, where 1,000 s of water projects have been implemented. Despite this, the basin regularly experiences floods and droughts. In this study, an analysis of the adverse impacts of basin-scale floods and droughts on rice cultivation in the Mun River Basin is conducted, and an estimation of the coping capacity of existing measures. The results demonstrate that while the total storage capacity of in-situ and ongoing projects would be sufficient to tackle both hazards, it can only be achieved if the projects are effectively utilised. Based on this, proposed solutions for the region include small farm ponds, a subsurface floodwater harvesting system, and oxbow lake reconnections. The suggested measures are practicable, economical, environmentally low-impact, and their implementation (if executed with appropriate care) would reduce flood and drought problems in the basin. Notably, the measures and calculation methods proposed for this basin can also be applied to other crops and regions.

This paper presents knowledge gaps and critiques on the water–energy–food (WEF) nexus that have emerged since the concept of the WEF nexus was proposed by the World Economic Forum and the Bonn 2011 Conference. Furthermore, this study analyses current innovations on the WEF nexus concept, applications, and impacts during the period of 2012–2020. This begins by reviewing ten WEF nexus frameworks developed by international organizations and researchers. On this basis, several gaps and omissions in nexus frameworks are obvious in almost all developed frameworks. Studies that start to address some of these gaps are analysed, but they are relatively few and do not address all gaps. Several proposed improvements to nexus frameworks are identified to narrow the gaps and put the concept into practical implementation in WEF resources management and governance. Four principles and the perspective of “from local to global” for future WEF nexus framework development and analysis are suggested to ensure that the security of water, energy, and food resources can be achieved sustainably in local communities. This will improve the impact of national and global ambitions on WEF security.

Small-scale irrigation (SSI) development can play a major role in Ethiopia’s economic development, but sedimentation is a major threat to its sustainability. The focus of the dominant discourse around the sedimentation of SSI schemes lies in upstream catchment protection during the rainy season, neglecting both protection against erosion through overland flow along the margins of the canal network and sedimentation caused by livestock disturbances. Remedies against the latter causes of sedimentation during the irrigation season have been ineffective due to erroneous assumptions regarding its cause. This study aimed to identify the sources and extent of sedimentation in SSI schemes. The accumulated sediment in the canal pre-irrigation season was measured from four SSI schemes and suspended sediment samples during irrigation season were collected from one SSI scheme. The extent of sedimentation in the canals during the pre-irrigation season in relation to canal capacity was 100% of lined and unlined canals in abandoned, 68% in a lined, and 84% unlined canals in heavily sedimented and 38% in a lined and 46% of unlined canals lightly sedimented schemes. Livestock interactions with the SSI schemes were found to be the major sediment source before and during the irrigation, hence, attention should be given to integrating livestock as a part of the system.

In order to cover the crop water requirements, flow control structures such as gates and weirs are used to transfer the desired amount of water from the canals to the field canals. This paper examines the impact of gate operation and the selection of gates on the deposition of non-cohesive sediment. The Delft3D model is used to simulate the effects of different scenarios regarding gate operation and the location of the gate that is opened. The model results showed that the gate selection affects not only hydraulic parameters but also morphological parameters. It was found that opening the gates closer to the offtake resulted in less sediment deposition at the entrance of the branch canal when compared to opening the gates further away. Gate selection can be used as a tool in sediment management. By alternating the opening of different gates sediments that are already deposited after opening one gate can be eroded when another gate is operated, thus minimizing the additional cost of sediment removal. The use of Delft3D proved beneficial as the selection of different gates leads to asymmetric sediment deposition patterns which would be missed when using a 1D model.
