1. A new industrial strategy for Europe - new indicators of the results of its implementation.

Abstract

This paper discusses the experiences resulting from EU's adoption and implementation of a wide variety of policy measures in response to the COVID-19 crisis. These measures included stimulating the relocation and expansion of manufacturing to reduce vulnerability, depending on imports, ensuring the stability and development of industrial production. Using the example of the pharmaceutical industry in EU27 in the years 1995-2018, the study proposes and tests a new approach to assessing the consequences of relocation policies aimed at developing the local production potential, increasing the value added by activity, and expanding the share of local value added in industry exports. Specifically, the focus is on the formation of statistical analysis tools for assessing the changes of the specialisation and identifying the country's comparative advantages. The authors propose new indicators: RSP - coefficient of Revealed Specialisation of Production, CAVA - coefficient of Comparative Advantage in Value Added by Activity and EVA - coefficient of Comparative Advantages in the Domestic Value Added Exports. Additionally, formulas for their calculation are provided which allow the assessment of the position of Ukraine's industries among a reference group, widening the 'revealed comparative advantage' concept. Finally, a test of the new methodology showed that it can be used to identify the comparative advantages of EU member states supported by state assistance programmes involving the implementation of business projects which aim to develop domestic production. 2. Smart Homes: Analysis of IoT Security Indicators.

Abstract

Smart homes often face security problems caused by internal or external factors that can bring different problems both in terms of IoT components and at the overall level. In the paper, a prototype is defined to analyze several indicators to measure the extent to which the residents' requirements are met. At the level of scientific literature, the analysis is done from the overall point of view, the interest here being for the IoT components taken individually to see the impact in the daily life of the people who live in that house. The problem of the interdependence of the indicators and how they are managed individually both manually and by remote control is a point of interest in the analysis carried out, here both the technical part and the business part and adaptation to the requirements and the trend of the future come into discussion. Based on the current situation and trends, some guiding steps were identified regarding the appropriate use of the analyzed indicators. The security of the smart home can suffer changes if a new element is inadequately integrated into the system circuit, affecting both the other sensors, but also allowing attacks on the personal space of the people who live inside or who have sensitive data that can be accessed once with access to the system. Abstract

Green economy, green growth and sustainable development are currently very often used terms. There are many international organizations intensively involved in the field of green growth and sustainable development. Green growth, according to the OECD, is a way how to support economic growth and development, while protecting natural resources, so that we could continue to use the natural resources and environmental services, on which our prosperity depends. One of its aims, especially in developed countries, is green economy building and ensuring social and economic sustainable development. However, it is not always clear how to build a green economy or achieve social and economic activities in the sense of sustainable development. The European Union is a cluster of relatively homogeneous countries, based on similar social and economic development. Ensuring green growth and sustainable development should be a common, coordinated and targeted activity of all European Union countries. The main aim of the paper is to evaluate green growth and sustainable development in the European Union countries using the selected indicators of green growth and selected indicators of sustainable development, including assessment of interregional disparities. Abstract

The main characteristic of the current development process in Republic of Croatia's coastal area is its unevenness. While former studies on differences in regional development have mainly discussed inequalities in terms of coast/inland/islands, this study analyzes a differentiated economic development along the Croatian coast, not including the islands. Basic analytical spatial units are cities and municipalities that can be classified into seven major coastal spatial units (sub-regions): Istria, Rijeka, Sub-Velebit, Zadar, Šibenik, Split and Dubrovnik-Neretva coastal area. In order to rate the level of development and determine differences in economic activities of coastal spatial region, several economic indicators have been taken into account. The results have confirmed that Istria and Rijeka coastal subregions are the most prosperous parts of Croatian coast. The economic orientation of cities and municipalities on the coast has been determined with the index of specialization. [ABSTRACT FROM AUTHOR]

Abstract

This case study examines contemporary experiences of conflict in four contexts: Papua New Guinea, with particular reference to the island of Bougainville and the Highlands region; Solomon Islands; and Vanuatu. We find common themes in these experiences, despite the regions famous sociolinguistic diversity, fragmented geography and varied experience of globalization. Melanesia offers distinctive lessons about how conflict may be understood, promoted and avoided. The paper is organized in two broad parts. The first part is contextual. It provides a brief account of conflict and violence in social life before and after colonization. It then tracks, largely chronologically, through the local, national and transnational dimensions of contemporary conflict, how it was avoided, how it has changed, and how it has been managed in different contexts. Particular attention is given to global and regional influences, and to how governments, local people, and external security, development and commercial actors, have worked to mitigate and, at times, exacerbate conflict. The second part of the case study is more analytical. It steps back from the particulars to address themes and propositions in the overall conceptual framing of World Development Report (WDR) 2011 about the nature of conflict, and the underlying stresses and interests that may render it more likely. Part two draws lessons from the histories and contexts discussed in part one. The report organizes these around three themes that reflect views shared with us by people during consultations. The first highlights the need to recognize conflict as an inherent part of social change and thus the need to distinguish between socially generative social contest, and forms of conflict that are corrosive and destructive. The second examines how the ways people 'see' and understand the world directly shapes systems of regulation and 'the rules of the game' and thus directly affect responses to conflict. The third theme argues that capable and legitimate institutions to regulate social contest requires not just capable state institutions, but as much, relationships with local and international agents and organizations operating below and above the state.
