This article introduces the Special Issue 'Re-reading the OECD and education: the emergence of a global governing complex'. Its distinctive contribution is related to its dual epistemological aims: to explore how different conceptual lenses and methodological approaches add to our understanding of the OECD as an intergovernmental organisation; and second, to understand the ways in which the strategic activities and priorities of the OECD have been constructed, historically and contemporarily, and the implications in terms of governance and education on a global scale. Broadly, this dual dynamic – of 'seeing the OECD' and 'seeing like the OECD' – has generated the papers included in this Special Issue. Our Introduction outlines the specific foci and contributions of these papers with reference to four thematic lines of analysis in the research literature: (i) the changing capacities and positions of the OECD in global governance; (ii) the main ideas and styles of reasoning underpinning OECD governance; (iii) the formal and informal processes and workings of OECD's policy formation; and (iv) the impact and wider implications of the OECD in education policy and practice. In the evaluation of any political strategy, it is essential to carry out the collection and analysis of the available data. The presentation of a complex phenomenon by means of synthetic measures can improve both the political actors' understanding of the situation and the design of new measures. In this paper, we deal with the problem of the construction of a multidimensional composite indicator for the evaluation of educational systems in OECD countries. In our proposal, not only are those indicators included that measure the academic outcomes, but also a group of indicators that measures the social dimension of the educational system. A variation of a methodology based on Data Envelopment Analysis is developed to construct a composite multiplicative indicator that enables inter-temporal comparison and the detection of the sources of the variation. Geographers have shown considerable interest in neoliberal educational restructuring as states across the Global North have sought to respond to the challenges of economic change through the development of a skilled population. Existing research provides a wide-ranging analysis of the ways neoliberal states seek to shape individual citizens through their own learning. Greater attention now needs to be paid to new and developing ways in which they seek to influence the context in which future citizenworkers are raised. This paper focuses on parenting education which is growing across OECD countries. Social science critiques suggest that parenting classes are part of a professionalisation of parenting which has sought to impose middle-class mores on working-class parents, at the same time as parenting has been unwarrantedly cast as a context-free skill. This paper uses quantitative and qualitative data to explore the attitudes of parents of different social class positions to parenting education, tracing the ways these emerge in and through particular sociospatial contexts. The paper reveals the importance of local class-based cultures of mothering in influencing both the attitudes of individual mothers to parenting classes, and the success of neoliberal policy implementation in diverse socioeconomic neighbourhoods. In conclusion the paper emphasises: the importance of geographical research into newly emerging forms of education; the value of engaging with the subjects of neoliberal education policy because their attitudes influence its implementation in practice; and the need to set educational provision in its wider geographical context, as this can shape the success of policies delivered in and through educational institutions. In recent years, the idea that the future is inherently unpredictable has gained considerable currency in educational policymaking. In this paper, we seek to critically examine and analyze the implications that stem from embracing this concept of the future. To do so, we focus on current discussions of 21-century skills, and more specifically on the work of the OECD. First, we offer a brief introduction to the prevailing conceptualization of the future as uncertain and risky, and the ensuing emphasis on the development of skills needed to adapt to this increasingly volatile future. We then explain why the emphasis on future uncertainty leads to conceptualizing education as adaptation, while disregarding the importance of the past. We argue that this results in an impoverished conception of education and the skills it should develop. Next, we focus on how the idea of an unpredictable future marginalizes the role of values in education. We maintain that this not only leads to a narrow vision of education, but also undermines the cultivation of skills heralded by 21st-century skills frameworks. This paper examines the expansion of the OECD's Programme for International Student Assessment ( PISA) and associated growth in the influence of the OECD's education work. PISA has become one of the OECD's most successful 'products' and has both strengthened the role of the Directorate for Education within the organization and enhanced the significance of the organization in education globally. We provide an overview of the OECD, including organizational changes in response to globalization and the changing place of the Directorate for Education within the organization, particularly with the development of PISA in the late 1990s. We show how the OECD is expanding PISA by broadening the scope of what is measured; increasing the scale of the assessment to cover more countries, systems and schools; and enhancing its explanatory power to provide policy-makers with better information. The OECD has also developed the Programme for International Assessment of Adult Competencies ( PIAAC) and PISA-based Tests for Schools, which draw on the PISA template to extend the influence of its education work to new sites. The paper draws on data from 33 interviews with past and present personnel from the OECD, the International Association for the Evaluation of Educational Achievement ( IEA) and the English and Australian education systems, as well as analysis of relevant OECD documents. We argue that PISA, and the OECD's education work more broadly, has facilitated new epistemological and infrastructural modes of global governance for the OECD in education. [ABSTRACT FROM AUTHOR]

Using panel data from 102 countries in 1975-2010, this paper explores the dynamic interaction among health, education and growth by applying panel VAR techniques. Empirical findings reveal that the predictive pattern among health, education and economic growth is not stable in the cross section of countries. While health has positive contribution to growth for all countries, education has benefited only higher middle income and high-income OECD countries. Economic growth has predictive power for the components of human development in the high-income OECD countries. Further, econometric evidence reveals that bi-directional relationship between health and education should be supported to reap the benefits of human development on economic growth. The leadership competencies and the managerial abilities are important for every school development. However, to obtain the best results in the educational system, as in every public institution, it is important that the legislative framework to emphasize the managerial abilities, but also to allow them to develop their ideas and implement their strategy. The educational system requires manager's flexibility and imagination but at the same time it requires a lot of responsibility and rigor in obtaining the educational goal. This paper aim is to compare the manager's legislative barriers and responsibility and to analyze if the national framework allows them to develop a personal approach in managing the school. The paper presents some characteristics concerning national regulations in the educational system, pointing out the responsibilities of a manager's and the means that allows him to obtain the best results. Using Eurydice tools and network, the OECD reports, the national arrangement concerning the educational policy and scholar's researches, we compare the educational background and regulations concerning school manager's duties, job requirements and decision-making choices within four decentralized educational systems. We present a short analysis of the recruitment process and responsibilities of public school managers and a comparison of these procedures within four countries: Romania, France, Spain and Finland. The development of a knowledge-based economy relies greatly on developing the skills and education needed for inclusive and sustainable development so that growth will reach all parts of the society. Addressing skills development for all is challenging for all OECD countries; Asian economies are working towards developing integrated pathways of skills and employment. This paper addresses some key aspects of skills development in OECD countries through a case study of small and medium enterprises as a key sector in both OECD and Asian economies. There is now an extensive body of research concerning the OECD's Programme for International Student Assessment (PISA), and its recent additions and variations. Despite this, we argue that there is a paucity of theory-informed empirical research on the ways in which the PISA results about a nation's education system both circulate within, and are engaged by, educators and policymakers at different levels of the education system. This paper reports on a large multi-scalar, multi-method and multi-actor dataset on the Mexican education system, where we explore what actors located at different scales know about PISA, and whether and how they use it in education policy and practice decisions. From a set of different vantage points we show the highly contingent and unpredictable 'life of numbers' – from teachers in schools who barely know about and engage with PISA data, to politicians who use PISA to legitimate their own political purposes, or policymakers who draw upon much earlier renditions of PISA so that it now enters into Mexican education policymaking and shapes practices through a metaphoric back door. We reflect theoretically on these processes and practices, arguing for a more complex and nuanced reading of large-scale assessments like PISA. [ABSTRACT FROM AUTHOR]

This paper traces the complexities, contingencies and tensions involved in the creation of a new, 'scientific' assessment in what we call Prefecture A in Japan. We start with a thick, granular description of the complicated and ongoing narrative of a new policy emergence. This descriptive account serves as a precursor to our application of an Actor Network Theory (ANT) approach, particularly the concepts of assemblage and assembling, while at the same time eschewing its depoliticising effect of a flat ontology. Our account details that much work and strategising went into achieving the new assessment but also into holding it in place. This included, strategising inside and across the Prefecture, with the National Ministry, with edu-businesses that had psychometric expertise, with politicians and the board of education and with the OECD and the Director of its Education and Skills Directorate. The analysis illustrates the complex, multi-directional and topological cartographies of power that now work in contemporary education policy processes. As such, we suggest a way to transcend the binary of methodological nationalism and methodological globalism evident in much policy sociology in education work. [ABSTRACT FROM AUTHOR]

Alongside the influence of market-based reforms in education policy has been the growth of policy that has largely been overlooked – those that outline social contracts. This paper draws on policies that connect with equity as a way of illustrating this social contract turn in policy and develops a conceptualisation of social contracts as they apply to education policy. The argument provides three principles that underpin social contracts, including informed consent, negotiation and accountability. This paper applies these principles to three levels of social contract. At the first level are broad social contracts, which are associated with debates about the kinds of things that states should expect from its citizens, and the things that citizens could expect from governments and the state. The second level of social contract is an institutional or field-based social contract, which spells out the obligations and connections between a specific field and other fields. This level names a kind of social contract that is often exemplified in policies or statements by specific institutions. The third level of social contract deals with contract-like mechanisms embedded in fields that make tangible the obligations and expectations of citizens in fulfilling the expectations of fields. This paper adopts the stratification-standardization framework proposed by Allmendinger (1989) to analyze the effects of educational institutions and the organization of education on the inequality of opportunity and effectiveness of national education systems. The analyses are conducted on OECD countries participating in the Programme for International Student Asssessment (PISA) 2003 study (OECD, 2004c). The results indicate that educational stratification increases inequality of educational opportunity, while in general, standardization enhances equality. Stratification does not improve overall student performance, and the association between standardization and effectiveness is not straightforward. Designing well-being policies often requires the use of qualitative data. In fact many dimensions of well-being have to be appraised through the use of an ordered status: that is the case with health, happiness and educational attainments. While it is important to look at the mean levels achieved by society, distributional features are also salient aspects for any evaluation exercises, as it is likely that strong disparities in achievements among the population will prevail in those dimensions. Nonetheless, standards tools for inequality analysis, essentially mean-based and thus scale-dependent, are not applicable in this context, as any choice of scale in an ordinal framework is likely to be arbitrary and subject to change. Relying on the median-based approach developed by Allison and Foster (J Health Econ 23:505-524, ) for the measurement of self-reported health status inequality, this paper applies scale-invariant measures to subjective well-being and educational attainments in OECD countries using the 2010 round of the Gallup World Poll. This scale-invariant approach, applied to the case of three-category ordinal variables with identical median states, generates an unambiguous inequality and welfare ordering. This ranking is further completed by the computation of a scale-invariant inequality index. Both these measures aim to provide a robust picture of inequality and welfare in an ordinal context. Children need a balanced set of cognitive, social and emotional capabilities to adapt to today's demanding, changing and unpredictable world. OECD countries and partner economies recognise the importance on the holistic development of individuals. However, there are big gaps between stakeholders' knowledge, expectations and practices on how to foster such skills. This paper presents evidence on the importance of social and emotional skills; on how policy makers and schools are currently enhancing and monitoring such skills; and, on the existing gaps between knowledge, expectations and practices to mobilise these skills. The paper concludes by pointing ways in which education stakeholders can do more to better develop and mobilise the skills that drive individual's well-being and social progress. This paper brings together data on national policies for improving reading achievement with student reading outcomes according to the OECD Programme for International Student Assessment ( PISA) 2009 data. It is based on a two-step analysis. Firstly, the prevalence of national policies for improving reading achievement (i.e., specialist reading teachers, national tests for identifying individual learning needs and curriculum guidelines on reading comprehension strategies) is described in 32 European countries. Secondly, a three-level regression analysis is performed in order to assess the relative impact of the analysed national policies. The results indicate that the provision of reading specialists for providing targeted support to students with difficulties and advice to teachers seems to be the most important measure. Moreover, central level regulation by education authorities can be an effective way to assure the right to a reading specialist for every student in need. [ABSTRACT FROM AUTHOR]

The paper reports on a particular strand of the outcomes of the English contribution to an Organisation for Economic Cooperation and Development comparative study,ICT in Initial Teacher Training, which aimed to develop insights into how courses of initial teacher training prepare student teachers to use information and communications technology (ICT) effectively in their teaching. The paper extracts from the broader dataset the views of practitioners who were identified as being particularly ‘expert’ in their use of ICT, on what strategies and interventions are most helpful in developing teachers who are able to use ICT to enhance learning in their subject teaching, and also what itmeans‘to be good at ICT’ as a subject teacher. Although some findings confirm research elsewhere on the importance of Technological and Pedagogical Content Knowledge (TPACK) frameworks, other aspects of the study question some of the assumptions which have been made about teacher induction in this field in England, which may have implications for the training of pre-service teachers in other countries. This paper explores the notion of a ‘just imaginary’ for social inclusion in higher education. It responds to the current strategy of OECD nations to expand higher education and increase graduate numbers, as a way of securing a competitive advantage in the global knowledge economy. The Australian higher education system provides the case for analysis. Three dilemmas for social inclusion policy in this context are identified: questions of sustainability, aspiration and opportunity. The paper argues that while social inclusion policy has ‘first-order’ effects in higher education, ajustimaginary is required for more inclusive ‘second-order’ effects to be realized. It concludes that transformation of the current imaginary will require a more robust theorization of relations between social inclusion and higher education, to give new and unifying meaning to existing practices and to generate new ones. This paper focuses on the rescaling and re-spatialization of policy and governance in education, including the constitution of a global education policy field. It deals with the changing education policy work of the OECD, particularly the influential Programme for International Student Assessment (PISA). We argue that PISA has become the most successful OECD 'product' and as such has become the prototype for other OECD developments, including PISA-Based tests for schools, PISA for development, PIACC and AHELO. These developments help constitute a global education policy field and contribute to the production of a global data infrastructure in education. At the same time, they also have impacts on other spatial relations, including sub-national and local effects in schooling. For example, the PISA-based test for schools programme can be used directly by schools and sub-national systems as part of the new policy spaces in education. In this paper, we document the role of the OECD's education work in respect of these matters. We focus specifically on a video, PISA 2012 - Representing Your Country, produced by the Scottish Department of Education and anchored by the Scottish National Party Minister for Education. The aim of the video is to inspire the participation and strong performance of Scottish students in the 2012 PISA sample. As we will show, using a 'videological analysis', this video demonstrates how Scottish independence and nationalism involve reaching out to draw on the expertise of supranational organisations such as the OECD, while at the same time the OECD is reaching in to nations to shape policy agendas in sub-national spaces. The programme for international student assessment ( PISA) 2006 Report (OECD, PISA 2006: science competencies for tomorrow's world, Organisation for Economic Co-operation and Development, Paris in ) showed significant differences among Spanish students attending publicly financed schools. Publicly financed schools include entirely public schools and schools that are privately managed but publicly funded. Families with a lower socioeconomic status may self-select into public schools, so a direct efficiency comparison between the two school types could lead to flawed conclusions because of the possible school selection bias. In this paper, we suggest using a propensity score matching approach in order to correctly analyze the impact of school ownership on student performance. After tackling the self-selection problem, we use a stochastic parametric distance function framework to compare student efficiency and productivity in both school types across ten Spanish regions using PISA 2006 data. Furthermore, we propose two original measures to analyze the impact of school ownership on academic performance across regions: the average treatment effect on the treated on the production frontier and the average treatment effect on the treated assuming school inefficiency. We find that, on average, private government-dependent schools are more productive than public schools, although efficiency results across regions are highly divergent. [ABSTRACT FROM AUTHOR]

This paper examines the impact of fiscal policies on both the size and educational levels of immigrants in destination countries. We find that whether or not a country’s policies are attracting highly educated immigrants goes beyond the issue of the “welfare state”. Immigrants are making important distinctions between the different benefits provided by a receiving country’s government. Health and education spending are found to have a positive impact on the education levels of immigrants while the reverse is true for unemployment and retirement benefits. Welfare programs are found to be insignificant once other government programs/taxes and other factors are taken into account. These results imply that countries should be less concerned about whether they are a “big government” with regards to attracting immigrants, and more concerned with what types of benefits they offer. Summary This paper compares the educational attainment of second-generation immigrants with that of children born to native parents in several OECD countries. We show that the average gap in test scores of children of immigrants and natives differs widely across countries, and is strongly related to achievement differences in the parent generation. The disadvantage of immigrant children reduces, and even disappears for some countries, once we condition on parental background characteristics. A foreign language spoken at home is the single most important factor associated with the achievement gap. An alternative reference group to native children are children born to non-emigrants in the country of origin. We compare mathematics test scores of children of Turkish immigrants in several destination countries, to those of Turkish children in Turkey whose parents have not emigrated. We find that in most host countries, the test score achievement of the children of Turkish immigrants (although being lower than that of their native peers) is higher than that of children of their cohort in the home country. This is conditional and unconditional on parental background characteristics. This paper focuses on inequalities in learning opportunities for individuals coming from different socio-economic backgrounds as a measure of (in)e quality of opportunity in OECD countries and provides insights on the potential role played by policies and institutions in shaping countries' relative positions. Based on harmonised 15-year old students' achievement data collected at the individual level, the empirical analysis shows that while Nordic European countries exhibit relatively low levels of inequality, continental Europe is characterised by high levels of inequality - in particular of schooling segregation along socio-economic lines - while Anglo-Saxon countries occupy a somewhat intermediate position. Despite the difficulty of properly identij~iing causal relationship, cross-country regression analysis provides insights on the .potentialfor policies to explain observed differences in equity in education. Policies allowing increasing social mix are associated with lower school socio-economic segregation without affecting overall performance. Countries that emphasise childcare and pre-school institutions exhibit lower levels of inequality of opportunity, suggesting the effectiveness of early intervention policies in reducing persistence of education outcomes across generations. There is also a positive association between inequality of opportunities and income inequality. As a consequence, cross-country regressions would suggest that redistributive policies can help to reduce inequalities of educational opportunities associated with socio-economic background and, hence, persistence of education outcomes across generations. This paper assesses recent patterns of intergenerational social mobility across OECD countries and examines the role that public policies can play. It shows that the relationship between parental or socio-economic background and offspring educational and wage outcomes is positive and significant in practically all countries for which evidence is available. Intergenerational social mobility is measured by several different indicators, since no single indicator provides a complete picture. However, one pattern that emerges is of a group of countries, southern European countries and Luxembourg, which appears to rank as relatively immobile on most indicators, while another group, the Nordic countries, is found to be more mobile. Furthermore, public policies such as education and early childcare play a role in explaining observed differences in intergenerational social mobility across countries. [ABSTRACT FROM AUTHOR]

Studies on immigrants’ disadvantage focus predominantly on labour market perspectives. Immigrants’ poor education is a subject much less examined especially in a cross-national context. This paper examines differences in educational achievement between immigrants and natives across ten OECD countries. In English-speaking countries, immigrants fare best, while in Continental European countries they fare worse compared to natives. Whilst language skills seem to explain immigrants’ disadvantage in English-speaking countries, socioeconomic background and school segregation are further important determinants of immigrants’ gap in Continental Europe. Research in the social sciences has focused extensively on the relationship between family background, educational attainment and social destination, on the one hand, and on the processes of skills creation and skills use, on the other. This paper brings these two branches of the literature together by examining the correlation between a range of social factors. The methodology we adopt provides a comprehensive approach to the study of the channels through which literacy skills are acquired, taking into account the interrelation of family background, educational attainment, and the use of skills at work and at home. We use the Programme of International Assessment of Adult Competences (PIAAC) dataset and apply a structural equation model (SEM). Our results show that family background and education play an important role in the configuration of adult skills and skill practices. Unequal family access to resources has a strong impact at later stages in life and strongly affects educational attainment and skills outcomes. The paper revisits regression-based inequality decomposition, derives further theoretical results on the factor shares and applies them in an empirical setting. Noting that the approach based on Shorrocks and Fields is not directly applicable to an important welfare-based inequality index, namely Atkinson's inequality index, we generalise it to derive shares for this index. We also derive the asymptotic distribution of all share estimators for obtaining their standard errors necessary for drawing inference. Finally, we use our theoretical results to examine the major factors that contribute to income inequality in India. Our results show that education and household size are the two most dominant factors contributing to income inequality in both rural and urban areas, followed by employment status and regional differences. This paper examines the re-articulation of social justice as equity in schooling policy through national and global testing and data infrastructures. It focuses on the Australian National Assessment Program – Literacy and Numeracy (NAPLAN) and the OECD’s Programme for International Student Assessment (PISA). We analyse the discursive reconstitution of social justice as equity in Australian and OECD policy, and analyse NAPLAN and PISA as technologies of governance that re-articulate equity as a measure of performance. These re-articulations are set against the extension of neo-social economistic rationalities to all domains of life and the topological production of new spaces of policy and power. The Dakar Conference Declaration in 2000 endorsed the aim of universal access to education. Following Dakar Declaration, the improvement of education and schooling was to be engineered and steered by a mix of governmental and non-governmental agencies. But this quasi-governmental rhetoric masks the possibility that schooling can be re-organised (re-formed) in such a way that public services are outsourced to private or global agencies which operate according to neo-liberal assumptions. At this point, we can assert that policy proposals in education and at the social, cultural, economic, political levels (especially in countries receiving international donor-aid) are no longer rooted in democratic decisions taken by national, regional or local communities. The influence of international and supranational organizations, such as the OECD and others (see Rizvi & Lingard, 2010), creates an emergent global educational policy arena but this creates another set of political problems. This paper analyses the interaction between school-tracking policies and peer effects in OECD countries. Using the Programme for International Student Assessment (PISA) 2006 data set, we show that linear peer effects are slightly concave-shaped in both early-tracking and comprehensive educational systems, but generally stronger in the early-tracking one. Second, and more interestingly, the effect of peer heterogeneity goes in opposite directions in the two systems. In both student- and school-level estimates, peer heterogeneity reduces students' achievements in the comprehensive system while it has a positive impact in the early-tracking one. This reversal effect is robust to different definitions of early-tracking system, to the inclusion of pseudo-school fixed effects and to the exclusion of outlier countries. An epidemic of obesity has been developing in virtually all OECD countries over the last 30 years. Existing evidence provides a strong suggestion that such an epidemic has affected certain social groups more than others. In particular, a better education appears to be associated with a lower likelihood of obesity, especially among women. This paper sheds light on the nature and the strength of the correlation between education and obesity. Analyses of health survey data from Australia, Canada, England, and Korea were undertaken with the aim of exploring this relationship. Social gradients in obesity were assessed across the entire education spectrum, overall and in different population sub-groups. Furthermore, investigations testing for mediation effects and for the causal nature of the links observed were undertaken to better understand the underlying mechanisms of the relationship between education and obesity. From international comparisons we know that the German education system is more socially selective than many European or Organisation for Economic Co-operation and Development (OECD) countries and has only been slowly catching up during the last several years. At the same time, German higher education (HE) has consisted mostly of public institutions that were not allowed to charge tuition fees. Only since 2005 have some of the Länder allowed for a modest tuition fee of €500 maximum.While the German higher education system seems to be struggling with the task of including disadvantaged students and those with a non-German, non-academic background, the country faces an unprecedented demographic change that will make young people a rare good and education even more valuable than it is today.This paper explains the German discussion on tuition fees and the background to this discussion of lurking demographic change. In most countries, girls perform better than boys in reading but worse in mathematics. However, there is much variation between countries. Explanations for the gender gaps include the organisation of the school system, students' expectations and macro-societal factors. The purpose of this paper is to account for gender differences in both reading and mathematics among 15-year-old students using data from the OECD's 2000 Programme for International Student Assessment (PISA) project. In most countries, school system factors are associated with the gender gap in reading but not in mathematics. Generally, gender differences in students' occupational expectations do not account for the gender gaps, although expectations contribute to the gender gaps in reading in New Zealand and the United States. Although several macro-societal factors - the proportion of women in the workforce, societal inequality and public sector spending - are associated with the gender gap in reading, the correlations are only moderate, unstable and, importantly, are not associated with the gender gaps in mathematics. The much stronger association between the gender gaps in reading and mathematics across countries implies that they are both influenced by policy: the extent that countries have successfully implemented policies to promote the educational outcomes of girls and young women. Gender differences in the STEM (Science Technology Engineering and Mathematics) disciplines are widespread in most OECD countries and mathematics is the only subject where girls tend to underperform with respect to boys. This paper analyses the gender gap in math test scores in Italy, which is one of the countries displaying the largest differential between boys and girls, according to the latest Programme for International Student Assessment (PISA). We use data from an Italian national level learning assessment, involving children in selected grades from second to tenth, and analyse the gender gap in mathematics test scores using OLS, school fixed effects, quantile regression, metric free and dynamic pseudo-panel models. Our results show that girls systematically underperform boys, even after controlling for an array of individual and family background characteristics. The average gender gap increases with children's age, is larger among top performing children, and girls keep losing ground relative to boys when progressing in the education system. Education is one of the most important determinants of occupational attainment, and country-comparative scholars have increasingly focused their attention on the stratification of education systems, that is, the extent to which students are differentiated into different groups for instructional purposes. This article introduces a new microlevel risk ignored by previous theories, that is, the risk of productivity loss. I argue that the criterion guiding the first selection into different schools or curricula within a school reduces skill heterogeneity and employers' risk of productivity loss, strengthening the link between education and occupation. Data of the European Social Survey are complemented with new indicators of education systems' characteristics coming from an expert survey that involved more than 200 experts in 34 OECD countries. Findings show that as the first selection is increasingly based on students' ability, the educational gradient in occupational attainment increases for those respondents who achieved an academic upper-secondary degree. We examine the contribution of human capital to health in 23 countries worldwide using the OECD Survey of Adult Skills, a unique large-scale international assessment of 16–65 year olds that contains information about self-reported health, schooling, cognitive skills and indicators of interpersonal trust, which represents the cognitive dimension of social capital. We identify cross-national differences in education, skill and social capital gradients in self-reported health and explore the interaction between human capital and social capital to examine if and where social capital is a mediator or a moderator of years of schooling and cognitive abilities. We find large education gaps in self-reported health across all countries in our sample and a strong positive relationship between self-reported health and both literacy and trust in the majority of countries. Education and skill gradients in self-reported health appear to be largest in the United States and smallest in Italy, France, Sweden and Finland. On average around 5.5% of both the schooling gap in self-reported health and the literacy gap in self-reported health can be explained by the higher levels of interpersonal trust that better educated/more skilled individuals have, although the mediating role of trust varies considerably across countries. We find no evidence of a moderation effect: the relationships between health and years of schooling and health and cognitive skills are similar among individuals with different levels of trust. This paper describes the construction of updated series on the educational attainment of the adult population for a sample of 22 OECD countries covering the period 1960–2010. These series are then compared with (the OECD subsample of) the latest available version of other cross-country data sets on average years of schooling that are commonly used in the literature. Finally, statistical measures of the information content of the different series are constructed using the procedure developed by Krueger and Lindhal (K&L, 2001) and de la Fuente and Doménech (D&D, 2006). The exercise shows that there are important differences in quality across data sets and suggests that successive revisions have succeeded in increasing their signal to noise ratios. The expansion of tertiary education is high on the political agenda in the European Union. In this paper we analyse a necessary ingredient for the expansion of tertiary education - the universalisation of upper secondary education - in order to draw lessons for the expansion of tertiary education by analogy. We examine speed, differentiation and drivers of this universalisation in Germany and compare our findings with the experiences in the Czech and Slovak Republics in order to demonstrate more general trends in educational policies in Europe. We find that the speed of universalisation depends on whether a country is a forerunner or a laggard. General tracks expanded more than vocational tracks; in Germany the two tracks complement one another. Finally we find that conflicting interest groups hampered serious reforms in Germany until the first PISA tests in 2000 placed its students well below the average among OECD countries for literacy and numeracy. Reforms introduced in the last decades, however - driven by internationalisation - are likely to lead to a further expansion of tertiary education both in Germany and in what is today the Slovak and Czech Republics. Abstract: This paper explores the way governments rely on budgets. Budgets are classified with reference to functions (e.g. defence, education, etc.), but expenditure from one budget (e.g. the overseas budget) can prove as effective as expenditure from another budget (e.g. the environment budget) when pursuing a specific policy goal. Are donor countries internalising spillovers by harmonising overseas aid spending with other budgetary expenditures? An empirical analysis of OECD countries (between 1990 and 2005) suggests that they rely systematically on a preferred portfolio of budgets. [Copyright &y& Elsevier]

This paper offers a Problem Tree Heuristic as a useful thinking procedure for problem structuring, an initial step in policy analysis. The heuristic's nature and possible purposes are outlined. A specific procedure is recommended based on relevant literature and author's application experience. Some real-life applications and the problem tree's possibilities and limits are discussed. Australia's education system has attracted much recognition over the last few years due to the above average achievement of our students when compared to other OECD countries in large-scale international tests in science, numeracy and literacy. However, when these results are analysed more closely, large gaps emerge in student achievement between remote, rural and metropolitan schools. In this paper, data highlighting the extent of the problem, particularly in the areas of mathematics and science are presented. Following this we provide some of the strategies being implemented on a national scale to support science, mathematics and information and communication technology (ICT) educators working in rural Australia. Level of postsecondary schooling and field of study remain significant markers of social stratification. However, the extent to which these various types of postsecondary schooling influence the labor market outcomes of recent male and female graduates is unknown. Drawing on data from Statistics Canada's 2013 National Graduates Survey, we examine the employment status and gender gap in earnings among recent Canadian male and female graduates at different levels of postsecondary education and various fields of study, three years after graduation. The findings indicate substantial gender disparities in employment status across all types of postsecondary education. The gender gap in earnings is highest among trades and community college graduates, but effectively disappears for graduates with earned doctorate degrees. With respect to field of study, the gender wage gap is smallest among liberal arts graduates and largest among graduates with math-, computer science-, or engineering-related credentials. The policy implications associated with these findings should be of interest to international researchers as pay equity among men and women in the workforce remains a priority for all OECD countries.
