This paper describes the methodological changes that occurred across cycles of the Canadian Incidence Study of Reported Child Abuse and Neglect (CIS), specifically outlining the rationale for tracking investigations of families with children at risk of maltreatment in the CIS-2008 cycle. This paper also presents analysis of data from the CIS-2008 examining the differences between those investigations focusing on risk of maltreatment and those investigations focusing on an incident of maltreatment. The CIS-2008 uses a multi-stage sampling design. The final sample selection stage involves identifying children for which (a) there was a concern of a specific incident of maltreatment, and (b) there was no specific concern of past maltreatment but the risk of future maltreatment was being assessed. The present analysis included 11,925 investigations based on specific inclusion criteria. Bivariate and multivariate analyses were conducted to better understand maltreatment and risk only investigations in the CIS-2008. Families investigated for alleged maltreatment, compared to those investigated for future risk, were more likely to live in a home that was overcrowded, live with the presence of at least one household hazard, and run out of money for basic necessities. Younger children were more likely to be the subject of a risk investigation. Caregiver alcohol abuse, household hazards, and certain child functioning issues were associated with an increased likelihood in a finding of substantiated maltreatment. Several primary caregiver functioning concerns were associated with the decision to substantiate risk, as well as household hazards and overcrowding. This study represents the first exploration of a national profile of risk only investigations. The analyses provided an opportunity to examine differences in the profile of children and families in risk only investigations and child maltreatment investigations, revealing several important differences.

Objective: Fluke et al. (2010) analyzed Canadian Incidence Study on Reported Child Abuse and Neglect (CIS) data collected in 1998 to explore the influence of clinical and organizational characteristics on the decision to place Aboriginal children in an out-of-home placement at the conclusion of a child maltreatment investigation. This study explores this same question using CIS data collected in 2003 which included a larger sample of Aboriginal children and First Nations child and family service agencies. Methods: The decision to place a child in an out-of-home placement was examined using data from the "Canadian Incidence Study of Reported Child Abuse and Neglect-2003" and a reanalysis of CIS-1998 data (Fluke et al., 2010). The CIS-2003 dataset includes information on nearly 12,000 child maltreatment investigations from the time of report to case disposition. The CIS-2003 also captures information on the characteristics of investigating workers and the child welfare organizations for which they work. Multi-level statistical models were developed to analyze the influence of clinical and organizational variables using MPlus software. MPlus allows the use of dichotomous outcome variables, which are more reflective of decision-making in child welfare and facilitates the specific case of the logistic link function for binary outcome variables under maximum likelihood estimation. Results: Final models revealed the proportion of investigations conducted by the child welfare agency involving Aboriginal children was a key single agency level predictor of the placement decision. Specifically, the higher the proportion of investigations of Aboriginal children, the more likely placement was to occur. Contrary to the findings in the first paper (Fluke et al., 2010), individual Aboriginal status also remained significant in the final model at the first level. Conclusions: Further analysis needs to be conducted to further understand individual and organizational level variables that may influence decisions regarding placement of Aboriginal children. There is also a need for research that is sensitive to differences among, and between, Metis, First Nations and Inuit communities. The aim of this paper was to provide a description of the trauma experiences, trauma-related sequels, and resilience features of a sample of Canadian youth in residential care facilities, as well as to explore the impact of gender and of the number of different traumas experienced on trauma-related sequels and resilience features. A convenience sample of 53 youth aged 14 to 17 recruited from six child protection residential care units agreed to voluntarily participate in the study. They were administered the "Childhood Trauma Questionnaire," the "Trauma Symptom Checklist for Children," and the "Child and Youth Resilience Measure." Results revealed high rates of abusive and neglectful experiences in the lives of these youth. Most have experienced multiple forms of trauma. Girls were more likely to report sexual abuse and to display clinical levels of sexual concerns, as well as posttraumatic stress and dissociation symptoms. Multiple forms of trauma were related to higher clinical levels of depression, anger, posttraumatic stress, and dissociation, as well as to lower individual, relational, and community resilience features.

Objective: The 1998 Canadian Incidence Study of Reported Child Abuse and Neglect (CIS-98) is the first national study to document the rate of intentionally false allegations of abuse and neglect investigated by child welfare services in Canada. This paper provides a detailed summary of the characteristics associated with intentionally false reports of child abuse and neglect within the context of parental separation. Method: A multistage sampling design was used, first to select a representative sample of 51 child welfare service areas across Canada. Child maltreatment investigations conducted in the selected sites during the months of October-December 1998 were tracked, yielding a final sample of 7,672 child maltreatment investigations reported to child welfare authorities because of suspected child abuse or neglect. Results: Consistent with other national studies of reported child maltreatment, CIS-98 data indicate that more than one-third of maltreatment investigations are unsubstantiated, but only 4% of all cases are considered to be intentionally fabricated. Within the subsample of cases wherein a custody or access dispute has occurred, the rate of intentionally false allegations is higher: 12%. Results of this analysis show that neglect is the most common form of intentionally fabricated maltreatment, while anonymous reporters and noncustodial parents (usually fathers) most frequently make intentionally false reports. Of the intentionally false allegations of maltreatment tracked by the CIS-98, custodial parents (usually mothers) and children were least likely to fabricate reports of abuse or neglect. Conclusions: While the CIS-98 documents that the rate of intentionally false allegations is relatively low, these results raise important clinical and legal issues, which require further consideration.

This paper examines how child protection legislation has affected educational systems and school personnel in Canada and the United States and draws general conclusions about the adequacy of legislation concerning child abuse reporting requirements. Vagueness in the laws leads to problems with their implementation. (PP)

The significant role of the community in the lives of children and youth at-risk has become increasingly clear to social work academics and professionals over the last three decades. Alongside the more traditional individual and family responses, community interventions have been designed to catalyze change in the environment of children and youth at-risk and supply holistic and sustainable responses to their needs. Ten such community intervention programs were identified from the United States, Australia, Canada, and Israel. Most employed the community development model, focused on developing leadership and social capital (improving community networking) and advancing coordination between the organizations and sectors in the field of risk among children and youth. The diverse programs reviewed focused both on at-risk children and youth in general or specifically on child abuse and neglect. The programs originated from different health, education, and welfare disciplines and sponsoring authorities. The majority were funded originally by private foundations; however, government involvement was significant, particularly in the adoption and support of initiatives after their development. The current analysis of the programs refers to core issues that arose from the review: professional orientation, main target unit, main initiator, and research and evaluation. Analysis of program characteristics enables identifying relevant aspects of these programs for use by policy, governmental, and nonprofit sector stakeholders seeking to develop similar programs. Conclusions and recommendations to advance the field are suggested considering the current context of government cuts in welfare funds. [ABSTRACT FROM AUTHOR]

Objective: This paper examined the relative influence of clinical and organizational characteristics on the decision to place a child in out-of-home care at the conclusion of a child maltreatment investigation. It tested the hypothesis that extraneous factors, specifically, organizational characteristics, impact the decision to place a child in out-of-home care. A secondary aim was to identify possible decision making influences related to disparities in placement decisions tied to Aboriginal children. Research suggests that the Aboriginal status of the child and structural risk factors affecting the family, such as poverty and poor housing, substantially account for this overrepresentation. Methods: The decision to place a child in out-of-home care was examined using data from the Canadian Incidence Study of Reported Child Abuse and Neglect. This child welfare dataset collected information about the results of nearly 5,000 child maltreatment investigations as well as a description of the characteristics of the workers and organization responsible for conducting those investigations. Multi-level statistical models were developed using MPlus software, which can accommodate dichotomous outcome variables, which are more reflective of decision making in child welfare. Mplus allows the specific case of the logistic link function for binary outcome variables under maximum likelihood estimation. Results: Final models revealed the importance of the number of Aboriginal reports to an organization as a key second level predictor of the placement decision. It is the only second level factor that remains in the final model. This finding was very stable when tested over several different levels of proportionate caseload representation ranging from greater than 50% to 20% of the caseload. Conclusions: Disparities among Aboriginal children in child welfare decision making were identified at the agency level. Practice implications: The study provides additional evidence supporting the possibility that one source of overrepresentation of Aboriginal children in the Canadian foster care system is a lack of appropriate resources at the agency or community level. In Canada, provinces and territories directly deliver services related to child maltreatment, but various federal departments share responsibility for responding in other ways. The Canadian Incidence Study of Reported Child Abuse and Neglect (CIS) is one of the Public Health Agency's contributions. This paper presents an overview of its key findings, and points to some implications for program and policy development. CIS data suggest that neglect is the most common type of child maltreatment in Canada, followed by physical abuse, emotional maltreatment and sexual abuse. Because CIS data suggest that parents and other adult relatives are most often the perpetrators of child maltreatment, and that the maltreatment rarely results in severe physical harm, federal support of parenting education programs may be a useful response to the problem of child maltreatment. We conducted an evaluation of Nobody’s Perfect Program involving 71 participants from Peterborough County, Canada. Prior to the program, parents completed demographic information, along with self-report measures assessing the types of interactions with their children, parent resourcefulness, knowledge and use of resources, parent competency and self-efficacy, which were completed again after the program and at a two month follow-up testing. In comparison to parents not earning certificates, parents earning certificates were younger and more likely to have completed previous parenting programs. As well, parents earning certificates demonstrated and maintained an increase in parenting resourcefulness, warm/positive parent-child interactions, sense of parenting competency and satisfaction, and use of community resources. The more sessions parents attended, the better their parenting resourcefulness and warm/positive parent-child interactions on completion and at follow-up, and the less their angry and punitive parenting at follow-up. Parents who had attended parenting programs before had higher parenting resourcefulness scores at entry. They left the program with increased levels of parenting resourcefulness, better parent-child interactions, and more effective child management skills. A number of recommendations are suggested to help facilitators of the program enhance service delivery and improve parental outcomes. [ABSTRACT FROM AUTHOR]
