For the first time, we introduced chemomechanical self-oscillating poly(N-isopropylacrylamide)-based gels containing catalytically active Fe or Ru complexes both as crosslinkers and as pendant groups. All the obtained gels exhibited sustained autonomous oscillations driven by the Belousov–Zhabotinsky reaction within their structure. The Ru complex-based gels also demonstrated pronounced chemomechanical oscillations; they periodically swelled/shrunk when the catalyst was reduced/oxidized. It was found that the combination of catalytically active cross-linking and pendant Ru complexes in the same gel led to a change in the structure of the gel and a significant increase in the amplitude of its mechanical oscillations. The proposed approach allowed for increasing the amplitude of the mechanical oscillations of self-oscillating gels and opened up new possibilities for adjusting their characteristics. We believe that these gels hold potential for the development of soft actuators and systems capable of signal processing through propagating and interacting chemical waves.

5. Interaction of Presidential Commissioner for Children’s Rights of Russia with the civil institutions for protection of juvenile rights and legal interests

Background. The construction of an effective system for the protection of the rights and legitimate interests of minors is closely linked to the involvement of every member of society in this task. The children’s ombudsman is a special mechanism that serves as a link between citizens and States in the protection of children’s rights. The purpose of this work is to identify areas of interaction between the Presidential Commissioner for Children’s Rights of Russia and civil society institutions, as well as to propose ways to improve collaboration. Materials and methods. The implementation of the research tasks was achieved on the basis of the legislation and practice analysis of the Presidential Commissioner for Children’s Rights of Russia. During the work, methods of system analysis and modeling were used. Results. After analyzing the experience of the Presidential Commissioner with civil society institutions, three main areas of cooperation can be identified. Firstly, the children’s ombudsman acts as a kind of unifying factor for organizations whose work is aimed at protecting the rights of children and public authorities. Secondly, the ombudsman provides methodological support by organizing seminars on topical issues of childhood with the involvement of experts in specific areas. Thirdly, the ombudsman participates in information education on the protection of the rights and legitimate interests of children. Conclusions. The consolidated work of the State and society can effectively improve the level of children protection. The work of the Presidential Commissioner for Children’s Rights of Russia is a crucial unifying factor in building such cooperation. The above-mentioned ways of building effective interaction between the children’s ombudsman and civil society institutions seem to be long-term and can make the lives of children in the country safer and more conducive to development.

Nickel catalysts were synthesized for solid-state NaBH4 composites by reducing nickel chloride with sodium borohydride. The effect of heat treatment on their magnetic properties and the hydrogen generation rate was studied. It has been established that calcination of nickel catalysts to 350 °C has a negligible effect on the rate of gas generation but provides fast separation of more than 70% of the catalyst from the spent reaction medium using a magnet. According to XRD data (in situ) and the found Curie point value (358 °C), the enhancement of magnetic properties results from the accumulation of the ferromagnetic phase of the reduced Ni0 metal. A further increase in the heat treatment temperature (≥400 °C) decreases the activity of nickel catalysts, accompanied by a decrease in the specific surface area of the samples, by the complete conversion of cobalt boride Ni3B into the metallic form Ni0 and by the formation of the boron oxide shell around the nickel particles. To increase the activity of the nickel catalyst calcined at 350 °C, cobalt was deposited using incipient wetness impregnation, followed by reduction with sodium borohydride. The proposed technique allowed us to uniformly anchor cobalt on the surface of nickel particles, which ensured an increase in the gas generation rate. Thus, an effective ferromagnetic cobalt–nickel catalyst has been proposed for solid-state hydrogen-generating materials based on sodium borohydride. Using laser correlation spectroscopy, we have investigated the structure of polyelectrolyte-micelle complex. The influence of polymerization degree and concentration of polyelectrolyte on complex-sizing distribution has been established. Eosin has been used as a fluorescence probe in micellar solution of polyelectrolyte. We showed the differences in values of lifetime and association degree with difference of solution structure.

A porto-systemic shunt can be created in patients with a stable course of cirrhosis of the liver complicated by varicosity of the esophageal veins and transitory ascites. The formation of a lympho-venous anastomosis is indicated in ascites and impaired lymph drainage from the liver. Interventions minimal in volume (peritoneo-venous shunting, reduction of arterial blood flow, etc.) are indicated in stable or progressive ascites and marked disorders of hepatic function.
