Search

Whether enough highly qualified STEM workers are being educated and trained in the UK is an important question. The answer has implications not only for educators, employers and policymakers but also for individuals who are currently engaged in, or are considering entering, education or training in this area. Set against a policy backdrop that prioritises students studying more science for longer, this paper considers long-term patterns of participation in STEM education -- from school science through to graduate entry into the highly skilled STEM labour market. Using a unique dataset that extends across seven decades and comprises many hundreds of thousands of students, the paper finds that patterns of participation in most STEM subjects have varied little over the period considered; suggesting that efforts to increase the numbers of students studying science in school has had limited impact on the throughput of students who study STEM, including the pure sciences, at university level and, subsequently, on the number of graduates who would be available to undertake highly skilled work in areas for which degree-level skills are a pre-requisite.

Employers are increasingly selecting and developing employees based on skills rather than qualifications. Governments now have a growing focus on skilling, reskilling and upskilling the workforce through skills-based development rather than qualifications as a way of improving productivity. Both these changes are leading to a much stronger interest in digital badging and micro-credentialing that enables a more granular, skills-based development of learner-earners. This paper explores the use of an online skills profiling tool that can be used by designers, educators, researchers, employers and governments to understand how badges and micro-credentials can be incorporated within existing qualifications and how skills developed within learning can be compared and aligned to those sought in job roles. This work, and lessons learnt from the case study examples of computing-related degree programmes in the UK, also highlights exciting opportunities for educational providers to develop and accommodate personalised learning into existing formal education structures across a range of settings and contexts.

Gender inequality in the workplace remains a persistent issue that impacts upon women from their first point of entry into the labour market. In this paper, we explore the experiences, of 20 women in the UK as they take their initial steps onto the career ladder upon graduation. Adopting an interpretive methodology that uses a Bourdieusian framework based on habitus, capital, and field, we highlight that women continue to face structural and individual barriers that influence, and in many cases limit, available career opportunities. By intersecting gender with social class and ethnicity, intra-gender differences are identified that demonstrate the deep-seated nature of disadvantage faced by working class and ethnic minority female graduates in securing employment in comparison to their white, middle-class peers. We conclude by recommending that careers support and guidance should be introduced earlier in the education system to raise aspirations and challenge the perpetuation of gender inequality.

Purpose: The purpose of this paper is to provide an example of best practice towards enhancing employability in the cross-sectoral labour market for doctorate-holders. This was achieved through an Erasmus+ KA2 (Strategic Partnership) skills development project which created a training programme (TRANSPEER) involving a multi-disciplinary cohort of researchers at a range of career stages, drawn from universities in Norway, Portugal, Sweden and the UK. Design/methodology/approach: Research support staff designed and delivered four transnational training events for the cohort, with the overarching theme of enhancing researcher employability. An initial skills awareness survey of the researcher cohort was undertaken prior to the start of the programme; this survey was repeated after each event. An additional aim of the project was the development of the consortium's research support staff through exposure to the facilitation techniques and methodologies of their international colleagues. Findings: The findings indicate that transnational collaboration in researcher development enhances the learning environment for participating researchers and provides significant professional development opportunities for both researchers and researcher developers. The findings further suggest the benefits of mixing cohorts across career stages and engaging researchers with novel and interactive approaches on themes not typically addressed in academic competence development offerings. Originality/value: Transversal skills development cooperation between universities--especially transnational cooperation--is rare. Even more so is the professional development of research support staff in a transnational context. This paper outlines the benefits of such collaborative activities.

This paper examines the potential earnings premium associated with a doctoral degree (PhDs, ISCED9) over postgraduate degrees (PGs, or Masters, ISCED7) in the UK. We assess this premium using a decade-worth of UK Labour Force Survey data (2011-2020). To explore the possible endogenous choice of post-graduate tracks, this paper deploys linear regression, (ordinary least squares, OLS), propensity score matching (PSM), and inverse probability weighting (IPWRA) to estimate the pay premium under varying identifying assumptions. The estimates show a positive return in terms of gross hourly pays in all models, along with a relevant role of managerial positions and degree of specialisation in employment position. Therefore, although a PhD is arguably mostly driven by taste for scientific pursuit, a PhD has on average also an economic pay-off. However, much of it depends on one's capacity to acquire leadership positions -- the most relevant factor disentangling those fulfilling or not their potential in terms of wages. We also provide a cost-benefit analysis over a life course showing that such a premium is overall modest, but subject to positive spikes for those in Science & Technology (STEM disciplines), getting managerial positions, and for women. Our findings suggest investigating further those personal and organisational factors that are conducive of unleashing highly educated potential.

Life outcomes for people who spent time in the care of the state as children ('care-experienced') are known to be significantly lower, on average, than for the general population. The reasons for this are complex and multidimensional, relating to social upheaval, disrupted schooling, mental and physical health issues and societal stigmatisation. Previous studies across several countries have demonstrated that they are significantly less likely to participate in higher education and more likely to withdraw early. However, little is currently known about their outcomes after graduation. This paper therefore explores the initial outcomes for the 1,010 full-time students identified as care-experienced within the cohort graduating from an undergraduate degree programme in the UK in 2016/17--the most recent year for which data are available. They were found to be slightly more likely to be unemployed and less likely to be in work (and particularly professional work) than their peers, but, conversely, more likely to be studying. These differences largely disappeared once background educational and demographic factors were controlled. The paper discusses the relationship between care-experience and other sites of inequality, concluding that care-experienced graduates are crucially over-represented in groups that are disadvantaged in the graduate labour market--e.g. by ethnicity, disability or educational history. This intersectional inequality largely explains their lower graduate outcomes. While there are important limitations with the data available, this speaks for the transformational potential of higher education in enabling care-experienced graduates to transcend childhood adversity. Recommendations for national policy and local practices conclude the paper.

A systematic review of qualitative primary data (2010-2021) was undertaken to understand how inequality is experienced by undergraduate students from disadvantaged socio-economic backgrounds transitioning to the UK labour market. A ten-step protocol for qualitative synthesis was adapted to guide the study, whilst the PRISMA flow diagram was used to report the search. Data was extracted from 14 papers with thematic synthesis used to analyse the results inductively. This review illustrates multiple barriers faced by disadvantaged socio-economic students in a competitive graduate labour market and the severe impact this may have on student career development. Disadvantaged students often apply more effort than advantaged counterparts in seeking work and internship opportunities and live more precariously, as they lack finance to buffer them. In contrast, advantaged socio-economic status students can act quickly to build their employability profiles from the beginning of their degree studies, with the strategic application of social, cultural and economic capital. The qualitative papers in this review complement previous quantitative research, illustrating that despite participation rates in high education increasing for disadvantaged students, their career outcomes have not generally improved relative to their more advantaged peers. The review includes recommendations for stakeholders including government, universities, careers services and employers.

To be competitive, universities across the world are embedding an international perspective into every layer of an institution's operational structure. For higher education (HE) providers that offer sandwich degrees (4-year undergraduate courses with a compulsory placement after the second year), this allows students to choose a range of options. Students can enter the labour market for one year, or they can go overseas to study at a foreign institution. For some students, it might even be possible to do both. However, regarding final year degree performance, which option leads to higher student performance? In this paper, we aim to shed light on this empirical question. Our results are drawn from Aston University (UK) which is a world-leading University in Advanced Technology. Overall, using a large student dataset, we find that for students who have a compulsory placement built into their degree programme, the work placement has a more powerful impact on student performance compared to an international study placement abroad. Our findings have important implications for universities across the world that offer sandwich degrees to their students.

This paper studies the main determinants of salaries for economics students in their year-long industrial placements. Using three different sources of data on three cohorts of economics placement students, including demographic characteristics, academic performance, programme of studies and employability-related characteristics, we find that "academic performance," "job location" and "industry type" are the main determinants of placement salaries. We show not only that students' academic performance can increase the returns of the placement year due to the possibility of high salaries, but such returns significantly increase at the top of the salary distribution. Students' previous job experience also matters for high-paying placements. Conversely, demographic characteristics, such as age, nationality and ethnic background, do not appear to determine placement salaries. Finally, we find no evidence of gender differences in wages.

Volume 2 of this journal included an article (Canterford, 2003) which discussed 'segmented labour markets' in 'international schools'. Using an economics lens, that paper investigated the predominance of British and American educators, concluding that a form of discrimination existed which was driven by demand-side factors. In particular, Canterford identified a labour market dominated by British and American actors, asserting that 'requirements discriminate very effectively against teachers from certain areas of the world.' Our paper re-visits and advances Canterford's discussion, and argues that not only does there still seem to be a reliance on native English-speaking Anglo-American actors in what might be described as 'traditional international schools', but there is a further need to move beyond economic theory towards the application of a sociological one. By applying Pierre Bourdieu's "Social Field Theory" we show how positive discrimination in favour of native English-speakers from certain Western/Global North nations can occur within a discrete level of activity, creating a condition that is evident yet most often "misrecognised." A complex set of "doxa" endures within the arena, beginning at recruitment level and continuing within curriculum-delivery and teacher-retainment levels. We show how the field in general possesses a normative belief-system that promotes division within the labour market, yet at the same time makes it seem natural, legitimate, and 'legal'. This situation, the "nomos," is a powerful, structural condition that helps make positive discrimination in favour of British and American actors seem so fundamentally normal as to remain, for the most part, unremarked. The topic still requires substantially more investigation and validation. However, by theorising it, and thus better confronting it, we can arguably begin to deal with it.

Concerns over the supply of highly-skilled (HS) science, technology, engineering and maths (STEM) workers are well established and have been a feature of policy discourse in the UK for more than 50 years. Since the 2016 referendum on leaving the European Union, these concerns have been exacerbated by uncertainty about the movement of labour between UK and Europe. More recently, the COVID-19 pandemic has highlighted the importance of STEM skills in a wide range of areas. However, despite continued government investment in initiatives to address these concerns, the evidence base for shortages is neither well-established nor compatible with economic theories of labour supply. In order to fill a gap in the current evidence, we report on a unique analysis following the career destinations of STEM graduates from the 1970 British Cohort Study. While only a minority of STEM graduates ever work in highly-skilled STEM jobs, we identified three particular characteristics of the STEM labour market that may present challenges for employers: STEM employment appears to be predicated on early entry to the sector; a large proportion of STEM graduates are likely to never work in the sector; and there may be more movement out of HS STEM positions by older workers than in other sectors.

More and more European higher education students decide to take part in international student mobility (ISM). However, not much is known about the actual benefits of studying abroad. This paper assesses UK and Italian students' returns from ISM. Three research questions are addressed. First, does international student mobility increase graduates' employment probability and postgraduate study uptake? Second, do the returns to ISM differ according to the socio-economic background of graduates? Third, do the returns to ISM vary between two countries with contrasting labour market and education systems? Results, based on propensity score matching, indicate that mobility is positively associated with a higher employment probability. Mobility abroad is likewise linked with a higher likelihood of enrolling in postgraduate studies in Italy. The benefits of mobility in terms of employment do not differ significantly across socio-economic groups. However, mobility is particularly effective in boosting the uptake of postgraduate studies among mobile Italian graduates with a low socio-economic background. In Italy, ISM returns are substantially higher than in the UK, which could reflect that the skills accumulated and the signals sent to potential employers through ISM are greater in Italy.

Significant expansions in higher education over the last few decades have raised concerns about an over-supply of graduates in the labour market, such that a degree no longer seamlessly translates into a graduate career or occupation, with the increased life chances this could bring. In this paper, we report a study of undergraduates' perceptions of graduate careers and the graduate labour market. As the data showed perceptions were shaped strongly by social class we applied a Bourdieusian theoretical lens to examine the role of capitals and hysteresis of habitus on students' expectations. The study demonstrates how the classed nature of the graduate labour market manifests itself through differences in the level of understanding and preparedness for navigating the labour market. We highlight the structural barriers 'non-traditional' graduates face when entering and navigating a volatile graduate labour market.

A fundamental shift is taking place in the way we think about the future of work and its relationship to education, training and the labour market. Until recently, expanding higher education was widely believed to result in higher earnings, reflecting an insatiable demand for knowledge workers. In the United Kingdom, this race to higher education included a major transfer of resources from further and adult provision to higher education. This paper raises a number of issues in rethinking tertiary education in a context of digital disruption.

Academic careers are social processes which involve many members of large populations over long periods of time. This paper outlines a discursive perspective which looks into how academics are categorized in academic systems. From a discursive view, academic careers are organized by categories which can define who academics are (subjectivation) and what they are worth (valuation). The question of this paper is what institutional categorizations such as status and salaries can tell us about academic subject positions and their valuation. By comparing formal status systems and salary scales in France with those in the U.S., Great Britain and Germany, this paper reveals the constraints of institutional categorization systems on academic careers. Special attention is given to the French system of status categories which is relatively homogeneous and restricts the competitive valuation of academics between institutions. The comparison shows that academic systems such as the U.S. which are characterized by a high level of heterogeneity typically present more negotiation opportunities for the valuation of academics. From a discursive perspective, institutional categories, therefore, can reflect the ways in which academics are valuated in the inter-institutional job market, by national bureaucracies or in professional oligarchies.

This paper explores contested notions of the purpose of education and careers work. The research for the paper examines public sector employee reactions to notion of a psychological contract breach, when cuts in funding put their jobs and careers at risk. It argues that, in this environment, the search for career fulfilment can be marked by feelings of cruel optimism, wicked problems and broken expectations. The findings are then used to present the case for further research, firstly, to address the notion of possible selves, as individuals explore alternative identity affirming career opportunities; and secondly, the impact of changes in public policy on the processes of psychological contracting between students and staff in further and higher education.

Generation Y can be taken to be the group of people born between 1977 and 2000. The aim of this paper is to investigate the initial career entry and long-term career employment expectations of UK undergraduate Generation Ys, in order to inform employability skills development in higher education. The empirical research comprises 26 focus groups with 172 undergraduates of this generation in 2 universities in the UK. The focus group participants are found predominantly to have high expectations of their employment in enjoyment, opportunity and progression. Overall, the respondents appear enthusiastic and optimistic, with a positive work ethic and healthy mindset. Fundamentally, recognising and appreciating undergraduate Generation Ys' opinions on their employment expectations enables development of their employability skills while they are in university. The paper sets out implications for higher educational stakeholders including students, graduates and employers on the development of employability skills.

As cuts in public-sector funding continue to affect the lives and careers of public-sector workers in the UK, and in other countries, there are added pressures on educational establishments to equip students with the knowledge and skills for employability, sustainable employment and career development in an employment marketplace characterised by neo-liberal principles and practices. In this new era of austerity, the empirical research for this paper is focused on the career experiences of graduate employees working in the public sector. The paper examines the contested ideology and politics of vocational education. Specifically, it argues that the policy-driven discourse on vocational education informs a "cooling out" process that deflects attention away from structural weakness in the economy, and disavows the impact of major changes in labour-market conditions and in employer-employee relationships. This cooling out process, whereby individuals are made morally responsible to make something of their lives, in contexts where opportunities to do so are increasingly reduced, perpetuates ideological fantasies of individual aspiration and opportunity that amount to a form of "cruel optimism." The paper ends with the case for a robust, research-informed debate about the contested purpose of post-compulsory education in the twenty-first century, the processes of psychological contracting between students and staff in colleges of further education and universities, and how contractual expectations and beliefs change over time.

Problems with the supply of highly skilled science, technology, engineering and mathematics (STEM) workers have been reported by employers and governments for many decades, in the UK, the USA, and elsewhere. This paper presents some key findings from a project funded by the Nuffield Foundation that examined patterns of education and employment among STEM graduates in the UK. Five large-scale secondary datasets--comprising administrative, survey, cross-sectional and longitudinal data--were analysed in order to provide the most comprehensive account possible. The findings suggest that there is no overall shortage of STEM graduates but there is considerable variation in the career outcomes and trajectories of different groups. Recruitment to STEM degrees has stalled over the past 20 years but most STEM graduates never work in highly skilled STEM jobs--in any case, the majority of professional STEM workers do not have (or presumably need) degrees. Some groups of STEM graduates are currently under-represented in the highly skilled STEM workforce and increased recruitment from these groups could grow the numbers entering STEM occupations. However, employers may have to modify their views on exactly what constitutes a valuable or desirable employee and to what extent it is their responsibility to train their workers.

This paper looks at the joint impact of labour market risk and selection into employment on returns to education estimates. The risk-adjusted returns to both high school and college for males are larger than unadjusted returns. For females, risk leads to an increase in returns to high school but to a "decrease" in the returns to college while correcting for selection into employment has large effects for females. The results suggest that failure to account for risk and selection into employment when calculating returns to education leads to biased estimates.

Increasing emphasis is being placed upon employer expectations in research on graduate employability, in response to the widely claimed gap between employer expectations and graduates' understanding of these expectations. For graduates, being uncertain of their employer's expectations may threaten the ease of their transition into the workplace and their job satisfaction, even leading to issues around graduate retention for employers. External influences on the graduate labour market such as differences in industry/sector level expectations and economic/political factors, can pose further complications. This paper presents a cross-industry analysis of employer expectations of graduates, drawing from four selected case study vignettes aimed at uncovering insights into these variances. Findings offer implications for policy makers and higher education providers around the design and delivery of a curriculum that appropriately prepares students for the graduate labour market, whilst also catering for industry-level expectations particularly in light of the UK's forthcoming departure from the EU.

In a period of student loan scandals and U.S. financial market instability impacting on the cost and availability of student loans, this paper looks at alternative models of higher education funding. In this context, it also considers the level of financial support that the government should provide to higher education.

This paper examines the theoretical perspectives I utilised in my doctoral research to uncover the role of class and gender in my respondents' stories and experiences of their career success. I argue that adopting an economic model for conceptualising the influence of social class and gender in the respondents' stories and experiences of their career success is inadequate because it has historically neglected to take account of women's position in the labour market. Drawing on an example from my data examining the influence of the respondents' familial attitudes and dispositions towards education, the paper contends that Bourdieu's concept of habitus is an invaluable tool for theorising senior female academics' pathways to career success by bringing together a cultural, social and economic understanding of social class and gender. The purpose of this paper is to provide an overview of some of the dominant empirical and conceptual themes in the area of graduate employment and employability over the past decade. The paper considers the wider context of higher education (HE) and labour market change, and the policy thinking towards graduate employability. It draws upon various studies to highlight the different labour market perceptions, experiences and outcomes of graduates in the United Kingdom and other national contexts. It further draws upon research that has explored the ways in which students and graduates construct their employability and begin to manage the transition from HE to work. The paper explores some of the conceptual notions that have informed understandings of graduate employability, and argues for a broader understanding of employability than that offered by policymakers.

Purpose: The purpose of this paper is to explore the value of an alumni and employer engagement mentoring initiative in a hospitality and tourism school within a UK university. Design/methodology/approach: The paper uses the survey method and interviews to provide qualitative and quantitative data on the participants' reactions to the initiative. Findings: The main components of successful mentoring programmes; matching, preparation, interaction and evaluation are explored to help identify the long- and short-term challenges and benefits of mentoring students as they transition into the graduate labour market. The findings highlight the benefits to mentors and mentees and the challenges for ensuring participant engagement and ongoing development. The article concludes with an agenda for further mentoring developments in the midst of the dynamic challenges facing UK higher education institutions and the hospitality and tourism industry. Practical implications: The article highlights the importance of a systematic approach to developing a mentoring programme and engaging industry in a distinctive way with the transitioning of undergraduates into the workplace. Originality/value: This article offers unique evidence of an employer engagement initiative aimed at supporting sector specific management graduates as they transition from university into industry. Purpose: The purpose of this paper is to explore the issues around a multiple generational workforce and more specifically, the challenges and benefits for education providers and employers. Design/methodology/approach: Reviewing research papers, analysing academic texts, interrogating market intelligence and contextualising case studies, the paper examines the "experience" or "qualifications" debate alongside the similarities, differences and overlaps of the cross-generational workforce, with a view to offering education/training solutions. Findings: Demographic forecasts suggest that the UK workplace will imminently be dominated by older, experienced employees. As the composition of the workplace shifts, examining the inter-relationship between groups of workers of different ages/profiles who have different skills, attitudes, expectations and learning styles is vital. The synergy caused by this inter-mingling cannot help but impact on employers, sectors and higher education institutions. Research limitations/implications: Data around the "older" graduate is not readily available--there is still an implicit belief that "graduate" means approximately 21/22 years old. Whilst many general demographic forecasts are produced, the future is still relatively unknown. Originality/value: The paper builds upon the authors' own original research into the employment market from an HE perspective. Little has been so far published around how the generations might usefully work together, especially the idea of adapting the skills and maximising on the overlaps of different generational profiles. The exploration of the hybrid graduate is also a new area for academic research. (Contains 1 note.)

Purpose: Although there is increasing evidence that the creative industries are essential to national economic growth as well as social and cultural well-being, creative graduates often find it difficult to become established professionally. This study aims to investigate the value of career management competence and intrinsic career motivations (as elements of "protean career orientation") in predicting positive graduate outcomes. Design/methodology/approach: Self-report surveys were administered to 208 creative industries graduates from two Australian universities at two points in time: at course completion, and one year later. Findings: The paper finds that individual career management competence and intrinsic work motivations, measured at course completion, were significant predictors of early career success, using both subjective and objective measures, measured one year later. Practical implications: This study suggests that an emphasis on student development beyond the traditional "key" employability skills may well be worthwhile. The paper also suggests a broad learning and teaching approach by which universities can encourage the development of student career identity, and thus engender student intrinsic career motivations and career self management skills and behaviours. Originality/value: This is one of the first studies to demonstrate empirically a link between a particular set of skills and graduate outcomes. In addition, it provides insights into the role of student career motivations in positive transitions to the world of work in the creative industries. (Contains 6 tables.)

Purpose: UK government strategies for higher education (HE) continue to emphasise the promotion and enhancement of students' employability skills and subsequent graduate opportunities. The purpose of this paper is to explore what this means for those HE learners already in work. Design/methodology/approach: The paper presents the findings of a national study on the impact of Foundation degrees (Fds) on students and the workplace, in the light of government's plans for the continuing expansion of HE, and discussions about employability. Findings: The study found that the majority of Fd students cited increased confidence as the main gain from their studies; such confidence was expressed in terms of how students' enhanced knowledge and understandings informed their workplace activities and tasks but these expressions did not necessarily fit neatly into narrow skills' definitions. Also the findings hint at some students facing difficulties in using their enhanced "skills" in the workplace. Research limitations/implications: Although based on a relatively small number of Fd programmes, the student voices represent a powerful message of the value of linking studies to their workplace practices and of the multi-dimensional nature of "confidence" based on personal experiences and trajectories. Practical implications: While the term "employability skills" is regularly used in the discourse of graduates' trajectories in to the labour market, more nuanced understandings are needed in relation to HE learners already in the workplace. Originality/value: Given government's expectation that the next phase of expansion of UK HE will embrace an increase in part-time study and work-based learning, the article represents a timely exploration of work-based students' perceptions of the development of employability skills and how they are able to deploy these in the workplace.

Purpose: The purpose of this paper is to examine the situated understandings that higher education students can offer on their employability, and to make sense of "employability" in industry and career context-specific ways. The paper further seeks to explore potential critical reflections on emerging professional practice and future employment conditions. Design/methodology/approach: Drawing on interviews and focus groups conducted with students located within a university-operated industry-facing media production studio, this paper focuses on how students articulate their career development and aspirations. Findings: Discussing their studio experience and forms of "identity work", students would nuance "employability" in terms of media industry-specific concepts of creativity and professionalism. Anxieties around future professional practice were also voiced, signaling the potential value of a Career Studies approach that creates a space for explicitly exploring employment conditions as personally meaningful concerns. Research limitations/implications: Noting how employability is articulated in terms of industry professionalism, this paper encourages analysis that is attentive to situated understandings and identity work. Given the studio and media focus, application of findings may be limited. Practical implications: Relevant for industry employers is how students make sense of their future career aspirations and undertake "work on the self" that is bound up with but also potentially critical of professional norms, quality of life and work conditions. Originality/value: Recognising how employment can be understood in terms of "professionalism", this paper suggests how an exploration of discourses and practices of professionalism can be part of a wider examination of employability. This paper explores the value of the Career Studies approach for integrating questions of student identity with subject-specific accounts critical to employment conditions and practices.

This paper examines the ways in which credentials from a range of education providers are used to (re)produce transnational financial elites in London's international financial district. Extant research has examined the long-standing relationship between educational background and entry into these financial labour markets. Far less attention has been paid to how the relationship between education and financial elites has changed more recently as financial labour markets have become increasingly transnational in nature and education and learning increasingly extend beyond higher education into the workplace. In response, this paper combines work on transnational elite labour markets with work from the sociology of education on the intersection between work and workplace education in order to understand the different strategies used by individuals (from both the UK and overseas) to acquire a range of credentials following their first degree in an effort to advance their careers within contemporary financial services labour markets. We argue that this research reveals the comparatively neglected trans-local qualities of workplace learning and education as individuals acquire both international and local academic credentials in what are often assumed to be global elite labour markets. The paper concludes by considering the implications of this research for work on the role of education in the (re)production of transnational elites more generally. (Contains 1 note and 1 table.)

This paper reports on the second phase of a multi-country study examining cross cultural perspectives of gender and management in Higher Education Institutions (HEIs). It examines the broader labour market context and legislative frameworks for higher education in each country and then analyses the literature on women in university management. The paper presents the findings of research with male and female senior managers about their perceptions of women as HEI managers within changing organisational and management structures. It concludes that although HEI's are now largely aware of barriers to women getting into and on in senior management, they have not addressed the organisational structures and cultures that perpetuate this inequity. Purpose: The purpose of this paper is to examine the extent to which term-time employment influences two specific aspects of the student experience in higher education: working collaboratively and preparing for entry into the graduate labour market. The paper also aims to consider the extent to which the students are able to appreciate the inter-relationships that exist between activities such as these. Design/methodology/approach: The study is based on three research projects: an ongoing piece of action research into the factors influencing student engagement in collaborative activities for examination preparation; a related study into attitudes to group work; and a study into how students make career decisions. Findings: In all of these studies term-time working was identified as a factor influencing student engagement in collaborative/group activities and career planning and preparation. However, the research found that term-time is often "blamed" by the students for their failure to engage in these activities when other factors are more influential. Practical implications: This research argues that students should try and obtain term-time jobs that benefit both their academic studies and their prospects in the graduate labour market. The students need to appreciate the inter-relationships that exist between the different activities they are engage in. They should be supported in this by both higher education institutions and employers. The government ought to monitor the situation, and if necessary, introduce legislation to protect students from the negative effects of term-time employment. Originality/value: This research suggests that the negative effects of term-time employment may be exaggerated by students looking for an excuse for not engaging in particular activities. This paper questions whether participation in vocational education and training (VET) provides a successful progression route into UK higher education (HE). Following an overview of the UK policy agenda two inter-connected aspects of HE access are investigated: students' choice of institution and choice of subject. Analysis of administrative data shows that A-levels provide the major access route into more prestigious HE institutions. Students with VET backgrounds are more likely to start their HE studies at post-92 universities with lower RAE results. Different educational pathways also lead to different HE subject areas which, in turn, are connected to diverse labour market outcomes. Case study data identify highly individualised decision-making patterns for institutional and subject choice. Rational choice models can explain these choices only to a limited extent. Restrictive information strategies and other factors affecting individual choices require consideration and there are significant differences in motivational patterns between students regarding their choice of subject. Purpose: The aim of this article is to illustrate how employers have used more innovative "localised" strategies to address what appears to be "globalised" problems of attracting and retaining high calibre applicants with the appropriate "work ready" skills. Design/methodology/approach: A series of interviews were held with HR managers, line managers from the various functional areas who directly supervise graduates, as well as at least one graduate participating in each of the development programmes. Findings: The findings indicated that SMEs might struggle to meet graduate expectations on pay, but they appeared to provide effective mentoring and succession planning. This may further add weight to the argument that employers, especially SMEs, will use different strategies and have different priorities in comparison to larger global organisations. Overall, the paper concludes that sector is an important differentiating factor in terms of recruiting, developing and retaining graduates. Research limitations/implications: Several of the HRD strategies appeared to work well. There were problems with recruitment in some sectors, with innovative solutions developed, often using placement opportunities. Development opportunities were seen by some employers and graduates as a trade off for pay, while other issues such as travel to work and company culture were also a concern. Originality/value: This paper is one of the first to research the issue of how organisations may use localised HR strategies in terms of graduate employability to get the most from local labour markets.

This paper is a numerical exploration of the following. Assume, in the European Union context, that decision-makers want to spend more on higher education via higher tuition fees, but also want payments to be deferred and income-contingent. There are several possible ways to achieve this. First, ask graduates to repay a fixed amount each year if their current net income is above a certain threshold - income-contingent loans (ICL). Second, ask former students to repay a fixed proportion of their income - human capital contracts (HCC). What are the respective distributional properties of these policies, and how do they compare with traditional financing through income taxation? This paper shows that, irrespective of major variations between countries with different higher education, labor market and fiscal structures, with income taxation non-graduates pay more that 50% of the increased higher-education costs. It also shows that the HCC and ICL have vertical equity properties because non-graduates do not pay, but also because the income contingency principle on which they are based redistributes income among heterogeneous graduates. Finally, the paper shows that HCC are the best way to take account of graduates' ability to pay. It also reveals, however, that the ICL can be made to be almost as equitable. The increasing dominance of an economic ideology of higher education, that its principal role is to contribute to national competitiveness, has increased focus on the employability of graduates and their transition into the labour market. Drawing on a major study of the early career paths of 1995 graduates from 38 UK higher education institutions, this paper looks specifically at graduates from business and management programmes. Such graduates would apparently be attractive to employers seeking to recruit degree holders with specific transferable skills who might be expected to "hit the ground running" once in organisations. The paper seeks to address the question of what effect holding a business degree has on the employment outcomes in comparison with other degree disciplines and whether or not there is any gender effect upon relative success in the labour market.

This paper revisits the crucial period following the Arab oil boycott of 1973, when the welfare state in the UK finally collapsed along with the heavy industrial base upon which it rested. Unlike the post-war welfare-state "settlement", the new post-welfare market state was imposed by Margaret Thatcher's governments. It was marked for vocational education and training by the 1988 Education Reform Act and the 1992 Further and Higher Education Act. This legislation was part of what has been called "a succession of Acts of Parliament...[that] mark the most decisive break in British social policy since the period between 1944 and 1948". The paper revises and refines previous accounts to suggest that this outcome was not inevitable, nor is it sustainable, and that it is best comprehended as a new type of state formation.

This paper raises questions regarding the ability of new qualifications frameworks and assessment systems to promote innovation and social inclusion. Of interest in this paper is the centrality of tacit skill in promoting innovation. Tacit skill is central to innovation, although its positional character is not well understood by policy-makers. It is argued that the relationship between tacit skill and innovation throws doubt on the relationship between assessment led change, and on the social and economic objectives of New Labour (in the UK) and the Labour-led Coalition (in New Zealand). This paper also reviews recent changes in the funding of higher education in New Zealand and in the UK, and explores the impact of economic change on the competition for advancement through education. This paper concludes by arguing that innovation and social inclusion are not compatible.

Combining work experience with degree-level study is seen as a key differentiator for securing employment upon graduation in a competitive employment market. The positive benefits of sandwich courses, where up to 12 months is spent working in industry, are widely acknowledged in academic literature though data analysis tends to focus on cohorts in single subject areas with course-based factors possibly influencing outcomes. This paper explores the benefits of work placements on a cross-cohort basis with an institutional level study empirically analysing over three academic years the outcomes for placement students in comparison to non-placement students. The study found that completing a sandwich work placement is associated with improved academic performance in the final year of study. Placement students are also more likely to secure appropriate graduate-level work and higher starting salaries upon completion of their degree in comparison to non-placement students.

Research shows that a lower proportion of women than men are in graduate level jobs, six months after leaving seven top UK universities. This paper presents new empirical evidence from a unique dataset on the significantly different attitudes and behaviours between Oxford men and women undergraduates that might explain why women are less likely to have secured a graduate level job than men. Lower self-assurance, firmer beliefs in gender stereotypes, strong prestige and gender-characterisation of occupations, and favouring sectors with informal and low-status entry, all contribute to a lower proportion of women securing graduate level jobs. Despite many advances in recent years narrowing the gap between men and women, there remain policy implications for curriculum delivery and co-curricular courses to increase women's self-assurance and assertiveness, and thereby enable them to aspire to and then secure a wider range of higher prestige occupations.
