This paper studies whether the mining sector can represent a true engine of growth for selected Latin American countries through the suppliers' entry and upgrading within mining value chains. We start by using international trade data to study where mining value is added and how rents are distributed across countries. Despite their importance in the production and exports of copper ores and concentrate, the participation of the selected Latin American countries in copper value chains is still confined to the upstream segment. Moreover, their share of innovation relevant for the sector remains very limited, although new data on patenting and publications show that the sector is becoming increasingly innovative worldwide. Then, we use new microeconomic evidence from case-studies in Latin America to explore the specific opportunities and obstacles faced by mining suppliers in entering the value chain and upgrading within it, and how the regulatory and innovation systems have influenced this process. We show that barriers related to the contractual practices, lead firms' attitudes, and the hierarchical industrial organization of the sector, coupled with the countries' weaknesses in local innovation and regulatory systems, have been contributing to hamper suppliers' entry into mining value chains and upgrading. Many oppressive governments have passed cyber laws, cracking down on free speech, and used less traditional tactics to restrict people's capacity to speak freely and in public. This is particularly true in nations where the government regulates media and information flow due to closed information systems. Laws regulating fake news clash with citizens? free speech and expression rights. The paper gives an overview of the hurdles in regulating transnational cases of fake news. In cases of cross-border jurisdiction, it becomes vital to examine International legal standards, such as international agreements and international institutions governing fake news. In this paper, we look at two case studies, one from Argentina and one from Brazil, to see how these countries have dealt with the issue of fake news in cases involving transnational jurisdictions. Background: Detection of drug-resistant tuberculosis is essential for the control of the disease but it is often hampered by the limitation of transport and storage of samples from remote locations to the reference laboratory. We performed a retrospective field study to evaluate the performance of four supports enabling the transport and storage of samples to be used for molecular detection of drug resistance using the GenoType MTBDRplus., Methods: Two hundred Mycobacterium tuberculosis strains were selected and spotted on slides, FTA cards, GenoCards, and in ethanol. GenoType MTBDRplus was subsequently performed with the DNA extracted from these supports. Sensitivity and specificity were calculated and compared to the results obtained by drug susceptibility testing., Results: For all supports, the overall sensitivity and specificity for detection of resistance to RIF was between 95% and 100%, and for INH between 95% and 98%., Conclusion: The four transport and storage supports showed a good sensitivity and specificity for the detection of resistance to RIF and INH in M. tuberculosis strains using the GenoType MTBDRplus. These supports can be maintained at room temperature and could represent an important alternative cost-effective method useful for rapid molecular detection of drug-resistant TB in low-resource settings.

What has been neglected in much of the existing studies of the influence of seasonal and regional characteristics of agriculture on the market power and national security. This paper constructs a multivariate equations model to investigate the monopoly power of seasonal suppliers and national security in China's soybean market. The results show no relationship between market share and monopoly power; and that CR3 and HHI show China's soybean import market has been the highest oligopoly type, but the model suggest that exporters (the U.S., Brazil and Argentina) have very weak monopoly power and China has no monopsony power; and that the performance of some exporters' soybeans is affected by others, while others are relatively independent in market. This is due to the non-substitutability of the product, the non-substitutability of the buyer and the seller, etc., which causes the mutual dependence of the seller and buyer, and their market power cancel each other out. The seasonality and regionality of soybean production is the root. Considering national security, it is necessary to take the seasonal and regional characteristics of exporters into account to disperse trade risks and oppose monopolisation of international food production and trade. This paper analyses the socio‐political dynamics after the financial crash in two countries governed by the left, Argentina and Brazil. Whilst the economic crisis had an effect on the general distributive capacity of leftwing coalitions, it remains unclear why the political resolution of such a crisis adopted anti‐regime features in Brazil and the form of an institutional alternation of power in Argentina. Our aim is to understand the new socio‐political dynamics and their implications in the crisis of the left turn, especially the relationship between social mobilization and political change in the context of Argentina and Brazil. In doing so, the paper contributes to the growing body of literature interested in the intersections between social movements and the state. Based on the analysis of original qualitative and quantitative data on social protests events in both countries 2011–2015, the paper suggests that the complexity of changes in the socio‐political dynamics can be captured by looking at three dimensions of the problem: grammar of mobilization, social imaginaries, and political representation. The main argument is that the different types of left turn strategy developed in both countries affected in turn the responses to the economic crisis and the new cycle of mobilization. The kirchnerist's movimentista strategy in Argentina contrasted with the demobilizing strategy of the PT in Brazil. Whilst the former contributed to channel the high and polarized levels of activism within the polity, the latter resulted in the crisis of the long cycle of political representation opened with the transition to democracy. In this paper, the effects of economic growth and four different types of energy consumption (oil, natural gas, hydroelectricity, and renewable energy) on environmental quality in terms of carbon dioxide (CO2) emissions were examined within the framework of the Environmental Kuznets Curve (EKC) for three Latin American countries, namely, Argentina, Brazil, and Chile, from 1975 to 2018. The autoregressive distributed lag (ARDL) in the form of Error Correction Mechanism (ECM) was used to verify the validity of the EKC hypothesis and the impacts of the variables in the short and the long run alike. Furthermore, the Toda-Yamamoto Granger causality test was carried out to identify the direction of causality between the variables. From ARDL-ECM estimation, the EKC was confirmed (inverted U-shaped curve between income growth and CO2 emissions) only in Argentina in the long run but not in Brazil and Chile. Based on the findings, renewable energy can have a great potential in reducing CO2 emissions in the future, but this advantage has not been fully exploited yet since a significant negative impact on CO2 emissions was only found in Chile. Also, the use of other less carbon-intensive energy sources such as natural gas and hydropower if they could be combined with renewable energy would be of great benefit and contribute to enhancing environmental quality and energy security in the short and the medium term and to successful low-carbon energy transition in the long run in Argentina, Brazil, and Chile. This paper is concerned with simultaneously regrouping regions and sectors when analyzing the relative sectorial specialization of regions and the relative regional concentration of sectors. An automatic two-mode clustering algorithm is proposed with a view toward a concept of overall localization, corresponding to a discrepancy between an actual two-way contingency table (regions × sectors) and an hypothetical table reflecting independence between regions and sectors. This procedure identifies similar regions (respectively sectors) according to the relative sectorial (respectively regional) structure. This algorithm significantly reduces the size of the original table and obtain an optimal collapsed table with low level of information loss vis-à-vis the degree of overall localization. The accumulation regime of Latin American countries is characterized by a structural heterogeneity that gives rise to constant balance-of-payment problems. The need to finance trade deficits can lead to an unstable financing path as foreign investment and external indebtedness generate new foreign currency requirements in the medium term due to profit remittance, interest payment and the reversal of these flows when profit possibilities are extinguished, thus originating continuous and growing dollar outflows. From a Minsky-inspired analytical perspective, the aims of this paper are to analyze the financial fragility of the peripheral economies as one further characteristic of the problems of external restriction and to discuss that a development strategy should contemplate not only a productive but also a financial program. We propose an analysis of the degree of financial instability through indicators obtained from the balance of payments statistics. The paper shows mechanisms and manifestations of the challenges for the security in the South American Tri-Border Area (Paraguay, Brazil and Argentina). It analyses the background of the activity of chosen organized crime and terrorist groups in this region. The article refers to some social and economic conditions for the spread of violence and illegal business in the area. It is focused on the most important dimensions of these problems and on the strategy implemented by South American governments to fight and prevent organized crime. The long-term productivity dynamics of Latin America have been the focus of vast research looking to understand the origins of the growth underperformance of the region. Based on new estimates from official industrial censuses from 1935 to 1975, this paper reassesses whether there was a process of structural change within the manufacturing industries of Mexico, Argentina, and Brazil. It presents a quantitative reassessment of the dynamics of productivity in these industries providing a new decomposition of labor productivity growth at a more disaggregated level. This paper examines the relationships among maize prices for four countries to determine if newly emerging exporters, Brazil and Ukraine, influence the international price of maize. Our work focuses on each market's participation in the price discovery process rather than trying to determine a price leader. We find that the United States plays the largest role in price discovery, followed by Argentina, Brazil, and Ukraine. We also search for export thresholds and find that Ukraine's contribution to price discovery rises slightly when an export threshold of 2.3 million tons is reached. No export thresholds were found for Brazil. Export thresholds for Argentina were found but only have a minor impact on price relationships. Purpose: The purpose of this paper is to investigate the interlinkages among four major stock markets in Latin America, i.e., those in Argentina, Brazil, Chile, and Mexico, as well as their associations with the US stock market, which influences financial markets globally. Design/methodology/approach: Using the newly developed Hamilton filter methodology (Hamilton, 2018), the authors decompose each stock series to extract cyclical components. Findings: Results indicate that the US S&P 500 is weakly contemporaneously correlated with stock market indices in Brazil, Mexico and Argentina, whereas it also leads the latter by three months. As such, sufficient time is available for policymakers and investors to enhance their forecasts of the latter. GM maize events are developed for the benefit of the global population but their approval in each country varies according to consumer acceptance, needs and commercial interests. This study analyzed the number of global approvals (by country and type of approval) for GM maize in the period 2014-2018, based on statistical data collected from the ISAAA-GM Approval Database. Descriptive statistics, regression equations and coefficient of determination were used to identify the trends for these indicators. The results showed that a total of 691 applications were approved in 28 countries. In 2016 was registered the highest number of food, feed and cultivation approvals. South Korea, Argentina, Brazil and Taiwan were the top four countries with the most food approvals, Brazil, South Korea, Argentina and Japan were the top four countries with the most feed approvals, and Argentina, Brazil, Japan and Canada were the top four countries that issued the most cultivation approvals. In developing country the rate of acceptance for GM maize was higher compared to developed countries. Latin American countries begin to develop their national-level cyber policy including their cybersecurity strategy. The paper aims to provide a comparative analysis of the strategy development processes in six Latin American countries including Argentina, Brazil, Chile, Colombia, Mexico and Peru. The methodology is based on a mixed approach. For the quantitative analysis, the National Cyber Security Index and UNIDIR Cyber Policy Portal were used, while for the qualitative analysis a document analysis was carried out on the national strategies. Analysing national data based on the NCSI, Chile stands out overall, however, the country is still in the initial phase in terms of digital and essential service protection, personal data protection and cyber crisis management. Brazil's position is interesting, standing at 3rd place overall, being the most targeted country by cyberattacks in the region. Brazil stands out in terms of cyber threat analysis and military cyber operations. Based on the document analysis, Chile and Argentina have a more holistic cybersecurity strategy, including factors such as cybersecurity education, cybercrime detection, regulatory framework, and the aim to cooperate with international and industrial partners. This article provides a comparative analysis of the distribution effects of the increase in the real value of the minimum wage in Latin America during the 2000s in four Latin American countries: Argentina, Brazil, Chile and Uruguay. Using semiparametric techniques to estimate counterfactual density functions, the authors find that the increase in the minimum wage had an equalizing effect in Argentina, Brazil and Uruguay, but not in Chile. This increase accounted for a considerable part of the decline in wage inequality, which was the result of compression at the lower tail of the wage distribution. [ABSTRACT FROM AUTHOR]

Abstract: This paper analyzes the influence of macroeconomic factors on the introduction of antidumping (AD) cases in Brazil and in Argentina. Since this type of research does not have large samples, the relevant variables were selected via Sala‐i‐Martin's (1997) test. The results, estimated using Poisson models, revealed that Brazil and Argentina are influenced by macroeconomic factors. However, the traditional (aggregated) models tend to minimize this influence on Brazil and overestimate it on Argentina. We also found that domestic and foreign income growth, exchange rate devaluation, and a reduction in domestic prices could reduce the number of AD cases in both countries. Therefore, there is evidence that these countries are using the AD law as a political tool, shifting it from its main objective of avoiding unfair trade. [ABSTRACT FROM AUTHOR]

This paper assesses the perceptions of a group of employees from the federal judiciaries of Brazil and Argentina regarding the impact of electronic lawsuits on individual performance and public service quality. A model is proposed and tested with data collected from 14 interviews with public managers and employees. The results of this study suggest that court administrators should align task characteristics and individual characteristics to achieve better task-technology fit, individual performance and public service quality. These findings present important implications to understand the processes of the implementation of electronic lawsuits within courts and may provide guidance for future research about the judiciary. Identifying populations and establishing the connectivity between neighbouring stocks are central issues for the assessment and management of coastal marine fish species. In this paper, we analysed the population structure of the demersal sciaenid argentine croaker Umbrina canosai, endemic in the warm, temperate southwestern Atantic between southeastern Brazil (SE) and Argentina, by combining two phenotypic techniques: otolith shape analysis and fish growth rate. Three otolith morphotypes were consistently identified, one in the northern latitudinal range in SE, and two in the southern range of the species from southern Brazil to Argentina. Two stocks with differences in growth rate were identified, one with a significantly smaller asymptotic length in the northern range (L∞ = 340.08; k = 0.267; t0 = −2.177) and the second in the southern range (L∞ = 425.08; k = 0.236; t0 = −2.46), where no growth differences were observed between fishes with the two otolith morphotypes. Although genetically U. canosai can be considered to form a single panmictic population, growth and otolith shape indicate that there are two different stocks, one in southeastern Brazil and another in the southern distribution, confirming previous parasitological studies. The difference in otolith morphotypes in the southern range suggests that two subpopulations share the same reproductive grounds, although probably feed in different locations. [ABSTRACT FROM AUTHOR]
