Establishment of a watershed ecological compensation mechanism between multiple subjects is an effective means to realize the collaborative governance of water pollution and maintain the security of water ecology. This paper breaks through the conventional upstream and downstream perspectives of watershed ecological compensation design research and combines them with uncertainty factors. The watershed ecological compensation mechanism for the mainstream and branches was established based on the evolutionary game and the random process. Then, taking the midstream of the Yellow River as an example, some constraint conditions and influencing factors were explored. Results show that: (1) The branch government (i.e., the Shanxi provincial government) is the key to establishing an ecological compensation mechanism between the river mainstream and branches. (2) The proportion of pollution transferred by other branches, the initial probability and the random factors are the main factors affecting the decision-making of branch governments (Shanxi and Shaanxi provincial governments). (3) The compensation and reward of the mainstream government to the branch government and the compensation of the branch government to the mainstream government are the main factors affecting the decision-making of mainstream and branch governments (Shanxi–Henan provincial governments, Shaanxi–Henan provincial governments). Increased CO2 emissions from urban energy consumption pose a significant challenge to regional carbon mitigation policies. In this paper, we integrated two nighttime light (NTL) data: the Defense Meteorological Satellite Program (DMSP) Operational Linescan System (OLS) and the Visible Infrared Imaging Radiometer Suite (VIIRS) on the Suomi National Polar-orbiting Partnership (NPP) composite data to estimate the energy carbon emissions from 2000 to 2019. Then the spatiotemporal dynamics of carbon footprint and deficit in the Yellow River Basin were analyzed at the provincial, municipal, and county scales combined with NPP data. The study shows that (1) the total amount of energy consumption CO2 emissions in the Yellow River Basin had increased from 1332 Mt in 2000 to 6469 Mt in 2019, but the average annual growth rate slowed down after 2010 from 11.5 to 5.61%. (2) From 2000 to 2018, the provinces with the highest carbon footprint and carbon deficit were concentrated in Inner Mongolia and Shanxi. In 2018, Inner Mongolia's carbon footprint was 1366.91 × 104 km2, accounting for 22.8% of the total. Cities with high carbon footprint were mainly economic centers and energy-intensive areas of various provinces. High-carbon deficit counties were mainly distributed in the western region. In 2018, 954 counties exhibited carbon deficits. (3) The carbon footprint in the Yellow River Basin at the municipal and county scales have a significant spatial correlation. The H–H clusters of the carbon footprint on the municipal scale were distributed in the middle reaches of the Yellow River Basin. At the county scale, the L-L clusters were mainly in Sichuan and eastern Henan regions. Through the analysis of the spatial and temporal evolution of carbon footprint and carbon deficit in the Yellow River Basin, it is significant to measure the degree of comprehensive coordination of carbon sources and sinks in the basin, to grasp the differences in the level of regional carbon emissions, and to promote synergistic regional governance, assist in the formulation of more precise carbon emission reduction policies, and to promote green and high-quality development. Scientific estimation and dynamic monitoring of CO2 emission trends are an important basis for formulating regional differentiated carbon reduction strategies. Using the integrated nighttime light data, this study estimated CO2 emissions in the Yellow River Basin (YRB) and Yangtze River Basin (YZRB) and discussed the similarities and differences of the spatial distribution of CO2 emissions for the two river basins. The results showed that: (1) The CO2 emissions in the two basins continued to rise, but the growth rate decreased from 2000 to 2018, showing an overall convergence trend, but have not yet reached carbon peak. (2) The high emission and high agglomeration areas were located in Shandong Province in the downstream of the YRB, Shanxi, Shaanxi and Inner Mongolia in the midstream and upstream, and the Yangtze River Delta (YRD). (3) Compared with the YRB, the growth rate of CO2 emissions in the YZRB is slower, and the growth rate declines greatly. In the YRB, it had higher CO2 emissions amount, wider area of high carbon emissions and more obvious spatial agglomeration than that in the YZRB. (4) According to CO2 emissions and economic development level, 220 cities of the two river basins were classified three types: low CO2–low development, high CO2–low development and high CO2–high development. Coordinated governance and horizontal ecological compensation are important ways to realize ecological protection and high-quality development in the Yellow River basin. Taking the middle and lower reaches of the Yellow River as the research object, this paper analyses the compensation relationship and amount of cities along the line in Shaanxi, Shanxi, Henan and Shandong provinces. Firstly, the spillover value of regulation of water flows and erosion prevention of 32 counties along the Yellow River in Shaanxi and Shanxi provinces were calculated during 2000–2010 and 2010–2020 from the perspective of land use/cover change (LUCC). Secondly, the compensation accounting index system was established based on the classification of ecological services given the beneficiaries' individual preferences, and each indicator's weights were determined based on the Best-worst method. Finally, setting the water ecological service value of the 10 km buffer zone on both sides of the Yellow River as the accounting scope, this paper calculated the amount of ecological compensation paid by 16 cities in Shandong and Henan provinces. The results show that: (1) The spillover value of Shaanxi and Shanxi provinces in 2010–2020 is greater than that in 2000–2010, and the values of erosion prevention in both stages are lower than that of regulation of water flows; (2) From the perspective of providers, the highest is 3.68e + 08 yuan in Lvliang from 2000 to 2010, while the highest is 3.60e + 09 yuan in Yulin from 2010 to 2020; (3) From the perspective of beneficiaries, Zhengzhou has the highest amount of compensation in Henan province, which is 2.28e + 08 yuan in 2000–2010 and 9.41e + 08 yuan in 2010–2020 respectively. In Shandong province, Heze pays the highest value of 1.27e + 08 yuan from 2000 to 2010, and Jinan pays the highest value of 9.56e + 08 yuan from 2010 to 2020. The ecological compensation scheme obtained in this paper is more sustainable than the vertical compensation and expands the scope of the existing ecological compensation standards, which can effectively stimulate the enthusiasm for ecological protection, and reduce the financial pressure on the central government. This article evaluated the urban land use efficiency (ULUE) of 57 cities in the Yellow River Basin (YRB) from 2005 to 2017 with the super epsilon based measure (Super-EBM) model, analyzed its difference characteristics and evolution trend by using the Theil index and kernel density function, revealed its spatial correlation by Moran index and LISA clustering, and also explored its influencing factors by the Tobit model. The results show that the ULUE of the YRB first declined and then increased, with the highest in the upstream areas, followed by the downstream areas, while the lowest in the middle reaches of the YRB. The ULUE in the YRB presented the characteristics of continuous distribution, and the ULUE in the cities south of the Yellow River was significantly higher than that in the cities north of the Yellow River. Secondly, the imbalance of ULUE in the YRB was aggravated, and the difference between groups was small while the difference within the group was absolutely dominant. The imbalance of ULUE in the midstream areas of the YRB dominated the whole basin. Thirdly, the ULUE of the YRB had a significant spatial correlation. In 2017, the local spatial correlation was mainly low-low aggregation, and the clustering area was concentrated in resource-based cities in Shanxi Province. Finally, the impact of economic development on ULUE in the YRB presented a "U" curve relationship. The proportion of secondary industry, population density, introduction of foreign capital, innovation level and traffic facilities can significantly promote the ULUE in the Basin, while land urbanization and environmental regulation had a negative impact on the ULUE of the YRB. Droughts and floods have proven to be threats to food security worldwide. This research used the standardized precipitation index (SPI) to examine the spatiotemporal characteristics of drought and wet events from 1961 to 2020 in the Yellow River basin (YRB). Grain yield data were combined to assess how drought and wet frequency have affected the agricultural system. The occurrence frequency of drought was greater than that of wetness in time, drought frequency decreased, and wetness increased. Spatially, the frequency of drought in all provinces except Shanxi was higher than that of wetness. The grain yield per unit area of the YRB was generally highest in Shandong province and lowest in Gansu province. The grain yield per unit area have shown a significant growth trend in the nine provinces of the YRB since 1961. Drought had a negative effect on the grain yield per unit area in each province, while wetness had a positive effect on the grain yield per unit area in all provinces except Shandong. In general, the influence of drought on grain yield per unit area decreased, while the influence of wetness on grain yield per unit area increased. The results indicate that human activities are effective against preventing and controlling drought and wet disasters and can provide a reference for other parts of the world. [ABSTRACT FROM AUTHOR]

This study selects population, GDP, industrial structure, urbanization rate and energy price as variables and analyses impact factors of the energy consumption using co-integration method during 1980-2018 period of Shanxi Province in Yellow River Basin of China. The results show that population, GDP, industrial structure and urbanization rate all promote the energy consumption, GDP is the most prominent factors, population has a smaller positive effect than GDP, and energy price could reduce energy consumption. Finally, some of policies such as improving energy using efficiency, optimizing industrial structure and promoting the process of energy price market reform are proposed to reduce energy consumption.
