Societal transformations for addressing climate change are intensely contested and at risk of resistance and backlash to ambitious policy action. But they are frequently modeled through heuristics such as S‐curves which abstract from such conflicts, assuming increasing returns to scale as a driver of transformations. This is the case even while scholars accept the presence of political conflict in transformation processes. Within political science and allied disciplines, the notions of policy feedback and policy coalitions have been deployed to understand how such political conflicts may be understood. But these approaches risk gravitating toward an instrumental design impulse that inadvertently downplays conflict. We argue that policy action for societal transformations should be re‐conceptualized as an unfolding series of battle‐settlement events whereby heated episodic political struggles over a certain policy object or issue play out and eventually settle in ways that structure future debates while nonetheless remaining indeterminate and open to challenge or reversal. Such an approach reflects the varied empirical experiences of climate policy action to date which include both accumulation and reversal. It also helps explain trajectories of change that are discontinuous and lurching in contrast to common images of transformation as progressive and cumulative. We illustrate this approach through two cases of unfolding societal transformation on climate change: coal phaseout in the United Kingdom and renewable energy uptake in Australia. Many governments have set ambitious targets for tree planting and increased woodland cover as a key part of actions to reach net‐zero carbon emissions by 2050. However, many uncertainties remain concerning how and where to expand tree cover, what species to plant, and how best to manage new plantations. Much contemporary forestry has been based on even‐aged monocultures, largely because of perceived advantages for timber production. However, in order to play a key role in climate change mitigation future forests will have to achieve timber production (and wider ecosystem service provision) alongside resilience to biotic and abiotic challenge. It is therefore crucial that appropriate informed decisions are made with regard to the structure, composition, and planning of future forests, in order to provide sustainable solutions that provide environmental, economic, and health benefits to society. Genetically diverse, mixed, and irregular forests, with their higher biodiversity and niche complementarity, are promising new forest configurations for regulating the water cycle, storing carbon, and delivering other goods and services. In the following discussion, we have used UK information to illustrate the benefits of mixed woodland versus monocultures and highlighted current issues related to government initiatives and policies for current and future forests. Over the last several years, the United Kingdom has seen a wave of environmental movements demanding action on the climate crisis. While aligned in their goals, the groups undertaking this activism often diverge on the question of tactics. One such divergence occurred in January 2023, when Extinction Rebellion (XR) declared "We Quit", ending actions that were disruptive to the general public. Peer groups Just Stop Oil and Animal Rising continued disruptive actions, viewing them as the best way to gain media coverage for their causes. Despite the urgency of addressing climate change and the growing prominence of direct action in British life, little research has examined how the news media covers and reacts to different climate actions. News media plays a vital role in influencing the public's perception of the climate crisis and "appropriate" responses. We assembled a unique dataset of British news coverage of climate actions over a 7 month period, covering both before and after XR's "We Quit" statement. Our results reveal that conservative publications cover climate actions more unfavorably and more inaccurately than other publications. Legal actions are generally covered more favorably than illegal ones in both conservative and non-conservative outlets and receive more coverage. Actions that target industry attract more coverage than those that target other actors, while actions that target the public are covered more favorably than those that do not. These results contribute to the scholarly debates surrounding the interaction between social movements and news media, especially on how different strategies potentially influence the extent and affective nature of coverage. They have implications for strategies adopted by climate advocates, depending on whether their goal is merely to draw attention to an issue or if it is to generate positive coverage. Decarbonizing industrial sectors is a critical global challenge, involving the creation of new industrial spaces—'net zero industrial clusters'—co‐locating energy sectors and 'hard‐to‐abate' industries such as oil refining and steelmaking. This paper provides the first empirically grounded geographical investigation of these emerging spaces. It employs a place‐based research agenda to unpack how UK net zero industrial clusters (ICs) are imagined and emplaced in policy and industry discourses through place‐based naming, spatial configuring and mapping activities. By conducting document analysis, 33 in‐depth stakeholder interviews and five field trips to three UK case studies, we show how cluster imaginaries vary across cases and policy contexts in terms of constituents, focus and purpose. Ontological complexity is compounded by different rationales among stakeholders in configuring clusters and by contested cluster naming and boundary setting. This ambiguous, evolving spatiality raises important political and justice concerns over who and where is excluded in cluster building. These findings advance the geographies of low‐carbon transitions by showing: (1) ways that ICs' spatial embeddedness, which underlies cluster spatial configurations, helps increase industry actors' recognition of their economic, social and cultural ties with the places of their making, even if this risks path dependency; (2) how fluid cluster boundaries, reflected in cluster names and maps, emphasize the value of a network topology of scale to enable spatially inclusive, multi‐scalar climate mitigation. Finally, we argue that a place‐sensitive net zero policy mindset is vital for fulfilling ICs and the UK's decarbonization potential in a manner that is both fair and locally grounded. Achieving ambitious carbon reduction targets requires transformative change to society, with behaviour change playing an important role. Climate change mitigation ('net zero') policies are needed to accelerate and support such behaviour change. This study examined factors and framing effects in public support for net zero policies in the United Kingdom (UK), making use of a large probability sample (ntotal = 5,665) survey conducted in August 2021. It found that net zero policies are widely supported, with only taxes on red meat and dairy products being supported by less than half of the UK public. Climate worry and perceived fairness were the strongest and most consistent predictors of policy support for net zero policies. The results further suggest that support for net zero policies can be increased by emphasising the co-benefits of the policies, in particular where they are beneficial for health. However, the framing effects were very small. In contrast, public support for net zero policies is lower when potential lifestyle and financial costs are mentioned. This suggests that perceived fairness of the distribution of costs and lifestyle implications of policies are crucial for building and maintaining support for net zero. [ABSTRACT FROM AUTHOR]

Background: Evidence is needed to support local action to reduce the adverse health impacts of climate change and maximise the health co-benefits of climate action. Focused on England, the study identifies priority areas for research to inform local decision making. Methods: Firstly, potential priority areas for research were identified from a brief review of UK policy documents, and feedback invited from public and policy stakeholders. This included a survey of Directors of Public Health (DsPH) in England, the local government officers responsible for public health. Secondly, rapid reviews of research evidence examined whether there was UK evidence relating to the priorities identified in the survey. Results: The brief policy review pointed to the importance of evidence in two broad areas: (i) community engagement in local level action on the health impacts of climate change and (ii) the economic (cost) implications of such action. The DsPH survey (n = 57) confirmed these priorities. With respect to community engagement, public understanding of climate change's health impacts and the public acceptability of local climate actions were identified as key evidence gaps. With respect to economic implications, the gaps related to evidence on the health and non-health-related costs and benefits of climate action and the short, medium and longer-term budgetary implications of such action, particularly with respect to investments in the built environment. Across both areas, the need for evidence relating to impacts across income groups was highlighted, a point also emphasised by the public involvement panel. The rapid reviews confirmed these evidence gaps (relating to public understanding, public acceptability, economic evaluation and social inequalities). In addition, public and policy stakeholders pointed to other barriers to action, including financial pressures, noting that better evidence is insufficient to enable effective local action. Conclusions: There is limited evidence to inform health-centred local action on climate change. More evidence is required on public perspectives on, and the economic dimensions of, local climate action. Investment in locally focused research is urgently needed if local governments are to develop and implement evidence-based policies to protect public health from climate change and maximise the health co-benefits of local action. Background: Climate change is one of the greatest threats to public health in this century. The UK is one of six countries that has enshrined in law a commitment to become net zero by 2050. However, there is a lack of guidance and structure for local government in the UK, which has responsibility for public health, to reach this goal and help their communities mitigate and adapt to the health and health inequality impacts of climate change. This study aimed to identify common barriers and facilitators related to addressing the health and health inequality impacts of climate change in local governments. Methods: Using Normalisation Process Theory, we developed a two-round survey for people working in local authorities to identify the barriers and facilitators to including the health and health inequality impact of climate change in their climate action plans. The survey was delivered online via Qualtrics software. In the first-round respondents were able to express their views on barriers and facilitators and in the second round they ranked common themes identified from the first round. Two hundred and fifty people working in local government were invited to take part and n = 28 (11.2%) completed the first round of the survey and n = 14 completed the second round. Thematic analysis was used in Round 1 to identify common themes and weighted rankings were used to assess key barriers and facilitators in Round 2. Results: Key facilitators were the need to save money on energy, and successful partnership working already in place including across local government, with local communities and external stakeholders. Key barriers were insufficient staff, resources and lack of support from management/leaders, and lack of local evidence. Conclusion: To mitigate and adapt to the health impacts of climate change, local government must nurture a culture of innovation and collaboration to ensure that different departments work together This means not just working with external partners, but also collaborating and co-producing with communities to achieve health equity and mitigate the debilitating effect of climate change on public health. With this paper we explore and discuss the priorities of and possible goal conflicts between authenticity and climate change in heritage gardens. How can climate change mitigation, adaptation, resilience, and cultural heritage conservation be combined in heritage gardens? Our study was guided by the following research question: How do gardeners negotiate climate change and authenticity in heritage gardens? From Rachel Carson's Silent Spring in the 1960s through to the 2002 report Gardening in the Global Greenhouse and the recent Gardening in a Changing World in 2022 mankind's impact on the environment and the emerging climate change has been the focus of increasing attention. By investigating and interviewing multiple gardeners our objective was to pinpoint common challenges, as well as what can be learned from one another within the field of gardening and heritage conservation. The case study method was adopted for this study, involving three head gardeners in the United Kingdom. Interviews were conducted with Joseph Atkin at Aberglasney Gardens, Claire Greenslade at Hestercombe Gardens, and Steve Lannin at Iford Manor about their expertise and knowledge. The gardeners expressed concern regarding climate change and the challenges it poses. The interviewees shared their experience with drought, reduced use of pesticides and herbicides, and the peat legislation in relation to their role as head gardeners. We argue that authenticity and the traditional gardening practised before the advent of power tools, plastic, peat issues, and uninformed transportation can be part of the solution to loss of biodiversity and climate change. Greenhouse gas stabilisation in the atmosphere is one of the most pressing challenges of this century. Sequestering carbon in the soil by changing land use and management is increasingly proposed as part of climate mitigation strategies, but our understanding of this is limited in quantitative terms. Here we collate a substantial national and regional data set (15790 soil cores), and analyse it in an advanced statistical modelling framework. This produced new estimates of the effects of land use on soil carbon stocks in the UK, different in magnitude and ranking order from the previous best estimates. Soil carbon stocks were highest in woodlands, followed by rough grazing and semi-natural grasslands, then improved grasslands, and lowest in croplands. Estimates were smaller than the previous estimates, partly because of new data, but mainly because the effect is more reliably characterised using a logarithmic transformation of the data. With the very large data set analysed here, the uncertainty in the differences among land uses was small enough to identify consistent mean effects. However, the variability in these effects was large, and this was similar across all surveys. This has important implications for agri-environment schemes, seeking to sequester carbon in the soil by altering land use, because the effect of a given intervention is very hard to verify. We examined the validity of the "space-for-time" substitution, and although the results were not unequivocal, we estimated that the effects are likely to be over-estimated by 5-33%, depending upon land use. Construction has been highlighted as one sector that could reduce its effect on the environment by implementing more sustainable methodologies. However, there are many different challenges preventing sustainable construction practice, and despite existing research providing advice for carbon emission reduction, these practices are being somewhat neglected. The purpose of this research is to investigate the challenges surrounding sustainable construction practice and the current knowledge on energy security and project management practices that can aid climate change mitigation. The design methodology of this study involves a thorough literature review of existing knowledge on the subject matter followed by primary research. The survey conducted collected quantitative data of 160 valid responses via an online closed ended questionnaire using snowball sampling methods from the construction and engineering professionals working in the UK construction industry. The study found that most participants agree with the encouragement of sustainable construction practices, but are generally unsure about what they can do. Factors such as government involvement and organisation culture have some significance but will rely on further research in order to assess specific influencing variables. The study contributes to existing research on factors surrounding project management and identifies and plethora of areas of improvement, that can be formed into a holistic approach to the current construction industry practice. Building up stocks of agricultural soil organic carbon (SOC) can improve soil conditions as well as contribute to climate change mitigation. As a metric, the ratio of SOC to clay offers a better predictor of soil condition than SOC alone, potentially providing a benchmark for ecosystem service payments. We determined SOC:clay ratios for 50 fields in the North Devon UNESCO World Biosphere Reserve using 30 cm soil cores (divided into 0–10 cm and 10–30 cm depth samples), with soil bulk density, soil moisture and land‐use history recorded for each field. All the arable soils exceeded the minimum desirable SOC:clay ratio threshold, and the ley grassland soils generally exceeded it but were inconsistent at 10–30 cm. Land use was the primary factor driving SOC:clay ratios at 0–10 cm, with permanent pasture fields having the highest ratios followed by ley grass and then arable fields. Approximately half of the fields sampled had potential for building up SOC stock at 10–30 cm. However, at this depth, the effect of land use is significantly reduced. Within‐field variability in SOC and clay was low (coefficient of variation was ~10%) at both 0–10 cm and 10–30 cm, suggesting that SOC:clay ratios precisely characterized the fields. Due to the high SOC:clay ratios found, we conclude that there is limited opportunity to market additional carbon sequestration as an asset class in the North Devon Biosphere or similar areas. We present the results of a study on the climate forcing effects of replacing coal for power generation in the United Kingdom (UK) with wood pellets produced in northern Ontario, Canada. Continuous wood pellet production from two biomass sources were considered: fiber from increased harvesting of standing live trees (stemwood scenario) and from harvest residue provided by ongoing harvesting operations (residue scenario). In both scenarios, biomass was collected from harvesting operations in two forest management units (FMUs) with contrasting harvest residue treatments: natural decay of slash piles in the Hearst FMU and slash pile burning in the Kenora FMU. Life cycle emissions associated with wood pellets were assessed for production, transportation, and combustion to replace coal at a hypothetical power generating station in the UK. Greenhouse gas (GHG) emissions and removals in wood pellet and coal scenarios were assessed using two methods: global warming potential (GWP)-based mass balance and dynamic life cycle assessment (LCA) approaches. In the stemwood scenario, climate change mitigation from replacing coal with wood pellets was not achieved within the study timeline (2020–2100). In the residue scenario, immediate climate change mitigation was achieved with fiber sourced from the Kenora FMU where the current practice is to burn slash piles; for the Hearst FMU, where slash is allowed to decompose in the forest, climate change mitigation occurred 11.6 and 3.1 years after biomass collection began, as assessed by the mass balance and dynamic LCA methods, respectively. The vehicle emissions testing programme was conducted by the UK Department of Transport in 2016 in response to emissions tampering exposed in the Volkswagen (VW) emissions scandal. The programme identified large emissions discrepancies between real-world and in-lab testing across a range of Euro 5 and Euro 6 diesel passenger vehicles. The large vehicle test fleet reflects the current challenges faced in controlling vehicle emissions. This paper presents the following findings: NOx emissions are altered due to exhaust gas recirculation mismanagement. A new Real-Life Emissions methodology is introduced to improve upon the current Real Driving Emissions standard. A large and concerning emissions divergence was discovered between the achieved NOx improvement and deterioration of CO2. The findings act as catalysts to improve vehicle emissions testing beyond standards established since the VW scandal, aiding in the development of better climate change mitigation strategies and bring tangible air quality improvements to the environment. • Many local authorities are preparing climate actions plans. • Policies to increase distributed energy generation such as PV are likely. • As capacities increase, PV can dominate system variability and predictability. • Predictive demand side response (DSR) may be too coarse to address this. • More granular techniques such as using system frequency may be required. Since 2018, over three quarters of UK local governments have signed climate emergency declarations signalling a new phase in local climate action. Many areas are developing climate action plans and considering what policies could be adopted to increase the use of distributed energy resources, such as building-integrated photo-voltaic (PV) generation. In this paper we demonstrate how city-scale backcasting can be used as a tool to go beyond technical feasibility and explore the policy, market and governance implications of decarbonisation pathways across the local and nation scales. Using urban PV as an example we model three scenarios for increasing installed capacity in the UK city of Bristol and demonstrate how, in each case, PV switches from being a minor 'negative load' on the energy system to being the dominant factor determining the volatility and predictability of the energy demand during daylight hours. Current approaches to integrating distributed energy resources into the wider system tend to focus on predictive modelling and half-hourly pricing to drive demand-side response. Our analysis indicates the risks of relying on these non-real time methods and suggests that more granular techniques such as triggering local DSR based on changes in electricity system frequency could better manage the variability of high levels of PV deployment at the local scale. We also demonstrate the importance of developing new local approaches to system integration that bring together network operators, local authorities and other local actors to deploy renewable generation and flexibility assets in coordination. How we frame environmental problems and their solutions matters. Under the UK Net Zero Strategy and the European Green Deal, climate action—as a policy- and regulatory response to climate change—is framed overwhelmingly positive and coupled with the ambitions to generate growth, facilitate innovation, improve health and wellbeing, ensure inclusiveness and much else. This is done to project climate ambitions as part of a win–win scenario where no one is left behind. An increase in extreme weather events is leading to increased flood occurrence and risk in many areas. Although climate mitigation strategies are being implemented, it is widely accepted that societies must adapt to climate variability and climate change. Traditional climate change impact studies have used projections for future time‐slices, often for a range of possible emissions scenarios. Recently however, there has been a move to instead consider climate change impacts relative to global mean surface temperature (GMST) change, to try to encourage action to avoid the more severe impacts from higher GMST changes. To support adaptation planning, more localised information on impacts is required. Here, data on the potential range of changes in flood peaks is generated by combining flood response surfaces and the new UK Climate Projections 2018, for every river cell on a 1 km grid across Britain, for GMST changes of 1–4.5°C. The results show significant spatial variation, with impacts typically higher in the west than the east, and generally increasing with GMST change. Some southern regions show flood peak changes accelerating with GMST change. The changes in flood peaks can be translated into changes in flood inundation and associated flood risk under alternative adaptation assumptions. [ABSTRACT FROM AUTHOR]

Subtidal seabed sediments are one of the planet's biggest organic carbon stores, but have been poorly considered in nature‐based climate change mitigation. Protection of the seabed is predominantly through establishment of marine protected area (MPA) networks, but their emphasis on biodiversity may limit their carbon value. The United Kingdom has one of the most extensive networks of MPAs in the world, yet damaging human activities are excluded from only a small portion. We calculate that full protection of the MPA network would offer limited carbon benefit, due to below average organic carbon stocks and disturbance from mobile fishing gears when compared to the entire U.K. seabed. We find that inshore exclusion zones (where mobile gears are restricted from nearshore areas to benefit biodiversity and low‐impact fishers) could offer greater carbon benefits compared to MPAs. However, neither of these biodiversity‐focused protection strategies are as effective for seabed carbon as targeted protection. [ABSTRACT FROM AUTHOR]

Agricultural and environmental policies are being fundamentally reviewed and redesigned in the UK following its exit from the European Union. The UK government and the Devolved Administrations recognise that current land use is not sustainable and that there is now an unprecedented opportunity to define a better land strategy that responds fully to the interconnected challenges of climate change, biodiversity loss and sustainable development. This paper presents evidence from three pathways (current trends, sustainable medium ambition, and sustainable high ambition) to mid-century that were co-created with UK policymakers. The pathways were applied to a national integrated food and land-use model (the FABLE calculator) to explore potential synergies and trade-offs between achieving multiple sustainability targets under limited land availability and constraints to balance food supply and demand at national and global levels. Results show that under the Current Trends pathway all unprotected open natural land would be converted to urban, agriculture and afforested land, with the consequence that from 2030 onwards tree planting targets could not be met. In contrast, the two sustainable pathways illustrate how dietary change, agricultural productivity improvements and waste reduction can free up land for nature recovery and carbon sequestration. This enables a transition to a sustainable food and land-use system that provides a net carbon sink with up to 44% of land able to support biodiversity conservation. We highlight key trade-offs and synergies, which are important to consider for designing and implementing emerging national policies. These include the strong dependence of climate, food and biodiversity targets on dietary shifts, sustainable improvements in agricultural productivity, improved land-use design for protecting and restoring nature, and rapid reductions in food loss and waste. Soils have the potential to sequester and store significant amounts of carbon, contributing towards climate change mitigation. Soil carbon markets are emerging to pay farmers for management changes that absorb atmospheric carbon, governed by codes that ensure eligibility, additionality and permanence whilst protecting against leakage and reversals. This paper presents the first global comparative analysis of farmland soil carbon codes, providing new insights into the range of approaches governing this global marketplace. To do this, the paper developed an analytical framework for the systematic comparison of codes which was used to identify commonalities and differences in approaches, methods, administration, commercialisation and operations for 12 publicly available codes from around the world. Codes used a range of mechanisms to manage additionality, uncertainty and risks, baselines, measurement, reporting and verification, auditing, resale of carbon units, bundling and stacking, stakeholder engagement and market integrity. The paper concludes by discussing existing approaches and codes that could be adapted for use in the UK and evaluates the need for an over-arching standard for soil carbon codes in the UK and internationally, to which existing codes and other schemes already generating soil carbon credits could be assessed and benchmarked. This paper uses game theory to examine the efforts of public sector actors in the UK to integrate climate change interventions within development processes. Drawing on desk-based analysis and interviews, we identify instances where private-sector developers act strategically to exploit public-sector imperatives to deliver economic growth and housing. We find these imperatives constrained the agency of planners to effectively reconcile climate mitigation/adaptation objectives within wider priorities of economic growth. Yet, we identify instances whereby strategic planning frameworks, informal networks and bespoke development frameworks were effective means to build trust between actors and foster co-operation, better enabling development which meets climate change mitigation/adaptation objectives. In doing so, we illustrate the practical and theoretical value of game theory, whilst highlighting how careful use of strategic planning can support achieving climate change mitigation/adaptation objectives at a local scale. Tree planting now forms a major part of the UK climate mitigation strategy, with targets to increase the forest cover from the current 13% to 17%–20% by 2050. A tree planting strategy on this scale requires a significant amount of planning, bringing together expertise from a wide range of practitioners. We highlight four key reasons why fungi should be considered in tree planting strategies: 1. Fungi can cause severe tree disease. 2. Fungi can cause significant human health burdens. 3. Forest soil carbon and nutrient cycling is controlled by fungi. 4. Climate change is already affecting fungi. Following from these four reasons, we explore the ways in which the negative effects of fungi, such as plant and human disease, can be mitigated against, whilst also protecting and promoting the benefits of fungi in carbon storage and biodiversity. Based on this, we outline seven guidelines which should be integrated into existing tree planting guidelines and UK policy: A. Monitor tree fungal disease emergence and spread, including in source material trade (e.g. seeds and saplings). B. Choose tree species combinations appropriate to the specific habitat and appropriate for biodiversity and carbon storage goals. C. Develop and implement a widely accessible fungal spore forecast to complement existing pollen forecasts. D. Protect existing ancient and mature woodlands. E. Promote planting on suitable land types, avoiding grasslands and wetlands. F. Assess proposed and existing forest sites, ideally using a combination of fungal fruit body surveys and eDNA techniques. Against the backdrop of a fragmented and evolving governance landscape, this paper examines how effective climate commissions are in engaging the public to co-produce local climate action in the UK. Climate commissions are emerging amid heightened concerns regarding the top-down style of policymaking on climate change and resource-constrained local authorities. However, less is known about how they engage the public who are pivotal for climate action, both in signalling greater ambition from governments and through their own mitigation and adaptation efforts. This paper draws on qualitative interviews with an array of individuals both inside and outside climate commissions in the UK, and utilises Cash's theoretical framework of 'salience, legitimacy and credibility' to assess how effective climate commissions are in engaging the public to co-produce local climate action. The findings indicate a discernible chasm between commissions and the broader public. Equally however, they provide hopeful perspectives into the effect that more collaborative engagement, that speaks to local concerns and leverages local knowledge, would have on commissions' 'salience, legitimacy and credibility' and, additionally, the legitimacy of local authorities. Moreover, they suggest that deeper collaboration with local networks of community groups, who are not yet represented on commissions, could foster more sustained climate action. • Mapping material stocks at 10 m resolution for the entire UK and IRL. • 9 building types, 32 mobility infrastructure types, 12 materials. • Building stocks per capita are surprisingly similar for most population densities. • Infrastructure stocks per capita decrease with higher population densities. • High-resolution maps can inform circular economy strategies and actions. Understanding the size and spatial distribution of material stocks is crucial for sustainable resource management and climate change mitigation. This study presents high-resolution maps of buildings and mobility infrastructure stocks for the United Kingdom (UK) and the Republic of Ireland (IRL) at 10 m, combining satellite-based Earth observations, OpenStreetMaps, and material intensities research. Stocks in the UK and IRL amount to 19.8 Gigatons or 279 tons/cap, predominantly aggregate, concrete and bricks, as well as various metals and timber. Building stocks per capita are surprisingly similar across medium to high population density, with only the lowest population densities having substantially larger per capita stocks. Infrastructure stocks per capita decrease with higher population density. Interestingly, for a given building stock within an area, infrastructure stocks are substantially larger in IRL than in the UK. The production of fruits and vegetables is expected to increase in the United Kingdom (UK) as a response to increasing consumers' demand, coupled with impacts of Brexit on the imports from the European Union (EU). Retailers and consumers are more aware of the environmental impact and provenance of food and are demanding to their suppliers to implement sustainable agricultural practices. Seven horticultural farmers and farm managers across the UK were interviewed to investigate the implementation of sustainable practices, and the motivations and enablers for adoption, as well as perceptions on sustainability and climate change. Factors influencing adoption mainly were efficiency and cost reduction, regulations, and market demand, even though, environmental, and social consciousness also played a role in adoption. There was little evidence that participation in knowledge networks or the perception of climate change and impacts, and of carbon footprint assessments influenced the adoption of sustainable agricultural practices, but this finding deserves further investigation. Farmers' awareness of the importance of soil was clear and governments should encourage farmers' involvement in the monitoring of soil health, as a mean of engaging them in the wider discussion about the implementation of sustainable land management, including climate change adaptation and mitigation. This paper reports on tensions between decarbonisation and energy poverty priorities in Great Britain's liberalised electricity markets. Switching electricity suppliers in this market can result in significant benefits for those on bad deals. Further benefits are determined by the regulator. However, many of the energy poor lack the capabilities to switch and access these benefits. Community organisations play an important role in providing such access through remedial action. Using the capabilities approach, this paper combines quantitative and qualitative organisational data analysis at a community level to reveal an increasing share of the population who could benefit from switching and who agree to switching. At the same time, eligibility for one-off discounts on electricity bills to support the energy poor has increased sharply in recent years. This data points towards climate mitigation policies and market structures which benefit wealthier groups at the expense of more deprived groups who lack capabilities. At the micro scale, data access and intermediation at various levels and scales can help support more targeted interventions that facilitate well-being and enhanced capabilities. At the macro level, liberalised retail electricity markets need to be accommodated by safety nets and supportive institutional arrangements to avoid competitive pressures translating into complexity and opacity for consumers. In recent years tree planting as a response to climate change has acquired a very high profile amongst policy-makers, scientists, the media, and the public. This 'afforestation', however, requires space: that is, land. Agriculture currently occupies very large areas of land globally meaning that it is commonly targeted as needing to make way for tree planting, and making farmers important gatekeepers to this climate change mitigation strategy. Given the importance of farming sector media outlets in reflecting, shaping and leading values and attitudes amongst the agricultural community, this paper investigates how tree planting is presented within the UK's two leading sectoral publications, Farmers Guardian and Farmers Weekly. We sample coverage at four points over a two-year period (2019–2021) which began with high-profile national media and scientific engagement with the topic. Our analysis reveals very low levels of coverage within these key publications with, on average, just 1 in 200 articles within our sample focussing on tree planting. Within this limited coverage we identify four themes which range from hostility towards the notion of trees on farms replacing agricultural practices, through to occasional recognition of the positive roles that trees on farms can play in climate change mitigation. Arguably, the lack of legitimisation within the coverage constitutes a significant barrier to woodland expansion on agricultural land. Collective efforts of the world community are required to mitigate global climate change. Understanding oneself as part of this world community might be crucial for individual behavior change reducing carbon emissions. We examined whether a global identity (i.e., the identification with all humans and a concern for their well‐being) is related to self‐reported climate‐protective behavior in two studies. In a German quota sample (N = 498), global identity was positively related to the personal and societal relevance people attributed to the issue of climate change and self‐reported climate‐protective behavior directly and indirectly through personal and societal relevance attribution. In a U.K. quota sample (N = 400), global identity was positively related to the relevance people attributed to a received news text on climate change. Moreover, global identity was positively related to three observed indicators of climate‐protective behavioral intentions after reading the news text, either directly or indirectly through relevance attribution. These results affirm the importance of a social identity perspective on climate protection. We suggest that the causal effects of global identity and ways to promote its cultivation should be investigated in more depth in future research. [ABSTRACT FROM AUTHOR]

This article argues that rhetorical analysis is a method particularly well-suited for the study of political disputes and introduces commonplaces as a tool to conduct such analysis. Commonplaces function as key reference points that produce and organise social meaning; they can thus help to clarify the terms of the dispute and illuminate how these are linked to broader debates within the political community. Commonplaces call into attention sedimented views and point to alternative norms of action pursued by agents of change and therefore to entry points for recontestation. The article substantiates this claim through a case study that maps arguments for climate action in party manifestos in the 2019 General Election in the United Kingdom. A rhetorical analysis of the material highlights the emergence of a number of insurgent commonplaces that seek to disturb the dominance of 'economic growth' as principle that informs climate action. Commonplaces can provide a more nuanced understanding of public debates, help to identify sedimented ideological views, and illuminate openings for recontestation and the pursuit of alternative socio-ecological arrangements. Maximising resource‐use efficiency, productivity and environmental sustainability are all fundamental requirements to raise global food production by ~70 per cent in order to feed a world population of ~9.7 billion people by 2050. Perhaps the most vital resource within our capacity to achieve this goal is our soil. Broadly, the fundamental question concerns whether or not satisfying this production demand will accelerate soil degradation, climate change, and the loss of soil carbon stocks. This paper builds upon the outputs of the UK Charity 'Food & Farming Futures' (chaired by Lord Curry of Kirkharle) virtual workshop held on 23 March 2021, entitled 'Capturing the Potential of Soil'. The event focussed on the link between soil health, primarily soil organic carbon (SOC), and agricultural productivity. Supported with commentaries by Professor Pete Smith (University of Aberdeen and Science Director of the Scottish Climate Change Centre of Expertise) and Professor Steve McGrath (Head of Sustainable Agricultural Sciences at Rothamsted Research), specific focus will be given to the research challenges within the UK's ability to improve soil health and functionality, the implementation priorities that must be held in order to improve soil management by 2050 and what the potential co‐benefits could be. These co‐benefits were scattered across environmental, economic, social and political issues, yet they may be summarised into six primary co‐benefits: developing natural capital, climate change mitigation, carbon trading, improvements in crop yield, animal performance and human health (nutrition). Additionally, the main barriers to improved soil management practices are centred on knowledge exchange‐regarding agri‐environmental techniques—whilst the most impactful solutions rely on soil monitoring, reporting and verification. What makes a climate story effective? We examined if short fiction stories about everyday pro-environmental behaviours motivate climate policy support, and individual and collective climate action in a nationally representative experiment (N = 903 UK adults). The story featuring protagonists driven by pro-environmental intentions (i.e., the intentional environmentalist narrative) increased participants' support for pro-climate policies and intentions to take both individual and collective pro-environmental actions, more so than did stories featuring protagonists whose pro-environmental behaviours were driven by intentions to gain social status, to protect their health, and a control story. Participants' stronger feelings of identification with the protagonist partially explained these effects of the intentional environmentalist narrative. Results highlight that narrating intentional, rather than unintentional, pro-environmental action can enhance readers' climate policy support and intentions to perform pro-environmental action. Therefore, the intentions driving pro-environmental action may have implications for the extent to which observes identify with the actor and take pro-environmental action themselves. Universities and research centers are major producers of greenhouse gas emissions. There are growing calls from within the university sector for more proactive approaches to reducing the emissions associated with research and teaching and to contribute more to climate change mitigation. These debates have considered both the campus-based emissions of universities with large estates and the travel-related emissions associated with international staff and student communities. There is therefore an increasingly acute tension between universities' imperative to foster international networks and expand research and teaching on the one hand and their moral obligations to decarbonize on the other hand. In this article, we consider how academic departments can navigate this challenging paradox. Our study is based on an analysis of the Department of Geography at Durham University in the United Kingdom. We examine the major sources of emissions associated with this department and find that by far the largest contribution comes from air travel for staff research and student field trips. We then explore student perspectives and consider potential pathways toward a low-carbon model of research and teaching. Overall, we find a high level of support for decarbonization in the academy and potential for significant emissions reductions with minimal impact on quality of research and teaching. 1. Many national governments have incorporated nature-based solutions (NbS) in their plans to reduce net greenhouse gas emissions. However, uncertainties persist regarding both feasibility and consequences of major NbS deployment. Using the United Kingdom as a national-level case study, we examined the potential contribution of three terrestrial NbS: peatland restoration, saltmarsh creation and woodland creation. 2. While there is substantial political and societal interest in these three NbS, they also have strong potential for competition with other land uses, which will be a critical barrier to substantial deployment. We conducted a national mapping exercise to assess the potential area available for woodland creation. We then assessed the combined climate change mitigation potential to 2100 for the three NbS options under a range of ambition levels. 3. In line with the most ambitious targets examined, 2 Mha of land is potentially available for new woodland. However, climate change mitigation benefits of woodland are strongly dependent on management choices. By 2100, scenarios with a greater proportion of broadleaved woodlands outsequester non-native conifer plantations, which are limited by regular timber harvesting. 4. Peatland restoration offers the greatest mitigation per unit area, whilst the contribution from saltmarsh creation is limited by the small areas involved. Overall, the contribution of these NbS to the United Kingdom's net zero emissions target is relatively modest. Even with the most ambitious targets considered here, by 2100, the total cumulative mitigation from the three NbS is equivalent to only 3 years' worth of UK emissions at current levels. 5. Policy implications. Major deployment of nature-based solutions (NbS) is possible in the United Kingdom but reaching 'net zero' primarily requires substantial and sustained reductions in fossil fuel use. However, facilitating these NbS at the national scale could offer many additional benefits for people and biodiversity. This demands that policy-makers commit to a UK-wide strategic approach that prioritises the 'nature' aspect of NbS. Credible commitment is central to regimes for climate mitigation policy. In the climate policy literature, it is widely argued that the solution to the credible commitment problem is legislation and delegation of goal-setting to a technical body insulated from political incentives, and the UK's Committee on Climate Change is in part modelled on this approach. However, drawing on the comparative politics literature, this paper argues that the focus on legislation and delegation as the solution to the credible commitment problem is too narrow. Seen within the context of comparative political institutions, it is a response that fits the political logic in countries with majoritarian electoral systems. By contrast, in countries with electoral systems based on proportional representation, while legislation plays a role, an important element in the creation of credible commitment comes in the form of negotiated long-term agreements between political parties. This contrast is explored through a comparison between the Climate Change Act and associated Committee on Climate Change in the UK on the one hand, and a series of Energy and Climate Agreements in Denmark over the 2010s. Both approaches appear to have worked to date. However, while negotiated long-term agreements typically have an internal process for managing conflicts that inevitably arise after the respective mechanisms have been put in place, disputes arising following legislation and delegation must be resolved within the more informal processes of intra-party politics. Mechanisms of accountability also differ between the two approaches. Key policy insights Legislation and delegation is widely seen as the key route to credible commitment for climate policy, but other routes are possible. Legislation and delegation is particularly suited to countries with majoritarian, or first-past-the-post electoral systems and resulting political dynamics. In countries with proportional representation, an alternative route to credible commitment is possible via formal agreement between political parties. Both routes can work well, but political agreements tend to have internal mechanisms for mediating conflicts that subsequently arise, whereas delegation relies on intra-party politics. Purpose: This paper aims to evidence the perspectives of information professionals in the UK in relation to environmental sustainability and climate action to catalyse collaborative action. Design/methodology/approach: This study takes an interpretivist stance. Research into archive and record management literature was conducted to establish key themes on climate change within the information sector. These themes informed research questions included in a survey cascaded to UK archivists, conservators, records managers and cultural heritage professionals via national mailing lists. The results were then codified and analysed. The study had research ethics and data protection approval from University College London. Findings: Using professional ethics as a framework, this paper argues that climate action can protect records from the impact of climate change, ensuring future access. The information professionals surveyed were motivated by duties to preservation and access to mitigate the impact of the information sector on the environment. However, sector-specific climate action, such as introducing passive storage conditions or decreasing collection sizes, is limited by insufficient resources, organisational hierarchies and cultures, sector support and a perceived conflict with the duty to preservation. Originality/value: To date, there is a growing body of literature from other countries on archival practices and the natural environment. However, the UK in general and the records management sector in particular, have not yet fully engaged in the discussion. Scope 3 emissions from the UK higher education sector are globally significant, and long-distance air travel and catering are particularly emissions-intensive aspects of workplace routine. They each present complex problems, as transition to low-carbon alternatives requires the reconfiguration of professional practices. This paper examines the sustainability policies of 66 UK universities to establish the extent to which planning and action in these areas are commensurate with climate emergency declarations. The findings indicate that universities recognize their role in creating demand for long-distance travel and sustaining high-carbon diets. However, few have specific emissions reduction targets or action plans that would rapidly and substantially reduce emissions in these areas. Discussion focuses on two core points; first, how greater cohesion in reporting and target-setting can be achieved across the sector to raise the ambition of targets and intervention; and second to identify opportunities for institutions to disrupt and reshape professional practices to reduce emissions in these areas. Key Policy Insights Reducing emissions in the higher education sector requires organizations to foster low-carbon academic practices by engaging with the systemic cultural and material conditions that support high-carbon academic practices. The establishment of robust targets, action plans and monitoring processes would further support sector-wide decarbonization, and require consensus across HE institutions and governing bodies. Sector-wide agreement on the level and pace of emissions reduction will help to accelerate ambition regarding Scope 3 emissions reduction and determining the appropriate contribution of different institutions will help identify where action is most urgently required. Findings suggest a need for absolute targets for emissions reduction associated with long-distance travel, and that food policies focus on achieving a volumetric reduction in the weight of meat served so that absolute levels of greenhouse gas emissions are reduced. Travel and food provision are complex aspects of university emissions, but a climate emergency framing requires all organizations to use their full range of influence to rapidly and substantially reduce emissions. Harmonious coexistence between humans, other animals and ecosystem services they support is a complex issue, typically impacted by landscape change, which affects animal distribution and abundance. In the last 30 years, afforestation on grasslands across Great Britain has been increasing, motivated by socio-economic reasons and climate change mitigation. Beyond expected benefits, an obvious question is what are the consequences for wider biodiversity of this scale of landscape change. Here, we explore the impact of such change on the expanding population of common buzzards Buteo buteo, a raptor with a history of human-induced setbacks. Using Resource-Area-Dependence Analysis (RADA), with which we estimated individuals’ resource needs using 10-day radio-tracking sessions and the 1990s Land Cover Map of GB, and agent-based modelling, we predict that buzzards in our study area in lowland UK had fully recovered (to 2.2 ind km−2) by 1995. We also anticipate that the conversion of 30%, 60% and 90% of economically viable meadow into woodland would reduce buzzard abundance nonlinearly by 15%, 38% and 74%, respectively. The same approach used here could allow for cost-effective anticipation of other animals’ population patterns in changing landscapes, thus helping to harmonize economy, landscape change and biodiversity. A growing body of research stresses the importance of religion in understanding and addressing climate change. However, so far, little is known about the relationship between Muslim communities and climate change. Globally, Muslims constitute the second largest faith group, and there is a strong concentration of Muslims in regions that are particularly affected by global warming. This review synthesizes existing research about climate change and Muslim communities. It addresses (a) Islamic environmentalism, (b) Muslim perceptions of climate change, and (c) mitigation strategies of Muslim communities. The analysis shows that there is no uniform interpretation of climate change among Muslims. Based on their interpretations of Islam, Muslims have generated different approaches to climate change. A small section of Muslim environmentalists engages in public campaigning to raise greater concern about climate change, seeks to reduce carbon emissions through sociotechnological transition efforts, and disseminates proenvironmental interpretations of Islam. However, it remains unclear to what extent these activities generate broader changes in the daily activities of Muslim communities and organizations. Contributions to this research field are often theoretical and stress theological and normative aspects of Islam. Empirical studies have particularly addressed Indonesia and the United Kingdom, whereas knowledge about Muslim climate activism in other world regions is fragmented. Against this backdrop, there is a need for comparative studies that consider regional and religious differences among Muslims and address the role of Muslim environmentalism in climate change mitigation and adaptation at the international, national, and local scales. The ocean is increasingly used for industry, energy and recreation or protected for conservation, resulting in increasing spatial restrictions for fisheries. Simultaneously, producing seafood with a low climate footprint is becoming increasingly important. Despite this, the effects of spatial restrictions on the emissions of fishing fleets are poorly known. In the Northeast Atlantic, the withdrawal of the United Kingdom from the EU (Brexit) meant that the UK regained autonomy in its Exclusive Economic Zone (EEZ). This suddenly imposed a spatial restriction for several foreign fishing fleets targeting Northeast Atlantic mackerel (Scomber scombrus). Here, we use this natural experiment and open fisheries data to investigate how Brexit affected the performance and emissions of the Norwegian mackerel fishery. As the fleet was excluded from fishing grounds in the UK, the catch per fishing trip almost halved, while the number of trips per vessel doubled. As a result, fuel use intensity (FUI) more than doubled from ∼0.08 to ∼0.18 L fuel per kg mackerel. We estimate that this shift required an additional 23 million liters of fuel per year, causing additional fuel costs of ∼€18 million annually and emitting an additional ∼72,000 tonnes CO 2 per year. The policy change undid ∼15 years of improved fuel efficiency in Norwegian pelagic fisheries. These findings provide rare empirical evidence on how spatial restrictions can undermine progress towards decreasing greenhouse gas emissions in fisheries, highlighting the need to monitor and account for emissions in fisheries management and consider these trade-offs in marine spatial management. The Glastir Monitoring and Evaluation Programme (GMEP) ran from 2013 until 2016, and was probably the most comprehensive programme of ecological study ever undertaken at a national scale in Wales. The programme aimed to (1) set up an evaluation of the environmental effects of the Glastir agri-environment scheme and (2) quantify environmental status and trends across the wider countryside of Wales. The focus was on outcomes for climate change mitigation, biodiversity, soil and water quality, woodland expansion and cultural landscapes. As such, GMEP included a large field survey component, collecting data on a range of elements including vegetation, land cover and use, soils, freshwaters, birds and insect pollinators from up to 300 1 km squares throughout Wales. The field survey capitalised upon the UKCEH Countryside Survey of Great Britain, which has provided an extensive set of repeated, standardised ecological measurements since 1978. The design of both GMEP and the UKCEH Countryside Survey involved stratified-random sampling of squares from a 1 km grid, ensuring proportional representation from land classes with distinct climate, geology and physical geography. Data were collected from different land cover types and landscape features by trained professional surveyors, following standardised and published protocols. Thus, GMEP was designed so that surveys could be repeated at regular intervals to monitor the Welsh environment, including the impacts of agri-environment interventions. One such repeat survey is scheduled for 2021 under the Environment and Rural Affairs Monitoring and Modelling Programme (ERAMMP). Data from GMEP have been used to address many applied policy questions, but there is major potential for further analyses. The precise locations of data collection are not publicly available, largely for reasons of landowner confidentiality. However, the wide variety of available datasets can be (1) analysed at coarse spatial resolutions and (2) linked to each other based on square-level and plot-level identifiers, allowing exploration of relationships, trade-offs and synergies. Background: The anthropogenic increase of atmospheric CO2 concentration (ca) is impacting carbon (C), water, and nitrogen (N) cycles in grassland and other terrestrial biomes. Plant canopy stomatal conductance is a key player in these coupled cycles: it is a physiological control of vegetation water use efficiency (the ratio of C gain by photosynthesis to water loss by transpiration), and it responds to photosynthetic activity, which is influenced by vegetation N status. It is unknown if the ca-increase and climate change over the last century have already affected canopy stomatal conductance and its links with C and N processes in grassland. Results: Here, we assessed two independent proxies of (growing season-integrating canopy-scale) stomatal conductance changes over the last century: trends of δ18O in cellulose (δ18Ocellulose) in archived herbage from a wide range of grassland communities on the Park Grass Experiment at Rothamsted (U.K.) and changes of the ratio of yields to the CO2 concentration gradient between the atmosphere and the leaf internal gas space (ca – ci). The two proxies correlated closely (R2 = 0.70), in agreement with the hypothesis. In addition, the sensitivity of δ18Ocellulose changes to estimated stomatal conductance changes agreed broadly with published sensitivities across a range of contemporary field and controlled environment studies, further supporting the utility of δ18Ocellulose changes for historical reconstruction of stomatal conductance changes at Park Grass. Trends of δ18Ocellulose differed strongly between plots and indicated much greater reductions of stomatal conductance in grass-rich than dicot-rich communities. Reductions of stomatal conductance were connected with reductions of yield trends, nitrogen acquisition, and nitrogen nutrition index. Although all plots were nitrogen-limited or phosphorus- and nitrogen-co-limited to different degrees, long-term reductions of stomatal conductance were largely independent of fertilizer regimes and soil pH, except for nitrogen fertilizer supply which promoted the abundance of grasses. Conclusions: Our data indicate that some types of temperate grassland may have attained saturation of C sink activity more than one century ago. Increasing N fertilizer supply may not be an effective climate change mitigation strategy in many grasslands, as it promotes the expansion of grasses at the disadvantage of the more CO2 responsive forbs and N-fixing legumes. The UK Government has pledged to achieve net-zero carbon emissions by 2050 but also champion open multilateral trade and pursue new trade relationships with geographically distant partners. The dynamism of policymaking in both areas, as the UK leaves the EU, provides a useful case study for the larger question of how to reconcile liberal trade policy with a net-zero target. After setting out the relevance of trade policy to the climate target, we examine areas at their intersection: current and proposed UK green subsidies, regulatory trade barriers, potential carbon border adjustment, fossil fuel subsidies and free trade agreements. We apply two analytical tests: compliance with relevant World Trade Organisation obligations and coherence with the net-zero climate target. The analysis is hindered by uncertainty, primarily regarding the extent of future global climate ambition, but there are clear areas in which the UK could strengthen its approach to climate change mitigation without undermining its commitment to open trade. Barring a major increase in global ambition, achieving the net-zero target will, however, likely require new trade restrictions. Greenhouse gas removal (GGR) is increasingly seen as a key dimension of national and international climate policy. The need to deploy a portfolio of GGR technologies in order to decarbonise sectors with the 'hardest-to-abate' emissions, particularly to achieve net-zero emissions targets, has become increasingly evident in recent years. In May 2019, the Committee on Climate Change (CCC) published a report outlining a pathway to net-zero emissions in the UK, which comprised significant contributions from engineered and land-based removals. The target of net-zero emissions has since been enshrined in UK legislation, meaning that GGR will likely be part of the UK's climate strategy. Plans for GGR deployment will therefore need to be set in motion in the short-term, in order to align with the timeframe proposed by the CCC. Despite a growing body of research examining the role governance could and should play in GGR development and deployment, there is a gap in the literature relating to the social implications of removal activities. In particular, the roles of procedural justice (PJ) and social legitimacy (SL) have not been closely examined. This study comprises an analysis of relevant legislation, combined with a series of interviews conducted in the community of Selby (a proposed location for BECCS development) in order to investigate PJ and SL in the context of GGR. It is found that the existing legal framework operates PJ as a 'tick-the-box' exercise, failing to engage a wide range of interested stakeholders or to promote meaningful engagements. Moreover, the PJ landscape for GGR is unplanned and adapted from existing legislation and cannot meet the unique needs of this novel activity, such as the need to engage the wider national public given their interest in climate change mitigation. Research in Selby corroborates these findings, revealing a range of issues with engagement procedures, including disinterest or disillusionment with processes, a lack of accessible information, and a disparity between stakeholder expectations and GGR realities. Ultimately, it is only by conducting meaningful engagements, which adequately inform and include participants, that the role of social legitimacy can truly be understood and thus leveraged.
