F. W. Taylor (1856–1915) is a seminal figure in the history of industrial society and a key reference point for the study of technology, work and the organization of production. This paper locates Taylor's work in the broad historical development of formal systems and ‘rational’ management. The paper notes the historical continuities that link the ‘technologies of control’ which emerged in US industry during Taylor's lifetime and those which appear in contemporary work organizations. Patent systems around the world are being pressed to protect new and exciting subject matter in order to keep pace with the rapid technological advancement of our age. This rapid development and pressure to expand the bounds of what has traditionally been recognised as patentable subject matter has created uncertainty regarding what it is that the patent system is actually supposed to protect. Among other things, the patent system has had to contend with uncertainty surrounding claims to horticultural and agricultural methods, artificial living micro-organisms, methods of treating the human body, computer software and business methods. The contentious issue of the moment is one at whose heart lies the important distinction between what is a mere abstract idea and what is properly an invention deserving of the monopoly protection afforded by a patent. That question is whether purely non-physical inventions, being methods that do not involve a physical effect or cause a physical transformation of matter, constitute patentable subject matter. This paper goes some way to addressing these uncertainties by considering how the Australian approach to the question can be informed by developments arising inthe United States and canvassing some of the possible lessons we in Australia might learn from the approaches taken thus far inthe United States. One of the strategies for economic development to emerge during the 1970s and 1980s to stem decline due to industrial restructuring in the United States was the formation of science and technology initiatives in many states. This strategy was of interest because it suggests the creation of high-wage jobs through the application and development of technology. States in the industrialized part of the United States were losing large numbers of high-wage industrial jobs, as restructuring occurred and the jobs moved offshore or were replaced with technology. These initiatives took several forms including, in some states, departments or secretariats of technology, the formation of authorities that were state agencies but one step removed from the legislature and executive branches and the initiatives that were set up as nonprofit corporations. Today, science and technology programs exist in every state of the United States.In the mid-1990s, the authors were asked to develop a methodology to measure the outputs and outcomes of one of the state centers in science and technology, a program that was increasingly being focused on technology and commercialization rather than primarily on basic or pure research. A methodology was created by the authors in collaboration with the Battelle Institute and was implemented first in 1996. The purpose of this paper is to explain the methodology developed and how it was implemented in an effort to illustrate a number of issues that arise around the issue of evaluating such programs and to explore the policy impact of such studies. The attitudes of university faculty towards the expansion of universities' missions to include assisting regional economic development and technology development by knowledge commercialization are analysed. Based upon surveys of faculty in the EU and in the United States, as well as secondary data on the institutional characteristics of universities and their regional economic conditions, we find that faculty are significantly more supportive of their universities assisting regional economic development compared to knowledge commercialization that attitudes between the US and EU faculty are remarkably similar, and that individual factors, including academic discipline, are more powerful explanators of the variation in attitudes compared to institutional characteristics or regional economic conditions.
