This paper tests the predictions of various conflicting theories on international trade and development by examining the impact of exporting and importing on economic level and basic needs in two developing countries of two different developing regions of the world; one in Latin America & Caribbean, and one in Sub-Saharan Africa. The two countries are Brazil and South Africa, respectively. Using fifteen-year lagged data that spanned 1984-2019, the paper finds that exporting tends to have negative and significant impact on both economic level and social basic needs in these two countries. Importing, on the other hand, was found to have positive and significant impact on economic level, and social basic needs in both countries. Implications of these findings for public policy and international trade theory development are discussed, and directions for future research are given. [ABSTRACT FROM AUTHOR]

Environmental Product Declaration (EPD) and EPD-like demands have been gaining importance, particularly due to the release of Product Environmental Footprint by the European Union (EU). EPDs could be demanded in international trade, potentially creating a technical trade barrier for emerging economy countries. Thus, those countries should evaluate their readiness to successfully meet this demand. In this sense, this paper aims to analyse and propose strategies for EPD promotion in Brazil. Brazil's situation regarding life cycle assessment (LCA) and EPD development was analysed considering its business, academic, public policy and consumers contexts. In addition, an analysis of the strengths, weaknesses, opportunities and threats (SWOT) was elaborated based on interviews with EPD stakeholders in the country. These allowed some strategies to be proposed considering the principle of connecting strengths and opportunities, compensating for weaknesses and neutralizing threats. The results showed that Brazil has a technical and institutional context that enables EPD growth due to the initial stage of LCA database, EPD programs, stakeholders' engagement, and availability of experts. However, in general, these aspects aren't in an adequate level for successful EPD promotion. There is still a large path for EPD understanding and life cycle data availability. Besides, financial and technical restriction, especially considering small and medium-sized enterprises (SMEs), present structural barriers. Nevertheless, by promoting EPD, Brazil could have gains in terms of credibility, access to global markets and environmental awareness. The opposite could happen if the country doesn't seize these opportunities. Furthermore, to influence Product Category Rule (PCR) definitions was said to be a key opportunity to avoid rules that disregard Brazilian singularities. Strategies for EPD promotion should focus on sensitizing and engaging different stakeholders in strategic sectors (civil construction, paper and pulp, coffee, ingredients derived from soya and livestock), enhancing technical capacities and life cycle data generation, and strengthening EPD programs to boost the Brazilian internal market and PCR development. Over the last decades, the Brazilian Development Bank (BNDES) has been the main source of long-term credit for investments in Brazil. However, from the mid-2010s onward, the fiscal costs of the subsidized credits provided by the bank have been increasingly stressed, configuring a second narrative of its role in the Brazilian economy. Based upon a review of the most frequently cited and most relevant academic articles about the BNDES published between 2005 and 2019, this paper analyzes these competing narratives and their impact on the public policies adopted to foster investments in the country. In a context marked by lower market interest rates and by an increasing capacity of large companies to obtain long-term credit from non-governmental sources, the second narrative prevailed over the last years and led to a law reform in 2017 to reduce the subsidies provided by the bank. The paper empirically demonstrates a narrative shift that influenced public policies regarding development banking and shows how changing settings affect the interest groups' capacity to disseminate their narratives. Purpose: The opening of government data is high on the policy agenda of governments worldwide. However, data release faces barriers due to limited support of civil servants, whereas the literature neglects civil servants' role in opening data. This paper aims at understanding why civil servants can be reluctant to support the disclosure of data. The authors developed a model to explain civil servants' behavioral intention to open data. Design/methodology/approach: The authors test a series of hypotheses by collecting and analyzing survey data from 387 civil servants and by applying multivariate hierarchical regression. Findings: The results indicate the factors influencing the behavior of civil servants. Social influences, performance expectancy, data management knowledge and risks have a significant influence. Personal characteristics control these effects. Research limitations/implications: Caution is needed to generalize the findings towards the support to open data provision by civil servants. Though the analyzed sample was limited to Brazil, other countries and cultures might yield different outcomes. Larger and more diversified samples might indicate significant effects on variables not found in this research. Practical implications: The insights can be used to develop policies for increasing the support of civil servants towards governmental data disclosure. Originality/value: This study suggests factors of influence to civil servants' behavior intentions to disclose governmental data. BACKGROUND: Waste production and management from residents and collection for sorting are systems heavily dependent on territorial dimensions. Ergonomic research needs to better integrate such territorial determinants to improve work conditions and design sustainable work systems. OBJECTIVE: Through studies in France and Brazil, this paper analyzes the territorial relations that raise work systems' sustainability challenges for materials recovery facilities (MRFs) and waste management in both countries and examines the links between work activity and territory in MRFs. METHODS: Both studies were based on the principles of activity-oriented ergonomics and used analyses of work activity and sociotechnical systems. The French study focused on interventions conducted over a 42-month period in five MRFs. The Brazilian study was based on a 20-month longitudinal qualitative and quantitative study. RESULTS: In this paper, we argue that territory is a key determining factor in waste production and work. Notably, the consumption patterns of residents and the economic flows within a geographic space determine the waste composition; and the territorially specified public policies, which define technical and social dimensions of waste collection and sorting. However, the territorial dimensions of waste are poorly considered in facility design. Workers' health and sorting system performance are thus affected and negatively compromising plant performance. CONCLUSION: The territory appears as a blind spot in the design of work systems. One of the challenges is to create interfaces and devices that could help to integrate better human activity and waste territorialized anchorage, in a multilevel organization, from local communities to the global recycling chains. Purpose: The purpose of this paper is discussing on cross-city empirical economic growth, by estimating an unbalanced dynamic panel for the most vulnerable region of Brazil. Design/methodology/approach: The authors propose including additional and specific sources of cross-city variation, enabling them to capture the essence and reality of this region. The sample selection is given by the solution of a trade-off on the number of cities and the available explanatory variables. Considering the final choice, the analysis is based on 6,452 observations extracted from a sample of 925 cities between 2009 and 2015. Reconciling the regional growth literature and this availability of observable data, the authors decide to explain cross-city real gross domestic product per capita in log, controlling for its lagged value besides 15 explanatory variables on human capital, financial system, business environment and social infrastructure. Findings: This study uses growth drivers on human capital, financial system, business environment and social infrastructure. Considering 6,452 observations for the period from 2009 to 2015, this study finds a significant role played by the levels of education of formal workers, rural financing, real estate financing and FIRJAN indices (health and employment). Research limitations/implications: A more comprehensive and complete understanding of cross-city variation, whether in the Northeast, in the North of the country or in other regions, involves the expansion of growth drivers in the model. Certainly, the impact of the industrial sector (not captured by the FIRJAN employment/income index), or programs and initiatives geared to technology, must be significant and positive. Despite the low market share, the insertion of microcredit data for informal, small business owners and more underserved families, can bring insights not measured in this article. Practical implications: On financial system and development: The results on the significant and positive coefficient of rural and real estate financing are fundamental in conducting public policies aimed at granting credit. On human capital: The expected and intuitive relevant role of education suggests that good policies that are implementable need to be looked for and replicated to other northeastern cities. The state of Ceará seems to be that benchmark to be followed by the other states. Social implications: Another public policy that needs to be strengthened so that the most vulnerable cities can grow is related to the partnership with the private sector in the expansion and maintenance of basic sanitation. In this context, the new Legal Framework for Basic Sanitation is an important step. Its main objective is to universalize and qualify the provision of services in the sector. Theoretically, it seems to be an important advance and this also unlocks the first big wave of investments. Originality/value: The analysis aims to contribute to the recent studies on regional growth applied to Brazil. To the best of the authors' knowledge, this is an innovative contribution, and the main differences between this paper and the others are the sample of cities, the period, the growth model and the estimation technique. For instance, Da Mata et al. (2005, 2007) explore population growth and its implications for economic dynamics and income generation among 123 urban agglomerations between 1970 and 2000. Paper aims: Housing is pivotal in advancing the quality of life. This study investigates the impact of economic complexity on the housing deficit within the Brazilian states. Originality: Several studies have investigated the significance of social policies and economic growth as explanatory factors for housing deficits. Our study sheds light on the importance of economic structure in facilitating improved housing conditions for individuals. Research method: The Fixed Effects Driscoll Kraay (FE-DK) econometric model was employed, utilizing panel data encompassing 27 Brazilian federative units spanning 2009 to 2017. Main findings: The primary finding of this research elucidates the role of economic complexity as a determining factor that significantly impacts the housing deficit within Brazilian states. In other words, an enhanced economic structure contributes to improved housing conditions for the population and fosters a higher quality of life. Implications for theory and practice: Theoretically, this paper posits the existence of a novel determinant that elucidates the housing and housing deficit theory. Moreover, the study makes a substantive contribution by advocating for public policies to facilitate housing conditions and enhance social well-being within a developing country. This paper proposes the problematization of generic and mass-produced forms of architecture through the oppositional relationship with indigenous self-constructed spaces. Starting from an ethnographic study about an unique indigenous horticulture project in the center of Rio de Janeiro, The Dja Guata Porã Garden, we demonstrate the effort to build a territory that organizes itself based on multispecies relationships. The project is contrasted with the formal urban space where it takes place, within a housing complex "Minha Casa, Minha Vida", the largest public housing policy in Brazil, where the architecture is designed with generic spaces that cannot be modified according to the residents. From this spatial contrast, we propose that this indigenous horticulture project, with pedagogical purposes, is a gap in the formal urban space. [ABSTRACT FROM AUTHOR]

Most research in policy transfer studies focused on cases of policies originating from the 'Global North'. However, recently countries of the 'Global South' became sources of models. With the exception of a few studies, literature has not considered these developments. This paper aims at contributing to this direction, by proposing an agenda drawn from policy transfer studies as well as from the observation of Brazil's and China's engagement in policy transfer. This exercise helps highlight a series of aspects overlooked by the literature. Understanding their motivations, their timing and other important aspects related to these processes can shed new light on policy transfer phenomena. Brazil has been standing out as one of the worst places on Earth to be during a global health crisis, especially for those whose struggle for basic humanitarian rights is already routine. How do the political environment and historical inequalities in countries like Brazil affect the ways in which public policy and technologies are framed as responses for the pandemic crisis? In this paper we aim to present the sequence of actions and omissions in the fight against sars-cov2 in Brazil, concentrating on measures based on the use of digital technologies and the sociotechnical arrangements unfolding in materialities that give shape to such measures. We will also discuss possible repercussions of the widespread adoption of surveillance technologies as a quick fix to the effects of the pandemic. Our focus is to explain how the materiality of the virus and its political as well as territorial effects are combined with digital technologies as responses (or lack of them) in the fields of healthcare, education, communication and labour in the context of the Global South. Purpose: The purpose of this paper is to evaluate how improvements in municipal solid waste management systems (MSWMS) can contribute to a transition toward circular economy (CE) in urban areas, outlining actions and guidelines for public policies. Design/methodology/approach: The research was carried out in three municipalities located in the state of São Paulo in terms of: diagnosis; elaboration of more positive scenarios in terms of CE and scaling of economic and environmental benefits; and outline actions and guidelines for public policies of MSWMS. Findings: In developing countries like Brazil, MSWMS can contribute to a transition toward a CE through new public policies and management practices, or even through the improvement of those that already exist. Examples of this are the integration of the informal sector of the recycling chain and service sector related to repairs of clothing, shoes, furniture and electronics as well as composting at the food production site. This could be strengthened by legal and financial mechanisms, training and carbon credit projects. Moreover, there is a need for integration of public policies between different levels of governments and sectoral policies. Originality/value: This paper developed a methodology to examine the potential for a transition toward a CE through the MSWMS in different scenarios and cities. This methodology allows to advance the implementation of the concept of CE in urban areas of developing countries and generating co-benefits to the local economy and the global environment. This paper aims to analyze the effects of a public policy based on negative income tax (NIT) ideals as an alternative to the current social programs of income transfer in Brazil. A multiregional applied computable general equilibrium model of Brazil's economy is used to analyze the impacts on households' welfare, split into 10 income classes, and 2 factors (capital and labor) for each of 5 major regions. By analyzing two scenarios for the proposed policy, we show that the NIT could be more effective than the current social programs as well as resulting in longer lasting outcomes. Information about the environment constitutes a part of the social memory of the Brazilian Amazon and is available in records and archives prepared by land regulatory institutions and public policy planning and executing agencies and, when accessed, allows the understanding of decision-making processes on territories and the transparency, as information about the environment is of collective interest. The paper aims to discuss how information about the environment occurs and to present the activities on dissemination of environmental information carried out by the Faculty of Archival Science at the Federal University of Pará (UFPA). As a methodology, it was applied literature review on the term "environment" in treaties, international pacts, and legislation, as well as documentary research on reports, maps and inventories of institutions that produce and maintain environmental information in Brazil. As a result, it highlights the extended projects "Heritage Education in Archives" and "Promoting Archives: revealing memories and narrating stories" which have systematized and made available information about the environment in several institutions throughout lectures in public schools and media products. The paper concludes that the role of the archivist to protect the environmental memory is essential, especially in the contemporary context, marked by climate change with implications for the whole society. Knowledge about the perception of stakeholders regarding the effectiveness of last-mile bicycle deliveries is essential to promote solutions at a local and national level. However, their use is an incipient solution in the Brazilian context. This paper aims to analyse the potential of performing last-mile bicycle deliveries according to the perspective of Brazilian logistics operators. First, the variables that affect the decision of logistic operators to adopt bicycles were captured using the theory of planned behaviour. Later, the intention of behaviour was measured by estimating an ordered logistic regression. The results showed that environmental awareness, public policies and weather conditions negatively influence the intention of logistics operators to perform last-mile bicycle deliveries in Brazil. However, these variables are more cultural than operational, and could be changed by awareness of the importance of performing last-mile bicycle deliveries to promote sustainable cities. Therapeutic monoclonal antibodies (MAbs) are biopharmaceuticals prescribed in oncology, rheumatology, and for other chronic and autoimmune diseases. Over the last decade, the demand for MAbs grew significantly in developing countries like Brazil, concomitant to the restructuring of the global biopharmaceutical industry, opening windows of opportunities for catching-up economies. This paper aims to analyze the capacity of a public policy, the so-called Production Development Partnership Program (PDPP), to encourage the generation of national capabilities to the local biopharmaceutical industry and technological upgrading in the biopharmaceutical sector in Brazil. It is a case study supported by qualitative data from twenty-three interviews. By focusing on technology transfer processes rather than on more complex strategies of technological learning and upgrading in domestic agents, the impact of PDPP has been marginal. Police violence in Brazil has long been discussed as a serious issue. In considering the prevalence of police violence in Brazil, previous studies have examined the reasons why police reform has not progressed, often from the perspective that the authoritarian nature of the military regime continues to persist within the police forces. Meanwhile, up to recent years, the number of "deaths resulting from police intervention (mortes decorrentes de intervenção policial: MDIP)" has fluctuated significantly. This fluctuation cannot be solely explained by the stagnation of police reform. Existing theories about the determinants of the number of MDIP refer to the political spectrum of the state governors' parties and the number of police officers killed. However, how these theories manifest in actual state cases has not been examined. The state of Rio de Janeiro is one of the most violent states in Brazil and serves as a crucial case study. Fitting this case within existing theories is difficult. In particular, the period from 2007 to 2018 saw rapid changes in the number of MDIP, with a significant decrease followed by a sharp increase. During this period, Sérgio Cabral and Luiz Fernando Pezão served as state governors, both belonging to the same party named Brazilian Democratic Movement (Movimento Democrático Brasileiro: MDB). Thus, the variation in the number of MDIP cannot be explained by the differences in political parties. This paper examines how public security policies had an impact on the number of MDIP during this period in the state of Rio de Janeiro. The central focus of the discussion is the policy known as the Pacifying Police Unit (Unidade de Polícia Pacificadora: UPP), which was created by Cabral. This policy change led to a decrease in MDIP until 2013. The introduction and subsequent downsizing of the UPP were determined by a comprehensive assessment of factors such as policy effectiveness, public opinion, the federal government's agendas, and the availability of resources. The case of Rio de Janeiro demonstrates the complexity of the process in which the governor decides the public security policy, indicating that the political spectrum of the governor's party was not significant in their decision-making. The studies of spatial-temporal land use and land cover (LULC) change patterns, supported by future scenarios and simulation methods based on the assumption of natural socio-economic and territorial driving forces, allow us to go beyond an accurate diagnosis of the dynamics that have occurred so far, providing a picture of possible alternative futures, and are fundamental in assisting with the planning and policy-making in the territory. In this paper, we use LULC maps and explanatory variables aggregated in five dimensions (physical/natural, economic, sociocultural, technological, and demographic) to identify which are the main drinving forces in the evolution process and the simulation of LULC dynamics for 2036, using as a case study the Chapecó River ecological corridor (Chapecó EC) area. The Chapecó EC was created by the state government in 2010 with the goal of combining nature conservation with local and regional development. In this region, in the last two decades, the loss of areas of natural grassland and forest was on average five times higher than the average recorded in the state. Based on scenario-building methods using artificial neural networks, six predictive scenarios were elaborated, based on three socioeconomic scenarios (current conditions, growth, and socioeconomic recession) and two territorial intervention options (actions). This includes an action based on maintaining the current LULC, and another action of a conservationist nature with the recovery of forest and natural grassland areas to the proportions of areas found in 1990. The results indicate that if the current LULC is maintained, forest, pasture and agriculture areas tend to increase, while silviculture and natural grassland areas decrease, driven by economic and physical/natural driving forces. If there is a conservationist action, natural grassland and pasture areas tend to increase and silviculture and agriculture tend to lose area due to economic, technological, and physical/natural driving forces. These trends have revealed that the natural grassland preservation/restoration, the encouragement of conservationist agricultural practices combined with economic strategies, and the technological development of the rural sector seem to form the basis of economic development combined with biodiversity conservation. Purpose: This paper intends to verify the extent to which Clean Development Mechanism (CDM) projects intend to contribute to sustainable development (SD) in Brazil, one of the top three leading countries in terms of the number of CDM projects. The authors assess the impact of CDMs not only in environmental aspects, but also social and economic ones. Design/methodology/approach: The authors define a set of qualitative sustainability indicators and scrutinize documents regarding a sample of almost half of all the projects registered in Brazil between 2004 and 2020 (219 projects). Findings: The findings of this study contradict many previous studies finding very limited evidence of SD in CDMs in many different countries: most projects in Brazil intend to contribute to some extent with SD, with 91% and 75% claiming to improve social and economic aspects, respectively. Practical implications: The authors derive lessons from Brazil that can be used in other researches. This article approaches the emergence of social subjects – associativism – and the formation of horizontal circuits of solidarity, both of which were decisive processes for saving lives in favelas and suburbs in Rio de Janeiro during the Covid-19 pandemic. The impact of the pandemic has been enormous collective trauma that accentuated the collapse of health surveillance systems and generated a catastrophe and humanitarian crisis in the city. Solidarity and local collective cooperation processes had decisive effects as a new protagonism, generating synergy with health actions and social programmes. They contributed decisively to actions that made forms of immunological protection, food security, and access to basic care possible in adverse contexts with weak policies and severe limitations for social isolation. Highlighting the importance of collective health surveillance and assistance actions from local associations, this paper discusses public health actions in the favela territories that demonstrate how communities, universities, public officials, and public health networks can develop policies and projects to confront Covid-19 in the favelas. How is policy implementation affected by increased polarisation and extreme shifts in politics? In order to address this question, the paper focuses on frontline workers' (street-level bureaucrats') interpretations of political shifts and how these are then translated into practice. Building on ethnographic fieldwork conducted among social workers in Northeast Brazil, the paper proposes a theoretical framework for analysing the influence of political landscapes on policy implementation by foregrounding the political processes in which these agents play a critical role. Drawing on empirical data, the paper proposes ideal types of possible outcomes of translation practices – counterbalance, collaboration, resistance – that function as a guiding framework for future research. How does the private sector structure the trajectory of a country's universal healthcare programme? Social scientists have long pointed to the importance of path dependence in shaping health reform. Yet, rarely have middle-income countries' experience with the private sector under Universal Health Coverage (UHC) been examined from comparative perspective. In this paper, we explore the changing landscape of the health sector in Brazil and Thailand before UHC reform and after. We find path-dependent processes at work that have pushed two countries that both adopted UHC reforms in divergent directions. In Brazil, a comparatively large and entrenched private sector that existed before reform has grown over time, and a sizable private health insurance industry has exerted powerful influence on health policy, weakening the public sector. In Thailand, constraints on private health insurance growth and sustained investment in public health infrastructure and governance have helped check the growth of private sector influence, although battles over health policy still remain contentious. The experiences of these countries offer lessons for policymakers seeking to achieve and maintain robust UHC programmes in other contexts. [ABSTRACT FROM AUTHOR]

This paper aimed to characterise Brazilian participation in the Summer Paralympic Games between 1972-2020 and relate it to the historical-national, political and Brazilian Paralympic Committee's strategic plan for the paralympic cycles. This paper also intended to compare Brazilian's results with the best-ranked countries in Rio 2016. Until 2020, the Brazilian delegation was represented by 774 athletes, 251 of whom were medalists (70.9% men and 29.1% women) in 17 different sports, four collective and thirteen individuals. Regarding disability type, 64.9% of the medalist athletes have a physical impairment, 32.3% visual impairment and 2.8% intellectual impairment. During the analysed period, Brazil won 373 medals: 109 gold (29.2%), 132 silver (35.4%) and 132 bronze (35.4%). In conclusion, it is possible to highlight that the improvement in public policies, strategic plans and investments has favoured Brazilian's results. In the last four Paralympic cycles, Brazil could consolidate itself, winning the largest number of medals in 2016 and reaching third place in accumulated growth (3.2%) between 1988-2020, surpassed only by China and Ukraine.
