The last fifteen years of the twentieth century have witnessed fundamental changes in approaches to the issue of youth prostitution in Canada. During this period there has been a growing recognition that young prostitutes should be treated as victims in need of protection, not deviants requiring punishment. The most recent and controversial policy response to this victimization framework has been the introduction of secure care legislation in the province of Alberta. Discussions around the possibility of introducing similar legislation has taken place in British Columbia and Ontario. This paper argues the secure care movement in the provinces of Alberta and British Columbia represent neo-liberal responses to the (re) conceptualization of youth prostitution as a form of sexual abuse and exploitation. Of particular interest is how secure care advances neo-liberal forms of governance by supporting what Garland refers to as ‘responsibilization’ strategies. In the process, the youth prostitution ‘problem’ is governed at a distance, the onus for combatting the youth sex trade is placed upon the individual prostitute, community and family, and the meaning of ‘success’ in addressing the youth prostitution phenomenon is redefined. At the same time, relations of power that give rise to the youth sex trade remain unchallenged. Power engineering certification in Canada comprises a hierarchical, graduated system available to both young and adult learners. This paper offers insight into the knowledge gap regarding factors influencing Canadian power engineers' decision to pursue advanced certification in the Provinces of British Columbia and Alberta, with implications for adult learning in the power engineering sector of Canada. Comprehension of factors that influence intentions for power engineering certification may illuminate barriers and enablers to adult learning and provide evidentiary knowledge to support a format that facilitates advancement of certification. The research methodology was quantitative correlational design in which linear and logistic regressions employing a modified Bonferroni equivalent alpha were utilised. An original survey was developed for the study and pilot tested for validity and reliability. The sample comprised 1st, 2nd, and 3rd Class power engineers in British Columbia and Alberta. The dependent variable (DV) was the power engineers' advancement intention. In the context of this paper, advancement intention is an influence leading to the inclination or reluctance to pursue promotion, succession, or advancement in employment. The independent variables (IVs) were time commitment, educational support, locus of control, time elapsed since previous certification, responsibility, and peer appraisal. Revealed in the results were positive, statistically significant relationships between the DV of advancement intention and three of the six IVs. Time commitment, responsibility, and elapsed time exert statistically significant effects on advancement intention (DV). The three remaining IVs that did not exhibit significant relationships with the DV were educational support, locus of control, and peer appraisal. This indicated that the IVs of educational support, locus of control, and peer appraisal did not significantly influence the DV when compared to the significant influences of time commitment, responsibility, and elapsed time on the DV. Comprehension of the influential factors regarding the intention of Canadian power engineers to pursue advanced certification may assist industry and academia with insight into the barriers and enablers to higher certification, and the correlation of decision factors with advancement intention. Background: Advance care planning (ACP) is a process which enables patients to communicate wishes, values, fears, and preferences for future medical care. Despite patient interest in ACP, the frequency of discussions remains low. Barriers to ACP may be mitigated by involving non-physician clinic staff, preparing patients ahead of visits, and using tools to structure visits. An ACP care pathway incorporating these principles was implemented in longitudinal generalist outpatient care, including primary care/family medicine and general internal medicine, in two Canadian provinces. This study aims to understand clinician experiences implementing the pathway. Methods: The pathway was implemented in one family practice in Alberta, two family practices in British Columbia (BC), and one BC internal medicine outpatient clinic. Physicians and allied health professionals delivered structured pathway visits based on the Serious Illness Conversation Guide. Twelve physicians and one social worker participated in interviews or focus groups at the end of the study period. Qualitative data were coded inductively using an iterative approach, with regular meetings between coders. Results: Clinicians described experiences with the ACP care pathway, impact at the clinician level, and impact at the patient level. Within each domain, clinicians described barriers and facilitators experienced during implementation. Clinicians also reflected candidly about potential for future implementation and the sustainability of the pathway. Conclusions: While the pathway was implemented slightly differently between provinces, core experiences were that implementation of the pathway, and integration with current practice, were feasible. Across settings, similar themes recurred regarding usefulness of the pathway structure and its tools, impact on clinician confidence and interactions with patients, teamwork and task delegation, compatibility with existing workflow, and patient preparation and readiness. Aim The spatial extent of western Canada’s current epidemic of mountain pine beetle, Dendroctonus ponderosae Hopkins (Coleoptera: Curculionidae, Scolytinae), is increasing. The roles of the various dispersal processes acting as drivers of range expansion are poorly understood for most species. The aim of this paper is to characterize the movement patterns of the mountain pine beetle in areas where range expansion is occurring, in order to describe the fine-scale spatial dynamics of processes associated with mountain pine beetle range expansion. Location Three regions of Canada’s Rocky Mountains: Kicking Horse Pass, Yellowhead Pass and Pine Pass. Methods Data on locations of mountain pine beetle-attacked trees of predominantly lodgepole pine ( Pinus contorta var. latifolia) were obtained from annual fixed-wing aircraft surveys of forest health and helicopter-based GPS surveys of mountain pine beetle-damaged areas in British Columbia and Alberta. The annual (1999–2005) spatial extents of outbreak ranges were delineated from these data. Spatial analysis was conducted using the spatial–temporal analysis of moving polygons (STAMP), a recently developed pattern-based approach. Results We found that distant dispersal patterns (spot infestations) were most often associated with marginal increases in the areal size of mountain pine beetle range polygons. When the mountain pine beetle range size increased rapidly relative to the years examined, local dispersal patterns (adjacent infestation) were more common. In Pine Pass, long-range dispersal (> 2 km) markedly extended the north-east border of the mountain pine beetle range. In Yellowhead Pass and Kicking Horse Pass, the extension of the range occurred incrementally via ground-based spread. Main conclusions Dispersal of mountain pine beetle varies with geography as well as with host and beetle population dynamics. Although colonization is mediated by habitat connectivity, during periods of low overall habitat expansion, dispersal to new distant locations is common, whereas during periods of rapid invasion, locally connected spread is the dominant mode of dispersal. The propensity for long-range transport to establish new beetle populations, and thus to be considered a driver of range expansion, is likely to be determined by regional weather patterns, and influenced by local topography. We conclude that STAMP appears to be a useful approach for examining changes in biogeograpical ranges, with the potential to reveal both fine- and large-scale patterns. [ABSTRACT FROM AUTHOR]

This essay explores the complex struggles over the reinvention of mountaineering practices and ethics during the postwar period in the Rocky Mountains of Canada between competing interest groups of disparate climbers. Specifically, we focus on the increased challenges to the hegemony of the Alpine Club of Canada (ACC) by a wave of young, working-class emigrants, who contentiously broadened the limits and operative goals/meanings of the sport in the range. In doing so, this paper examines the controversy that erupted within the climbing community over first ascent of Brussels Peak in 1948, followed by a discussion of the arrival of renowned climber Hans Gmoser (1932-2006), whose early activities in the Rockies' eastern front irrevocably challenged local tradition and the hegemony of the ACC. Introduction: Improving health services integration through primary health care (PHC) teams for patients with chronic conditions is essential to address their complex health needs and facilitate better health outcomes. The objective of this study was to explore if and how patients, family members, and caregivers were engaged or wanted to be engaged in developing, implementing and evaluating health policies related to PHC teams. This patient‐oriented research was carried out in three provinces across Canada: British Columbia, Alberta and Ontario. Methods: A total of 29 semi‐structured interviews with patients were conducted across the three provinces and data were analysed using thematic analysis. Results: Three key themes were identified: motivation for policy engagement, experiences with policy engagement and barriers to engagement in policy. The majority of participants in the study wanted to be engaged in policy processes and advocate for integrated care through PHC teams. Barriers to patient engagement in policy, such as lack of opportunities for engagement, power imbalances, tokenism, lack of accessibility of engagement opportunities and experiences of racism and discrimination were also identified. Conclusion: This study increases the understanding of patient, family member, and caregiver engagement in policy related to PHC team integration and the barriers that currently exist in this engagement process. This information can be used to guide decision‐makers on how to improve the delivery of integrated health services through PHC teams and enhance patient, family member, and caregiver engagement in PHC policy. Outdoor learning offers clear physical, cognitive, social-emotional and academic benefits for children and yet, it is considered a grassroots approach to teaching and learning in elementary schools. We examined teachers' perspectives on barriers and supports for outdoor learning in public elementary schools. Thirty-six teachers in (urban and rural) British Columbia, Alberta, and Ontario (all female; Mean age = 43.84, SD = 10) participated in one of five virtually administered, semi-structured focus groups. Questions/prompts facilitated a discussion on teachers' experiences with barriers and supports for outdoor learning. Thematic analysis was used to identify main themes. Four interrelated themes and further sub-themes were found: 1) Teacher characteristics: interest/motivation to teach outdoors, preparedness, confidence in handling risks; 2) Systemic factors: principal support, school/district policies, funding/resources, curriculum, school schedule; 3) Culture: school culture, societal beliefs about education, family backgrounds; 4) Environmental factors: weather, built/natural environment, hazards. Systemic support is needed to integrate outdoor learning in schools. The findings in this study are relevant to health education specialists particularly focused on elementary school education. Social work research and literature in the area of supervision tends to focus on the supervision of field education students. Less attention is given to the supervision of social work practitioners and there is almost no information that examines how social workers become supervisors. This exploratory study interviewed 27 practicing social work supervisors across different fields of social work practice in Western Canada. The participants included 15 supervisors with a graduate degree and 12 supervisors with an undergraduate degree. The supervisors completed a brief questionnaire that was followed by a structured interview. Supervisors were asked how they came to be social work supervisors. Thematic analysis of the supervisors' responses revealed three pathways to supervision: task exposure, supervision by happen chance, and deliberate decision. The responses suggested that additional focus on supervision might be included in undergraduate education and that universities, professional associations, and employers pay more attention to succession planning. Structure, that is, deliberate patterns of relationships, is an important characteristic for analysis in comparative studies of organizations. Using a modified version of the Inkson short form of the Aston questionnaire, this study examined contextual and structural variables of 23 community, private, and agricultural colleges and technological institutes in Alberta and British Columbia. The Aston methodology was shown to have discriminating power and structural differences were apparent in the four groups. The factor solutions, however, were different from those obtained in the Aston studies, suggesting that the Aston generalizations do not apply to all types of organizations. In particular, different types of relationships were evident in the formalization of roles, functional specialization, and centralization of decision-making power. [ABSTRACT FROM AUTHOR]

Background: We analyzed and compared primary health care (PHC) policies in British Columbia, Alberta and Saskatchewan to understand how they inform the design and implementation of team-based primary health care service delivery. The goal was to develop policy imperatives that can advance team-based PHC in Canada.Methods: We conducted comparative case studies (n = 3). The policy analysis included: Context review: We reviewed relevant information (2007 to 2014) from databases and websites. Policy review and comparative analysis: We compared and contrasted publically available PHC policies. Key informant interviews: Key informants (n = 30) validated narratives prepared from the comparative analysis by offering contextual information on potential policy imperatives. Advisory group and roundtable: An expert advisory group guided this work and a key stakeholder roundtable event guided prioritization of policy imperatives.Results: The concept of team-based PHC varies widely across and within the three provinces. We noted policy gaps related to team configuration, leadership, scope of practice, role clarity and financing of team-based care; few policies speak explicitly to monitoring and evaluation of team-based PHC. We prioritized four policy imperatives: (1) alignment of goals and policies at different system levels; (2) investment of resources for system change; (3) compensation models for all members of the team; and (4) accountability through collaborative practice metrics.Conclusions: Policies supporting team-based PHC have been slow to emerge, lacking a systematic and coordinated approach. Greater alignment with specific consideration of financing, reimbursement, implementation mechanisms and performance monitoring could accelerate systemic transformation by removing some well-known barriers to team-based care. Objectives. We evaluated the public health benefits of traffic laws targeting speeding and drunk drivers (British Columbia, Canada, September 2010). Methods. We studied fatal crashes and ambulance dispatches and hospital admissions for road trauma, using interrupted time series with multiple nonequivalent comparison series. We determined estimates of effect using linear regression models incorporating an autoregressive integrated moving average error term. We used neighboring jurisdictions (Alberta, Saskatchewan, Washington State) as external controls. Results. In the 2 years after implementation of the new laws, significant decreases occurred in fatal crashes (21.0%; 95% confidence interval [CI] = 15.3, 26.4) and in hospital admissions (8.0%; 95% CI = 0.6, 14.9) and ambulance calls (7.2%; 95% CI = 1.1, 13.0) for road trauma. We found a very large reduction in alcohol-related fatal crashes (52.0%; 95% CI = 34.5, 69.5), and the benefits of the new laws are likely primarily the result of a reduction in drinking and driving. Conclusions. These findings suggest that laws calling for immediate sanctions for dangerous drivers can reduce road trauma and should be supported. [ABSTRACT FROM AUTHOR]

Constitutional and institutional legacies were combined to create a very decentralized forest policy sector in Canada. Where coherent policy requires a national response-as is the case with adaptation to climate change-the critical challenge is to locate the relevant decentralized policy capacity and steer it toward meeting national objectives. While there is some evidence that significant policy capacity exists in provincial forest and resource management departments, climate change adaptation has led to an expansion of departmental mandates that is not being addressed by better coordination of the available policy capacity. The relevant federal agencies are not well represented in information networks and forest policy workers report lower levels of internal and external networking than workers in related policy subsectors. To date 17 First Nations have introduced casinos as an economic strategy to help mitigate existing socio-economic disparities in the Canadian provinces of British Columbia, Alberta, Saskatchewan, Manitoba and Ontario, while the provincial Nova Scotia First Nations operate 'Video Lottery Terminal (VLT) palaces' (i.e., no table games). Although the economic benefits of Native casinos in the United States are well documented, there is very little research to determine whether the same effects exist in Canada. The present research seeks to partly fill this void by evaluating the impact of the recent introduction of casinos to Alberta First Nation (i.e., reserve) communities. Findings show that there is significant variability in the economic benefits between communities. Nonetheless, it is clear that, in general, the introduction of casinos in Alberta has broad economic benefits to Alberta First Nations. [ABSTRACT FROM AUTHOR]

Background: Research capacity in palliative and end-of-life care is less than some other fields of medicine where there is a longer track record of biomedical research. Palliative medicine clinicians often receive little or no formal research training during their postgraduate education; hence, education efforts may prove pivotal to increasing palliative care research capacity. To that end, our group established a national online training program on palliative care research methodologies, called Foundations of Palliative Care Research. This report describes the development and implementation of the course, and its evaluation. To inform decisions on the overall course objectives, length, design, and implementation, formal needs assessments were conducted through surveys of Canadian palliative medicine residency program directors and of Canadian palliative medicine residents. Methods: A 12-week, online, module-based course was designed. The first iteration of the course was offered to English-speaking palliative medicine residents from across Canada between October 2008 and March 2009. The course utilized Web-based communication methods, and was delivered using a combination of asynchronous and synchronous learning strategies and activities. Results: Ten palliative care residents from different parts of the country registered and all completed the course with passing marks. Participants evaluated the course through a post course survey. The formal evaluation of the course, along with successes, challenges, and lessons applicable to future ventures, are discussed. [ABSTRACT FROM AUTHOR]

Previous estimates of geothermal energy potential in Canada give an indication of available heat to be ‘farmed’ at depth. This article examines in more detail depth–temperature relationships near large population centers in western Canada, as well as remote communities in northern Canada, in order to provide a first order assessment of Enhanced Geothermal Systems (EGS) potential for electrical generation. Quantities of EGS thermal power output and electrical generation are dependent on output temperature and flow rate. We relate these potential power rates as a whole to drilling and installation cost for the doublet systems and triplet system. Results show areas with significant EGS potential in northern Alberta, northeastern British Columbia, and southern Northwest Territories related to high heat flow and thermal blanketing of thick sedimentary cover. Estimated installation costs in 2008 dollars are under 2 mln$/MWe. We also estimate significant reductions in CO2 emissions by conversion to geothermal electric production. [ABSTRACT FROM AUTHOR]

The article presents the findings from a study that compares the alpine watershed characteristics in the Canadian Rocky Mountains based on data obtained from three digital elevation models (DEMs). The terrain topological information resources are the archived public access Terrain Resource Information Management (TRIM), stereo aerial photography DEM and airborne light detection and ranging (LiDAR). These three DEMs showed similar findings in terms of alpine basin attributes, however, significant differences were also found in the context of application uses and other finer scales.

The article focuses on the approaches of budgeting adopted by several provinces in Canada, including Alberta, Manitoba and British Columbia. It states that British Columbia uses a modified zero-base budget approach, whereas Manitoba uses decentralized departmental planning. It presents a comparison of provincial strategies, which includes the integration of expenditure control procedures into the formal budget process, and the degree of control achieved. It also discusses various governmental policies of several provinces, like their employment policy, role of political ideology and marketing.
