Between 1957 and 1990, nearly 100 nuclear reactors were constructed throughout the U.S., and nuclear power currently accounts for 20 percent of electricity production nationwide. Nuclear plants are often constructed in small communities for which they constitute a large source of employment and income. To date, 24 nuclear reactors have undergone decommissioning, and more are expected in the future, particularly as nuclear reactors age and face increasingly strict regulations. This paper examines the effects of nuclear decommissioning over time at the county-level on measures of employment, income, and population using difference-in-differences regression and propensity score matching. Panel data are obtained from the U.S. Census Bureau, and cover the years 1975-2014. The analysis finds that nuclear decommissioning is associated with positive and statistically significant increases in employment and per capita income over time. Results suggest that nuclear decommissioning may actually be a positive force in regional economic development, and concludes with limitations of the approach and implications for future research. As an emerging area of research, this paper is meant to build on previous work, as well as to provide a basis for further discussion and debate on the economic future of nuclear host communities and regional economies. Highlights • The internal relationship between decoupling theory and EKC hypothesis was studied. • A two-dimensional decoupling theory was established. • China and US were taken as a case to study. Abstract The current decoupling theory cannot distinguish the decoupling state of a region with different economic development level. To overcome this problem, this paper first studies the internal relationship between decoupling theory and EKC hypothesis. Furthermore, we establish a two-dimensional decoupling theory of economic development and CO 2 emissions. Finally, taking China and US as a case, this theory is used to explore the decoupling relationship between economic development and CO 2 emissions over the period 1965–2016. If the EKC curve satisfies the inverted U type characteristic, the critical point between strong decoupling and weak decoupling can be approximately obtained at the extreme point of EKC curve. Based on the Tapio decoupling theory and extreme point of EKC curve, the two-dimensional decoupling model with 16 kinds of decoupling sates is established. For China and the United States, the EKC curve of carbon emissions and per capita GDP satisfies the inverted U type characteristic. The threshold value of per capita GDP for China and the United States are $7999.5 and $50980.52, respectively. At present, China's economy is experiencing a low level of economic development. Abstract Does the rigorous protection of patents advance or retard economic development? Two decades ago, a new global standard of intellectual property swept across developing and industrialized nations through the implementation of the WTO's TRIPS Agreement. Many years later, the issue of patent rights remains contentious. In this paper, we focus on the effects of patent rights systems on total factor productivity growth, using dynamic panel regression analysis for 70 countries from 1965 to 2009. We show that the effects of stronger or more rigorous patent systems are insignificant for productivity growth in both developing and industrialized countries. Why does the strength of patents appear to have no impact on productivity? Classic economic theory suggests that stronger patent systems incentive innovative output with important spill-over effects for productivity and growth. We offer an alternative explanation using data from the Economic Complexity Index. We find that while patents rights are increasingly irrelevant to productivity, the relationship between economic complexity and productivity is highly positive and significant. Our results are consistent with the contributions of the absorptive capacity theory in that they suggest it is not the discovery and ownership of novel products and processes at the innovative frontier that induces productive growth, but the ability to adapt, replicate and diffuse along the international productive chain. The economic development of archaeological sites usually refers to tourism. The economic role of actual research is frequently ignored. This paper critically examines the benefits that field research yields, especially at the community level and particularly in the developing world. Its focus is on the economic impact of archaeology field school programmes populated by US-based students. Although most funding for field research is directed towards projects in developed countries, a significant portion is available - and directly supports - projects in developing countries. This paper presents data on archaeological field schools collected in the past five years from four different data sources - the Archaeological Institute of America, the Institute for Field Research, University of California Los Angeles Field Programs, and the Institute of International Education - and summarizes trends at the global scale. This paper utilizes a novel dynamic propensity score matching approach for multiple cohorts of U.S. counties between 1989 and 1999 to examine local economy resilience to rare natural disasters. Affected counties are sorted based on disaster intensity and are carefully matched to similar counties that did not experience a disaster. A difference-in-difference estimator compares trends of affected counties' postdisaster business establishments, employment, and payroll to counterfactual trends in the matched counties. All affected counties experienced short-run drops in economic activity that was particularly noticeable in higher-intensity disasters. In the longer run, less distressed counties returned to their estimated counterfactual trends, but countieswith lower predisaster socioeconomic conditions still lagged in growth, particularly in cases of lowerintensity disasters. A key challenge of the twenty-first century will be to combine post-carbon economic transition with socioecological healing of the legacy damages concatenating from the fossil fuel era. What political and knowledge structures do we need to create integrated solutions to both of these challenges? In this paper, we draw lessons from grassroots social and environmental justice movements in Appalachia that seek post-coal economic transition. This article is in two parts. The first part analyzes participatory action research on regional economic transition conducted by the economic transition team of the Alliance for Appalachia (a regional coalition of sixteen grassroots organizations) from 2013 through 2015. This paper uses OLS regressions to understand the relationship between household debt, income inequality, and economic growth in the United States. For robustness we use two different measures of income inequality. The results show that, for the period 2003–2012, there is statistical evidence that increases in household debt are associated with lower levels of economic growth and higher rates of unemployment. In addition, we uncover evidence that high growth rates in household debt are associated with negative growth in income inequality, likely because debt caused economic growth to slow, diminishing the returns of top earners. Pathways toward 'overshoot and collapse' futures are not always or exclusively determined by international trends, national governments, wars and large-scale events. While these gain considerable attention their overall impact is arguably no greater than the constant 'drip, drip, drip' of conventional decision-making around more mundane activities that fall under familiar headings like 'business strategy', 'economic growth' and 'development'. While cities have master plans and strategic goals most of them evolve within, and are expressed through, a continuous series of commercially inspired projects founded on narrow short-term economic assumptions. They emerge from a typically up-beat, entrepreneurial (profit-oriented) and finance-based worldview that is little short of delusional. As a result, many large-scale projects are poorly conceived and end up working against shared community interests. The central purpose of this paper is to contribute toward a broad re-appraisal of such projects in the hope that future 'developments' can be turned toward more consciously proactive and socially responsible ends. This paper applies the dynamic panel data generalized method of moments estimator to the data on commercial passenger air traffic at all primary airports in the United States to evaluate the impact of traffic volume and number of destinations served with non-stop flights on the key indicators of regional economic development. We find that number of destinations served with non-stop flights has a much clearer and more robust impact on level of employment, number of business establishments, and average wage in the region. Passenger traffic volume affects employment and average wage, but not number of establishments. At the sample median, connecting a metropolitan statistical area with an extra destination, keeping everything else constant, creates 98 jobs and facilitates the opening of four new business establishments that employ people. The corresponding numbers for the sample mean are 223 jobs and 15 businesses. The impact of air travel on regional economic development is influenced by competition on the respective airline markets. A better understanding of the relationship between public investments in agricultural R&D and the productivity enhancing benefits they produce is critical to informing the public funding of agricultural R&D and insuring future increases in agricultural productivity. This paper describes a method of estimating the relationship between research investments, productivity growth, and the resulting economic benefits generated. The data requirements include indexes of multi-factor productivity, investments in R&D, and the value of agricultural output. The real rate of return to public investments in agricultural R&D in the United States is estimated to be 10.5% per annum; however, a reduction in the growth of spending on public agricultural R&D in recent decades raises concerns about productivity growth in coming decades, which is required to insure an adequate supply of food to meet increasing demand. This paper uses recent data on both broadband availability and adoption to empirically gauge the contribution of broadband to the economic growth of rural areas of the United States over the past decade. Availability data from the National Broadband Map aggregated to county level is used in conjunction with county-level adoption data from Federal Communication Commission. Economic variables of interest include median household income, number of firms with paid employees, total employed, percentage in poverty, and the percentage of employees classified as either creative class or non-farm proprietors. A propensity score matching technique (between a “treated” group associated with various broadband thresholds and a control group) is used to make preliminary causal statements regarding broadband and economic health. Growth rates between 2001 and 2010 for different economic measures are tested for statistical differences between the treated and non-treated groups, restricting the analysis to non-metropolitan counties. Results suggest that high levels of broadband adoption in rural areas positively (and potentially causally) impacted income growth between 2001 and 2010, and negatively influenced unemployment growth. Similarly, low levels of broadband adoption in rural areas lead to declines in the number of firms and total employment numbers in the county. Broadband availability measures (as opposed to adoption) demonstrate only limited impacts, suggesting that future broadband policies should be more demand-oriented. [ABSTRACT FROM AUTHOR]

This paper selects China and Thailand as a reference object. Based on the U. S. market, it analyzes the export competitiveness of the agricultural products of China and Thailand by market share and growth rate, measures the agricultural products of China and Thailand export competition degree by export product similarity innex and estimates the agricultural products of China and Thailand export competitiveness strength by shift share method. The results show that: At present, in the U. S. market, the competition of the agricultural products of China and Thailand is fierce, but export growth of China's agricultural products is faster and more competitive. Finally on how to further improve China's agricultural exports competitiveness in the U. S. market and promote China's agricultural export trade to the U. Small island developing States ( SIDS) have narrow resource bases and are usually extremely reliant on fossil fuel based energy for transport and electricity generation. These island economies are thus particularly vulnerable to the impacts of peak oil and also to climate change, impacts which are likely to not only hamper economic development but also adversely affect the quality of life of local inhabitants. In order to reduce the vulnerability of SIDS to peak oil, an urgent transition to renewable sources of energy is necessary. This paper propounds that the reform of power sector that took place in Caribbean and Pacific SIDS (particularly between 1970 and 2000) should have been viewed as an opportunity to re-orient power producers away from the proclivity to utilise conventional fossil fuel uses. Reasons why reform measures did not result in a substantive transition are put forward. The paper examines the potential role that airfreight transport in the US can play in stimulating local and regional economic development. The analysis examines trends in employment and income for metropolitan statistical areas that make use of airfreight services. The focus is on causality, and not on simple correlation, and uses econometric analysis rather than simpler economic multiplier approaches. Granger causality testing based on panel data covering 35 airport and 32 metropolitan statistical areas in the US from 1990 to 2009 indicates that airfreight transport was a positive driver for local economic development. For more than a century, white communities across the United States employed strategies to remain all-white, including violent acts, forcibly driving minorities out of town, and local ordinances. One particularly widespread and effective approach used by many towns to exclude certain groups of people from living in their towns was the creation of a ‘sundown town’. This paper seeks to examine the association between past sundown policies and one component of community life that many towns currently struggle with: economic development. By examining the racial histories and economic development activities of 428 towns in the Midwest and nontraditional South, the study examines whether historical legacy can carry over to the present and affect economic development. Findings suggest that former sundown towns currently pursue fewer economic development activities than towns that have a history of being inclusive, even after controlling for a community's assets. This paper introduces arguments from Slavery, Capitalism, and Politics in the Antebellum Republic¹ to suggest that the Civil War arose ultimately because of class-conflict between on the one hand, Southern slaves and their masters and, on the other, Northern workers and their employers. It does not, however, suggest that either in the North or the South these conflicts were on the point of erupting into revolution. On the contrary, they were relatively easily containable. However, harmony within each section (North and South) could be secured only at the cost of intersectional conflict, conflict which would finally erupt into civil war. The Civil War was a 'bourgeois revolution' not only because it destroyed slavery, an essentially precapitalist system of production, in the United States but also because it resulted in the enthronement of Northern values, with the normalisation of wage-labour at their core. This paper analyses the degree of synchronization between the Mexican states and the US business cycles by using a growth cycle approach for the period 1997-2007. The business cycle indicators are obtained from seasonally-adjusted monthly manufacturing production. Our results confirm that the Mexican aggregate cycle is highly synchronized with the US business cycle. However, although specific Mexican state cycles are pro-cyclical with respect to the US business cycle, their synchronization is very heterogeneous. In particular, it is strong and robust only for the states of Baja California, Jalisco, Nuevo León and the Federal District, and at least moderate for the state of Mexico and Querétaro. The results are robust with respect to three different detrending methods. Synchronization may be explained by the high volumes of international trade carried out by foreign firms in the case of the central and traditionally industrialized states, and by the "maquila" production in the Northern bordering states. This synchronization may be explained by the vertical integration of the productive processes resulting from the internationalization of production of multinational firms. [ABSTRACT FROM AUTHOR]

Recently, a series of popular economics “Invest in Kids” (IIK) reports in the United States has called for increased investment in children's early education. These national reports articulate a new concept, the “public finance value” of children, and argue for increased investment in preschool because of its positive impact on the long-term fiscal health of the nation. This paper analyzes the IIK reports from 2003-6 to assess their attention to the multidimensional aspects of early care and education (ECE) in the US. Although the reports evaluate increased investment in preschool, they fail to recognize the need for a comprehensive system of ECE that includes support for childcare and the unpaid care and education provided by parents. As a result, the reports undervalue the contributions of women and of the ECE sector itself. Feminist economics offers a broader perspective that would help the IIK authors avoid conceptual traps and recognize the need for more comprehensive reforms. [ABSTRACT FROM AUTHOR]

The mechanisms shaping a shift in intrametropolitan self-employment remain poorly understood. In response, this study aims to examine shifts in both central-city and suburban self-employment by integrating the changing forces of intrametropolitan economy and population with their economic interdependence within an entire metropolitan area. Using a change-score model, data collected over two timeperiods (1980-90 and 1990-2000) are pooled. The analysis shows that a decline in intrametropolitan manufacturing employment, which can be understood as an aspect of local economic restructuring, leads to an increase in intrametropolitan self-employment. Also, the data suggest that a rise in metropolitan-level immigrant population contributes to the growth of central-city self-employment. Moreover, this paper demonstrates that a shift in central-city self-employment is affected by both central-city and suburban economic transformations. [ABSTRACT FROM AUTHOR]

This paper examines some economic forecasts made in late 1930 that were intended to predict economic activity in the United States in order to shed light on several methodological issues. We document that these forecasts were extremely optimistic, predicting that the recession in the US would soon end, and that 1931 would show a recovery. These forecasts displayed egregious errors, because 1931 witnessed the largest negative growth rate for the US economy in any year in the twentieth century. A specific question is what led forecasters to make such serious and substantial empirical errors. A second more general issue involves the methodology of forecasting. The 1930 forecasts were sometimes based on explicit analogies with previous serious business cycles. Modern forecasting approaches are based on techniques that may not be recognized as analogies. Using the 1930 forecasts, we examine the implicit‐analogy content of forecasts, and what might render such implicit analogies valid or invalid. This 1930 forecast example also resonates beyond the confines of economic methodology because forecasts about the Great Depression are of continuing interest to the profession at large, and we produce a forecast series not previously available. This paper uses a &anger causality test adapted for use with cross-section time series data, to (1) test the relationship between lottery revenue and state economic growth (per capita income), and (2) address the importance of cross-border purchases in the relationship. Neither issue has been empirically tested previously. Previous evidence (Caudill, et al., 1995) suggests that states surrounded by lotteries are more likely than isolated states to introduce lotteries. But the empirical results here suggest that lotteries do not contribute to economic growth unless the state is isolated from other state lotteries. The importance of isolation suggests that cross-border purchases (exports) of lottery tickets have a significant impact on the effectiveness of lotteries as fiscal policies, and that "defensive" lotteries (those introduced to keep citizens from buying tickets from neighboring states) are ineffective. In recent years the American states have begun to adopt new types of economic development policies, variously called "demand side" policies, industrial policy, or interventionist policy. In this paper the authors discuss the emergence of these policies and the political and economic changes in states which led to their consideration. Two explanations for their adoption are developed--the business capture hypothesis and the meso-corporatist hypothesis. These differing interpretations are tested with data on state interest groups, government capacity, and economic stress. Data on policy adoptions by 1986 show that the meso-corporatist model provides a better account of industrial policy than does the business capture hypothesis. [ABSTRACT FROM AUTHOR]
