One of the significant components of water modernization construction in the new age is the modernization of irrigation areas. In or-der to promote agricultural modernization and realize the rural vitalization strategy, we must persist in the modernization of irrigation area. Harmonious coexistence between nature and human is an advanced idea to deal with the symbiotic relationship, which is the important strategic guidance of the modernization construction in irrigation areas. After exploring the modernization of irrigation areas and harmonious coexistence between nature and human, the construction framework of the harmonious symbiosis between man and nature in irrigation areas was constructed, including six basic principles, four construction objectives, five system constructions and eight main contents. And it was carried on the preliminary exploration of modernization construction practice in the Guangli irrigation area of Henan Province, the construction target and main content of water conservancy modernization in irrigation area were clarified further, which provided the theoretical basis for the modernization construction of irrigation areas. For developing an efficient cloud scheduling and management mechanism taking performance and energy consumption into account, this paper proposed a cloud scheduling and management system based on bionic autonomic nervous systems (BANS). It presented a theoretical model for evaluating and analyzing important performance and energy consumption indexs. Then, it built a pure profit optimization model for balancing the tradeoff between performance and energy consumption. According to theoretical analysis, this paper further adopted optimality analysis and an autonomic trigger mechanism for achieving dynamic and flexible management of local resources. Meanwhile, it developed a heuristic algorithm to obtain a global scheduling strategy for dispatching user requests. Experimental results illustrate the important tradeoff between performance and energy consumption. It also demonstrates that the autonomic resource management can bring a significant increase of around 60% in the pure profit compared with a traditional load balance scheduling mechanism, and the global request scheduling further leads to that the pure profit raises by about 15%.
