1. Swords into Plowshares: Converting to a Peace Economy. Worldwatch Paper 96.

Abstract

Recent world developments have created an opportune time for nations to vigorously pursue a policy of converting the huge portion of their economies that traditionally have been devoted to military expenditures to more socially productive uses. This paper outlines a strategy for such a conversion, and discusses the issues that must be confronted in such a process. Specific aspects of conversion include: (1) misconceptions about lessening military spending; (2) building a conversion coalition; (3) the paths forged by China and the Soviet Union; (4) upheaval in Eastern Europe; and (5) grassroots initiatives in the West. It is concluded that the gathering pressure for disarmament suggests that conversion will be a topic gaining importance during the 1990's. A number of statistical tables, charts, and maps appear throughout this paper, and 127 endnotes are provided. (DB)

Abstract

In the last three decennia, many governments have introduced market mechanisms in education. They have done so by enhancing parental choice and encouraging school competition, through policies like abolishing catchment areas, creating voucher programmes and setting up charter schools. These market mechanisms have given rise to fierce debates in both political and scientific circles. However, most prior reviews of research literature in this area have concluded that the effects of market mechanisms in education are small, if they are found at all. This review tries to answer the question why that is the case, by analysing the causal pathways that link market mechanisms to educational outcomes and by reviewing the empirical evidence for each step along those causal pathways. The findings of this review point to the need for a nuanced and qualified discussion about market mechanisms in education. What market mechanisms mean in actual practice strongly depends on (local) contexts, while the impact of market mechanisms is related to other policies impacting on parental choice behaviour as well as actions taken by schools. Abstract

The politics and performance of the post-Mao Chinese government (1976 to the present) in the areas of foreign economic relations and Sino-American normalization are examined. Realizing that the four modernizations program for bringing up to date agriculture, industry, science and technology, and defense, initiated by Mao's successors in 1977, was too ambitious, China's current leadership is in the process of adjusting, reorienting, and retrenching the program into something more pragmatic, realistic, and attainable. 4. Evaluating China's Double First-Class Project from the Perspective of Economics

Abstract

In 2017, China released its building list of First-class Universities and First-class Subjects (Double First classes), which should get great support for development for many years into the future. This paper examines the academic performance of eight universities that are currently listed as having First-class Subjects of economics, in international papers and domestic papers, and compares their academic performance with another eight non-listed universities. The comparison shows that in general only three listed universities have obvious advantages among the 16 sample universities, while four listed universities do not show advantages, with one of them unexpectedly lagging behind. In contrast, several non-listed universities perform obviously better among the sample universities. In addition, several other aspects of this Double First-class list are also found to be less objective, scientific, or rigorous.

8. The Meaning of Foreign Investment in the Chinese Economy. Training Discussion Paper No. 39.

Abstract

As the Chinese economy opens up to the outside world, the decision to engage in joint ventures with foreign capital is among the most important national policies. Significant direct consequences of joint ventures are the influx of foreign capital, expanding exports, and employment creation. However, the great importance of joint ventures lies in their indirect effects, such as the modernization of production processes, backward linkages in quality control and modern industrial standards, management, and training. The economic results have been very favorable. Disincentives to foreign investors are excessive complications and other barriers in dealing with the government, cultural distances, and language barriers. In addition, the Chinese have imported the competitive model of poaching the best workers but not the protections against some of the model's shortcomings for training. The Chinese can learn from the problems of training policies in Western countries, including the chronic problems of school-based training that results in mismatches between training and needs and the reluctance to commit resources to training. Discussion regarding training policy should touch upon legislation reestablishing a minimum level of expenditures on training, tax rebate policies to encourage those expenditures, and reestablishment of the apprenticeship system. Relations between the United States and China are discussed, and future policy recommendations are made. There are eight major sections. Section I contains an introduction. Section II examines common interests of the United States and its friends and allies. The third section deals with the evolution of relations between the United States and China. The recent background is described. Evolution of Chinese policy--economic, domestic political, foreign, and defense--is discussed. Evolution of U.S. policy regarding U.S./China economic relations, mutual understanding, U.S./China security relations, and U.S./China cultural and educational relations is also examined. Sections IV, V, and VI explore the prospective influence and likely interaction of other key actors that may influence the U.S./China relationship, e.g., the Soviet Union, Taiwan, and other Asian countries. The seventh section deals with the relationship between Atlantic and Pacific security. Policy recommendations conclude the publication. (RM)

Abstract

China’s paper industry consumes a lot of energy and emits huge amounts of pollutions. The Chinese government over the past decades has done a lot to promote energy efficiency of the industry. This paper studies the impact of industrial polices to improve energy efficiency. The energy efficiency change is firstly studied under a framework of total factor efficiency. On this basis, different econometric models are built to discuss the detailed energy efficiency characteristics of the paper industry. The main results are as follow: (i) ownership structure did influence the energy efficiency, but the influence is different in different conditions; (ii) energy efficiency of the paper industry can be improved by economies of scale; (iii) market competition can to some extent overcome the motivation and supervision problem that often occur in state-owned companies; (iv) energy price cannot play the role of resource allocation well in China. Finally, based on our findings, some suggestions are provided.

Abstract

China's paper industry accounts for a larger proportion of the global paper industry and consumes large amounts of energy. Energy conservation and pollution reduction of the industry have become the focus of China's national development strategy. Energy efficiency is an important index which directly determines the amounts of energy consumption and pollution emissions. To understand the energy efficiency evolution of China's paper industry, this paper establishes an input-output data of the paper industry for 29 provinces in China and applies DEA method and econometric models to estimate and comprehensively discuss the energy efficiency issues based on the framework of total factor efficiency. Our results indicate that China's paper industry has a large energy saving potential even though its energy efficiency has improved during the period 1990–2013. The saving potential is about 65% under the meta-frontier and 44% under the group-frontier. Moreover, there are significant differences between different regions in production technology and energy efficiency. The performance of eastern China is better than other regions. But the technology gaps between the different regions are shrinking and converging over time. Finally, some policy recommendations are proposed to improve the energy efficiency of the industry.

Abstract

China is the largest importer of waste paper in the world and is highly dependent on the international market. Thus, the relationship between Chinese and international waste paper markets affects the supply of fiber materials in China’s paper industry. This study examined the dynamic relationship between the two markets and the impact of newly implemented policies on both markets. We used unit root tests, cointegration test, vector error correction model (VECM) and frequency-domain Granger causality test to investigate the integration between Chinese and international waste paper markets and identify which of the two markets is the price leader. The results revealed that the two markets were integrated after controlling for structural breaks, and the Chinese market acted as the price leader. Since the supply of waste paper and wood pulp is insufficient in China to meet the fiber demand of the paper industry, waste paper import restrictions have significantly affected the supply of fiber materials in China’s paper industry. Therefore, the Chinese government should fully consider the benefit of market integration and make full use of international waste paper resources to satisfy the large domestic demand for paper products.

21. Educational Reforms and Coping Strategies under the Tidal Wave of Marketization: A Comparative Study of Hong Kong and the Mainland.

Abstract

This report compares and contrasts the educational reforms and coping strategies that have been adopted by socialist China and capitalist Hong Kong as they face the challenges of global marketization (the introduction of market competition and other private initiatives). It charts marketization's influence on decision-making and social policies around the world. One of the outcomes of this global trend is the international quality-assurance movement in streamlining the education institutions. The paper examines the effects of managerialism on Hong Kong's experience and the policy context of quality assurance in education. It discusses the policy of decentralization in schools and the impact derived from the introduction of internal competition. The text describes similar conditions in the mainland by examining the policy context of marketization of education in China, the policy of decentralization and marketization of education, features of marketized education, and the use of competition to enhance efficiency and effectiveness. Examples of market-driven curricula and programs are also provided. The paper concludes by cautioning that recent educational developments in Hong Kong and China have reflected global trends in the reduction of the government's role in education. However, the tide of marketization should not be treated as a simplistic notion of an undifferentiated universal trend. (Contains 99 references.) (RJM)

Abstract

The pulp and paper industry is currently facing broad structural changes due to global shifts in demand and supply. These changes have significant impacts on national economies worldwide. In this paper, we describe the recent trends in the pulp and recovered paper (RP) production, and estimate augmented gravity models of bilateral trade for chemical pulp and RP exports with panel data. According to our results, there is some variation in the effects of the traditional gravity-model variables between pulp grades and RP. The results imply also that, in comparison to export supply, import demand plays a larger role in determining the volume of exports. Finally, it is evident that Asia, particularly China, is the most important driver of chemical pulp and RP trade: China is hungry for fiber, and must import to satisfy its growing needs. Moreover, the speed of China’s growth in chemical pulp and RP imports has been driving the increased significance of planted forests in the exports of hardwood pulp (BHKP) as well.

31. Education Abroad in China: Literature Review of Study Abroad Program Types, Outcomes and Benefits

Abstract

While there has been an increase in students studying abroad in China, this increase has not been seen in the respective number of articles published in scholarly journals on education abroad in China. This paper summarizes articles from journals on the types of education abroad programs in China, organized by topic, and by the outcomes and benefits of the programs as stated in the articles. The basis for this review is relevant literature from full-text journals published from 1975 to 2013. Of 213 returns from an online search, 25 were relevant for this literature review. The benefits and outcomes of education abroad in China culled from this literature review are compared to the list of ten main outcomes of study abroad programs presented by Parsons (2010). In addition, outcomes not listed by Parsons were identified.

32. Questioning Centre-Periphery Platforms

Abstract

How much is hegemony and how much is self-determination in the higher education systems in Southeast Asia? This paper argues that while the question of centre and periphery is still relevant to the analysis of international university systems, the analytical frameworks from which it has arisen may lose viability in the long term. Southeast Asian states are making use of higher education to act in ways that will contribute to the altering of their peripheral position in the global economic and political system. While changes in Southeast Asian higher education are closely tied to global markets and follow what sometimes appears to be a dependent pattern of adaptations driven by Western developed economies, the paper argues that there is also a significant amount of resistance. As Southeast Asian countries adapt in ways that help embed economic globalisation within their national landscape, the manner in which the adaptation occurs is more selective, open, and democratic than before. Moreover, while global communication with core (centre) university systems has been more open and transparent, the system is closed to direct intervention from the outside, making hegemony a less plausible explanation for the manner in which the system is reacting within the new global environment of financial interdependency.

Historians work in a discipline with few inherent concepts and are obliged to draw upon many fields in recreating the past. Yet authors of most school history texts, state and national standards and curriculum materials seldom incorporate economic analysis in their work. Just look at state standards that include Adam Smith and John Locke but draw no connections between their economic thought and contemporary institutions, to world history texts that treat the British Industrial Revolution as a virtual crime against humanity. This essay's objective is to integrate an economic perspective into five common topics that are taught, depending upon the course, in every world or U.S. history survey class; Ancient Greece and Rome, Imperial China, Colonial English America, the British Industrial Revolution, and the U.S. depression of the 1930s. 42. Auditing Chinese Higher Education? The Perspectives of Returnee Scholars in an Elite University

Abstract

Drawing upon fieldwork conducted in an elite Chinese university and English language literature of audit culture in higher education against the backdrop of Chinese higher education in transition, this paper has discovered that Chinese higher education is undergoing an auditing process. However, this Chinese audit regime is not only guarded by a quantifiable scientism, but also by ideological control of communism and a Confucian guanxixue and paternalism to form a new synthesized pattern of governance, and thus is a different form from neoliberal audit culture in the West. Lastly, the paper warns against the threat posed by the collusion of economic and administrative rationalization to academia in China.

43. China's Higher Education Expansion and the Task of Economic Revitalization

Abstract

This paper centers on the expansion from elite to mass higher education in China and its effects on China's economic development. These effects are twofold, including both the immediate influence of expanded enrollment in higher education on China's economy, and the human capital accumulation for the long term. The paper first provides a description of key changes in the Chinese higher education system during this radical expansion. This is followed by an analysis of the relation between higher education expansion and economic development both in terms of short and long term goals, using the Keynesian economic principle and human capital theory. The analysis found that it is premature to conclude whether the expansion policy has revitalized the economy or not in the short term. China is achieving its long term goal of accumulating human capital; however, the mounting unemployment of postsecondary graduates is jeopardizing students' private returns.

44. An Emerging Donor in Education and Development: A Case Study of China in Cameroon

Abstract

This paper analyzes China's new approaches of education aid to Africa through a case study of Cameroon. China's cooperation has been characterized by different discourses and different historic relationships with recipient countries than those of traditional donors. Sino-African policies have gone through different stages, each connected to wider political and economic realities. Currently, a broadening of China's engagement with Africa can be noticed through increasing aid packages and the inclusion of African countries other than those that had traditionally been close to China. Cameroon has been one of the countries that have had a relatively extended cooperation with China. Four types of Chinese education aid to Africa are illustrated by this paper: (i) Confucius Institutes, which are providing language and culture-related training in host countries; (ii) longer term scholarships and short-term training for Africans in China; (iii) school construction; and (iv) stand-alone education projects. By analyzing how these three different types of aid are taking place in Cameroon, various and apparently contradictory strategies and discourses materialize.

45. Higher Education, Real Income and Real Investment in China: Evidence from Granger Causality Tests

Abstract

This paper employs cointegration and error-correction modelling to test the causal relationship between real income, real investment and tertiary education using data for the People's Republic of China over the period 1952-1999. To proxy tertiary education we use higher education enrolments and higher education graduates in alternative empirical specifications. One of the paper's main findings is that real income, real investment and tertiary education are cointegrated when real investment is the dependent variable, but are not cointegrated when either tertiary education or real income is the dependent variable. We also extend the in-sample analysis to examine the decomposition of variance and impulse response functions. (Contains 2 notes.)
