In the United States, the prevailing high school mathematics course sequence begins with a year of Algebra I, followed by a year of geometry and a year of Algebra II. Educators and others have raised concerns about the extent to which this sequence, which prioritizes the mastery of algebra, is appropriate for the longer-term education and career goals of students who do not intend to pursue STEM degrees in college. These concerns have impelled educators and policymakers to reexamine the prominence of algebra in high school mathematics curricula and to consider new approaches that provide students with more mathematics course options better aligned with their academic and career goals. In this paper, we explore existing approaches to high school mathematics curricula as well as new developments in the field. To start, we discuss a range of high school mathematics course sequences that are currently offered across the country and look at some of the systemic challenges embedded within the traditional paradigm. Then we explore federal and state changes to the provision of high school mathematics in the early 21st century, which we follow with a look at the influence of postsecondary institutions on high school math curricula. We then introduce short case studies of innovative high school math reforms that are occurring in five states. We conclude the paper by considering the Charles A. Dana Center's new initiative, Launch Years, and how this project works to reimagine high school mathematics and its relationship to postsecondary education and careers.

Educational inequality due to family socioeconomic status (SES) has been the focus of both public dialogue and education research in the United States for many years. The current study aims to understand how educational inequality due to family SES has changed in the United States. Specifically, the study focuses on the changes in achievement gaps between high and low SES students between 2003 and 2017 and the changes in the performance of low-SES students over time. Data from the National Assessment of Educational Progress (NAEP) grade 8 mathematics assessment were used for the analyses. Results show that the SES achievement gap at the national level has remained the same over time. State-level results suggest that 34 of the 50 states' SES achievement gaps experienced no significant change between 2003 and 2017, 14 gaps widened, and only two SES gaps narrowed. In addition, at the national level, more low-SES students achieved at the NAEP Basic and at the NAEP Proficient levels over time with a majority of states improving their low-SES students' performance. In conclusion, the study contributes to the existing literature not only by reflecting on U.S. national trends using an effective SES index, but also by providing state-level results. It also collects trend data on states' macro-level indicators, including economic growth, social inequality, and educational expenditures, allowing state-specific findings to be presented in the context of changes in macro-level context. Initial explorations of relationships between state SES achievement gap trends and macroeconomic factors are presented to motivate future research. The trends in SES achievement gaps and the specific policy contexts are presented in greater detail for 13 states/jurisdictions.

Although many programs remotely disseminate information to students about the college application process, there is little evidence as to how students experience these programs. This paper examines a large-scale remote counseling program in which college counselors initiated interactions with 15,000 high school seniors via text message to support them through the college application process. Given the passive nature of text messaging, not all of the counselors' prompts elicited similar responses from students. I use text-as-data methods (combining qualitative coding and supervised machine learning) to measure which interactions lead to productive engagement between counselors and students, and which do not. I show that interactions about financial aid offers and financial aid applications are much more likely to generate productive engagement than interactions about college lists. This finding may help to explain why recent remote counseling interventions that have sought to influence students' college lists have been ineffective.

Sixty-seven school finance reforms (SFRs) in 26 states have taken place since 1990; however, there is little empirical evidence on the heterogeneity of SFR effects. We provide a comprehensive description of how individual reforms affected resource allocation to low- and high-income districts within states, including both financial and non-financial outcomes. After summarizing the heterogeneity of individual SFR impacts, we then examine its correlates, identifying both policy and legislative/political factors. Taken together, this research aims to provide a rich description of variation in states' responses to SFRs, as well as explanation of this heterogeneity as it relates to contextual factors.

Higher levels of civic and community engagement in higher education are positively associated with students' academic performance and they also build upon citizenship skills such as informed voting. Yet, while these are worthy and important outcomes of higher education, students from disadvantaged backgrounds can have more difficulty navigating civic engagement. Focusing on students at thirteen major public universities in the United States, and utilizing survey data generated by the Student Experience in the Research University (SERU) Consortium, this study suggest social perspective-taking has a significant positive effect on all students' probability of voting and participating in community service. Students who were asked to identify challenge/solutions to social problems and reflect/act on community issues in the classroom were also more likely to participate in community service. Additionally, Hispanic students and students from lower-income households are significantly less likely to vote and perform community service--findings corroborated by previous research. Females are more likely to vote and participate in community service--findings also corroborated by prior research. Hispanic students and students from low-income backgrounds were more likely to participate in voting and community service if they had increased rates of social perspective-taking. These results suggest that increased opportunities to connect with classmates in the classroom and develop perspective-taking skills (e.g. appreciating the world from someone else's perspective, acknowledging personal differences, interacting with someone with views that are different from your own, and discussing and navigating controversial issues) are potentially quite powerful ways to foster civic engagement among students who traditionally have the lowest civic engagement rates compared to their peers.

As postsecondary institutions increasingly integrate technology into developmental education, it becomes important to understand how technology is used in these programs, what challenges institutions have encountered relating to the technology, and what considerations institutional leaders take into account when deciding whether and how to integrate technology in developmental education. This study explores these questions drawing from semi-structured interviews with key personnel from 31 open-access two-year public colleges, 11 broad-access four-year public colleges, and 41 state-level organizations overseeing such colleges. We find that institutions are integrating a variety of instructional, course management, and student support technologies into developmental education. In doing so, institutions have encountered a number of challenges, particularly with regard to end-user difficulties with technology. We also find that evidence of effectiveness of technology for improving educational outcomes was considered by a number of organizations in our sample when making decisions about technology use in developmental education; however, other considerations--particularly those based on costs and resources--were also quite influential. Indeed, such economic considerations were described to us more often than evidence of effectiveness by respondents discussing reasons for using technology in developmental education.

Hispanic high school graduates have lower college completion rates than academically similar white students. As Hispanic students have been theorized to be more constrained in the college search and selection process, one potential policy lever is to increase the set of colleges to which these students apply and attend. In this paper, we investigate the impacts of the College Board's National Hispanic Recognition Program (NHRP), which recognizes the highest scoring 11th grade Hispanic students on the PSAT/NMSQT, as a mechanism of improving college choice and completion. The program not only informs students about their relative ability, but it also enables colleges to identify, recruit and offer enrollment incentives. Overall, we find that the program has strong effects on college attendance patterns, shifting students from two-year to four-year institutions, as well as to colleges that are out of state and public flagships, all areas where Hispanic attendance has lagged. NHRP shifts the geographic distribution of where students earn their degree, and increases overall bachelor's completion among Hispanic students who traditionally have had lower rates of success. These results demonstrate that college outreach can have significant impacts on the enrollment choices of Hispanic students. College outreach may also serve as an important policy lever for colleges or states looking to draw academically talented students.

Bolstered by the recommendations of the 1998 Boyer Report, US federal agencies have put significant resources into promoting opportunities for undergraduates to engage in research. American universities and colleges have been creating support programs and curricular opportunities intended to create a "culture of undergraduate research." Yet our knowledge about the commonality of undergraduate research engagement--how it integrates into the educational experience, and its benefits or lack thereof--is still very limited. Universities exude the ideal of a pivotal link of teaching and research. We have assumed that personal interactions between active scholars and undergraduates--via traditional curriculum, research courses, working in a lab or doing fieldwork--have positive influences on students' maturation and their overall academic and social experience. The following exploratory study looks at data generated by the 2010 Student Experience in the Research University (SERU) undergraduate survey, an online census administered that year at fifteen major research-intensive universities. In this case study of mostly AAU campuses, we find that while some 83 percent of upper division students (juniors and seniors) students experience one or more courses with a significant research requirement like a research paper or project, many lower and upper division students do not--a disappointing finding that needs to be addressed by these campuses. At the same time, undergraduate research engagement outside of the traditional classroom is a relatively common experience. Among those students we find that research engagement leads to self-reported learning gains across many areas, but especially in the areas of field knowledge, how to present and communicate knowledge, research skills, higher levels of satisfaction, better use of time, and higher levels of non-quantitative skills. Yet not all research activities are created equally. Participating in student research and independent studies contribute much more to the learning gains across all dimensions than merely assisting faculty in research. Among the two research activities, participating in student research course is more effective than independent studies in enhancing student learning. Among the three activities involving assisting faculty research, assisting faculty research as a volunteer without credit tends to be connected to higher level of gains than for credit and for pay. Taken together, it appears that research activities that involve active learning contribute more to student learning. We offer a number of recommendations to SERU campuses, including: 1. We encourage member campuses to explore what are the causes for some students not engaging in a research paper or project and seek a path to have all students have this form of research engagement; 2. Use the SERU database to provide regular reports on undergraduate research engagement, and include those reports in Academic Program/Department reviews; 3. Expand existing efforts so that most, if not all, undergraduates have the opportunity for two or more non-classroom forms of research engagement, perhaps depending on the field of the major and discipline. Building a stronger teacher workforce requires the thoughtful orchestration of multiple processes working together in a human capital system. This white paper presents a framework that can be used to take stock of current efforts to enhance the teacher workforce in school districts or educational organizations, as well as their underlying theories of how the teacher workforce improves over time. The paper refines and provides evidentiary support for a human capital system framework composed of four subsystems that ideally work together to build a stronger teacher workforce: (1) getting the right teachers in the right positions on time (Acquire); (2) supporting professional growth in school-based learning communities (Develop); (3) nurturing, rewarding, and challenging high-performing teachers (Sustain); and (4) informing evidence-based personnel decisions (Evaluate). Attention to this framework will engender a corps of teachers with the capacity and expertise to collectively facilitate enhanced educational outcomes.

When Congress reauthorizes the Elementary and Secondary Education Act of 1965 (ESEA), much of the debate will undoubtedly focus on the accountability requirements added to Title I by the No Child Left Behind Act of 2001 (NCLB). Title I authorizes federal aid to school districts to educate low-achieving children in low-income areas. Among the most controversial of these NCLB requirements are the provisions for determining whether schools and districts have made adequate yearly progress (AYP) in raising student achievement in reading and mathematics. This background paper from the Center on Education Policy (CEP) explores some of the factors that have influenced recent trends in the national percentage of public schools that have not made AYP, out of the total number of schools that reported AYP results. This paper is intended to serve as a companion to the report, "Update with 2009-10 Data and Five-Year Trends: How Many Schools Have Not Made Adequate Yearly Progress?" (CEP, 2011). As discussed in more detail in that five-year trend report, the national percentage of public schools failing to make AYP rose from 29% in 2006 to an estimated 38% in 2010 and actually decreased in two of the interim years. Although 38% is a record high percentage of schools not making AYP, it is still lower than what many observers had predicted by this point in NCLB implementation. CEP's analysis focused on 10 large or medium-sized states that had the greatest increases or decreases in the number of schools not making AYP or had other noteworthy AYP trends: California, Florida, Illinois, Missouri, New York, North Carolina, Oklahoma, South Carolina, Texas, and Washington. Its analysis revealed several factors, in addition to changes in student learning, that appear to account for some of the fluctuations in the national percentage of schools not making AYP and may help explain why these percentages have not escalated as quickly as some analysts have predicted. The main conclusions are as follows: (1) National trends in the percentage of schools not making AYP have been affected disproportionately by trends in a limited subset of states; (2) Changes in state testing policies have slowed, or even reversed, increases in the number of schools failing to make AYP in several states; (3) The NCLB "safe harbor" provision has also helped somewhat in keeping down the share of schools failing to make AYP in certain states; (4) The use of growth models appears to have had a limited impact on AYP trends in most of the growth model states analyzed; (5) In most of the states analyzed, the number of schools failing to make AYP increased substantially in the years when the state's achievement targets went up; (6) States that introduced new tests saw substantial short-term increases or decreases in the number of schools failing to make AYP; (7) In some states, changes in the number of schools not making AYP are largely attributable to changes in the cut scores defining "proficient" performance on state tests; (8) North Carolina's experience suggests that counting proficient scores from retests can reduce the number of schools failing to make AYP--especially in the short term; and (9) Even if most or all states adopt common standards and common assessments, variations in state accountability policies could continue to make it impossible to arrive at meaningful comparisons about the performance of different states. Once again, the U.S. Supreme Court will decide on the contentious issue of Affirmative Action, and specifically the use of race in admissions decisions in public universities. Despite differences in the details, seasoned veterans of affirmative action debates are experiencing déjà vu. In this case, Abigail Noel Fisher claims overt racial discrimination when the highly selective University of Texas at Austin (UT) rejected her freshman application in 2008. The Court's ruling could range from upholding the legal precedent of allowing race to be one of many factors in admissions; to a more narrow decision that rejects UT's particular use of race, but sets new limits on such decisions; to an outright rejection of using race in any form as one among many factors universities currently use in admissions. In this paper, I discuss the case and present a number of themes that should be considered by the Court and by the public, including problems with the notion of a "critical mass" of minority students; that arguments regarding academic merit are complex and nuanced; and that among highly selective public universities, where demand from many qualified students far exceeds the supply of admissions spots, admissions policies have arbitrary outcomes despite the best efforts to create rational and explainable admissions policies. As much as anything, the Fisher case is about the appropriate locus of admissions policy and decisions. The historical precedent, as reiterated by Justice Sandra Day O'Conner in the 2003 "Grutter" case, is that judgments related to the question of admissions, including the idea of sufficient critical mass of underrepresented students and factors that indicate future academic success, are, in the end, judgments that should remain within the Academy and which the courts should not infringe on without a compelling need to do so. There is no compelling need in the Fisher case. Simply agreeing to hear the case seems to indicate a willingness by the Court to overrule past precedent. Yet there is also a possibility that the Court's decision will be influenced by the prospect that a ruling against affirmative action will, for the first time, have meaning for selective private institutions, which have largely avoided scrutiny of their admissions practices and biases. As all of the justices are products of eastern elite private institutions, this could be an important consideration, although speculative.

Learning communities are a popular strategy that community colleges nationwide have embraced in support of developmental students. In a learning community, a cohort of students takes two or more courses linked by integrated themes and assignments that are developed through ongoing faculty collaboration. While the number of learning community programs continues to grow, rigorous studies measuring their effectiveness are limited. To address this need for evidence, the Learning Communities demonstration, launched in 2007, uses random assignment to test models of learning communities at six community colleges: Kingsborough Community College, Queensborough Community College, Hillsborough Community College, Merced College, Houston Community College System, and Community College of Baltimore County. The study is designed to determine: (1) how learning communities can be designed to address the needs of academically underprepared students; (2) the effects of learning communities on student achievement, as measured by test scores, credits earned, and grades; (3) the effects of learning communities on students' persistence in higher education; and (4) what learning communities cost and how these costs compare with the costs of standard college programs for students with low basic skills. Preliminary findings will be available in 2009. This working paper describes the study's design, including a summary of the theoretical and empirical research relevant to learning communities, descriptions of the sites and their learning community models, the random assignment procedures, and plans for data analysis. Digital learning makes possible the "unbundling" of school provisions--that is, it allows children to be served by providers from almost anywhere, in new and more customized ways. At the same time, because it destandardizes and decentralizes educational delivery, digital education is far harder to bring under the yoke of the quality-control systems and metrics that have been devised for traditional school structures. In this paper, Hess explores the pros and cons of input regulation, outcome-based accountability, and market signals as solutions to the quality challenge. In the end, he recommends using all three approaches in careful combination so as to leverage their strengths and offset their weaknesses. In practice, that means demanding transparent financial information from providers, holding them to account for student achievement gains whenever possible, and developing "crowd-sourcing" reporting systems to help educators, parents, and students identify the most effective purveyors of online learning. Holding schools accountable for student achievement can only work if the goals are clear. California's school standards are well-regarded nationally for their clarity and their rigor, but it is not clear what courses students are expected to take beyond the minimum graduation requirements. The paper discusses the relatively successful efforts to encourage students to take higher-level courses in high school in two states, Indiana and Texas; it outlines potential stumbling blocks in these efforts; and it suggests three options for California: (1) Do not focus specifically on higher-level course-taking; (2) Propose legislation to raise the minimum courses required for graduation; and (3) Use the bully pulpit to encourage higher-level course-taking in high school.

While it is generally understood that defined benefit pension systems concentrate benefits on career teachers and impose costs on mobile teachers, there has been very little analysis of the magnitude of these effects. The authors develop a measure of implicit redistribution of pension wealth among teachers at varying ages of separation. Compared to a neutral system, often about half of an entering cohort's net pension wealth is redistributed to teachers who separate in their fifties from those who separate earlier. There is some variation across six state systems. This implies large costs for interstate mobility. Estimates show teachers who split a thirty-year career between two pension plans often lose over half their net pension wealth compared to teachers who complete a career in a single system. Plan options that permit purchases of service years mitigate few or none of these losses. It is difficult to explain these patterns of costs and benefits on efficiency grounds. More likely explanations include the relative influence of senior versus junior educators in interest group politics and a coordination problem between states. Gaps in early learning are starkly apparent among differing children even before they enter kindergarten. So, a rising number of states are trying to narrow initial achievement disparities by expanding access to quality preschool. At the same time, recent findings show that preschool is not a lasting inoculation: its benefits fade if children move from preschool to dreary elementary schools. So, efforts to advance quality preschooling, especially for children from poor and blue-collar families, will be more effective when the quality of public schools climbs in parallel fashion. Two states--New Jersey and Texas--offer laboratories for understanding how preschool and K-12 finance reforms can be interwoven over time and implemented in concert to raise quality at both levels. This study yields three sets of lessons for California and other states: (1) Advancing simple and equitable finance mechanisms; (2) Unifying mixed-markets of preschool providers; and (3) Widening access while improving quality. Overall, this study details how two large states are simplifying funding streams, progressively expanding access, and improving classroom quality. In New Jersey these efforts stem from a specific mandate by the state courts to equalize opportunity, and the preschool sector is a key part. In Texas pro-equity groups have succeeded in widening support for preschool expansion, and these policy efforts are becoming one element in long-running efforts to more adequately fund the schools. Immigrant status carries considerable challenges to survival and mobility in U.S. society. As an emerging dimension of social stratification, legal status influences not only immigrants but also their children. Using data collected in Houston and San Diego, this study examines the intergenerational health consequences of undocumented status for child well-being. Results support the argument that children with undocumented immigrant parents suffer higher risks of poverty and poor health than children in legal households, and children in mixed-status households are equally disadvantaged despite having a legal parent. Children in legal households are wealthier and have more food, better living quarters, and better health insurance and health status. Drawbacks to being raised in families with one or more unauthorized residents offer further evidence of a growing policy dilemma about access to health care and the general well-being of children. Addressing these needs carries particular significance for the future of a growing Chicano/a population, among whom research documents an observable health deficit. This deficit, which may also exist among other Latino groups experiencing high rates of undocumented migration and uncertain legal status outcomes, contributes to existing health disparities and racial and ethnic inequality in the United States. Of the nearly 100 different types of high school diplomas that are awarded across all fifty states and the District of Columbia, less than half prepare students for success in college and career. And while the national high school graduation rate is at an all-time high, the rate at which students earn these college- and career-ready (CCR) diplomas is substantially lower, especially among students from low-income families, students of color, and other traditionally underserved students. "Paper Thin? Why All High School Diplomas Are Not Created Equal" provides a state-by-state analysis of the different types of diplomas that states awarded to the Class of 2014 and the impact on traditionally underserved students. This paper describes state, institutional, and other community-based programs deemed exemplary (on the basis of design imperatives) for successful interventions to promote meaningful access of minority group youth to postsecondary education. The imperatives include early intervention, comprehensive and integrated intervention, intervention sustained for ongoing feedback and tracking, coordination with other education and training programs, and broad and long-term strategies providing a continuum of age-appropriate services. Following a general introduction, chapter 2, on state programs, describes programs developed by Arizona, Ohio, California, Texas, New York, Wisconsin, Washington, and Mississippi. Chapter 3 describes association and institutional programs including: "Syracuse Challenge," which provides support services to students from sixth grade on; "Middle College High School," an alternative high school housed in a New York City community college; "Career Beginnings," which uses a "case management" approach beginning in the high school junior year; "Mathematics, Engineer, Sciences Achievement," a program that encourages California minority students in grades 3-12 in these areas; and the "Hispanic Student Success Program" in San Antonio (Texas). Chapter 4 describes community-based programs like the "I Have a Dream" program, which began as a pledge by philanthropist of Eugene Lang to provide college tuition to Harlem sixth graders and later turned into a national foundation. Chapter 5 outlines federal programs, particularly the "Special Programs for Students from Disadvantaged Backgrounds" effort. Chapter 6 draws conclusions and suggests recommendations. This paper reports results from a resume-based field experiment designed to examine employer preferences for job applicants who attended for-profit colleges. For-profit colleges have seen sharp increases in enrollment in recent years despite alternatives such as public community colleges being much cheaper. We sent almost 9,000 fictitious resumes of young applicants who recently completed their schooling to online job postings in six occupational categories and tracked employer callback rates. We find no evidence that employers prefer applicants with resumes listing a for-profit college relative to those whose resumes list either a community college or no college at all. One of the continuing areas of controversy surrounding higher education is affirmative action. The Supreme Court has agreed to hear "Fisher v. Texas," and their ruling may well influence universities' diversity initiatives, especially if they overturn "Grutter v. Bollinger" and rule that diversity is no longer a "compelling state interest." But what lies behind a compelling state's interest? One issue that continues to require more information is estimating and understanding the gains for those attending colleges and universities with greater diversity. Most existing studies are either based on evidence from one institution, which has issues of both selectivity and limited "treatments," or focus on selective institutions, which also face issues of selection bias from college choice behaviors. In this research we use Wave 3 of Add Health, collected in 2001-02 of those then attending college. Add Health collected the IPEDS number of each college and matched these to the racial/ethnic composition of the student body. We convert these data into an index of diversity and then ask whether attending a college/university with a more diverse student body influences a variety of outcomes at Wave 4 (2007-08), including years of schooling completed, earnings, family income, composition of friends, and probability of voting. Our results provide evidence of a positive link between attending a college with greater diversity and higher earnings and family income, but not with more schooling or the probability of voting. In the last three decennia, many governments have introduced market mechanisms in education. They have done so by enhancing parental choice and encouraging school competition, through policies like abolishing catchment areas, creating voucher programmes and setting up charter schools. These market mechanisms have given rise to fierce debates in both political and scientific circles. However, most prior reviews of research literature in this area have concluded that the effects of market mechanisms in education are small, if they are found at all. This review tries to answer the question why that is the case, by analysing the causal pathways that link market mechanisms to educational outcomes and by reviewing the empirical evidence for each step along those causal pathways. The findings of this review point to the need for a nuanced and qualified discussion about market mechanisms in education. What market mechanisms mean in actual practice strongly depends on (local) contexts, while the impact of market mechanisms is related to other policies impacting on parental choice behaviour as well as actions taken by schools. Results of a study concerning the relationships between state policies and private college enrollments, enrollment demographics, and finance are presented. After considering national enrollment trends in the independent sector, attention is directed to the impacts on private colleges of state fiscal policies, including aid to private colleges and their students as well as tuition levels at the public sector. Also considered are results of research in five states on the nature and impacts on the private sector of states' higher education planning and program review policies, as well as policies toward information collection and dissemination in higher education. The research also examines the impact of state policies concerning access/choice. Three model state policy postures toward private higher education are addressed: the laissez-faire approach (California and Texas), the market-competitive posture (Indiana), and the regulatory posture (New York and Illinois). Data were also obtained from a survey of state independent college association executive officers from 19 states. In response to concern about the supply of minority faculty available to replace retiring academics, a study investigated academic achievement in doctoral programs by two of the United States' fastest-growing subpopulations, Mexican-Americans (MA) and American Indians (AI). The objectives were to establish a conceptual framework, to refine existing methodology, and to develop a model of minority student achievement in doctoral programs, extending earlier research not focusing on these groups. The study targeted this population in six universities in five southwestern states. A total of 343 students (291 Hispanic and 52 American Indian) in all disciplines awarding Ph.D. or Ed.D. degrees were surveyed, and from these, 214 usable responses were received--176 from Hispanics identified as MAs and 38 from AIs. The variables investigated were those with the greatest effect on four outcomes: doctoral satisfaction, doctoral grade point average, intent to finish, and intent to enter college faculty. Results demonstrate that there are strong effects of the extracted factors relating to the doctoral academic experience that ultimately lead to doctoral achievement for these populations. Especially salient were effects of gender, mentoring, faculty relationships, feelings of racial discrimination and alienation, perceptions and experiences of faculty and departmental attitudes, academic self-concept, aspirations, and family support. Based on the findings, a structural model for academic achievement factors among Mexican-American and American Indian doctoral students is being developed. Includes 15 references. (MSE)

Age based school entry laws force parents and educators to consider an important tradeoff: Though students who are the youngest in their school cohort typically have poorer academic performance, on average, they have slightly higher educational attainment. In this paper we document that for a large cohort of California and Texas natives the school entry laws increased educational attainment of students who enter school early, but also lowered their academic performance while in school. However, we find no evidence that the age at which children enter school effects job market outcomes, such as wages or the probability of employment. This suggests that the net effect on adult labor market outcomes of the increased educational attainment and poorer academic performance is close to zero.

Ten states, beginning with Texas and California in 2001, have passed laws permitting undocumented students to pay the in-state tuition rate--rather than the more expensive out-of-state tuition rate--at public universities and colleges. We exploit state-time variation in the passage of the laws to evaluate the effects of these laws on the educational outcomes of Hispanic childhood immigrants who are not U.S. citizens. Specifically, through the use of individual-level data from the 2001-2005 American Community Surveys supplemented by the 2000 U.S. Census, we estimate the effect of the laws on the probability of attending college for 18- to 24-year-olds who have a high school degree and the probability of dropping out of high school for 16- to 17-year-olds. We find some evidence suggestive of a positive effect of the laws on the college attendance of older Mexican men, although estimated effects of the laws in general are not significantly different from zero.

Research examining the impact of arts education on workforce preparation has confirmed that programs incorporating the arts can be educational, developmentally rich, and cost-effective ways of providing students with the skills needed for productive participation in today's economy. Arts education has been shown to help students develop basic, higher-order thinking, and affective skills needed for workplace success. Studies have shown that young people who study the arts show heightened academic standing, a strong capacity for self-assessment, and a secure sense of their own ability to plan and work for a positive future. Studies of arts-based education programs for general, at-risk, and incarcerated youth populations in 10 states have documented their effectiveness and illustrated how schools can make strategic use of states' cultural resources. Governors seeking to take advantage of the arts as a workforce development strategy can take the following policy actions: (1) include arts education as an element of comprehensive education reform legislation; (2) encourage artists to participate in community development programs; (3) leverage the private sector's willingness to contribute to the arts by providing seed funding and starter grants to innovative arts-based education programs; and (4) facilitate collaboration between arts educators and juvenile detention centers to promote programs for detained youth. What happens when teams from 57 cities building afterschool systems gather to discuss two key system responsibilities--improving afterschool programs and using data for informed decision-making? Lots of rich discussion. This report covers a national afterschool conference held in February 2013. It details what mayors, program providers, system leaders, researchers and others had to say on matters ranging from how to measure afterschool performance to how to boost program quality. [This conference was organized by: American Youth Policy Forum, The Collaborative for Building After School Systems, The Forum for Youth Investment, the National League of Cities Institute for Youth, Education & Families, and the Wallace Foundation.]

This paper focuses on the evaluation of the clinical component of preservice teacher preparation. In this paper, clinical experience in teacher preparation refers to the "application of academic knowledge to practice" in classrooms, schools, and communities where candidates learn to "contextualize" the curriculum, learning experiences, and other teaching practices for specific individuals and groups of students. The authors describe and provide examples of promising practices for several types of clinical experiences with different purposes and approaches including traditional student teaching, special purpose practicums, internships, and residencies. The discussion in this paper is organized into four sections. The first section addresses variations in clinical experiences related to the application of academic knowledge to practice in classrooms and other settings. The second section is focused on community-based clinical experiences addressing the preparation, recruitment, and retention of teachers for schools serving urban and underserved students. The third section describes statewide initiatives for teacher residencies that address teacher shortages in specific subject areas and schools facing staffing challenges. The final section presents a proposal for a research-based approach for evaluating the clinical component of teacher preparation focused on quality indicators with the highest value in developing teaching efficacy.

Written through the prism of Critical Race Theory (CRT), this paper addresses the question, "How can schoolhouses best serve the students within them?" The author begins by introducing "environmental racism" through a review of the literature. The author argues that CRT proponents, by allying with whites and using geographic information systems (GIS) mapping, can help curb or eliminate environmental racism. (Contains 1 endnote.) The purpose of this monograph is to stimulate discussion of vertical equity through an assessment of the funding systems in four states (California, New York, Texas, and Wisconsin) that ascertains how and to what extent at-risk factors are addressed. (In education, children defined as at risk of low academic achievement or of dropping out represent the operationalization of vertical equity.) The paper is divided into six major sections, beginning with a description of the framework for analysis. This is followed by a description of the data and methods used in the study; an overview of the four states' school-funding systems; a description of at-risk funding in each state; and a cross-state comparison analysis. The at-risk funding factors included in the analysis are disability, poverty, urbanicity, race, limited English proficiency, and parental educational attainment. The paper closes with conclusions, policy implications, and recommendations for further research. Included are four tables describing incidence of students with at-risk factors for 1998-99; funding for at-risk factors in the four states school-funding systems for 1998-99; funding program for at-risk factors for each of the four states; and other funding program for at-risk factors for each of the four states.
