The OECD's PISA is seen as a 'global yardstick' against which countries measure the quality of their education systems. In 2018 PISA included an assessment of global competence. This paper starts with the premise that in using a single global instrument to 'measure' this phenomenon, PISA claims standardisation over contextually rich data that can then inform policy and, arguably, in turn practice. Data for this study is based on tracking 'global competence' through documentary analysis, interviews, and then 'survey encounters' where PISA global competence questionnaire items were discussed by principals and teachers in three schools in Victoria, Australia. The analysis illustrates that schools and teachers variously educate for global competence according to the specific cultural context, policy and curriculum in ways that highlight the inadequacy of a global metric. With the growing attention to educating for global citizenship and the OECD's development of global measures, this investigation of localised understandings of global competence magnifies the 'situatedness' of knowledge (and therefore assessment practices). Questions are raised about what is ignored in metrics when such a contested concept is operationalised, and points to the lack of validity of this metric because it de-contextualises how global competence is understood by teachers and enacted in curriculum.

Purpose: Work integrated learning (WIL) activities, especially internships, are essential for career preparation and development. This paper applies career adaptability and capital theories to examine how international internships help undergraduate business students in their career exploration, preparation and development. Design/methodology/approach: This study used data from 20 interviews, including 15 undergraduate business students from two universities in Australia and Thailand who undertook internships in Asian countries, three internship administrators across two universities, and two overseas internship partners. Thematic-based analysis using the Nvivo program and duoethnographic reflections of the internship coordinators in Australia was applied for data analysis. Findings: The data analysis indicates that international internship experiences facilitate students to become culturally savvy, build their international professional networks, enhance the level of self-perceived competency and cultivate a globalised career adaptability perspective. Research limitations/implications: This study contributes to theory-building within the WIL literature, international internship experiences, students' career adaptability and capital. Practical implications: Although international internship opportunities are available to students, few students are willing to challenge themselves in a foreign setting. The study's insights provide a better understanding of how university administrators could set up a task force of academics and professional staff to consider a cohesive resourcing structure for the long-term sustainability of the international internship programs. Originality/value: This study highlights how the international internships enhanced students' globalised social, cultural and human capital and their ability to adapt to culturally diverse business contexts. The international internship experience can also increase student's confidence to enter the global labour market and seek opportunities beyond their original country of residence.

In Australia, tariffs and bounties form the major instruments of protection of manufacturing industries (IAC 1985). In the recent past, both tariffs and bounties were applied to the printing and writing paper industry. Recently, the bounties have been withdrawn. The main objective of the present study is to identify and quantify the factors which influence the size and growth of imports of printing and writing paper in the short run. More specifically, the factors determining the short run demand for and supply of printing and writing papers are considered, with emphasis on the relationship between domestic supply and imports. Domestic production of printing and writing paper is dominated by one producer, Associated Pulp and Paper Mills (APPM). However, two other local producers, who previously specialised in other types of paper, have recently increased their production of printing and writing paper as a result of the favourable outlook for these types of paper. Imports are a major competitive force in this market. The domestic market share of the printing and writing paper segment held by local producers was 58 per cent in 1975-76 and 50 per cent in 1984-85, but was as low as 58 per cent in 1981-82. Some of the imports, however, face no competition from domestic products. This paper examines the impact of the World Trade Organization's (WTO) General Agreement on Trade in Services (GATS) on transnational higher education in four countries: New Zealand, Australia, Singapore and Malaysia. The GATS is a multilateral agreement through which WTO members commit to voluntary liberalisation of trade in services, including education. Transnational (or offshore) education refers to education that is delivered by an institution based in one country to students located in a different country. Two of the countries considered, New Zealand and Australia, have made commitments under GATS to allow relatively unrestricted cross-border provision of education in their countries, while the other two countries, Singapore and Malaysia, have made no such commitment. There is currently considerable activity in renegotiating countries' commitments to GATS as part of the Doha round of WTO negotiations, and simultaneously bilateral free trade agreements are being proposed between countries in the region. In this context, this paper examines the practical impact that GATS has had on these two countries that have made commitments regarding education, and the likely impact that similar commitments by Malaysia and Singapore would have on the tertiary education systems in those major importing countries. Purpose: The purpose of this paper is to examine the HRD practices of multinational enterprises (MNEs) operating in Australia to understand the value that MNEs place on investment in their human capital, particularly managerial talent. Design/methodology/approach: Drawing on a representative sample of 211 MNEs operating in Australia, this paper investigates the extent (using frequencies) and determinants (using logistic regression analysis) of training and development expenditure, management development strategies, talent management and succession planning policies. Findings: The findings suggest that less than 20 per cent of MNEs operating in Australia are investing over 4 per cent of their annual pay bill on training and development. Furthermore, almost a quarter of firms invest less than 1 per cent in training and development. However, most MNEs invest in their managers and those with high potential through the use of management development programmes, talent management strategies and succession planning. Interestingly, in comparison to US MNEs, Australian MNEs were less likely to use management development or talent management programmes for senior management or high performing staff. Research limitations/implications: The current study is cross-sectional and represents a snapshot of MNEs' HRD practices at one point in time. The study measured the perceptions of the most senior HR manager and did not include the views of other organisational participants. The authors suggest the need for future research studies that incorporate longitudinal research designs and the views of different organisational actors. Practical implications: HR managers or HRD specialists need to develop a strong understanding of the Australian institutional context, as well as demonstrate the importance/business case for an integrative approach to HRD. Originality/value: This paper fulfils an identified need to study the HRD practices of MNEs operating in Australia, particularly focusing on the value that MNEs place on their human capital.

Purpose: This paper aims to investigate the multifaced aspects and consequences of the EU Carbon Border Adjustment Mechanism (CBAM) from an Australia-China Relationship perspective. Design/methodology/approach: This paper leverages the SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis to examine both the internal and external factors that affect Australia and China in the context of the CBAM. In addition, we employ the PEST (Political, Economic, Social and Technological) framework to identify effective strategies for Australia-China cooperation following the implementation of the CBAM. Findings: Our analysis reveals numerous mutual interests and opportunities for bilateral collaboration, despite challenges and threats, positioning the CBAM as a potentially significant catalyst for joint initiatives. Practical implications: This paper proposes 10 potential areas for Australia and China cooperation from the political economic social and technological PEST dimensions. Originality/value: This paper makes a pioneering attempt to explore potential strategies, both individually, and together, that Australia and China can adopt to manage the impact and consequence of CBAM. Purpose: The main purpose of the present paper is twofold: to examine and compare the current strategies and policies that are employed by the UK, Australia and Singapore and to recommend appropriate strategies and policies to higher education institutions and the Hong Kong government and elsewhere that are interested in expanding their efforts in recruiting the growing number of students from other countries who are planning to study overseas. Design/methodology/approach: The data for this project were obtained primarily from documents and in-depth interviews. Documents include government reports, policy addresses, official statistics, etc. The in-depth interviews were conducted in Hong Kong as well as in the four studied cities--Mumbai, New Delhi, Jakarta, and Kuala Lumpur. Interviewees included government officials, academics, higher education institutions' representatives, consultant generals, and officials from policy bodies. Findings: It is clear from the findings of this present study that a set of favorable policies and strategies at the national level was behind the success of these competitors. Such policies are not confined to educational policies but are extended to population and employment policies. Research limitations/implications: Though the study examined policies and strategies employed by three countries, findings from the study may generate useful information to countries that may be interested in exporting their higher education to Asian markets. Practical implications: The paper suggests that if Hong Kong is to attain success in becoming an international exporter of education services, it may need to adopt favorable policies at institute and system level, and in so doing it can definitely benefit by carefully studying the strategies and policies employed by these three competitors. Originality/value: Few studies have examined and compared strategies and policies employed by these three key major players of higher education services. This study provides some useful strategies and policy recommendation to education decision makers in Hong Kong and elsewhere that may be interested in entering Asian markets. (Contains 1 table.)

Most business schools in the U.S. are employing various initiatives to "internationalize" their curriculum in order to prepare students to participate more effectively in a globally interconnected business world. An integral part of these initiatives is to encourage more students to participate in study abroad programs. Though it maybe optimal for students to study abroad for a semester or more, many students do not have the time, resources or confidence to commit to a long-term experience. Consequently, short-term two to three week study abroad programs (SSA) are often a viable and worth while experiential alternative. Often, the process of developing a short-term study abroad experience can be daunting. We use a case study approach to examine how short-term study programs were initiated, planned, organized and implemented in five countries--Malaysia, Singapore, Chile, Germany and Australia. These programs were led by business faculty, at an AACSB accredited Midwestern University, each of whom also had prior experience in conducting study abroad programs. These faculty leaders provided detailed accounts related to each of the programs. A guide using probing questions was prepared through a triangulation process that included the faculty leaders and an administrator that had reviewed and audited 12 previous short-term study abroad programs. Drawing on actual SSA experiences and outcomes, this paper proposes a SSA framework consisting of planning, marketing, conducting and evaluating stages that can make the study abroad process understandable, efficient and easier to implement.

Internationalisation of education, and more specifically tertiary education, all over the world has contributed to a significant overhaul in student composition. Parallel to this runs the need for graduates to leave university with a range of professional skills. In response to this, universities actively encourage the development of such skills in their programs by integrating the teaching and assessing of professional skills into academic programs. This paper reports on the efficacy of a professional skills program and its support structures as used in the Bachelor of Commerce degree program of a university. The paper outlines how the skills were taught and assessed in the International Management 375 unit and presents data on the changes in students' perceptions of their skill levels. The interpretation of the data is further differentiated on the base of gender, language and country of origin. (Contains 6 tables.)

This paper provides a network analysis of the international flow of students among 210 countries and the factors determining the structure of this flow. Among these factors, bilateral hyperlink connections between countries and the number of telephone minutes (communication variables) are the most important predictors of the flow's structure, followed by trade, the physical distance between countries, a common border between countries and a common language between two countries. The USA is by far the most central country in the flow of international students, followed by China, the UK, France, Germany, Australia and India. These results are discussed in light of World-System Theory. Future research should examine how the network of international student flows changes over time and consider additional factors to provide a better understanding of the network as an international system.

Australia is a member of many multilateral trade bodies and engages in trade agreements of a multilateral and bilateral kind across most regions. In June 2018, it launched negotiations for a Free Trade Agreement (FTA) with the European Union (EU) which are still ongoing and since then Australia and the EU have conducted fifteen rounds of negotiations (last one on 28 May 2023 in Brussels). This paper aims to explore the business awareness of the EU amongst Australian small and medium-sized enterprises (SMEs) and to analyse the factors that influence their internationalisation. To ascertain this, we reviewed the results of two surveys1 that were conducted pre- and post-COVID-19 pandemic (also coinciding with the Brexit transition period). This paper argues that SMEs in Australia are essentially unaware of the EU as a market and that no significant change in the business perception of the EU and potential international trade opportunities occurred between the pre- and post-COVID-19 political contexts. For over 150 years Australia has exported bulk, undifferentiated, commodities such as wool, wheat, meat and sugar to the UK and more recently to Japan, Korea, and the Middle East. It is estimated that, each year, Australia's farming system feeds a domestic population of some 22 million people, while exporting enough food to feed another 40 million. With the Australian population expected to double in the next 40 years, and with the anticipated growth in the world's population to reach a level of some 9 billion (from its present level of 7 billion) in the same period, there are strong incentives for an expansion of food production in Australia. Neoliberal settings are encouraging this expansion at the same time as they are facilitating importation of foods, higher levels of foreign direct investment and the commoditisation of resources (such as water). Yet, expansion in food production--and in an era of climate change--will continue to compromise the environment. After discussing Australia's neoliberal framework and its relation to farming, this paper outlines how Australia is attempting to address the issue of food security. It argues that productivist farming approaches that are favoured by both industry and government are proving incapable of bringing about long-term production outcomes that will guarantee national food security.

Using qualitative and quantitative analysis this paper presents a teaching model based on experiential learning in a large "International Business" unit. Preliminary analysis of 92 student evaluations determined the effectiveness of experiential learning to allow students to explore the association between theory and practice. The analysis of the student responses identify that the students were able to complete all four stages of Kolb's Learning Styles Inventory (KLSI), the components of experience, critical reflection, abstract conceptualization, active experimentation, through the participation in experiential activities in this unit. The cognitive and affective experiences of students learning were measured using a battery of 15 Likert scale items. The scores for all the 15 items were found to be significantly above the scale midpoint of 3 validating a positive learning experience. The respondents were strongly of the opinion that the experiential learning activities helped them learn (Cognitive) and they liked participating in the activity (Affective). The attitudinal scores of Asian students were compared to the other students and a significant difference was found in only one of the 15 attitudinal items of the Likert scale administered to the students. Purpose This paper aims to provide an overview of the illicit tobacco market in Australia. It attempts to build a picture of the sources of demand, size of the market and methods of supply.Design/methodology/approach This paper is based on collation of disparate government reports, industry research, media and court documents. It is a preliminary paper in the absence of better source data.Findings The market is driven by the extremely high tax on tobacco in Australia. Australia’s geography emphasises on large shipments from overseas rather than small-scale smuggling. The likely market is for migrant communities with much higher smoker rates than in the mainstream community.Research limitations/implications It is not yet possible to conduct a well-focused research because of limited official documentation.Practical implications Few government agencies focus on tobacco smuggling, and there are no publications providing a strategic picture of the illicit market. This paper fills this gap by collating multiple sources to produce a market profile.Social implications The Australian Government loses $1bn per year in tobacco tax because of smuggling. The illicit supply also means that the social goal of the tax, namely, dissuading tobacco consumption, is undermined.Originality/value There are no academic or government publications describing the Australian illicit tobacco market. This article discusses the effects of imperialism on British (or chiefly English) social life and education in the nineteenth century rather than examining the effects on the colonised as is usually done. It is shown that the nineteenth century was infused with different visual and written images which helped develop attitudes and ideas which influenced social change in Britain. The "imperial gaze" demonstrated a fascination with the unknown and exotic; a scientific curiosity to discover, collect, classify and explain; an economic desire to find and exploit; and mixed motivations from religious, humanitarian and nationalistic impulses to convert, "civilise" and dominate. In different ways and at different levels this entailed a wish to "know" and an urge to pass on presumed "truths" that interlocked imperial influences into educational enterprise, although not necessarily within formal schooling. As the century progressed, events within the expanding empire, combining with scientific theories, helped to develop cultural arrogance, dominated by ideas of white, Western superiority. Yet there was no homogenous, uncontested discourse. As post-imperial debates suggest, chronological shifts, differing gender and class responses are significant. Effects could be paradoxical as those of imperial opportunities and rhetoric were on women's lives. Examples from other imperial nations, especially France and the Netherlands, indicate parallel imperial, sometimes imperialistic, concerns and interests and varying consequences, but in different contexts. The paper ends with some suggestions on how the difficulties of analysing the effects of empire on social change and education could be addressed within history of education. The liberalisation of agricultural trade is strongly contested as an international policy project. In the context of the current World Trade Organisation (WTO) Doha trade round, concerns revolve around the implications of freer trade for rural livelihoods and environments. Analysis of this complex and morally charged issue offers important insights into the nature of resistance to the neoliberal agenda. This resistance has been expressed in terms of perceived threats to the "multifunctionality" of agriculture and its ability to provide public environmental and social benefits. We focus specifically on Australia and the European Union (EU), key players in the WTO process but diametrically opposed in their embrace of, or resistance to, agricultural neoliberalisation. While the EU has sought to maintain trade barriers in order to protect both marginal areas and the market advantages derived from a heavily-subsidised, productivist agriculture, Australia relies on "competitive productivism"--unsubsidised, highly productive agriculture--to win markets. There is nevertheless evidence that the compatibility of market rule with agri-environmental (and, to a lesser extent, social) sustainability is being contested in both Australia and the EU, particularly at the regional scale. The nature and terms of this contestation are different, however, given the radically divergent macro-economic and socio-political contexts in which it is being framed. The debate about the socio-environmental implications of market opening within the agriculturally protectionist environment of the EU is largely anticipatory and risk-averting, while in the already market-exposed Australian context it is increasingly compensatory and harm-minimising. In this paper, we argue that neoliberalisation as a policy agenda is reshaped in different states and regions through processes of resistance and accommodation arising from particular geographical, historical, political and institutional contexts, and as a response to crises.

The continuing growth of Australia's international education market is causing providers to consider moving from international business approaches to global strategies. This paper examines factors affecting a regional Australian educational provider's approach to the international student market, using Tropical North Queensland TAFE (TNQT) for this case study. TNQT is located in Cairns, Australia, and currently provides English Language Intensive Courses for Overseas Students, and Vocational Education and Training courses to international students of predominantly Asian nationalities. Evaluation of the industry's market, cost, environment and competitive factors are undertaken to examine the viability of a global strategy for TNQT. This analysis concludes that the significant effect of potential benefits of local alliances and strategies on this market for regional educational providers needs to be understood.

The South African Council on Higher Education (CHE) withdrew its accreditation of 15 Master of Business Administration (MBA) degrees in May 2004. MBAs for which accreditation was withdrawn include those offered in South Africa by Bond University (Australia) and De Montfort University (UK). CHEs decisions have significant implications for students, graduates, the labour market, the international credibility of national higher education quality assurance systems and for international trade in higher education. CHE regulates "fitness of purpose" by specifying major dimensions of the MBA programme mission, as well as regulating important aspects of teaching and learning, provider governance structures and procedures, employment matters and research. The particular research method, for example, to be used by universities in MBA programmes is prescribed by CHE. In general CHE closely regulates various decisions historically made by universities. The CHE model embraces aspects of MBA provision but it does not require an independent, scientific analysis of the efficacy of the assessments of student skills, knowledge and reasoning ability that are conducted by providers. Neither is it concerned with conceptualising or measuring labour market judgements of MBA quality. This paper argues that these are significant deficiencies and that potential students and other stakeholders in South African MBA programmes will thus be seriously misled if they rely on the results of the CHE MBA review to make MBA programme choices, employment, recruitment, remuneration and promotion decisions or to formulate public policy.

The increasing trend for the globalisation of business has highlighted the need for a better understanding of the factors that influence levels of intercultural awareness within organisations. Within the higher education sector, one initiative that aims to address this issue is student study abroad programs. This paper reports on a study that investigates factors that influence Australian students propensity to engage in these programs. Using both qualitative and quantitative analysis, we examined the role of students personality in the decision to participate in study abroad programs. This paper considers alternative measures of a country's trading gains, i.e., the extra income that it earns (or loses) as the result of changes in the relative prices relevant for international trade, and which makes up the difference between real gross domestic product (GDP) and real gross domestic income (GDI). Looking at both the Laspeyres and the Törnqvist aggregation, we show that the trading gains really consist of two components, a terms‐of‐trade effect and a real‐exchange‐rate effect. Nearly all national statistical agencies, receiving no firm guidance from international organizations in this matter, merely consider the first effect, which suggests that the so‐called trading‐gain estimates they publish are incomplete and misnamed. Even more seriously, it implies that the corresponding measures of real GDI they derive are conceptually flawed. A straightforward way to circumvent these difficulties is to use the gross domestic final expenditure price index as deflator when computing real GDI and the trading gains. Some numerical estimates for Australia are provided as an illustration. The paper also identifies the underlying linear and Translog real GDI functions for which the Laspeyres and Törnqvist terms‐of‐trade and real‐exchange‐rate effects are exact. [ABSTRACT FROM AUTHOR]

Foreign-domestic substitution elasticities (the so-called 'Armington elasticities') determine the degree of competitiveness in demand between similar products produced in different countries and are key parameters in a variety of numerical models of international trade. Armington elasticities are part of the explanation of the large increases in market shares of foreign products relative to locally produced ones in Australia, for example. The existing literature provides only limited evidence on these elasticities for Australia with the most disaggregated produced some time ago in 1977 by Alaouze and colleagues. This paper provides up-to-date parametric estimates of Armington elasticities for Australia with a reasonable degree of sectoral disaggregation. We use 22-years of data for 20 types of merchandise commodities, using OLS, panel and restricted-panel approaches. Our estimates range from 0.30 to 2.26, with higher elasticities for Transport and Equipment products and lower ones for Energy and Minerals. We illustrate the use of our elasticities with a trade-policy simulation using a computable generable equilibrium model of the Australian economy. We analyse the sensitivity of the results to the Armington elasticities by also using the previous estimates of Alaouze and colleagues. Recent studies are assessing the impact of news‐based policy uncertainty measure on trade flows between countries. In this paper we add to this new literature by investigating the symmetric and asymmetric effects of Australian policy uncertainty index and the U.S. index on trade flows of 63 two‐digit industries that trade between the two countries. When we estimated a symmetric and linear model for each industry, we found short‐run effects of both uncertainty measures on 30% of the industries' trade flows. However, this number increased to 70% when an asymmetric and nonlinear model was estimated. The long‐run effects of both policy uncertainty followed similar pattern. Less than 10% of trade was affected by the estimates of the linear models. However, estimates of the nonlinear models predicted that 41.20% (26.53%) of the U.S. exports to Australia was affected by the U.S. uncertainty (Australian uncertainty). As for the Australian exports to the United States, 6.72% (5.5%) of its exports were affected by the changes in the U.S. policy uncertainty (Australian uncertainty). In almost all industries, increased uncertainty was found to hurt the trade and decreased uncertainty was found to boost it at different rate or asymmetrically. In sum, the U.S. and Australian policy uncertainty measure affects U.S. exports to Australia much more than they affect Australian exports to the United States. [ABSTRACT FROM AUTHOR]

This article traces Australia's evolving position on the Belt and Road Initiative (BRI) from 2016 to 2020, and its interrelated justifications for rejecting the BRI. The authors demonstrate that debate over the BRI disrupted a long-standing consensus about the centrality of free trade and investment to Australian foreign economic policy. They argue that the BRI signifies Australia's shift from an enthusiastic support for global free trade in the past to a more qualified security-sensitive approach. [ABSTRACT FROM AUTHOR]

This paper analyses Australian policy makers’ use of quantification and technologies of government to implement the project of Australian wheat export market liberalisation. I draw upon policy documents to analyse how quantification has been used to construct a simplified, governable conception of the wheat industry. Policy makers, I suggest, acted upon this constructed reality through assemblages of technologies such as performance objectives, audit, cost-benefit analysis and econometric modelling to facilitate wheat export market deregulation. In addition, this paper shows how quantification was used to delegitimise the social consequences of deregulation and marginalise farmers’ opposition to this shift. Thus, the erasure of the social world enabled policy makers to construct economic objectives such as efficiency and productivity as serving the national interest. [ABSTRACT FROM AUTHOR]

The impact of the exchange rate (ER) on the trade balance (TB) has been discussed for many years. However, the issue has not been discussed in sufficient depth, especially in relation to the TB of agricultural products. This paper will gauge this impact on Australia, which has much potential for agro‐based trade in the world market. We have applied the Bahmani‐Oskooee and Hosny's approach of the linear autoregressive distributed lag model to estimate the Marshall–Lerner condition (MLC) regarding the trade of Australian agro‐forest and fish (AFF) products with its five major partner countries. Quarterly data will be used for the period 1988Q1–2020Q4. Our findings support the MLC in case of the major share of Australian AFF trade. The paper examines the concept of populism and how it is grounded in both democracy and nationalism, with a focus on the implications of its rise for the international trading system. The drivers of the demand for populist politics (economic, cultural, and political) are discussed. The factors facilitating the supply of populist politics are also reviewed. A synthesis is developed, with an interest in identifying common elements across different national experiences. The point is then made that populists are often opposed to 'globalism' but not necessarily to an active participation in trade. Since June 18, 2018, the European Union (EU) and Australia have been negotiating an ambitious and comprehensive free trade agreement (FTA). This paper examines how geographical indications (GIs) are likely to fare in those negotiations, given that Australia and the EU have historically clashed over agricultural policy in international trade and have opposing legal approaches to protecting GIs, apart from wines. Specifically, this paper is concerned with the main challenges facing the EU and Australia on GI‐related matters, as well as the main areas of convergence between both Parties. It begins with an outline of the EU and Australia's current GI legislative frameworks, before exploring both Party's respective interests for including them in the intellectual property chapter of the FTA. Then, it identifies and analyses the main challenges confronting the GI discussions and concludes by determining the main potential points of convergence. This paper is relevant to understand the current relationship between the EU and Australia on GIs, the relative stakes for concluding ambitious GI provisions in the FTA, and the retrospective comparison of GI reform after this agreement has been implemented. Offshore detention and bilateral free trade constitute hallmarks of Australia's international policy. This paper explores how these policy directions were originally justified in the Pacific Solution and the Australia‐US Free Trade Agreement (AUSFTA). In the literature both policies are theorised as security offerings but whilst the Pacific Solution is obviously exclusionary, AUSFTA aimed at including Australia in the US's orbit. This suggests that security as a justification for policy is flexible, complex, and warrants closer observation of its practical articulations. Reviewing the speeches with which the relevant Ministers introduced their legislation, I argue that offshore detention and bilateral free trade derive from a specific language of security in which policy‐makers view individual actors as the basis of national threats. The language of security invokes a threatening international environment by focussing on the selfish and amoral components of human behaviour whilst diminishing social institutions and collective structures. Vague anarchy and simplified individualism position the state as a righteous protector rather than a rational policy‐maker. I conclude by questioning whether this is a sound basis for policy and canvass options for escaping the language of security. [ABSTRACT FROM AUTHOR]

It discusses issues such as the impact of the Global Financial Crisis on the Australian economy and explores United States' response to the issue, the delivery of the Defence White Paper, which outlines the country's military expenses, the Chinese steel industry's demand for Australian iron-ore and the Australian policy on the war in Afghanistan and Pakistan and the continued deployment of troops.

The gross value of Australia's agriculture industry in 2001/2002 was A$38.4 billion with 65% allocated to exports. The major exports markets are South East Asia, Japan, USA, and the EU. Products include wool, beef, wheat, cotton, sugar, and wine. For Australia there have been significant changes over time in markets and production arrangements in the international arena. This is also true of the domestic market especially in the area of meat products. Australians, once dominant red meat eaters, have now ‘gone chicken.’ The total yearly consumption of meats averages around 110 kg per person. Beef up until recent years has always been the dominant player. However, in the last 30 years chicken consumption has risen from being a marginal food item to being a product that is expected to eclipse beef consumption in the very near future. This paper explores the trends and examines the changes as they are reflected by the behaviour of consumers and market chain drivers. This paper is a diplomatic reflection based on a long connection with Australia and Australians and a posting to Canberra as Japanese ambassador (1998-2001). Key issues that have caused tension in the relationship and the process towards the development of mature bilateral relations are discussed. The paper examines data on intra‐Australian trade and Australian international trade before and after the establishment of an Australian Customs union at Federation in 1901. The paper infers from these data that the Federation customs union cannot be simply summarised as ‘nationalising’ of Australian trade relationships. Internal trade ties did not unambiguously strengthen outside of Victoria. And while there is evidence that Victoria and New South Wales did redirect exports from the rest of the world to the rest of Australia, the data also indicate that the smaller states actually strengthened their exports to the rest of the world, perhaps as a resort in the face of a customs union that was a benefit to the larger states and not themselves. Purpose: Despite its Australian birthplace, the ugg boot industry is now fully dominated by one American company, and the Australian ugg boot industry has been frozen out of global trade. This study aims to consider the impact on the competitive advantage of culturally distinctive but not new, intellectual property (IP) through the historic lens of the Australia–USA battle over the UGG boot trademark. Design/methodology/approach: This study uses trademark applications, court documents, annual reports and brand reports to trace the history of the change and growth of the ugg boot industry from a small cottage industry in Australia to a billion-dollar monopoly controlled by an American company. Findings: Court documents and trademark applications from 1979 to 2019 indicate that Australian firms underestimated the cultural differences between the USA and Australia and thus failed to adequately protect the generic word "ugg" in foreign markets where it was considered to be distinctive, rather than generic. Practical implications: The paper highlights the importance of the first-mover advantage that can be conferred upon a firm by IP that is not new. Trademarks must be distinctive, rather than new, but properly used, they can offer substantial global competitive advantages to firms. Originality/value: The in-depth analysis of the development of the UGG brand highlights the importance of intangible barriers in global business. The impact on the competitive advantage these intangible barriers gave US firms over Australian firms in the worldwide sheepskin boot market is discussed. [ABSTRACT FROM AUTHOR]

Asia's middle powers face a trilateral dilemma stemming from their relationships with the U.S. and China. This paper uses the Australian example to examine the dilemma. It shows that Australia has bound itself to the U.S. because of domestic political factors, cost considerations, a belief that it can keep its interests separate, and its perception of regional threats.
