Purpose: The purpose of the paper is to report the findings of a synthesis of literature reviews and stakeholder interviews conducted in Nigeria, Sierra Leone, Sudan, Tanzania, Zambia and Zimbabwe. The synthesis provides an overview of instructional leadership policy and practice in these six countries. Design/methodology/approach: This paper reports the findings of a systematic literature review, and participant interviews, in six sub-Sahara African countries. The research links to the British Council's initiative to develop instructional leadership in developing contexts, including the six countries featured in this submission. Findings: The findings show diverse policy and practice of instructional leadership in these African contexts. Three have no explicit policies on this important leadership construct, while the others have relevant policy statements but limited evidence of instructional leadership practice. Research limitations/implications: The research provides an overview of instructional leadership policy and practice in these six countries, but more school-based research is required to develop grounded evidence on whether and how this is practiced. The pandemic inhibited such school-based research in 2020. The study provides emerging evidence of the impact of instructional leadership on school and student outcomes, confirming what is known from international research. Practical implications: Developing awareness of how instructional leadership can improve student learning, linked to appropriate training, could lead to more effective schools. Social implications: The Sustainable Development Goals stress the importance of high quality education for economic and social development. Leadership is an important aspect of quality, and the research reported in this paper shows the potential for instructional leadership to enhance student learning. Originality/value: This is the first cross-national study of instructional leadership in sub-Saharan Africa.

This article argues that Christian educational institutions in Africa can play a major role in improving economic self-reliance within the continent, if those who establish Christian universities there take time to plan the programs and activities in those institutions. Specifically, it argues that with proper planning of quality education--the curriculum, the choice of extra-curricular activities, the teaching methods, and proper assessment--Africa's situation, especially its economy will improve. The paper insists that God gave a mandate to Christians to lead out in the world when He called them the light of the world (Matthew 5:14-16) as well as promised that they would be the head and not the tail (Deuteronomy 28:13). Finally, it ends with several recommendations that will help leaders of Christian universities in Africa to plan education in such a way to improve the economy of the continent. While the paper addresses Christian institutions of higher learning in general, it focuses its attention on Seventh-day Adventist educational institutions of higher learning in Africa and draws its examples from Babcock University in Nigeria, West Africa. The study highlighted the Nigerian Universities' new sustainable development strategies: emphasizes the role that entrepreneurship education can play in both raising awareness among young people about sustainable development and giving them the skills to put sustainable development into practice. Universities place priority on the development of sustainability as "core competence" among graduates especially in this era of unemployment in our country, Nigeria. It taps its motivation from the fact that many Nigerians are becoming worried about youth unemployment. There is therefore need for the improvement of our University curriculum to meet the global challenges of wealth creation. The cardinal objective of this reform is enhanced through human capital resources development, which in turn will impact positively on growth and thus bring about reduction in poverty. There is therefore, need to develop strategies on how to create new employment opportunities and encourage technically skilled workers to develop entrepreneurship skills and be creative in their own employment. The population for this study was one thousand (1000) undergraduates in the University of Calabar. This paper is a case study of the University of Calabar. Thus, it reviewed the curriculum in University of Calabar and advocates the inclusion of entrepreneurship education in all Faculties as a means of sustainable development in Higher Education in Nigeria. The study investigated access to entrepreneurship education in University of Calabar from 2005-2010 sessions. The study also sought to find current level of production and enrolment in entrepreneurship education in all the faculties. Three research questions were drawn to direct the study. The study revealed that University of Calabar began offering entrepreneurship studies as a general course (GSS) following NUC'S mandate in 2007. However, the emphasis was in theory and not practice. The study also showed very poor attitude towards entrepreneurship education on the part of the students since emphasis is more on theory than practice. There were no entrepreneurship centre for practical, no skilled manpower, thus the awareness was very low and poor. Recommendations include that the management of University of Calabar should set a massive enlightenment campaign to popularize the subject.

Internet technology usage is a veritable support to public governance albeit somewhat understudied. Objective: The objective of the paper is to evaluate whether a combination of public governance and internet usage assists in achieving sustainable development goal (SDG) of hunger reduction. Prior Work: the paper is inclined on past theories, which suggest that governance combined with internet technology is vital in achieving SDG of hunger reduction. Approach: Data were collected from the World Bank Development Indicators and from the World Wide Governance Indicators. Data were analysed using the fixed effect panel regression. Results: Results show that effective governance alone is insignificantly related to achievement of SDG goal 2, but after the inclusion of internet usage into the model, public governance proves to be significantly related to SDG 2 (hunger reduction). Implication: African governments should subsidize internet access for the poor and should prioritize governance effectiveness to reduce hunger and achieve Sustainable Development Goal 2. Further research should evaluate the relationship between government subsidization of internet data for the poor and hunger reduction. Value: this paper provides first approach, which suggests that introducing internet usage into the governance variable enhances governance effectiveness toward achieving sustainable development goal of hunger reduction. The problem of employment has become a central global concern in recent times. This makes the government and development partners to be fully engaged in finding a lasting solution to the problems. In the past, development planning efforts were concentrated on the development of modern industrial sector. Today, there is renewed interest in the informal economy worldwide. This is because a large share of the global workforce and economy is informal and because the informal sector is growing in many contexts and appearing in new places and guises. The informal sector serves as a buffer against unemployment in times of economic downturn, allowing an increasing share of the population to earn a livelihood from the sector rather than stay openly unemployed with no income. The sector has also played a key role in cushioning the adverse impact of economic crises. The paper therefore interrogated the nature of employment in the informal sector and is anchored on Modernisation theory. This paper is based on a desk and literature review of relevant articles and publications as well as on employment and the informal sector. The paper revealed that Nigerian Informal Sector is a major contributor to the Nigerian economy, accounting for a significant portion of employment and national Gross Domestic Product and also the informal sector currently accounts for over half of global employment and as much as 90% of employment in some of the developing countries like Nigeria. The paper therefore recommends that efforts should be made by the government and its agencies to create more jobs. The emergence of the exploration of crude oil in the Niger Delta area of Nigeria, has awarded the region worldwide renown as the economic backbone of the country, but also as a conflict flashpoint. Drawing from the propositions of the resource curse theory, the paper identifies Nigeria's rentier state structure as the underlining cause linked to the citing of conflict and corruption, as the reasons for the occurrence of oil theft in the Niger Delta. Also, the Dutch disease is identified as an economic explanation of the resource curse theory, and this is used to identify the economic implications of oil theft in the Niger Delta at the national level. In addition, the rentier state structure is used to identify the social implications of the occurrence of oil theft at the local level in the Niger Delta region. The paper posits that economic implications include reduced revenue, increased unemployment, and diversification of the economy. The social implications also include sustained conflict, curbed social development, and displacement of persons. To combat the illegal practice of oil theft, it is recommended that transparency and accountability should be adhered to in the relations among government, oil-producing communities and multinational corporations. Education is one of the most significant and persistent development challenges globally. Despite 65 years of investment of aid money into education in developing countries, the number of children emerging with key skills remains critically low. While enrolment has increased, there is evidence that this is the result of target chasing and has had limited impact on educational outcomes. The limited impact of aid on education should not be surprising. At best, aid to education has provided only a small supplement to an already broken system. This paper proposes a framework for the analysis of the motivations of aid programmes, and then employs this framework to examine different approaches to education and the parameters according to which they have succeeded or failed. Using the framework to explain why prevailing approaches have resulted in the outcomes realized, the paper then examines the possibility for an alternative approach to be taken to intervention in education, one which attempts to change the way the education system operates to create a sustainable, large-scale impact. This paper assessed whether human capital accounting is a panacea for attaining sustainable development goals (SDGs) in Nigeria. Data of human capital accounting (measured by sustainability reporting) and sustainable development goals (measured by capital employed: CEE and human capital efficiency: HCE) were obtained for thirty-one (31) listed firms on Nigerian Stock Exchange during the period 2013-2017. Whilst the correlation results suggest that CEE negatively relates with HCA, HCE has a positive link with HCA. In addition, the log-linear regression model showed that human capital accounting has significant impact on sustainable development goals; this is a clear indication that human capital accounting is a panacea for attaining the sustainable development goals in Nigeria. In view of this, it was recommended that at firm levels, organizations are encouraged to engage in comprehensive and all-embracing human capital development programmes in order to sustain and promote the sustainable development goals in areas of equitable quality education and lifelong learning opportunities. As a matter of fact, the government should assist firms in creating the needed stand for all-inclusive human capital development programmes, especially in aspects of empowering employees with the right training and skills needed in the work environment. The purpose of this study is to analyse savings and investment as a stimulus to economic growth in Nigeria. This study employ the Ex- post facto research design to analyse savings and investment as a stimulus to economic growth in Nigeria. The regression method using secondary data was employed and the approach used was the Granger Causality test, Unit root test and cointegration. The research findings from the unit root test depicts that the variables are a mixture of stationary and non-stationary variables. The research findings from the cointegration test revealed that there is no longrun relationship between gross domestic savings, gross capita formation and economic growth. The findings from the Granger Causality shows that there is a unidirectional relationship between Investment and economic growth. Similarly, the study found out that there exist a unidirectional relationship between savings and investment. The paper also found out that there exist a positive relationship between economic growth and savings, while there is a negative relationship between economic growth and investment. This study is original / valuable because it help us to know that that savings is a stimulus to economic growth in Nigeria while investment is a detriment to economic growth in Nigeria. Agropreneurship is a powerful tool for shaping today's economic development. This article focuses on how governments, academics, and policymakers on agropreneurship programs can prepare both existing and potential agropreneurs to continue contributing to the economic growth and development of the country. This paper draws out the key findings of existing literature relating to the growing field of agropreneurship by critically and constructively reviewing literature that examines issues and perspectives on agropreneurship and the agricultural sector within the Nigeria context, especially with careful analysis of historical data and current data. The review is in line with the need to create sustainable development through agropreneurship initiatives: in an economy presently facing a high rate of unemployment, extreme poverty, poor earnings from foreign exchange, and insufficiency of food items, this article argues for the need to adopt an overarching agriculture value chain to ensure a rapid industrial and economic development across Nigeria. Therefore, an integrative framework for effective agropreneurship practice in Nigeria is proposed to build the capacity of the Nigerian agricultural system, which has a multiplier effect on both the socioeconomic and industrial advancement of the country because of its multifunctional nature. The high failure rate of infrastructures around the world is alarming, most especially when such failures constrain economic growth and development. In most cases, existing institutions or strategies designed to maintain and reproduce effective infrastructures in areas that lack them have been mostly unsuccessful, particularly in sub-Saharan Africa. A carefully conducted survey covering the six geopolitical zones in Nigeria confirms the low-level stability, supply, quality and maintenance of infrastructure and its services. Using the severity index in matrix order model developed in this study, major factors responsible for unsustainable infrastructure delivery and failures are identified. The paper further argues that these major factors are interrelated rather than being peculiar to Nigeria or sub-Saharan Africa. Suffice it to say that the effects of these problems are widespread and of global impact. However, what cuts across all the major factors responsible for unsustainable infrastructure delivery and high failure rates are gross institutional lapses. In view of the fact that sustainable infrastructure is essential for sustainable development, this paper emphasises the uniqueness of the recipients' cultures and values alongside the integration of indigenous communities and infrastructure users: from conceptualisation to delivery within the framework for institutional building and sustainable infrastructure provision. Questions about the effective use of natural resource revenues have in recent years become increasingly central to local and international efforts to address the problem of resource curse in Africa. The emerging and dominant perspective tends to emphasize the links between transparency and accountability. This approach has been instrumental to the opening of new spaces for stakeholder engagement in the bid to transform natural resource revenues into sustainable development benefits. However, despite its contribution, this transparency-accountability strategy is underpinned by a misdiagnosis of the governance failure complex in Africa. Consequently, the approach is unable to adequately facilitate the transformation of natural resource revenues into sustainable development benefits for Africans. Focusing largely on Nigeria, the paper suggests that the key to the effective use of natural resource revenue in Africa lies in addressing the structural inadequacies inherent in African state-nations and the systemic anomalies in its societies. This would require the pursuit of compatible cultural democracy, the strengthening of the technical and institutional capacities of institutions of checks and balances, the diversification of civil society strategies, an emphasis on macro- and microcorporate citizenship issues by transnational corporations, and the global regulations of their socioenvironmental impacts. The purpose of the paper is to determine the extent to which Nigeria's National Transport Policy (NTP) enhances economic sustainability in Nigeria and offer guidance to policy makers on effective ways to make progress towards sustainable transportation in Nigeria. This paper offers an analytical evaluation of the Policy, using both primary and secondary data. To do this quantitative survey method was adopted for the study and questionnaires were used for data collection instrument. A random of 127 (68.28%) transport companies were selected for the study, out of a population of 186 registered luxury bus and shipping companies in Nigeria in 2009. For a proper analysis, a sample of 400 non transport workers was included in the study. In total, 1670 questionnaires were administered to the respondents, out of which 1452 questionnaire were completed, which represents a response rate of 86.95%. The data analysis revealed that overall means score was 2.54, which was lower than expected value of 3.00 on 5-point Likert Scale. The test of hypothesis revealed that calculated Z was -27 .9590, with significant probability of 1.0000, which was greater than 0.05. The test was insignificant at 5% level of significance. Therefore, it was concluded that the extent to which the policy enhances economic sustainability in Nigeria, was not significantly above average. This implies that the policy had little influence in reducing negative economic impact emanating from Nigeria's transport system. Developing countries, including Nigeria, aim to achieve industrialisation and sustainable development. However, there are few empirical studies that examined the impact of industrialisation-led economic transformation on carbon emissions in developing countries. This is the focus of this study. The paper investigates the impact of industrial value-added on CO 2 emissions in Nigeria using the Kaya Identity framework and Augmented Dickey Fuller (ADF), Johansen׳s cointegration technique and vector error correction model (VECM). The data spans from 1980 to 2011. The result of the ADF test indicates that continual long term policies that exert permanent shocks on the variables are required to achieve economic development, industrialisation and CO 2 reduction. The result of the analysis shows that industrial value-added has an inverse and significant relationship with CO 2 emissions, which suggests that there is no evidence that industrialisation increases carbon emissions in Nigeria. GDP per capita and population has positive and significant impacts on CO 2 emission. Energy intensity and carbon intensity has positive but very weak significant impact (at 10% level) on CO 2 emission. The paper recommends that policy makers in Nigeria should pursue pragmatic industrialisation policies coupled with modest decarbonisation and energy-efficiency measures in order to ensure long term industrial, economic and sustainable development. Sustainable development and poverty are pervasive problems in the Niger Delta, mainly due to lack of significant Nigerian government commitment to the development of the region. As a corporate citizen, Shell has contributed in various ways to local community development in the area. Based on a critical analysis of the changes in its strategies and policies, the paper contends that Shell's previous approaches to community development in the Niger Delta encouraged unsustainable development and a culture of dependency. It concludes that the recently launched sustainable community development strategy has the potential to succeed where others failed, if it is implemented within a tri-sector partnership framework involving Shell, the Nigerian government and civil society. This study examines the relationship between financial inclusion and investment in Nigeria. Many studies have focused on examining the relationship between financial inclusion and economic growth, however, economic growth cannot be achieved without sustainable investment guaranteed by financial inclusion. This study thus seeks to bridge this gap and fill the lacuna. Annual time series data was obtained from the CBN statistical bulletin and for the period 1981-2015. The study makes use of the autoregressive distributed lag (ARDL) bound co-integration test and error correction model. The outcomes of the study show that not all the three criteria for financial inclusion (availability, accessibility and affordability) guarantee investment in the Nigerian economy. This study recommends that private individuals should have uncomplicated access to credit and fair distribution of commercial banks in the rural setting of the state. [ABSTRACT FROM AUTHOR]

The paper examined the role of macroeconomic variables such real investments, trade openness, exchange rate, inflation rate, real per capital income, oil revenue in enhancing economic diversification and preventing resources curse hypothesis. It also established the threshold level for investment and the cost of avoiding the oil resource curse hypothesis for effective diversification in an oil rich African developing economy like Nigeria. Normalised Hirschman Index was used to determine degree of diversification while conventional fully modified ordinary least square (FMOLS) to estimate the models. The result showed that the systematic variation in diversification index is caused by variation in exchange rate, trade openness, inflation, gross fixed capital formation and gross domestic product and the results were not sensitive to model specification and estimation technique. The result confirmed the resource hypothesis. It is also established that there as much as 16% deficit in investment as the economy required a minimum of 30% investment as ratio GDP. Similarly, per capital income needed to stimulate economic diversification need to be raised beyond a threshold of $1380.3 billion for effective diversification. The main policy implication is that investment level and per capita income must be greater than this threshold if the vicious circle poverty and sustainable development is to be achieved in Nigeria. The growing realization of knowledge as critical driver of economic growth and development is, no doubt, driving nations into harnessing the benefits of a knowledge economy. Yet, there is the paucity of empirical studies to help unpack the link between knowledge, health and wealth in the context of an emerging economy, for example, Nigeria. This paper examines the sociology of individual knowledge and creativity as a key production value and panacea for economic growth and global repositioning. Importantly, it examines whether the Nigerian economy is knowledge patent ready, and what kind of social arrangement would enhance or impede knowledge generation and its diffusion. Using the interpretive paradigm, through the inductive analysis of some knowledge-based economies, the study draws on the Burrell and Morgan's typology of sociological paradigms to develop a KBE (Knowledge-Based Economy) framework. The findings from the study reveal that there is a disequilibrium in the supply and demand for skilled and proficient manpower in Nigerian, especially in the trades sector. There is a need to strengthen the Nigerian patent law to give protection and incentive for idea generation, diffusion, and commercialization. Similarly, there is a need for secondary institutions and infrastructure that would provide a breeding ground for practical skill development for start-ups and university-industry collaboration. Access to credit facility by the micro, small and medium enterprises (MSMEs) in the developing countries remains a mirage without a functional, inclusive and efficient system of credit and security. The realisation of the sustainable development goals for rapid growth and economic development in those countries depends on a viable and effective financial inclusion agenda as encapsulated in one of the targets of Goal Number 9 of the United Nations Sustainable Development Goals (SDGs). As an enabler of many of the developmental goals of the UN, the financial inclusion agenda provides the link with sustainable development. This article interrogates how security over movable assets will meet the reasonable expectations of the MSMEs in Nigeria and actualise consistent funding of growing businesses. The perception and interpretation of objects play crucial roles in interaction processes. Traditional theatre which is the cumulative experience of a people in a particular environment is a part of the people's heritage. Traditional theatre is a vehicle for the preservation and management of the people's heritage as well as engendering sustainable development in Nigeria. Modem urban living creates a disconnect of the people and their heritage. Modem urban living is steep in popular culture which denies the expression and management of traditional heritage in the Niger Delta. Development agencies and organisations do not use traditional theatres as strategy for reaching out and development of rural societies. The assumption in this paper is that the traditional theatre generates meaning as part of the cultural heritage as well as a definable history based on a particular sort of continuity. Thus the traditional theatre is a principal characteristic of culture creation and accumulation which expands the relationship between man and the environment. Therefore our modest recommendation is that the traditional theatre which is a voice of the dying rural communities should be the target of heritage management and development options in the Niger Delta Region of Nigeria. The imperative of sustainable development has constantly been internationally critiqued at scholarly level and acknowledged at the juridical level, culminating in the promulgation of the seventeen United Nations (UN) Sustainable Development Goals (SDGs). Despite the legitimization, one of the principal impediments encountered in the concretization of sustainable development agendas in Nigeria is the enforcement conundrum. Arguably, a crystallization of effective enforcement of sustainable development is deeply intertwined with government's re-prioritization of agendas whereupon it views social and environmental development as an integral and inseparable part of economic development. The study "Financial Inclusion: A Panacea for Attaining Sustainable Development in Developing Countries like Nigeria" was embarked on by the researcher with the view of ascertaining whether financial inclusion of majority of citizens on part of the government can lead to sustainable development in line with the UN (2015) Sustainable Development Goal. The sub-variables under consideration were access to loans and credit facilities; and financial literacy for the independent variable financial inclusion and poverty reduction; gender equality for the dependent variable sustainable development. Cross-sectional descriptive research design was adopted by the researcher. The researcher used primary data to elicit information for this study. The population for the study was taken from six (6) communities selected from 6 Local Government Areas from the Lagos and Ogun States, with each state contributing 3 communities, respectively. A total of 750 questionnaires was distributed, with 125 questionnaires handed out to each respective community; 532 questionnaires were returned in a form usable for the study, amounting to 70.9% deemed valid to arrive at a valid conclusion. Content validity was adopted for this study. Reliability test was conducted using Cronbach Alpha, which returned 0.837, showing internal consistency of the research instrument. Descriptive statistics such as mean, simple percentage were used to analyze the demography of respondents while regression and Pearson correlation coefficients were used to analyze the data. The findings revealed that access to loans and credit facilities lead to poverty reduction in developing countries like Nigeria, and financial literacy is a prerequisite for ensuring gender equality in developing countries like Nigeria, with a p value of 0.000<0.05, a correlation coefficient of 0.651, an unstandardized coefficient of 1.204 (120.4%). An increase in economic activities which leads to economic growth has been adduced as a possible factor for environmental degradation. While some other studies have argued that as economies keep growing, there are possibilities for resource redistribution which could engender environmental balance, thus engendering the argument on the conflicting-complementary position of the environment-growth nexus. In the light of this, this study uses previous activities between economic activities and the environment to determine the conflicting or complementary relationship that exists between economic growth and the environment. Also, using Nigeria as a case study, the design of environmental growth nexus to achieving sustainable development is assessed. Annual time series data between 1970 and 2014 were sourced from the World Development Indicators. Following the neoclassical perspective on ecological growth and the Kuznets inverted U-hypothesis on the environment-growth relations, stationarity test was performed, and the autoregressive distributed lag estimates were employed. From the study, it is seen that factors like rainfall that promotes environmental quality in the long run promote economic growth (per capita and GDP growth) in Nigeria. Similarly, factors like natural resource utilization, which depletes environmental quality, increases economic growth but reduces economic growth per capita; thus, with questions for development, the possibility of a complementary relationship for environmental quality and economic growth is spotted if the right policies are ensured. Also, the study found evidence of a growing conflicting relation between environmental quality (CO2) and economic growth (per capita and GDP growth). The vagaries of flow of external financing and its negative impact on the sustainable financing of development in developing countries has made it expedient that developing countries look inward to domestic resources as a reliable and sustainable source of financing development as well as achieving sustainable economic growth and development. Nigeria as a developing country has heeded this policy option and has initiated different policies and programmes towards strengthening her domestic resource mobilization through improved taxation and non-taxation revenues. This study seeks to investigate whether tax matters to domestic revenue mobilization for development financing in Nigeria. Using time series data sourced from the Central Bank of Nigeria (CBN) and World Bank data base and applying Autoregressive Distributed Lag Model and Error Correction Model, the study found that lagged values of tax and total export matter in domestic resource mobilization. The study also found that certain lagged values of taxation displayed an inverse relationship with development which suggest some level of tax evasion, weak administrative tax system as well as official corruption. On the strength of the findings, the study recommended that government should intensify her tax drive through rationally expanding the tax base through creation of employment, closing loopholes for tax evasion and official corruption as well as reduced over-reliance on crude oil revenue which engenders resource course. This research investigates the relationship between business education students' human capital and core values of sustainable economic development from a gender perspective. This research specifically investigates four interrelated questions. First, do male and female business education students experience different types of general human capital? Second, do male and female business education students possess different types of specific human capital? Third, do differences in both male and female business education students' general human capital have a differential effect on sustainable development of Nigerian economy? And finally, do differences in both male and female business education students' specific human capital have a differential effect on sustainable development of Nigerian economy? To answer these questions, bivariate correlation was employed. The hypotheses were tested using analysis of variance and multiple regressions. Using a survey data of all the final-year undergraduate students (N = 375) of business education in Federal Universities in South- South geopolitical region of Nigeria, the results showed a positive correlation between general and specific human capital and core values sustainable development. Male and female business education students experience almost the same type of general human capital. The results also showed that male students possess higher level of specific human capital than female students. The results further showed that changes or variations in core values of sustainable development caused by both general and specific human capital are higher in male than the female students. Using time series such as GDP per capita, solid minerals output, foreign trade balance, domestic interest rate, inflation, and gross domestic savings, for the period 1960-2015. the Linear Growth Regression model adopted for this study indicates that solid minerals positively impact on sustainable growth and is statistically significant. The study also found that solid mineral is highly significant but negatively related with foreign exchange due largely to illegal migration of mineral commodities across the borders of the country. In view of this, there is need for conscious inter-agency collaboration to track the volume of mineral resources illegally escaping the shores of the country without being accounted for. Besides, there should be more attention on developing the solid mineral sector to help insulate the economy from the vagaries of the present economic woes given the rising demand in solid mineral resources globally. This study estimates and analyzes the incidence and determinants of energy poverty in Nigeria based on a simple multidimensional energy poverty index that it constructed. It also highlights the implications of energy poverty for sustainable development in Nigeria. The headcount ratio and the logistic regression technique are used. The study utilizes the Nigeria Living Standard Survey data set of 2004, obtained from the National Bureau of Statistics. The estimates show that energy poverty is pervasive in the country; it afflicts over 75 per cent of the population. The determinants of energy poverty in Nigeria include household size; educational level, gender and age of household head; general poverty; region of residence; and proportion of working members in the household. Efforts should be made to adequately tackle the problem of energy poverty in Nigeria. This is a major way to put the country on the path to rapid and sustainable development. SEVERAL strategies have been employed by the Nigerian government to address the challenges of infrastructure deficiency in the Niger Delta region of Nigeria which is the mainstay of the country's revenue, however, nothing meaningful has been achieved. It has been established that unless there is adequate understanding of the operations and functions of a system, the government would continue to encounter developmental challenges. Due to this, the study therefore, examines strategies for sustainable infrastructure development in the Niger Delta region of Nigeria. Design/Methodology/Approach: The study employed an in-depth face-to-face interview to elucidate information from the key informants of the surveyed communities in the Niger Delta region. Several interviews were conducted with the key informants from six (6) selected oil producing communities in the Niger Delta region namely; Akassa and Oloibiri, Afiesere and Koko, Omoku and Bonny from Bayelsa, Delta and Rivers states respectively who were selected through purposive/convenience sampling method. In all, Nineteen (19) community members consisting community opinion leaders, community development committee chairman (CDC), opinion leaders, youth leaders and women leaders were selected from the six communities in the Niger Delta region in Nigeria. Findings: Data collected were analyzed using the Nvivo 10 software. The results from the interviews were generated through the coding frames which consist of conceptualized frames that capture the activities of the Niger Delta Development Commission (NDDC). Overall, the study found that there are no sustainable infrastructure developments in the Niger Delta despite the huge capital investment in infrastructure development especially in the rural communities. Further, findings revealed low participation of community members, assessment of community needs, lack of community involvement of community members, enlightenment of community members, and inaccessibility of community members to developmental agency as the key factors hindering the success of sustainable infrastructure development in the Niger Delta region of Nigeria. The study concludes that participation of community members, community involvement, assessment of community needs, enlightenment of community members etc. play a crucial role in the achievement of sustainable infrastructure development in the Niger Delta region of Nigeria. Practical Implications: The findings from the study would assist developmental planners and policy makers to better understand the need to involve the target population in developmental initiatives as a tool for sustainable practices. It will further enhance their scope in developmental initiatives by putting into consideration those factors that can enhance community participation in developmental projects for its sustainability. Theoretically, it will contribute to existing body of knowledge by building on developmental frameworks that will advance the field of sustainable development. Part of the development enigma is orchestrated by the exploitative tendencies of multinational oil companies that have blandly plundered for fossil fuel and thereby truncated the sustainability of the indigenous environment. The continuing crisis of youth restiveness and resistance is traceable to this larger development issue. This article examines the prevailing social trend in the Niger-Delta and concludes rather emphatically that some of the consequences of social disequilibrium (e.g., the ubiquity of social miscreants [area boys], juvenile delinquents, and other deviant behaviors) cannot be understood independently of environmental problems that stem from a warped development initiative that roundly undermines the existential base of the Niger-Delta peoples.
